This proposal advocates for a bold redirection of pension capital into housing, agriculture, infrastructure, and modern railway systems, all under the umbrella of a 24-Hour Economy. By enabling continuous production, transport, and service delivery, Ghana can unlock jobs, industrial growth, and regional competitiveness.
Current Challenges
Overconcentration in Sovereign Debt: Pension funds are heavily invested in government securities, exposing contributors to fiscal risks.
Underutilization of Patient Capital: Pension reserves are not sufficiently deployed into productive sectors.
Regulatory Constraints: NPRA rules, such as the 5% per issuer limit, restrict large-scale investments.
Exclusion of Informal Sector Workers: Many Ghanaians remain outside pension coverage, limiting inclusivity.

Continuous Productivity: Factories, farms, logistics hubs, and services operate round-the-clock.

- Proposal: Establish a Pension Railway Development Fund (PRDF).
- Impact: Efficient rail corridors linking Accra, Kumasi, Takoradi, Tamale, and cross-border trade routes.
- Benefit: Lower transport costs, reduce road congestion, and enable 24-hour logistics.
2. Housing & Real Estate
- Proposal: Create a Pension Housing Investment Trust (PHIT).
- Impact: Affordable housing near industrial and transport hubs to support workers in a 24-hour economy.
3. Agriculture & Agribusiness
- Proposal: Launch a Pension Agribusiness Fund (PAF).
- Impact: Mechanized farming, irrigation, and cold storage facilities operating continuously to reduce post-harvest losses.
4. Infrastructure Development
- Proposal: Channel pension funds into Infrastructure Bonds and Public-Private Partnerships (PPPs).
- Impact: Reliable energy, water, and digital systems to sustain 24-hour operations.
