Accra, March 17, GNA – The Controller and Accountant‑General’s Department Workers’ Union (CAGDWU) have expressed support for the proposal to grant autonomy to the Department, rejecting opposing claims by the Civil and Local Government Staff Association of Ghana (CLOGSAG).
A press release issued in Accra said the Union disagreed with remarks by Dr Isaac Bampoe Addo, Executive Secretary of CLOGSAG, who opposed the Constitutional Review Committee’s (CRC) recommendation.
The statement, signed by CAGDWU interim executives and copied to the Ghana News Agency, said the Union’s position followed extensive consultations and assessments by the CRC on the role of the Controller and Accountant‑General’s Department (CAGD).
It said the recommendation for autonomy was based on the Department’s critical function as manager of Ghana’s financial resources.
The Union stated that “the statements by Dr Isaac Bampoe Addo do not represent the position of the members of staff of the Controller and Accountant‑General’s Department.”
It assured staff that the formation and operation of the Union would not adversely affect their conditions of service and reaffirmed its commitment to protecting their welfare and professional interests.
“The Union will take all necessary and lawful steps to ensure that no action, policy, or decision undermines or compromises the welfare, rights, or professional standing of its members,” the statement said.
CAGDWU expressed full support for the CRC’s recommendations and cautioned that any attempts to obstruct the process would be resisted.
On concerns raised by CLOGSAG, the Union said there was no evidence to support claims that autonomy would create “constitutional confusion,” adding that independence would enhance clarity, efficiency and service delivery.
It also rejected assertions of weak fiscal coordination, stating that autonomy would “enhance harmonious management of government spending by removing political bottlenecks” and strengthen expenditure control.
The statement said the proposed independence of CAGD would promote fiscal discipline, professional integrity and align Ghana with international best practices.
It called on Parliament, civil society organisations and the public to support the reform to improve operational efficiency and safeguard national resources.
The interim executives of CAGDWU are Mr Ahmed Muniru Mohammed, President; Ms Becky Ayiku Otuo, General Secretary; Mr Abdul Razak Mohammed, Financial Controller; and Mr Gershon Ntsri, Organiser.
