Investigative journalist Manasseh Azure Awuni has questioned Franklin Cudjoe’s insistence that Ghana’s Attorney General [Dr Dominc Akuritinga Ayine] was responsible for the Office of the Special Prosecutor (OSP)’s failure to have former Minister of Finance Ken Ofori-Atta listed on INTERPOL’s Red Notice.
In a statement addressed to the IMANI Africa president on February 14, 2026, Manasseh cited portions of the INTERPOL Commission’s ruling which, he argued, cast doubt on Cudjoe’s position.
“Dear Franklin Cudjoe, a source has given me some paragraphs of the INTERPOL ruling on Ken Ofori-Atta’s deletion from the Red Notice. And that information casts doubts on your insistence that the Attorney General is responsible for the OSP’s failure to have Ken Ofori-Atta listed on INTERPOL,” Manasseh wrote.
He then quoted directly from Paragraph 40 of the ruling, which he described as the Commission’s conclusion:
“Balancing all the elements analysed above, including relating to the nature of the charges, the specific timing and the circumstances surrounding the issuance of the Red Notice. The concerns relating to the processing of inaccurate data for months without updates, and the doubts relating to the actual purpose of their registration.”
“…the Commission finds that the case appears of a predominantly political character and that the related data are not compliant with Article 3 of INTERPOL’s Constitution,” he added.
Manasseh argued that the ruling pointed to several failings, including the nature of the charges, timing, circumstances surrounding the issuance, inaccurate data processed for months without updates, and doubts about the purpose of the registration.
“We know the Attorney General is responsible for the extradition process, and the OSP was responsible for the INTERPOL listing. So, how do you blame the A-G for the INTERPOL case?” he asked.
He continued, “If you have the report that states that the A-G is responsible for the OSP’s loss, kindly publish it and let’s all read. And if the above paragraph I have quoted is inaccurate, I know you have the ears of the OSP. Kindly let us know.”
