New lifestyle shopping centre coming to R84 billion Smart City in South Africa – BusinessTech

Construction is underway for the Greengate Lifestyle Centre, which will form part of the new Mooikloof Smart City in Pretoria.

The 12,000 sqm shopping centre is set to open in April 2027 and is one of the most important developments for the Mooikloof Smart City.

Developers, The Moolman Group, said the mall is positioned along extremely busy Garsfontein Road and will offer excellent visibility and ease of access.

The Moolman Group said that the centre will deliver a modern, community-focused retail destination that offers both substantial investment value and everyday convenience.

The centre, which forms part of the Dorpstraat Capital Growth Fund, will include several major national retailers.

This includes Woolworths Food, Woolworths Cellar, Woolworths Edit, Dis-Chem, Pick n Pay Clothing, Pep Home, Petshop Science, Ackermans, Cape Union Mart and Checkers.

“At its heart, a family-friendly central piazza will create a lively outdoor dining and leisure space for the community,” said the Moolman Group.

The lifestyle shopping centre forms part of the new R84 billion Mooikloof Smart City in Gauteng, which is a public-private partnership between Balwin Properties and the government.

Mooikloof Smart City was announced in 2020 by President Cyril Ramaphosa as one of the government’s Strategic Integrated Projects (SIPs).  

As per the development, Balwin Properties is developing over 14,000 residential units in the smart city.

While announced in 2020, Balwin’s latest financial results for the six months ended 31 August 2025 finally showed an increase in the speed of construction for the development.

The group said a large contributor to the increase in capitalised development costs was the next phase of infrastructure required for the Mooikloof Smart City node. 

Although the Department of Works is supposed to focus on infrastructure in the development, the JSE-listed company spent heavily on the city’s infrastructure over the six months.

The group invested R71.3 million into extensive road upgrades, stormwater solutions, water capacity, and electrical infrastructure.

While Balwin had already disposed of the land in the prior period to develop the Greengate Lifestyle Centre, it was still working on selling land for other amenities.

It aimed to sell land parcels for the construction of retirement developments, schools, fuel stations, and retail facilities, as per the latest financials.

The Smart City received a significant boost after the International Finance Corporation (IFC) approved a $58 million funding facility for the development.

Cláudia Conceição, the IFC’s Regional Director for Southern Africa, said the funding would help expand access to quality housing for low and middle-income households.
