Our comment on Anti-LGBTQ bill will follow an economic, financial implication assessment – IMF –

The International Monetary Fund (IMF) says it will comment on the passage of the Proper Human Sexual Rights and Ghanaian Family Values Bill by Parliament only after it has been signed into law.

According to the Fund, this will only follow an assessment of the economic and financial implications of the bill.

In a statement on the issue, the Fund stressed that “Diversity and inclusion are values that the IMF embraces.”

“Our internal policies prohibit discrimination based on personal characteristics, including but not limited to gender, gender expression, or sexual orientation. Like institutions, diverse and inclusive economies flourish,” the statement from the Fund added.

The comment by the IMF comes on the back of the legislation passed by Ghana’s lawmakers on Wednesday, March 28, with support from both the ruling party and the opposition.

It is seeking to criminalises LGBTQ+ activities, as well as their promotion, advocacy, and funding.

Under the new bill, those found guilty could face a jail term ranging from 6 months to 3 years, while those promoting and sponsoring the act could face a jail term between 3 to 5 years.

Acknowledging the importance of the situation, the IMF noted that it is “watching recent developments in Ghana closely.”

The Fund added that, “We cannot comment on a bill that has not yet been signed into law and whose economic and financial implications we have yet to assess.”

Ghana has been seeking a bailout from the IMF following an economic downturn. The first and second tranches have hit the Bank of Ghana’s account. However, with the passage of the Bill, Ghana’s prospects of securing the third tranche have become uncertain.

Following the news of Ghana’s anti-LGBTQ legislation, the country’s dollar bonds experienced a decline, ranking as the second-worst performers in a Bloomberg index monitoring emerging-market sovereign hard-currency debt on Thursday. 

All 14 of Ghana’s dollar notes in the gauge saw a drop in value, with the bonds maturing in 2034 experiencing the most significant impact, plummeting to 43.34 cents on the dollar, marking their lowest level since January 12.

Meanwhile, pressure mounts on President Akufo-Addo to assent to the bill.

PURC justifies electricity tariff reduction

The Public Utilities Regulatory Commission (PURC) has explained the rationale behind the tariff review for the first quarter of 2024.

On February 28, the commission announced a minor decrease in electricity tariffs for residential consumers, while maintaining the current rates for lifeline consumers (0-30 kWh) and residential consumers using 0-300 kWh.

PURC highlighted that the slight tariff reduction of 6.56% would be advantageous to residential consumers using more than 301 kWh.

In a statement released on March 5, the PURC revealed that it conducted a review of the existing electricity and water tariffs on February 27, 2024. The revised tariffs will be effective from April 01 to June 30, 2024.

Dr Ishmael Ackah, the Executive Secretary of the PURC, emphasized that the reviews were conducted in accordance with the Commission’s Quarterly Tariff Review (QTR) Mechanism. This mechanism monitors and incorporates changes in key uncontrollable factors such as the US$ to Ghana Cedi exchange rate, domestic inflation rate, the electricity generation mix, and fuel costs, primarily natural gas.

Dr Ackah stressed that the QTR aims to ensure utilities recover their revenues, which includes allocations for operational and maintenance costs, capital investment, and other significant regulatory costs.

Another key objective of the QTR for April to June 2024 is to decrease existing residential tariff bands to reduce cross-subsidy, reduce non-residential class bands to two, and lower industrial tariff bands to encourage productive electricity use.

Dr Ackah noted that these tariff band reductions would simplify the implementation and interpretation of approved tariff bands, and ultimately make meters more affordable for consumers.

He added that the QTR aims to recover the total revenue requirement for the period from April to June 2024. Despite the depreciation of the projected Ghana Cedi to the US Dollar in the quarter compared to the previous one (December 2023 – February 2024), the projected inflation rate has decreased from 40.43% to 28.27%.

The projected hydro-thermal generation mix was adjusted from 31.91% to 34.81% for hydro, and from 68.09% to 65.19% for thermal in the QTR for April to June 2024.

Dr Ackah indicated that these changes, along with constant gas prices, mean that utilities are projected to see a windfall in their revenue requirements. As a result, the PURC used this projected surplus to consolidate some of the tariff bands across various electricity customer classifications.

However, he said that despite these adjustments, the lifeline tariff customer group, and the Low Voltage (LV) and Mines customer groups did not see any changes in their tariffs for the April to June 2024 tariff review period.

Dr Ackah reiterated that only some residential customers and High Voltage (HV) customers saw a reduction in their electricity tariffs for the review period, while the Steel Companies customer groups will see more than a 30% increase in their tariff. Other customers experienced slight upward adjustments.

He urged the public to disregard misinformation that the tariff reductions for a few customer groups will exacerbate the debts in the energy sector. He assured that the PURC is mindful of the financial sustainability of all utilities, as well as the welfare of the paying consumer.

He further clarified that upward adjustments in tariffs do not automatically result in reduction of energy sector debts or guaranteed payments to Independent Power Producers (IPPs).

Rather, the approved tariffs have to be collected by the distribution companies before such payments can be made to the IPPs.

Ghana’s Minister for Lands joins colleague ministers at International Mines Ministers Summit –

Hon. Samuel A. Jinapor, Ghana’s Minister for Lands and Natural Resources, continues to partake in major summits and meetings at the ongoing Prospectors and Developers Association of Canada (PDAC) Convention marketing Ghana’s sustainable and vibrant mining industry and by doing so, wooing investors into the country by spiking their interest and exhorting their minds to the plethora of reasons that make Ghana a perfect destination for mining.

On Monday, 04 March 2024, Hon. Jinapor joined twenty two (22) other Ministers responsible for Mines and Natural Resources, captains of the mining industry, Anglo American Associations, Euro Asia Resources Group and civil society organisations to explore and exchange knowledge on the future of the industry in the wake of the global warming and the shift towards green minerals.

The event dubbed the International Mines Ministers Summit, was structured in a way that saw the ministers and other stakeholders being empanelled to address various sub-themes that falls under the main theme which is “Striking a Balance for Success: Responsible Mining and the Energy Transition.”

In his contributions to Session One of the Summit which was themed “Sharing a Path to Success: Building a Framework for Collaboration,” Hon. Samuel A. Jinapor espoused the far-reaching policy directives being implemented by the Ghana government, the strong and resilient partnership between the government and the mining companies through the Ghana Chamber of Mines and the shift from ‘digging and shipping’ and value addition.

He laid specific emphasis on the importance of strong collaborations between government and large scale mining companies serving as the fundamental and solid rock on which the successes for a mutually beneficial and serene mining industry is done.

He also underscored the commitment of the government to responsible and sustainable mining practises, not just at the mineral discovery stage but throughout the entire value chain, describing its ‘non-negotiable.

He disclosed that the paradigm shift in Ghana’s mining policy from mere production of minerals to value addition is perfectly encapsulated by the recent lithium agreement with Atlantic Lithium in which government ensured the establishment of a refinery plant in Ghana and the opportunity of Ghanaian ownership through listing on the Ghana Stock Exchange.

While bemoaning the relatively insignificant benefits African countries derive from their mineral resources, Hon. Jinapor advocated for an “affirmative action” that will enable host countries of these minerals to benefit more equitably from their natural resource endowment.” This policy, he says, must be deliberate, conscious and have the interest of the host-countries at the top.

He re-echoed his long-held view that African countries who take the initiative to contribute to the fight against climate change must be rewarded and incentivised to pursue that path.

While acknowledging Energy Transition as a noble and magnanimous goal, the Minister underlined the imperativeness of producers of raw materials for clean energy benefiting significantly from the minerals.

Again, the Lands Minister joined his counterparts on the sidelines of the Summit to close the Toronto Stock Exchange amidst thunderous applause from global participants.

Ministers at the highly important summit were drawn from Canada, Germany, Peru, Finland among others.

Nathaniel Adjei thanks FC Lorient fans after HUGE victory at Rennes –

Ghana defender Nathaniel Adjei has heaped praises on FC Lorient fans for their tremendous support during their 2-1 victory at Stade Rennes on Sunday.

FC Lorient made a giant leap from the relegation zone following a 2-1 win against Stade Rennes at Roazhon Park.

Mohamed Bamba and French player, Eli Junior Kroupi gave the visitors a two-goal lead in the second half, while Rennes’ late consolation goal through substitute Amine Gouiri brought the score to 2-1.

The victory was a huge one considering the position of FC Lorient prior to the game.

The team from Brittany is now two points above the drop in 13th place with 25 points from 24 matches.

Adjei, who once again proved his mettle in the Orange shirt, took to social media to express his excitement.

He took the opportunity to commend the travelling fans who cheered the team vociferously throughout the encounter.

The 21-year-old has given a magnificent account of himself in all the six matches he has featured for the side.

Since Adjei joined the team, their performance has greatly improved; they have won four games, drawn one, and only lost once.

Maize sellers in Sissala stranded, unable to find market –

Maize sellers in the Sissala area of the Upper West Region are crying for buyers of their produce weeks after harvest, with all known off-takers not in sight, forcing them to sell at lower-than-expected prices.

This came to light when the Ghana News Agency (GNA) interviewed some maize sellers who have been unable to sell their stock whilst those in dire need are being forced to sell at prices below the standardized ones.

Alhaji Maize Adinan Bajin, a maize dealer, said in December 2023, a bag of maize was sold at GH¢370.00, went down to GH¢365.00, later to GH¢320.00 and currently being sold at GH¢300.00.

In the past, after Christmas, a lot of buyers went to the Sissala area to buy maize but the prevailing situation had been different as there were no buyers, leaving the space for only one company to buy at a reduced price.

