Instarc, a RegTech firm based in Tallinn, has secured a €1.25m strategic investment to accelerate the commercial rollout of its cloud-native compliance platform for financial and FICA-accountable institutions in South Africa, with technology built to scale across compliance regimes worldwide.

HFO Investments has come in as a strategic investor through the round, advised by Athena Capital and Option 3 Capital. The backing lands as South Africa tightens its KYC and CDD obligations under the Financial Intelligence Centre Act (FICA), with Instarc’s platform built to help accountable institutions keep up with those shifting requirements.

The system brings together client onboarding, identity and ownership verification, configurable workflows, document management, retrievable audit records, and APIs designed to plug into institutions’ existing infrastructure without disruption.

South Africa’s compliance regime ranks among the toughest on the continent, and Instarc’s technology is designed to help clients track the rapidly evolving KYC and CDD demands set out under FICA.

The platform is built to weave compliance into an institution’s operating model rather than sit apart from it, with client journeys that can be configured by product, risk appetite and internal controls, letting firms adjust as rules change without reworking the underlying system.
