24-Hour Economy secretariat, investment partners sign $270m poultry deal

The 24-Hour Economy and Accelerated Export Development Secretariat (24H+) and four investment partners have signed Heads of Terms for a US$270 million National Poultry Transformation Programme.

The signing represents the largest UK agrifood investment in Ghana’s history.

The partners are Agrium Capital, a UK-based agrifood investment company and subsidiary of Asset Green Ltd, Petra Trust, Axis Pension Trust and Ghana EXIM Bank.

The programme is expected to create 12,000 direct jobs, expand domestic poultry production, reduce Ghana’s reliance on imported chicken and build a stronger base for regional and export growth.

Signed at the Tony Blair Institute for Global Change in Accra, the agreement brings together international private capital, Ghanaian institutional capital and development finance around an integrated poultry platform.

The programme will span feed production, breeding, hatchery operations, broiler production, processing, cold chain, logistics and market access.

The first phase is expected to produce 20,000 tonnes of dressed and processed broiler products annually, scaling to 50,000 tonnes. Ghana spends approximately US$400 million each year importing chicken and poultry products.

Expanding domestic production would retain more of that expenditure in Ghana while supporting jobs and productive activity across the poultry value chain.

Speaking at the signing, Presidential Adviser on the 24-Hour Economy and Accelerated Export Development, Mr Augustus Goosie Tanoh, said the investment reflects the 24H+ Programme’s strategy of mobilising domestic and international private capital into productive sectors.

“This is a purposeful blend of foreign private capital and Ghanaian private capital, aligned to build this industry at scale,” Mr Tanoh said.

Madam Simone Mousey, Economic Counsellor and Head of the Growth Team at the British High Commission, welcomed the investment as an opportunity to deepen UK-Ghana commercial relations, particularly in agriculture and agrifood, and to strengthen economic ties between the two countries.

Chief Executive Officer of Agrium Capital Ltd., Mr Rod Bassett, said the investment reflects confidence in Ghana’s poultry sector and its potential to contribute to food security, local production and value creation.

Mr Sam Mensah-Baah, Country Director for Ghana at the Tony Blair Institute for Global Change, said the investment represents the kind of partnership Ghana needs to translate economic ambition into jobs, productive capacity and sustainable growth.

He said the Institute was proud of its catalytic role in bringing together international investors, domestic institutional capital and government around the shared ambition to mobilise US$270 million to transform Ghana’s poultry industry.

Managing Director of Petra Trust, Mr Kofi D. Fynn, said the participation of Petra Trust and Axis Pension Trust demonstrates the readiness of Ghana’s pension sector to deploy long-term capital into productive investments that support national development.

“We are ready to put our capital to work in support of the goals and objectives of this country,” Mr Fynn said.

The investment comes ahead of the UK-Ghana Investment Summit scheduled for 24 September 2026, which will provide further opportunities to connect businesses and investors from both countries.

The signed Heads of Terms will now be developed into a Shareholders’ Agreement for execution by the parties in the coming weeks.