“We can’t get buyers and as farmers, we need to sell and clear our new fields, buy fertilizer and prepare our new fields, but we are at a standstill and stranded,” Alhaji Bajin said.

“More challenged are the smallholder farmers and women who are having difficulty selling their maize due to the fewer buyers.”

“Looking at the amount of inputs that were used in producing the maize, it’s now difficult to break even, and this could make us indebted to our suppliers.”

He said he currently has 5,000 mini bags of maize that he had not been able to sell and called on the Government to intervene by regulating the price as they feared reducing their farm sizes next season if there was no support.

A woman maize farmer said: “I had to carry my two Maize bags to the WARC shop, a maize aggregation company, to sell but I was told I would receive my money the following day since the company`s mode of payment was mobile money and that had to be done next day”.

“A few years ago buyers would trace to my house and even buy the maize and pay me cash, this situation is affecting us.”

Mr Nabong Ayie, a farmer, said: “I have tried selling 2000 bags for the past two weeks and nobody is calling to buy, I need money badly to do other things and now I have to wait until a buyer calls”.

Mr John Dimah, a former National Best Maize Farmer, bemoaned the absence of buyers, saying:, “This year we are stranded, I still have some 15,000 mini bags of maize unsold hoping to get a buyer”.

He blamed the situation on the disturbances around the Sahelian region, the good season from the Middle belt of Ghana, the possible influx of foreign maize flooding the market.

He called on farmers to diversify farming to other crops like sorghum, sesame, and soya bean.

The WARC is the only company currently buying maize in the Sissala area where the price of maize has dropped from GH¢370.00 in December last year to Ghc300.00 per 100kg bag currently.

It has employed some 70 women aggregating maize at various communities at a price most farmers felt cheated by due to the lack of competitors.

However, the Company has plans to buy about 600,000 bags of maize.

Mr Samuel Akuetteh, a Municipal Officer in charge of Crops said the Department of Agriculture was aware of the situation and had created market linkages to enable smallholder farmers to sell their produce.

Member of Parliament for South Dayi, Rockson Nelson Dafeamekpor has expressed confidence in his party’s readiness for Professor Naana Jane Opoku-Agyemang as the running mate to John Dramani Mahama.

According to him, the choice of Professor Opoku-Agyemang as the running mate by the flagbearer of the opposition National Democratic Congress (NDC) is a clear demonstration of his confidence in her abilities.

Speaking in an interview on Adom FM’s morning show Dwaso Nsem, he indicated that, her previous partnership with Mr. Mahama in the 2020 presidential election contributed significantly to the party’s performance.

“In political marketing, we have done a lot. There will be a surge in votes in the central region when Opoku-Agyemang joins Mahama. Trust me, their joint efforts can lead the party to victory. We can win with the two” he said.

In his view, the party’s primary focus is on the December 2024 elections and securing victory, rather than contemplating succession plans.

“Successive plans will come later. This pair is the right thing to happen to us” Mr Dafeamekpor noted.

Paul Eric Ofori, the Head of Research at the Chamber of Petroleum Consumers (COPEC), has criticized President Nana Addo Dankwa Akufo-Addo’s remarks on the Human Sexual Rights and Ghanaian Family Values Bill, describing them as premature.

During a New Year greetings event with the Diplomatic Corps at Peduase, President Akufo-Addo stated that he would await the Supreme Court’s decision on a legal challenge against the bill before making a determination.

Mr. Ofori, appearing on Breakfast Daily on Citi TV, asserted that since the bill is still in the draft stage, the President’s comments were premature.

Moreover, Ofori urged the government to close all corruption loopholes to enhance the country’s financial independence, enabling it to withstand potential threats from the international community to cut aid in opposition to the bill’s passage.

“As we speak, the drafting department is still working on the draft, and they are not yet done, so I think that it was in the best interest of the president not to say anything about it because, as it is, you don’t have the document on your desk yet, and so saying that he is awaiting the decision by the highest court of the land, I think it was a bit premature on the part of the president

“Be that as it may, we are scared to lose $3.8 billion and I started by saying that we lose $3 billion each year to corruption and what have we done as a nation even in terms of leadership. What have we done in an austere year to ensure that we put our acts together and not rely on foreign donors? We have not done much but if we can block all the loopholes that make us lose money and cut down the size of our government, I do not see the need to go begging.”

South Dayi MP; Rockson Dafeamekpor in court with Mr Ablakwa

Co-sponsor of the anti-LGBTQ+ Bill, Rockson Nelson Dafeamekpor is not pleased with President Akufo-Addo’s reaction to the Human Sexual Rights and Family Values Bill popularly known as anti-LGBTQ+ Bill.

According to him, he is very disappointed in the President for going ahead of them when the Bill has not reached his table.

Speaking in an interview on Adom FM’s morning show Dwaso Nsem Tuesday, Mr. Dafeamekpor noted that until the Bill is assented into Law, it cannot be challenged in the Supreme Court.

“Akufo-Addo is playing politics with us; the Bill is not yet on your table, then you rush to issue a statement to bastardize the whole process. We won’t fight you, but Ghanaians will know the kind of President he is” he said.

President Akufo-Addo has reassured the international community of Ghana’s commitment to upholding human rights despite the passage of the bill.

Addressing concerns during a diplomatic engagement the President emphasized that Ghana remains steadfast in its long-standing reputation for respecting human rights and adhering to the rule of law.

He clarified that the Bill is facing a legal challenge at the Supreme Court and that until a decision is arrived at, no action would be taken by his government on the private Member’s bill.

But to the South Dayi MP, under President Akufo-Addo, a lot of rights have been trampled upon, and so he has no right to talk about rights.

He said his posturing is bad and Ghanaians will know who he is.

Speaking on the Finance Ministry’s statement to the President, he said their statement asking the President not to sign the bill means they are confused.

Mr. Dafeamekpor said their recommendation letter means they are very confused.

“We will get money to work, whether IMF or no IMF. IMF is not a country, and it’s our contribution” he added.

EC yet to communicate Election 2024 Calendar to us – NPP –

The New Patriotic Party (NPP) has confirmed that it has not received any communication from the Electoral Commission regarding the programme of activities for this year’s general elections.

The statement echoes the sentiments previously expressed by the National Democratic Congress (NDC), which criticised the commission for releasing the calendar to the public.

Reports indicate that the Electoral Commission plans to accept nominations for this year’s presidential and parliamentary elections from September 9 to 13, marking a significant countdown to the peak of the political season. This will be followed by the balloting for positions on the presidential ballot paper on September 23, 2024, and the parliamentary balloting on September 24, 2024.

Furthermore, the Electoral Commission expects to declare the results of the 2024 presidential polls within three days of the voting exercise, provided everything proceeds as planned.

As part of its activities for the 2024 general election, the Electoral Commission will conduct a voters’ registration exercise from May 7 to May 27, 2024, and will also undertake a nationwide exercise to replace missing voter ID cards starting from May 30, 2024.

The registration exercise will be preceded by a 56-day public education campaign, which will run from April 1 to May 26, 2024.

In an Eyewitness News interview with Nii Larte Lartey on Citi FM on Monday, Evans Nimako, Director of Research and Elections of the NPP, highlighted that the party had only received an invite for an Inter-Party Advisory Committee (IPAC) meeting from the Electoral Commission on Thursday, March 7, 2024.

“The NPP has not received any official communication from the EC concerning the programme of activities for the 2024 presidential and parliamentary elections.”

“All that we have gotten is a notice of invitation to for an IPAC meeting to be held on Thursday 7th of this month at the EC Headquarters so I will also confirm that we have not received any such communication from the EC,” he said.

Ignore challenges of Free SHS, focus more on successes

Nana Afrah Sika Mensah, the Deputy Coordinator at the Free Senior High School (SHS) Secretariat, has urged the nation to concentrate more on the policy’s successes rather than its challenges.

While acknowledging that there are issues such as food shortages in some schools, she argued that the benefits of the policy far outweighed the drawbacks.

In an interview with Nii Larte Lartey on Eyewitness News on Citi FM on Monday, she emphasized that the policy had been a boon to children from underprivileged homes.

She added that the positive aspects should be given more attention than the negatives.

“Free SHS has really helped us as a country and then maybe had it not been the Free SHS people like my siblings out there wouldn’t get access to quality education. So even though we have challenges, we should rather make the positives outweigh the challenges we are facing as a secretariat.”

“We’ve given people access to education. People from the less endowed communities or people who are less privileged in the communities had it not been for Free SHS, they would not get the opportunities to foot bills for their wards,” she stated.

A research conducted on the impact of the E-Levy in Ghana has revealed that it is a regressive tax, where the lower income earners pay the largest share as a proportion of their income.

The research work on the topic: “Mobile Money Taxation and Informal Workers: Evidence from Ghana’s E-levy,” showed that home-based informal workers are disproportionately burdened by the tax, relative to street vendors and market traders.

It also revealed that most informal workers disapproved of the levy, raising concerns about its impact on equity and disappointment with the government’s performance.

The research was presented and discussed during a two-day conference organised by the International Centre for Tax and Development in partnership with the Ghana Revenue Authority on the subject: “Taxing Mobile Money – Lessons and Ways Forward.”

In a summary paper, it was indicated that the threshold of Gh¢100 had been effective in sheltering some lower-income users, however, it did not fully address their disproportionate burden.

It also found that women were likely to be liable for E-Levy payments but were substantially more likely to disapprove of its introduction.

