The lawmaking body of the country came under severe backlash when proceedings in Parliament became chaotic on Wednesday, December 1. The minority leader, Honourable Haruna Iddrisu moved a motion to set aside the approval of the 2022 budget. The motion was seemly admitted by the sit-in Speaker of Parliament, Joseph Osei-Owusu, and subsequently seconded by Honourable Mutaka Mubarak and debated upon. Honourable Joseph Osei-Owusu however made a ruling on the motion; a move the minority say is clearly against the standing orders of Parliament.

This generated a chaotic scene in the house. Parliament has subsequently rendered an apology to the public and a committee has been set up to look into what happened and put measures in place to prevent such incidents from happening in the future.

Reacting to what happened in Parliament on the Probe Show on Joy FM ( today, December 5) Honourable Joseph Osei-Owusu, we presided over proceedings on the day, stated that, Ghanaians deserve an apology for what transpired in the house. He however indicated that it is not right for the entire house to be blamed for the misbehavior of some Members of Parliament. He pointed out that, the Members of Parliament who misconducted themselves on Wednesday, December 1, should face the Disciplinary Committee of Parliament.

“I am opposed to this system of a few individuals misconduct themselves and then our Parliament of two hundred and seventy-five members and our officers take responsibility for the misconduct of the few individuals. So yes Ghanaians deserve an apology, but it should not end there, disciplinary procedures should be applied.

Meanwhile, Honourable Joseph Osei-Owusu maintained that his actions as the one who presided over proceedings on the day did not play any role in what happened in Parliament on Wednesday, December 1.
