The National Communications Authority (NCA) is to prepare a framework for customer remediation and sanctions when telecommunications operators fail to meet required service standards, Minister for Communications, Digital Technology and Innovations Samuel Nartey George has announced.
Mr George said the framework would ensure that consumers receive some form of benefit or relief when they lose mobile or broadband services due to circumstances for which they are not responsible.
“I’ve tasked the regulator with preparing a framework for customer remediation and sanctions where operators fall short, to ensure that customers are given some benefit when they lose service,” he said.
The announcement comes amid increasingly frequent network disruptions in Ghana.
Speaking at the Government Accountability Series on Monday, September 7, 2026, the minister said Ghana had recorded more than 8,000 fibre cuts in 2026, with repair costs exceeding US$20 million.
He said road construction, particularly projects under the government’s Big Push programme, accounted for about half of the damage, while illegal mining and activities by private and estate developers also contributed significantly.
According to Mr George, the proposed framework would ensure that telecommunications operators are not penalised for service disruptions caused by third parties.
He said the initiative was intended to strengthen consumer protection while ensuring that operators remained accountable for service standards within their control.