“Women in Accra’s informal economy are substantially less likely to support the e-levy, while older and more educated individuals were more likely to support the tax,” the report said.

The levy was introduced in 2022 by the government and the idea was to tap into the enormous potential for tax revenue in the informal economy.

The research examined the likely impact of E-Levy on informal workers from an equity standpoint concerning earnings, gender, and occupational sector.

Data was collected in April and May 2022 in the Accra Metropolitan Assembly (AMA) from a survey of 2,700 self-employed informal workers.

Nana Akua Anyidoho, Director at the Centre for Social Policy Studies, University of Ghana, and other researchers, said, the levy was a flat tax, adding that it was a tax that had the same rate regardless of one’s income.

“We found that people at the lowest income levels in that segment of the population ended up paying more of their income on E-Levy. In terms of proportion, you are taxing people at the lowest point seven times more than people at the highest point of the informal sector,” she said.

She told the Ghana News Agency that the notion that people in the informal economy do not pay tax was not true, rather, the question had been “who is paying the tax in the informal sector, how much they pay and if what they pay was the required amount.”

“We need to do research, collect data to know how we can target and make people pay the right amount of tax. We do not stand by and make a general assumption that people in the informal sector are not paying tax so let’s go after them with a blunt instrument like the E-Levy,” she said

Dr Martin Hearson, Research Director of the International Centre for Tax and Development, said: “It protects the poor because of the threshold, however, the worth of GH¢100 when the E-Levy was introduced in 2022 is less compared to Gh¢100 now.

“The Government can consider raising the threshold from Gh¢100 to match up with the inflation rate,” he said.

Ghana forward Antoine Semenyo has revealed that he was rejected by many academies that told him he was not good enough to be admitted to their academies.

The 24-year-old got his breakthrough in football at an unlikely SGS College, where he was signed by Bristol City.

The Black Stars midfielder has now opened up about his difficult football career.

“I went to quite a few clubs and was told the same thing that I wasn’t good enough. It’s tough as a kid hearing that,” Semenyo told Sky Sports having been playing Sunday League for local side Kingfisher amid unsuccessful trials with the likes of Arsenal, Tottenham and Millwall.

“Palace hit me hard the most because I was there for so long. My trial got extended and I thought I was going to be signed – and it didn’t happen.

“I remember getting into the car crying and saying to my dad, ‘Why does this keep happening?’. I stopped playing football for a year after that. I didn’t play any sports; I put on a lot of weight. I didn’t think I’d be here, but God works in mysterious ways.”

Fire guts Kojo Antwi’s ‘luxurious’ residence at Kwashieman

A devastating fire has engulfed the luxurious residence of Highlife legend Kojo Antwi, located in Hong Kong near Kwashieman in the Ablekuma North Constituency of the Greater Accra Region.

The origin of the fire, which commenced on a Sunday evening, remains unknown but it is reported to have started in a corridor close to the kitchen within the building.

In a video disseminated on Instagram by blogger Nkonkonsa, firefighters are seen diligently working to extinguish the flames.

The fire resulted in substantial damage, including the loss of a studio and other valuable possessions.

Fortunately, the Ghana National Fire Service (GNFS) responded quickly and prevented the fire from spreading to nearby homes.

Faulty Equipment At GRIDCo Mallam Substation Caused Sunday ‘Dumsor’

The Ghana Grid Company LTD (GRIDCo) has announced that the power cut that affected several areas in the western part of Accra, Winneba, and Takoradi on Sunday, March 3, was due to faulty equipment at its Mallam substation.

In a statement signed by GRIDCo’s Corporate Communications Manager, Dzifa Bampoh, the company acknowledged the inconvenience caused by the power outage and assured the public that its engineers have already begun power restoration. The statement also mentioned that the engineers are working tirelessly to restore supply to the rest of the affected areas.

According to the statement, the fault on the equipment at the Mallam substation occurred at 20:38hr on March 3, resulting in the interruption of power supply to customers in the mentioned areas. GRIDCo’s engineers have swiftly isolated the faulty equipment for further investigation.

Restoration of power supply to the affected customers started immediately, and as of 22:30hr, most of the affected customers had their power restored. However, for the areas still without power supply, the engineers are working hard to fix the faulty equipment to restore full power supply.

GRIDCo deeply regrets the inconvenience caused by the power supply interruption and sincerely apologizes to all those affected. The company is committed to resolving the issue as quickly as possible to minimize further disruption.

GRIDCo assures the public that it will continue to provide updates regarding the progress of power restoration in the affected areas.

Accused to call 61 witnesses  –

Michael Nyinaku, former Chief Executive (CEO) of the defunct Beige Bank, accused of stealing, fraudulent breach of trust and money laundering, is billed to call 61 witnesses.

His counsel, Mr Thaddeus Sory, made the announcement at the Economic and Financial Court Two Division of the High Court, where his client’s case is being heard.

He told the court presided over by Justice Mrs Afia Serwaa Asare-Botwe, Justice of Court of Appeal with additional responsibility at the High Court, that for a start, 15 witnesses would be called.

The trial was supposed to have started on Monday, March 4, 2024, but the accused person’s lawyer said there was a miscommunication thus, he did not know the witnesses should be called on that day, thus, he did not invite any of the witnesses.

The court therefore gave the defense counsel up to March 8, 2024, to file the witness statements, and notify the clerks for them to serve prosecution before March 13, 2024, the next adjourned date.

The prosecution had earlier informed the court that when Beige Bank’s license was revoked in August 2018, a review of the financial and other records of the bank revealed some suspicious and unusual transactions which were subsequently reported.

Investigations revealed that from 2015 to 2018, Nyinaku, the accused person, transferred huge sums of money to companies related to him and for his personal benefit.

The funds transferred were depositors’ funds lodged with Beige Bank from 2017 to 2018 and Nyinaku caused the transfer of 10,071 fixed deposit accounts held with Beige Bank in which various customers placed a total of GH¢448,636,210.21 to Beige Capital Asset Management Limited (BCAM), without the knowledge and consent of these customers.

The prosecution detected that Nyinaku, between 2017 and 2018, transferred 35 fixed deposit investments of 23 customers of Beige Bank totalling GH¢141,042,348.92 to the Beige Group.

The court heard that in March 2018, Nyinaku caused a fictitious second account to be opened in the name of First Africa Savings and Loans (FASL), an existing account holder with Beige Bank, without the knowledge of the Board and Management of FASL.

Nyinaku, the Prosecution said, also transferred GH¢320 million from the accounts of various Beige Bank customers into the bank account of BCAM held with Beige Bank.

The prosecution continued that between 2015 and 2017, Nyinaku, through payment vouchers, caused the sum of GH¢1,465,000.00 of depositors’ funds lodged with Beige Bank to be paid to himself and other persons.

These transactions were recorded in a general ledger account of the bank, described as Directors Account, the court heard.

Investigations revealed that the accused person, through payment vouchers, e-mails and memos, transferred GH¢20,599,052.58 of depositors’ funds lodged with Beige Bank to a number of companies and individuals for his benefit.

Nyinaku has denied all the charges, and he has been granted GHC200 million bail with three sureties.

Contrary to allegations made by the Member of Parliament for North Tongu, Samuel Okudzeto Ablakwa, that the government has budgeted in excess of GH₵600 million operational cost for the All Africa Games, the Minister for Youth and Sports says that is factually incorrect.

The 13th All Africa Games kicks off in Accra on 8th March, with over 13,000 participants from 54 countries competing in 29 disciplines at nine venues.

Providing an update on preparations and progress at a press briefing in Accra, the Minister for Youth and Sport Mustapha Ussif said only $47.7 million has been estimated for approval.

“I have given you the budget for the entire games. Once we are done, we will come and give you the actuals. These are all estimates, it is important for me to put that across. I cannot come here and be giving you … I’m spending one cedi here, three cedis there. That’s not what I am here for. I have given you the areas that we are going to spend, and I can assure you and the public that every single cedi is going to be accounted for, and there will be value for money.”

Meanwhile, as Ghana presents 36 athletes for the All Africa Games, the Minister for Youth and Sports Mustapha Ussif said his outfit has determined how much will be paid to athletes for winning gold medals.

“…Oh yes, it is very important. How much we are going to pay for gold, silver and bronze medals? I have not disclosed that….It has been determined, but we will disclose that once we finish the consultation but it has been determined, and it is very motivating,” he stressed.

Dangote Renames Refinery Road After Herbert Wigwe

The chairman of Dangote business group, Aliko Dangote has renamed the road leading to his Lagos refinery after the late Chief Executive Officer of Access Holdings, Herbert Wigwe.

The announcement was made on Monday during a special event held in honour of the late banker at Eko Hotel, Lagos, titled ‘Celebrating Herbert Wigwe – A Professional Legacy.’

INFORMATION NIGERIA reports that Dangote described Wigwe as a dependable mentee who was willing to go the extra mile to support him, his business, and his family.

Recall that in a sad development, on February 9, Wigwe, his wife, Doreen; son Chizi; and a former Group Chairman of Nigerian Exchange Group, Abimbola Ogunbanjo, died in a helicopter crash that occurred near a border town between California and Nevada in the United States.

However, the United States of America, has commenced investigation into the cause of crash of the helicopter.

 

NDC NEC endorses Prof. Naana Opoku-Agyemang as Mahama’s running mate

The National Executive Committee (NEC) of the National Democratic Congress (NDC) has unanimously endorsed the nomination of Professor Naana Jane Opoku-Agyemang as Running Mate to John Dramani Mahama. 

