The Minister of Lands and Natural Resources, Emmanuel Armah-Kofi Buah, has declared that government, through the Petroleum Hub Development Corporation (PHDC), will successfully develop the project to create sustainable employment opportunities for the youth of Jomoro and strengthen Ghana’s energy security.

Addressing a delegation from the PHDC led by its Chief Executive Officer, Dr Toni Aubynn on Wednesday, February 25, 2026, Emmanuel Armah-Kofi Buah stated that since assuming office, the government has demonstrated commitment and provided a clear roadmap for constructing the petroleum hub.

According to him, the project remains a strategic national priority with the potential to reposition Ghana within the global energy value chain.

He also noted that the Petroleum Hub will not only transform the Jomoro Municipality but will also serve as a catalyst for broad-based industrialization.

Armah-Kofi Buah further acknowledged that resolving the land and regulatory matters remains central to the successful commencement of construction works and assured that his Ministry will continue to work closely with all relevant stakeholders to address outstanding issues and create the enabling environment for investors.

The CEO of Petroleum Hub Development Corporation, Dr Toni Aubynn, also expressed his appreciation to the lands minister for his continued support and strategic guidance.

Dr Aubynn further noted that, beyond collaboration with relevant agencies to secure the requisite land, PHDC is actively engaging investors to secure forward funding with investors for Lot One of the project.

He further commended the Paramount Chief of the Western Nzema Traditional Area and the residents of Western Nzema for their enduring patience and steadfast faith in the project.

Dr Aubynn emphasised the Petroleum Hub’s strategic importance in guaranteeing Ghana’s energy security and its capacity to create sustainable livelihoods for over 700,000 Ghanaians.

The PHDC delegation included Deputy CEO for Operations and Technical, Onasis Rosely; Deputy CEO for Finance and Administration, Halimatu Sadia Abdulai; Director of Legal Affairs, Enoch Aboagye Larbi; and Director of Operations and Technical, Kwabena Owusu-Abrokwa and the Advisor on Strategy and Sustainability, Dr Kwame Baah-Nuakoh.
