Ghana’s Telecom Regulator Approves Three Bidders for 5G Airwaves

Ghana’s telecom regulator has narrowed the field for the country’s first competitive 5G spectrum auction, qualifying three of four applicants to move forward and rejecting a fourth outright.

The Decision

The National Communications Authority said Tuesday that Scancom Plc (MTN Ghana), Ghana Telecommunications Company (Telecel Ghana) and Goal Telecommunications Ltd cleared the eligibility and technical review stage of its licensing process for spectrum in the 700 MHz, 2.3 GHz and 3 GHz bands.

A fourth applicant, Infrava Ltd, did not qualify. The NCA said all applicants were notified of the reasons behind their outcomes, though it did not disclose those reasons publicly.

The three qualified applicants now proceed to the next stage: submission and ranking of sealed price offers. Infrava’s Envelope B, containing its financial bid, will not be opened.

Why It Matters

This is the first time Ghana has opened 5G spectrum to competitive bidding among multiple operators. Until earlier this year, Next Gen Infraco Limited held exclusive rights to build the country’s wholesale 5G infrastructure — a mandate the government revoked in February after NGIC missed a June 2025 deadline to launch services.

Regulators concluded a single-operator model was slowing rollout and opted for a competitive market instead.

Four companies applied by the extended August 27 deadline, after the NCA pushed the original submission date back three weeks to give bidders more time to prepare. The presence of Goal Telecommunications among the qualified applicants is notable: neither MTN nor Telecel, Ghana’s two largest mobile operators, faced a credible new entrant in prior spectrum rounds.

What Happens Next

The three qualified applicants will be told separately when and where their Best Price Offers — the sealed financial bids submitted alongside technical applications — will be opened and ranked.

Ghana’s licensing framework bars applicants from revealing pricing figures anywhere in their technical submissions, on pain of disqualification, which is why the financial envelopes remain sealed until this stage.

The NCA has not published a timeline for when licenses will be formally awarded or when 5G networks might go live. Under the broader RFA process, winning bidders will still need to meet rollout obligations spelled out in the original request for applications.

What’s Missing

The NCA’s release does not explain why Infrava failed the technical and eligibility review, nor does it break down how the three qualified bidders compared against each other on technical merit. It also gives no indication of license fee levels or rollout deadlines the eventual winners will face — details that matter more to consumers than the qualification stage itself.

Ghana’s mobile market has waited more than a year for 5G since NGIC’s original 2025 deadline slipped, and this announcement, while a procedural milestone, does not yet tell the public when service will actually arrive.