Mr Mahama, in a tweet shortly after the endorsement, said, “Naana Jane is God-fearing, a distinguished scholar, a conscientious public servant and a role model.” 

This is the second time the former Vice Chancellor of the University of Cape Coast and Minister of Education will be partnering former President Mahama on the ticket of the NDC for a major election. 

Before her selection, several names were mentioned as potential running mates which included Julius Debrah, former Chief of Staff; Dr Kwabena Duffour, former Finance Minister and Governor of Bank of Ghana; Mr Kwame Awuah Darko, former Chief Executive of Tema Oil Refinery and BOST,  Kojo Bonsu, former Mayor of Kumasi; and Dr Zanetor Agyemang-Rawlings, the NDC Member of Parliament for Korle Klottey Constituency. 

Earlier, the former President had submitted the name of his preferred running-mate to the National Executive Committee and the Council of Elders of the party for scrutiny. 

The party through its General Secretary, Fifi Fiavi Kwetey, in a statement, indicated that the NEC and the Council of Elders of the party were preparing to deliberate on Mr Mahama’s choice for running mate. 

Meanwhile, former President Mahama is expected to make an official announcement of his running-mate to the public on March 7, 2024.

National President of the Actor Guild of Nigeria (AGN), Emeka Rollas has confirmed the death of actor John Okafor, popularly known as Mr. Ibu.

In an Instagram post, Rollas made known that Mr Ibu “suffered a cardiac arrest”.

The president also confirmed that popular Nigerian actress, Kate Henshaw lost her mother on the same Saturday Mr. Ibu died.

Jobless nurses, midwives threaten to intensify protest over delayed postings

The Graduate Unemployed Nurses and Midwives Association has threatened to intensify its industrial action if the government does not heed their calls.

The group is expressing discontent with the Ministry of Health and the Ministry of Finance for their failure to provide financial clearance and permanent employment to over 75,000 graduate nurses and midwives.

In a Citi News interview with the Vice President of the association, Mubarak Suale, he said the members would extend the strike to Kumasi, Accra, and other regions if the government does not address their concerns.

“We are not just interested in picketing or demonstrating, if we get the good news today that our financial clearance has gone through, we will rejoice and appreciate the intervention by the authorities.

“But if the silence continues as it has been for the past three years, we will prefer to rather be on the streets.”

99.9% of all sole-sourced contract requests are approved by PPA over job security – PAC chairman –

Chairman for the Public Accounts Committee (PAC), James Klutse Avedzi, has revealed officials of the Public Procurement Authority (PPA) are in perpetual fear of rejecting sole-sourced contract requests over fear of being sacked.

According to the Ketu North MP, about 99.9% of all such requests from state institutions are granted because of influential individuals in government behind such contracts.

In an interview with EIB Network‘s Parliamentary Affairs Correspondent Ibrahim Alhassan, Mr Avedzi revealed that many of the infractions in the Auditor General’s reports relate to procurements despite the existence of laws in the country.

According to him, officials of PPA are at times compelled to grant such irregular requests because they will lose their jobs if they dare say no to the powerful persons behind these requests.

“What they do is to write to the Procurement Authority for approval and I can tell you that if you take 100% of requests to the Public Procurement Authority, about 99.9% are approved.”

According to Avedzi, despite the abhorrence of sole sourcing by President Akufo-Addo, Vice President Dr Mahamudu Bawumia and leading members of the NPP in opposition, the practice is on the ascendency now.

“It is happening now more than before. The challenge that the workers or those people who are working at the Public Procurement Authority have is that if there is pressure from high authority, that I want you to approve this request, you choose between your job security and approval of that.

“The request will not meet (requirements), because there are conditions under which you can do sole sourcing. Those conditions are not met by that request and if I don’t do it, maybe I will be sacked, maybe the one who put me there is asking me to do it, if I deny him this, what will happen? My job is at stake,” he stressed.

According to him, the other challenge with the fight against corruption is the poor working conditions of the staff of the PPA.

According to Avedzi, the development makes it difficult for the authority to properly exercise its mandate in ensuring a better procurement process.

The lawmaker also called on government officials and leading members of the governing party to refrain from putting pressure on PPA to approve sole-sourced requests which do not meet the requirements of the Act.

Mr. Avedzi lamented over the lack of action on recommendations of the Public Accounts Committee relative to breaches in the Auditor General’s reports.

EC yet to communicate Election 2024 Calendar to us

The New Patriotic Party (NPP) has confirmed that it has not received any communication from the Electoral Commission regarding the programme of activities for this year’s general elections.

The statement echoes the sentiments previously expressed by the National Democratic Congress (NDC), which criticised the commission for releasing the calendar to the public.

Reports indicate that the Electoral Commission plans to accept nominations for this year’s presidential and parliamentary elections from September 9 to 13, marking a significant countdown to the peak of the political season. This will be followed by the balloting for positions on the presidential ballot paper on September 23, 2024, and the parliamentary balloting on September 24, 2024.

Furthermore, the Electoral Commission expects to declare the results of the 2024 presidential polls within three days of the voting exercise, provided everything proceeds as planned.

As part of its activities for the 2024 general election, the Electoral Commission will conduct a voters’ registration exercise from May 7 to May 27, 2024, and will also undertake a nationwide exercise to replace missing voter ID cards starting from May 30, 2024.

The registration exercise will be preceded by a 56-day public education campaign, which will run from April 1 to May 26, 2024.

In an Eyewitness News interview with Nii Larte Lartey on Citi FM on Monday, Evans Nimako, Director of Research and Elections of the NPP, highlighted that the party had only received an invite for an Inter-Party Advisory Committee (IPAC) meeting from the Electoral Commission on Thursday, March 7, 2024.

“The NPP has not received any official communication from the EC concerning the programme of activities for the 2024 presidential and parliamentary elections.”

“All that we have gotten is a notice of invitation to for an IPAC meeting to be held on Thursday 7th of this month at the EC Headquarters so I will also confirm that we have not received any such communication from the EC,” he said.

Obetsebi Lamptey interchange project to be completed by September – Roads Minister –

The Minister for Roads and Highways, Francis Asenso-Boakye, has disclosed that the Obetsebi Lamptey interchange project will be completed by September this year.

He attributed the delay of this project and other road projects in the country to the delay of foreign funds due to the domestic debt exchange programme carried out by government.

Francis Asenso-Boakye noted that government was negotiating with contractors to go back on-site and complete all projects that are about 90% complete.

The roads minister said, “Because of the debt exchange programme many of these projects that are under foreign funds have delayed. Government has taken a decision to negotiate with the contractors so that projects that are nearing completion from 80, 90% towards 100%, we negotiate with them so that they can come to site and work. This is one of such projects.

“This project is about 88% complete. The plan is for it to be finished by September. I am personally satisfied with the timelines, and I have urged them to stay committed to completing it by September. This is a very important project,” he stated.

Vetting of newly nominated ministers starts today

Parliament’s Appointments Committee will today, Tuesday, March 5, start the vetting process for the newly nominated ministers and deputy ministers.

The vetting process will extend from today until Tuesday, March 12, encompassing a thorough examination of each nominee’s qualifications and suitability for their respective positions.

Among the first nominees to undergo vetting is Andrew Egyapa Mercer who is designated as the Tourism Minister. He will be followed by Lydia Seyram Alhassan, slated for the Sanitation and Water Resources Ministry.

Later, Martin Adjei-Mensah Korsah, nominated for the Local Government Ministry, and Ophelia Mensah Hayford, designated for the Environment, Science, and Technology Ministry, will undergo scrutiny by the committee.

The day’s proceedings will conclude with the vetting of Dakoa Newman, designated for the Gender and Social Protection Ministry.

President Akufo-Addo’s recent cabinet overhaul, announced on February 14, saw approximately 12 current ministers affected, including 10 cabinet members and two regional ministers. Finance Minister Ken Ofori Atta was among those relieved of their positions.

In response to various pressures from political parties, civil society groups, and internal party members, President Akufo-Addo conducted this reshuffle, appointing certain deputy ministers to substantive ministerial roles while others transitioned to new ministries. These individuals will now undergo the vetting process by the Appointments Committee.

Minority demands probe into GH¢68.5m allegedly spent on photocopying WASSCE ‘pasco’

The Minority in Parliament is calling for an investigation into an alleged GH¢68.5 million spent on photocopying past questions for WASSCE candidates in 2020 and 2021.

The Ministry of Education allegedly incurred a cost of GH¢33.6 million in 2020 and over GH¢34 million in 2021 for this purpose, both through single-source procurement.

Speaking to the media, Ashaiman Member of Parliament, Ernest Norgbey called for a comprehensive probe by the Special Prosecutor to address what the caucus considers a potential corrupt practice.

“We cannot countenance this, and this is fraud. If this is not corruption, what else will be corruption? A photocopy to cost GH¢78 per paper, GH¢59.10 per paper, totalling GH¢68.5 million, what are we doing? And so, we in the Minority are taking strong exception to this, and we are saying that the Special Prosecutor must look into this matter.”

The Minister of Education Dr. Yaw Osei Adutwum, disclosed on Monday, March 4, in Parliament that the government spent the money to photocopy past questions for SHS students to help them prepare adequately for the WASSCE.

Mr. Adutwum told Parliament that the government procured the past questions from Messrs Kingdom Books and Stationery at a unit price of GH¢78.00 during the peak of the COVID-19 pandemic as part of its efforts to help students ahead of the WASSCE.

“To help prepare the final year Senior High School students for the 2021 West African Senior School Certificate Examination (WASSCE), the Ministry has procured 446,954 West African Senior School Certificate Examination (WASSCE) questions from Messrs Kingdom Books and Stationery at a unit price of GH¢78.00. The procurement will be funded from the Free Senior High School Account.

