CLOGSAG declares nationwide strike effective March 9

The Civil and Local Government Staff Association of Ghana (CLOGSAG) has declared a nationwide strike, directing all its members in the Civil Service and Local Government Service to stay at home beginning Monday, March 9, 2026.

In a notice dated March 5, 2026, and signed by its Executive Secretary, Isaac Bampoe Addo, the association said the industrial action follows unresolved issues between the union and relevant authorities.

The notice, addressed to the Head of Civil Service, the Head of the Local Government Service, regional secretaries of CLOGSAG, and all members of the association, stated that the decision was taken after the union had earlier served notice of its intention to embark on an industrial action.

According to the statement, the National Executive Council (NEC) of CLOGSAG on February 19, 2026, informed members of its intention to proceed with the strike if the outstanding matters remained unresolved.

“As you are aware, the National Executive Council (NEC) of the Civil and Local Government Staff Association, Ghana (CLOGSAG), on Thursday, 19th February, 2026, gave notice of the intention of its members to proceed on an industrial action,” the notice said.

CLOGSAG indicated that since the issues remain unresolved, all staff of the Civil Service and Local Government Service are to remain at home until further notice, starting March 9.

The association urged all its members across the country to comply fully with the directive while it pursues resolution of the concerns raised with the authorities.

Background

The intended strike follows what the group described as prolonged delays in implementing the unique salary structure and other conditions of service for civil and local government staff.

At a meeting of its National Executive Council (NEC) on Thursday, 19 February 2026, CLOGSAG said government officials have repeatedly failed to respond to reminders from the Ministry of Labour, Jobs and Employment and the Fair Wages and Salaries Commission (FWSC).

The association noted that promises to roll out the new salary structure, effective 1 January 2025, have yet to be honoured.

Tracing the negotiations back to 2019, the NEC said two separate Memoranda of Understanding (MOUs) had been signed with government authorities, but remain unimplemented.

In light of the continued delays, CLOGSAG has declared its intention to take industrial action to press for improved conditions of service.
