Same, but Different? Deal to Transfer Nairobi Functions to the State Reflects NMS Agreement

Nairobi Governor Johnson Sakaja faces increasing political pressure after confirming that his administration is collaborating with the national government on services such as garbage collection, roads, and sewerage. This has reignited debate over devolution and drawn comparisons to the abolished Nairobi Metropolitan Services (NMS). While Sakaja maintains that the arrangement is a structured collaboration rather than a constitutional transfer of functions, critics, including some Members of the County Assembly (MCAs) and Nairobi Senator Edwin Sifuna, argue that any transfer of county responsibilities requires a formal deed of transfer under Article 187. As President William Ruto indicates greater national involvement in waste management, the move has sparked sharp divisions, with some leaders supporting it to enhance services and others denouncing it as unconstitutional.

EU Parliament Calls for Independent Probe into Crimes against Humanity in Uganda

The European Parliament has called for an independent investigation into alleged crimes against humanity in Uganda connected to the January 2026 presidential election, citing violence, intimidation, and an internet shutdown. Lawmakers condemned the detention and harassment of opposition figures, including Robert Kyagulanyi and Kizza Besigye. They urged authorities to release detained supporters, end military trials of civilians, and implement electoral and human rights reforms, while calling on the European Union (EU) to review its cooperation with the Ugandan government.

CCM Celebrates 100 Days of Progress

Chama Cha Mapinduzi (CCM) states that President Samia Suluhu Hassan has fulfilled key pledges within her first 100 days in office, highlighting progress in health, education, youth empowerment, and infrastructure. The government introduced Universal Health Insurance for vulnerable groups, hired thousands of health workers and teachers, disbursed TZS200 billion to youth entrepreneurs, formalised small traders, and expanded water, electricity, and road projects. It also launched a digital public reporting system and began reconciliation efforts, with CCM asserting that these achievements show its commitment to delivering campaign promises and enhancing livelihoods.

Leaders called for stronger continental integration, climate-resilient water management, and reduced reliance on external financing. Simultaneously, ministers reviewed key reports and governance reforms, and prepared decisions for the Assembly of Heads of State and Government.

Ethiopia Playing Leading Role in Advancing Africa’s Strategic Priorities at AU Summit

Ethiopia states it plays a strategic role in coordinating African Union Member States to promote Agenda 2063 while protecting its national interests, as the 48th AU Executive Council meeting concluded ahead of the 39th AU Summit in Addis Ababa. Foreign Affairs Spokesperson Ambassador Nebiat Getachew said discussions centred on climate change, financing, United Nations (UN) representation, and regional peace and security. This is particularly in Somalia and Sudan, with calls for unity and collective action against threats such as Al-Shabaab. He added that Ethiopia is leading efforts on water for development and regional cooperation, while also hosting bilateral talks and showcasing Addis Ababa’s urban transformation to visiting delegates.