“Mr. Speaker, in 2020, Government through its efforts to help students amidst COV1D-19 to prepare for the 2020 West African Senior School Certificate Examination procured 568,755 past questions for students to try their hands on before sitting for the actual exams.”

Latest reduction of tariffs could balloon ECG’s debt to $1.8billion – IPPG –

Independent Power Producers Ghana has slammed the Public Utilities Regulatory Commission’s (PURC) latest reduction of electricity tariff for some consumers.

They warn that the reduction could escalate ECG’s debt portfolio to $ 1.8 billion by the end of this year.

Last week, the PURC announced a 6.56% reduction for residential consumers within the consumption bracket of 0-300 kilowatts per hour.

But the Chief Executive Officer of the Independent Power Producers Ghana, Dr. Elikplim Kwabla Apetegor in a statement argued that the action by the PURC could have an adverse effect on the energy sector.

“This situation mirrors the repercussions of similar tariff actions by the PURC in 2018 by 17.5% and 30% for both residential and non-residential customers, which significantly contributed to the financial gap faced by the Electricity Company of Ghana (ECG). Since then, ECG has never met the Revenue Requirement of the sector. This has placed an avoidable strain on the ECG’s sustainability, resulting in a cycle of financial insolvency, operational and governance deficiencies.”

“The core of ECG’s financial woes lies in the imbalance between revenue generation and operational costs. Despite ECG’s commitment to a fixed US$43 million monthly sum to IPPs, it continues to pile up about 70% of its monthly obligations to the Independent Power Producers alone. With this tariff reduction, the Government of Ghana renegotiation appeals to IPPs may hit the rock, as the risk of default on obligations going forward becomes high.”

The power sector insolvency to worsen!
The power sector is likely to experience an exacerbated debt of about USD$1.8 billion to the IPPs alone, by the end of the year 2024. This prediction is based on Public Utilities Regulatory Commission’s (PURC) decision to further reduce electricity tariffs by 6.56% amidst escalating variable costs of electricity production such as fuel, maintenance, idle capacity charges, as a result of commissioned generation capacities coming on-grid and off-grid generations. Natural gas, for instance, sells currently at an average high price of 8.8 US Cents/mmscf, continuous depreciation of the GHS etc. Again, the generation tariffs are set an automatic upward adjustments necessitated by the increasing variable costs and other Increased Cost Events.

The tariff reductions, while beneficial for consumers, have not been matched with a decrease in production costs (Decreased Costs), leading to significant financial deficits. Meanwhile, the sector is plagued by inefficiencies, including high transmission and distribution losses, which exacerbate the financial challenges.

This situation mirrors the repercussions of similar tariff actions by the PURC in 2018 by 17.5% and 30% for both residential and non-residential customers, which significantly contributed to the financial gap faced by the Electricity Company of Ghana (ECG). ‘I saw Cheddar being stripped of his title in a dream’ – Vicky Zugah –

Schemes to disqualify Cheddar, other aspirants

Earlier in a discussion on Rainbow radio, political strategist, William Owusu Ansah, alleged that there is an ongoing plot to disqualify Cheddar as well as the leader and founder of Movement for Change, Alan Kyerematen, from contesting in the 2024 presidential election.

He indicated that the government, through the Electoral Commission intends to disqualify them, seeing that they are threats to the agenda of the government.

Akwaaba Fest Kicks Off Tomorrow

The highly-anticipated ‘Akwaaba Fest 2024,’ a three-day music and cultural event, is set to take place in Accra’s National Theatre from March 6–8.

It is anticipated that the festival will stimulate the economy by drawing in investors and influencing the local producers, content creators, and service providers by giving them a platform to showcase their inventiveness.

The festival, which is being held in partnership with the Ghana Tourism Authority (GTA) and the Musicians Union of Ghana (MUSIGA), aims to raise awareness of Ghana’s rich cultural heritage and musical heritage.

The celebration begins on Wednesday, March 6 and features a variety of activities including food bazaars, local beverages, traditional textiles and fashion accessories, and exhibitions and sales of Ghanaian art and crafts.

A wide variety of events are planned for the festival, such as a food bazaar, traditional fabrics, accessories, local drinks, and the sale and display of Ghanaian art and crafts.

The Musicians Union of Ghana is organising a free two-day music event that will witness performances from some well-known Ghanaian performers.

The musical event aims to establish the largest platform in the industry to coordinate the efforts of the artistes, promote Ghanaian music both domestically and internationally, and unite important stakeholders in favour of Ghanaian music.

BoG Suspends Forex Licences of GT Bank, FBN Bank

The Bank of Ghana (BoG) has taken the decision to suspend the forex licences of Guaranty Trust Bank Ghana Limited and FBN Bank Ghana Limited, two Nigerian affiliated banks as announced in an official statement.

The Central Bank has stated that the suspension is a result of various breaches of the foreign exchange market regulations, including instances of fraudulent documentation in their foreign exchange operations, which have been brought to their attention.

According to a statement released by the Bank of Ghana on Monday 4th March, the one-month suspension will be effective from 18 March. The suspension, in accordance with section 11(2) of the Foreign Exchange Act 2006, (Act 723), aims to enforce stricter adherence to the regulations governing the foreign exchange market.

The Bank of Ghana has made it clear that the licences of both Guaranty Trust Bank Ghana Limited (GTB) and FBN Bank Ghana Limited (FBN) will be restored at the end of the one-month suspension period on the condition that they have implemented effective controls to ensure strict compliance with the foreign exchange market regulations.

Foreign exchange market regulations play a critical role in maintaining the stability and integrity of the financial system.

The Bank of Ghana is responsible for overseeing and enforcing compliance with these regulations to protect the interests of the public and the integrity of the financial sector as a whole.

The suspension of these two banks’ forex licences serves as a stern warning to the industry and emphasizes the importance of adhering to the regulations set forth by the Bank of Ghana.
The central bank’s action shows its commitment to maintaining transparency, accountability, and fairness in the forex market.

The affected banks will be closely monitored during the suspension period to ensure that they make the necessary changes to rectify the breaches that led to the suspension.

The restoration of their licences will be contingent on their ability to demonstrate compliance with the foreign exchange market regulations.

The Bank of Ghana remains committed to promoting a conducive environment for transparent and efficient forex operations, and will continue to take appropriate action against any institution found to be in violation of the regulations.

Uju Kennedy-Ohanenye, Minister of Women Affairs, has posited that the recent protest by the Nigeria Labour Congress (NLC) against the rising cost of living was a mere distraction.

While speaking at a press conference in Abuja on Monday, Kennedy-Ohanenye opined that the country needs “constructive ways” to tackle its challenges.

“Now that NLC has gone out to protest, what have they done? It’s just a mere distraction of the federal government but the kind of action that you people (Integrity Brigade) will take, you will see the effect.

“It will be loud and clear, that is why I said there is no need for that. If you do things without the end result, what is it for?

“The president has endorsed a mobile court to address violence – minor issues of violence against women and children,” the minister said.

“The most important is the Integrity Brigade which all of you are joining and most Nigerians will volunteer to come in.

“Our royal fathers and religious leaders across the country, both Muslims and Christians, are equally coming and joining the Integrity Brigade.

“The Integrity Brigade will ensure that any decision made concerning Nigeria must be the one to benefit Nigerians. Even if you are an NGO, if you want to write for support for Nigerians, you must bring support that will bring sustainable empowerment.

“Not support that you will use advocacies, meetings, consultancies and siphon monies you bought on behalf of Nigerians – that is what the Integrity Brigade is all about.

“The Integrity Brigade will inform Nigerians what is going on. If the money is meant for A, the Integrity Brigade will ensure that it is pushed to A. If it is not pushed to A, the Integrity Brigade will inform Nigerians what is going on.”

Ghanaian musician and politician, Rex Omar, has declared his readiness to take on a political role if presented with the opportunity.

Speaking during an interview on Joy FM’s Showbiz A-Z on Saturday, March 3, 2024, Rex Omar, known for his affiliation with the National Democratic Congress (NDC), stated that he would be open to accepting a political appointment if it aligns with his capabilities and responsibilities.

“I will [accept a political appointment] because now I think I am of age and I think if I am given any appointment that is within my capacity, I will be able to contribute positively to the development of this country,” he told the host Kwame Dadzie.

When questioned about the possibility of holding a position within the Ministry of Tourism, Arts, and Culture, he replied, “We’ll address that situation if and when it arises because ultimately, these positions are political appointments. As long as you’re astute and well-informed about the country’s affairs, you can excel wherever you’re placed, provided you’re committed.”

Sharing his thoughts on Ghana’s democratic landscape, the ‘Abiba’ hitmaker opined that the nation’s governance could be enhanced by reevaluating the presidential term duration. He suggested that the current four-year term isn’t sufficient for any administration to significantly impact the economy.

“Because America does elections every four years, we also jump on the bandwagon but the question is, America’s democracy is over 200 years. We just started, okay. So look at our situation,” he said.

He suggested that a six-year term would give room for the government in power to perform creditably.

“I think it [the four years] is too much. I would have wished if we can go six years in one term. Because if you are given six years you use one year or one and half years to set up your government. If four years, five years you are not able to do anything it means you can’t do anything. There is no need for you to go for a second term.”

“The whole situation is, look at our scenario. After election, the first year is now that the government is being formed, the appointments and all these things. By the time the government settles to actually start to roll out its programme, you are getting to two years,” he added.

Rex Omar gained prominence in 1989 with his album “Aware Pa,” featuring the hit track “Wodofo Ne Hwan?” In 1992, he co-founded the group Nakorex with fellow highlife artists Nat Brew (now Amandzeba) and Akosua Agyapong, the name being an acronym of their initials.

Subsequently, he embarked on a successful solo career, releasing acclaimed albums, performing both locally and internationally, and garnering numerous awards, including a nomination in the Kora Awards in 2004.

Dr. Bawumia’s promise to scrap E-Levy fraudulent – Hopeson Adorye –

Former New Patriotic Party (NPP) parliamentary aspirant, Hopeson Adorye, has challenged Vice President Dr. Mahamudu Bawumia to take steps to repeal the Electronic Transfer Levy (E-Levy) ahead of the 2024 polls.

Bawumia, the NPP flagbearer, promised in early February 2024 that he would repeal the E-Levy along with three other tax handles passed by the Nana Addo Dankwa Akufo-Addo government if he becomes president after the polls.

Adorye explained that the government has used the E-Levy and other tax handles as collateral for the International Monetary Fund (IMF) bailout that has since produced US$1.2 billion in two tranches.

“The promise by Bawumia to cancel the E-Levy is a lie, he is lying, and he will use it to delude Ghanaians, get their votes and abandon the promise,” Adorye said in an interview with Atinka TV.

“E-Levy and other taxes were guarantees that the government used to secure a three-year deal with the International Monetary Fund (IMF) from 2024 to 2026. How can you then promise to cancel E-Levy in 2025?

“All taxes he has promised to repeal are all lies. Go and fetch the IMF agreement, these taxes were used as collateral, they can never touch it. So, if Bawumia claims to be a man of his own, let him repeal the taxes now, they can never do that,” he stressed.

The introduction of E-Levy in May 2022, according to the government formed part of measures to help improve its domestic revenue mobilization.

Following several criticisms, the E-Levy tax was reviewed downwards from 1.5% to 1%.

Data from the Ghana Revenue Authority shows that an amount of GH¢600million was collected in 2022.

In 2023, a total of GH¢1.2billion was raked in as revenue from the E-Levy.

During a sermon in his church, Prophet Kofi Oduro labeled Ghanaians who buy “Yesu Mogya” from Stephen Adom Kyei Duah as sick people.

The man of God seems not to understand why Ghanaians would decide to buy “Yesu Mogya” when in the real sense there is nothing of that sort.

According to him, if there was anything like “Yesu Mogya” it would not be in this generation nor would it be prophet Adom Kyei Duah who would be selling it.

The man of God claims there is no power in the “Yesu Mogya” so he who buys with the hope of getting healed or becoming financially stable buys it at their peril.

“Yesu Mogya, we put it in a bottle. Are you this sick? If we put Yesu Mogya in a bottle, you people will not come and meet it. Yesu Mogya, what a sick generation. You are sick”, the man of God fired.

“The day you will go you will not even tell anyone that you are going to die. This is a miracle sticker if your baby is sick rub it with a wet cloth, squeeze it, and give the water to your baby to drink, they will be healed. But when they are sick they go and meet their specialists. Why don’t they drink miracle water? or the miracle oil? Why don’t they chew gold, miracle gold? Why don’t drink Yesu Mogya?”, the man of God added.

Kofi Oduro did not spare the government of Ghana in his preaching, saying “And we are here as a government and we can do nothing about such deception and people are being exploited. This is unbelievable. Yesu Mogya, you did not get Yesu bones”.

The leadership of Musicians’ Organisation Global (MUSIGLO) last Friday donatedto help veteran highlife musician, K.K. Kabobo with his medical expenses as part of efforts to support musicians.

Since images and videos of the veteran musician, who is battling liver disease, began making the rounds on social media last week, the news of his failing health has been concerning.

The money that K.K. Kabobo received was provided by the Solidarity Fund, which MUSIGLO established at the end of the previous year.

The delegation, led by the organisation’s founder and president, Mrs. Deborah Freeman, presented K.K. Kabobo with an undisclosed sum of money on the organisation’s behalf.

During the presentation, Mrs. Freeman revealed that MUSIGLO is dedicated to the wellbeing of all musicians, whom she views as positive role models for young people.

She said the donation was a part of the organisation’s attempt to support the musicians during difficult times.

Following the donation, Mrs. Freeman told BEATWAVES that the Solidarity Fund was established to support members’ welfare, encourage high-caliber musicianship, and lessen financial hardship among both new and seasoned artistes.

The fund specifically strives to support all musicians who subscribe to MUSIGLO, as well as aging musicians, upcoming musicians, underground musicians, music bands, choirs, and industry professionals.

She went on to explain that the Solidarity Fund’s four primary emphasis areas are where donations from donors and member artistes are combined to maximise its impact.

The four main areas of attention are as follows: (a) assistance with healthcare and income support for veteran musicians; (b) pensions matching contributions for musicians; (c) artiste and music promotion development; and (d) assistance with recording and promoting music for up-and-coming and underground musicians.

She stated that, “Musicians deserve better than to die poor,” stressing that the Solidarity Fund will set ambitious goals to alter the course of musicianship worldwide by utilising its influence as a catalyst for change.

The musician’s family expressed gratitude to MUSIGLO’s leadership for their assistance.

Additionally, they expressed gratitude to Ghanaians for their ongoing support of the musician’s condition.

Anti-LGBT+ Bill: Don’t sign it

Former head of the Political Science Department at KNUST, Dr. Amoako Baah, has appealed to President Nana Addo Dankwa Akufo-Addo not to sign the proposed anti-LGBT+ Bill into Law.

Dr. Baah argued that, the Bill infringes on individual rights and freedoms, criticizing the drafters for overlooking these concerns.

“The Bill is not good, not because I support LGBT, but because of how they wrote the Bill. Those who wrote the Bill, I wonder what they learned to be able to write that Bill.”

He further highlighted the potential infringements on fundamental rights such as freedom of speech, opinion, and association, stating, “We have freedom of speech, freedom of opinion, freedom of association, and there is more freedom, but based on how those people wrote the bill, they have infringed upon all these freedoms.”

Questioning the morality of punishing individuals based on religious doctrines, Dr. Baah said, “If God says he doesn’t want homosexuals, fine, I don’t also support them, but has God come down to kill someone? So why would you decide that someone should be arrested or be punished? Nana Addo shouldn’t sign it; if they like, they should call him gay; it won’t matter because those who are intellectuals would know that there are issues with the bill.”

Dr. Baah also raised concerns about the bill potentially criminalizing certain sexual practices within heterosexual marriages.

He questioned whether the government would intrude into people’s bedrooms to determine their sexual activities, especially regarding anal sex between married couples.

“Right to privacy has been infringed; if your child is a homosexual and you don’t report him, that is also a sin. Why? Which kind of law is written like this? Is it because men are having anal sex with women or what? And if that is it, I can tell you that a lot of men have anal sex with their wives, and I know what I am talking about; a lot of men do that. So are we going to arrest such people also, or what?” he said in on Accra based Neat FM.

Gyampo hails Mahama for maintaining Naana Opoku Agyemang

A Political Science lecturer at the University of Ghana, Professor Ransford Gyampo, says the decision by the flagbearer of the National Democratic Congress (NDC), John Dramani Mahama, to maintain Professor Jane Naana Opoku Agyemang as his running mate for the 2024 presidential election will help alleviate tensions within the party.

John Mahama submitted his nomination for running mate to the party’s Council of Elders on February 27, 2024.

A meeting with the Council of Elders is scheduled for Thursday, March 7, 2024, to deliberate on the nomination, followed by a National Executive Committee meeting at 3 pm on the same day for further discussions.

In an interview with Citi News, Prof. Gyampo commended John Mahama for his decision to retain Prof. Opoku Agyemang.

“This decision will forestall or prevent unnecessary tension, rivalry, and competition, and some people were thinking that if this slot was given to someone else, it would have given a heads-up to that person because that candidate would have sought to replace John.”

BoG suspends forex trading licences of GT Bank, FBN Bank –

The Bank of Ghana (BoG) has suspended the Foreign Exchange (forex) trading licences of Guaranty Trust Bank Ghana Limited (GTB) and FBN Bank Ghana Limited (FBN) for one month.

The suspension takes effect from March 18, 2024.

According to the Central Bank, its decision is rooted in the identification of various breaches of the foreign exchange market regulations by the two banks.

Notably, the breaches include instances of fraudulent documentation within their foreign exchange operations.

The apex bank, in an official press statement, expressed its concern over the serious nature of these violations and the potential impact on the integrity of the foreign exchange market.

Bank of Ghana has suspended the Foreign Exchange Trading Licences of Guaranty Trust Bank Ghana Limited (GTB) and FBNBank Ghana Limited (FBN), effective 18th March 2024, for a period of one (1) month, in accordance with section 11 (2) of the Foreign Exchange Act 2006, (Act 723).

“This is as a result of various breaches of the foreign exchange market regulations, including fraudulent documentation in their foreign exchange operations which have come to the attention of Bank of Ghana.

“The licence will be restored at the end of the one-month suspension period once the Bank of Ghana is satisfied that they have put in place effective controls to ensure strict adherence to the foreign exchange market regulations.

“By this statement, we caution foreign exchange market players to adhere strictly to the applicable forex market regulations and guidelines,” the press statement said.

Egbetokun Bans Use Of PoS Machines In Force Facilities, Police Stations Nationwide

Inspector-General of Police (IGP), Kayode Egbetokun, on Monday, prohibited the use of Point of Sale (PoS) machines within the premises of police stations and facilities across the country.

Olumuyiwa Adejobi, police spokesperson, who announced the ban in a statement, said it also includes “other electronic mobile money transaction devices.”

The development, he said, was prompted by “public outcry on alleged illegal and illicit transactions through POS machine operators and connivance with certain police operatives.”

He added that the prohibition is aimed at “forestalling perceived corrupt practices” and “maintaining discipline within the Force”.

“The Nigeria Police Force, following public outcry on alleged illegal and illicit transactions through point-of-sale (POS) machine operators and connivance with certain police operatives, hereby reiterates the ban on the utilization of POS machines and other electronic mobile money transaction devices within police stations and other police facilities nationwide.

“The ban is aimed at preserving the integrity and security of police operations, forestalling perceived corrupt practices, as well as clearing the Commands/Formations of possible criminal intrusion under such guise, and maintaining discipline within the Force,” the statement read.

Attempts to flout the directive, the spokesperson noted, would attract severe sanctions on the leadership of the affected commands and formations.

He added that all police officers must adhere to the ban, noting that any police officer or POS operator found contravening this order, or conniving to conduct illicit financial transactions will face appropriate disciplinary.

“Despite previous directives, it has come to the attention of the Force leadership that some Commands and Formations continue to flout this regulation.

“The IGP notes that the use of electronic payment devices within police facilities poses significant risks, including the potential compromise of sensitive information, financial irregularities, and the facilitation of illicit activities, therefore, strict adherence to this directive is non-negotiable.

“The IGP urges all officers and personnel to comply with this directive without exception, and warns that any police officer or POS operator found contravening this order, or conniving to conduct illicit financial transactions will face appropriate disciplinary and criminal action in accordance with the extant laws and regulations, and the Command/Formation leadership will equally be held responsible,” the statement warned.

The Nigerian Police Force has arrested a Cherubim and Seraphim pastor, Adeleye Dada Dollar, for raping the daughter of a member of his church, Adekunle Kabirat, for several months and getting her pregnant.

The mother of the victim, Joke Adekunle, who spoke to newsmen, said Kabirat left the house on January 8, 2024, after she scolded her for misbehaving and asked her not to visit her (Joke) shop as a form of punishment.

The mum said she returned home in the evening to see the Kabirat had left the house after removing her school books from her bag and using the same bag to pack some of her clothes.

Joke said she immediately called her pastor to inform him about the situation but that he failed to answer her calls. She said he came later and told her that he saw her missed calls but couldn’t pick because his phone was bad.

She said she informed him about the development and wanted to know if Kabira was at his place but he denied knowing anything about her whereabouts.

Joke said the day her daughter left the house, the said pastor was around and rebuked her for placing curses on her daughter. The mother said during the search for Kabira, the clergyman would come to her house to comfort her.

She said Kabira was found after she made a call to her mum to come and rescue her.

When interrogated, the victim who is already six months pregnant said that the clergyman had been raping her since 2021.

She said on the day of the incident, the suspect took her to an uncompleted building where he raped her.

When interrogated, the cleric pleaded with the world to have mercy on him.

Dr. Amanda Odoi, a gender activist and research fellow with the Centre for Gender Research, Advocacy, and Documentation (CEGRAD), has issued a warning of potential legal action if President Nana Addo Dankwa Akufo-Addo signs the anti-LGBTQ+ Bill.

Her initial efforts to halt the bill’s passage encountered a roadblock.

The Majority Leader in Parliament, Alexander Afenyo-Markin, had stated that the bill had not yet been presented to President Akufo-Addo.

In an interview with Bernard Avle on The Point of View on Citi TV, Dr. Odoi pledged to persist until any plan by the President to assent to the Human Sexual Rights and Family Values Bill, also known as the anti-gay bill, is aborted.

“The first attempt was to have an injunction on the process, but then, the substantive case is still in court, and we are on it, it has not been scrapped totally. And yes, beyond that, I still intend to go to court if the President decides to assent to the bill. It’s something I want to push a bit further, but then that will be a different case from the interpretation of the bill. This will also be a different case altogether.”

She expressed concern about the implications of some provisions of the bill, characterizing them as “very subjective and vague.”

Dr. Odoi questioned the rationale behind incarcerating individuals perceived to be gay.

She also pointed out contradictions in certain provisions of the bill targeted at queer persons, citing the acceptance of sex toys in heterosexual relationships but not in homosexual ones.

“The provisions in the bill are very subjective, vague and have implications. For example, the struggles we are having versus what is actually in the bill. The argument out there is that we don’t like queer practices, some people say we don’t care what they do in their bedrooms, but what is outside. What is outside is criminalizing people who say the same thing. Let it be there, but don’t let us pass laws to criminalize what they do in their bedrooms, and you are saying that when people say this, the person is an ally and can be jailed for it. That is a problem.”

She emphasized, “There are provisions that say that the use of sex toys in heterosexual relationships is fine, but the use of sex toys in homosexuals’ relationships is an offense? These contradictory positions and these positions are dangerous things we have to pay attention to.”

She contended that individuals should not be penalized for their choices, noting that many Ghanaian men are married to their partners for various benefits.

“When we are making choices of partners, it’s based on the best opportunities available to us, some of the men in Ghana will not be married to the kind of women they are married to if not for the kind of economic standing or certain characteristics they bring to the relationships. So, if a queer person chooses to be in a relationship with somebody for the benefits the person offers, why should the person be criminalized because of that? Heterosexual relationships are negotiated along the line.”

Background

On Wednesday, February 28, 2024, the bill that criminalizes LGBTQ+ activities, as well as their promotion, advocacy, and funding, was passed.

Those found guilty could face a jail term ranging from 6 months to 3 years, while those promoting and sponsoring the act could face a jail term between 3 and 5 years.

The Bill’s passage has attracted criticism from various stakeholders, including the United States Ambassador to Ghana, Virginia Evelyn Palmer.

Anti-LGBTQ+ Bill: Media houses’ editorial discretion not proscribed

Rockson-Nelson Dafeamekpor, the Member of Parliament for South Dayi and co-sponsor of the anti-LGBTQ+ bill, has clarified that media houses in the country are free to use their editorial discretion to cover events perceived as LGBTQ+ activities.

He stated that the law will target the organizers and sponsors of LGBTQ+ events, not the media houses that report on such events.

Earlier versions of the bill suggested that media houses could face penalties for covering LGBTQ+ activities and distributing their content.

In an interview on The Point of View on Citi TV, Mr. Dafeamekpor clarified, “We have clearly subjected and amended provisions 10 and 11 of the law to the constitution. If Citi News hears that a group of people are protesting at Circle, and what they are protesting is newsworthy, you can exercise your editorial discretion to cover it.”

He emphasized, “The law won’t come after you because that is the exercise of your editorial discretion. The law will look at the people who organized the event and the intent of organising that event. If the event is to promote LGBTQ+ activities, then the law will have its full recourse. We have not proscribed the constitutional rights of media houses to exercise their editorial discretion in this matter, we haven’t. If you cover an event for purposes of your media work, or for education, there’s no ill intent or malice. Citi FM is not going out of its way to cover LGBTQ+ people for purposes of promoting among citizens.”

He also addressed critics of the bill, emphasizing that rights have limits.

“Rights are not absolute; you have a right to smoke tobacco, which is a natural vegetative. The health personnel will tell you the health consequences thereafter and that if you do so it’s at your own peril. The smoking of tobacco is not proscribed by the state. But another vegetative plant ‘marijuana’ is proscribed.

The state has the right to protect the public from anything it thinks is injurious to public health. We’re proscribing certain content; a man sleeping with an animal is proscribed. We are saying that two men cannot engage in sexual activities; we are banning all forms,” he insisted.

Dr Amoako Baah, a former head of the Political Science Department at the Kwame Nkrumah University of Science and Technology (KNUST), has appealed to President Nana Addo Dankwa Akufo-Addo not to sign the anti-LGBT+ bill into law.

Dr Baah argues that the bill infringes on individual rights and freedoms. He criticized the drafters for overlooking these concerns.

Expressing his stance during an interview on Neat FM on March 1, 2024, he emphasized that the proponents failed to consider the potential infringements on fundamental rights such as freedom of speech, opinion and association.

“The bill is not good, not because I support LGBT, but because of how they wrote the bill. Those who wrote the bill, I wonder what they learned to be able to write that bill.

“We have freedom of speech, freedom of opinion, freedom of association, and there is more freedom, but based on how those people wrote the bill, they have infringed upon all these freedoms,” he said.

He questioned the morality of punishing individuals based on religious doctrines, stating, “If God says he doesn’t want homosexuals, fine, I don’t also support them, but has God come down to kill someone? So why would you decide that someone should be arrested or be punished?

“Nana Addo shouldn’t sign it; if they like, they should call him gay; it won’t matter because those who are intellectuals would know that there are issues with the bill,” he asserted.

Dr Baah questioned whether the bill could lead to the criminalization of certain sexual practices within heterosexual marriages.

He specifically mentioned anal sex between married couples, arguing that if the bill addressed the ways people engage in sexual activities, a significant number of people could face arrest and prosecution.

“Will the government be able to go to somebody’s bedroom to find out what kind of sex he is having?

“Right to privacy has been infringed; if your child is a homosexual and you don’t report him, that is also a sin. Why? Which kind of law is written like this?

“Is it because men are having anal sex with women or what? And if that is it, I can tell you that a lot of men have anal sex with their wives, and I know what I am talking about; a lot of men do that. So are we going to arrest such people also, or what?” he added.

Anti-LGBTQI+ Bill: Finance Ministry’s statement shocking

The Ghana Pentecostal and Charismatic Council (GPCC) has expressed shock with the Finance Ministry’s plea to President Nana Akufo-Addo not to assent the anti-LGBTQ+ bill into law.

In an interview on Adom FM Burning Issues, the General Secretary of GPCC, Reverend Immanuel Tettey stated the Ministry’s caution was out of place and must be resisted.

According to him, the proposed legislation is crucial to upholding Ghana’s cultural values and independence from external influence.

Reverend Tettey stressed that there are countries with worse forms of punishment for people who engage in LGBTQI+ activities, but are doing well and have kept their relationships with other multilateral agencies.

“Kenya, Senegal and other countries have more stringent measures yet the IMF is lending its support. So I can’t fathom why the Ministry of Finance will come out with this. Besides this Bill was in parliament way before the IMF negotiations started and it was not part of the conditions,” he stated.

The Bill which criminalizes and prohibits LGBTQI+ activities, was approved on Wednesday, February 28, 2024.

It has sparked criticism from various quarters, including prominent figures like Professor Audrey Gadzekpo, the Board Chair of the Ghana Center for Democratic Development (CDD-Ghana), and other groups coupled with threats of legal action.

It is expected to land on the President’s desk within the week, but the Ministry on Monday cautioned Ghana could lose more than 3 billion dollars in external financing if passed into law.

Meanwhile, Akufo-Addo has said he is awaiting a ruling of the Supreme Court to decide on the Bill as it is currently being challenged.

EC not prepared for December polls

The National Democratic Congress (NDC) has voiced its criticism towards the Electoral Commission (EC) for failing to supply political parties with the electoral calendar for the 2024 elections.

The NDC suggests that this failure indicates the EC’s lack of preparedness for the upcoming polls and argues that the late release of the calendar will impede the activities of political parties as they prepare for the elections.

The EC had previously stated its intention to bring out the 2024 electoral calendar by the close of February 2024.

Dr. Tanko Rashid Computer, the Deputy Director of Elections and IT of the NDC, tells Citi News that the EC must promptly take the necessary steps to ensure a smooth electoral process.

“I must say that this current Electoral Commission appears not to be ready for the December polls. Don’t forget that this is their second major election that they are going to conduct and we have barely less than nine months to conduct the general elections and they don’t have a timetable. We have met them twice; the first meeting with them was on February 22, and the second was on February 29, 2024, and they didn’t give us any timetable.”

Akufo-Addo holds off on signing Anti-LGBTQ+ bill pending Supreme Court decision –

President Akufo-Addo has stated that assenting to the anti-LGBTQ+ bill will await a pending case at the Supreme Court.

Speaking at a meeting with the Diplomatic community at Peduase Lodge, he mentioned that a private citizen has challenged the constitutionality of the bill at the Supreme Court.

He is urging Diplomatic communities that Ghana will not turn her back on her enviable, longstanding record on human rights observance and attachment to rule of law.

According to him, he is aware of the anxiety voiced by members of the diplomatic community in relation to parliament passage of the Human sexual Rights and Ghanaian Family Values Bill last week.

The bill has generated a flurry of reactions internationally and nationally.

On March 4, 2024, the Ministry of Finance advised President Akufo-Addo against signing the recently passed Anti-LGBTQ+ Bill into law, warning that such action could result in significant repercussions for the country’s financial support from international organizations such as the Bretton Woods Institutions.

The statement also highlighted concerns that the expected US$300 million financing from the First Ghana Resilient Recovery Development Policy Operation (Budget Support), currently awaiting Parliamentary approval, might not be disbursed if the bill is signed.

President Akufo Adoo said, “in the circumstance, it would be, as well, for all of us to hold our hands and await the decision of court before any action is taken”.

Background

After three years of deliberation, Parliament has approved the highly contentious Anti-LGBTQ+ bill.

Speaker of Parliament, Alban Bagbin initiated a voice vote on the bill after the third reading.

When he posed the question, “those in favor that the Human Sexual Rights and Family Values bill, 2021, be taken through the third reading say I,” numerous MPs voiced their support.

However, there was no response when the speaker called for those in opposition to speak up. With no opposition voiced, Speaker Bagbin declared the bill passed.

The bill which was passed on Wednesday February 28, will only take effect if President Akufo-Addo signs it into law.

During the last parliamentary session on the bill, the then Deputy Majority Leader, now Majority Leader, Afenyo Markin, attempted to amend it to replace prison sentences with community service and counseling.

Anti-LGBTQI+ Bill will rather protect gay community

One of the sponsors for the anti-LGBTQI+ Bill, Emmanuel Kwasi Bedzrah has said it is in the best interest of people who identify with the gay community.

According to the Ho West Member of Parliament (MP), the bill will not criminalise or violate the human rights of individuals but rather protect them.

He gave this assurance on Adom FM Burning Issues, explaining the has been explicitly stated in clause 17 of the Bill.

“The bill is not for everyone but the people who hold themselves as members of the gay community. The bill will rather protect and not violate their human rights as they claim because clause 17 says that we cannot touch anyone who is involved or perceived to be involved.

“We must report them to the police for the law to take its course. So if you touch them you will be caught up with the law and will face the consequences,” he added.

The Bill passed on February 28 by Parliament currently proscribes lesbian, gay, bisexual and transgender (LGBT) activities and criminalises their promotion, advocacy and funding.

Persons caught in these acts would be subjected to six months to three-year jail term with promoters and sponsors of these acts bearing a three to five-year jail term.

The Bill would now require presidential assent to come into force but has been met with fierce criticisms amidst calls for Akufo-Addo for reject it.

The critics have argued the bill violates and infringes on fundamental human rights and have threatened to initiate legal action against it.

Dr. Amanda Odoi, a gender activist and research fellow with the Centre for Gender Research, Advocacy, and Documentation (CEGRAD), has issued a warning of potential legal action if President Nana Addo Dankwa Akufo-Addo signs the anti-LGBTQ+ Bill.

Her initial efforts to halt the bill’s passage encountered a roadblock.

The Majority Leader in Parliament, Alexander Afenyo-Markin, had stated that the bill had not yet been presented to President Akufo-Addo.

In an interview with Bernard Avle on The Point of View on Citi TV, Dr. Odoi pledged to persist until any plan by the President to assent to the Human Sexual Rights and Family Values Bill, also known as the anti-gay bill, is aborted.

“The first attempt was to have an injunction on the process, but then, the substantive case is still in court, and we are on it, it has not been scrapped totally. And yes, beyond that, I still intend to go to court if the President decides to assent to the bill. It’s something I want to push a bit further, but then that will be a different case from the interpretation of the bill. This will also be a different case altogether.”

She expressed concern about the implications of some provisions of the bill, characterizing them as “very subjective and vague.”

Dr. Odoi questioned the rationale behind incarcerating individuals perceived to be gay.

She also pointed out contradictions in certain provisions of the bill targeted at queer persons, citing the acceptance of sex toys in heterosexual relationships but not in homosexual ones.

“The provisions in the bill are very subjective, vague and have implications. For example, the struggles we are having versus what is actually in the bill. The argument out there is that we don’t like queer practices, some people say we don’t care what they do in their bedrooms, but what is outside. What is outside is criminalizing people who say the same thing. Let it be there, but don’t let us pass laws to criminalize what they do in their bedrooms, and you are saying that when people say this, the person is an ally and can be jailed for it. That is a problem.”

She emphasized, “There are provisions that say that the use of sex toys in heterosexual relationships is fine, but the use of sex toys in homosexuals’ relationships is an offense? These contradictory positions and these positions are dangerous things we have to pay attention to.”

She contended that individuals should not be penalized for their choices, noting that many Ghanaian men are married to their partners for various benefits.

“When we are making choices of partners, it’s based on the best opportunities available to us, some of the men in Ghana will not be married to the kind of women they are married to if not for the kind of economic standing or certain characteristics they bring to the relationships. So, if a queer person chooses to be in a relationship with somebody for the benefits the person offers, why should the person be criminalized because of that? Heterosexual relationships are negotiated along the line.”

Background

On Wednesday, February 28, 2024, the bill that criminalizes LGBTQ+ activities, as well as their promotion, advocacy, and funding, was passed.

Those found guilty could face a jail term ranging from 6 months to 3 years, while those promoting and sponsoring the act could face a jail term between 3 and 5 years.

The Bill’s passage has attracted criticism from various stakeholders, including the United States Ambassador to Ghana, Virginia Evelyn Palmer.

Three remanded in GH¢620,000 alleged gold scam transaction –

A 59-year-old car dealer accused of swindling a businessman of GH¢620,000 in a gold transaction has been remanded into police custody by the Achimota Circuit Court.

Gbegoueu Evrard, a French national, is said to have collected the money under the pretext of selling to the complainant, Hayford Boadi, gold but failed.

Evrard is facing a charge of defrauding by false pretence.

His accomplices are Ernest Kweku Antwi, a 32-year-old aluminium fabricator, and Jordan Ansah, a 24-year-old private security man.

Evrard and his two accomplices have been jointly charged with conspiracy to commit a crime to wit defrauding by false pretence.

Antwi and Ansah have pleaded not guilty to the charge.

Evrard‘s plea could not be taken by the court because there was no French interpreter available. It therefore preserved his plea.

The court presided over by Isaac Addo ordered the Registrar of the court to make arrangements for a French interpreter to assist the court at the next sitting on March 13, 2024

Assistant Superintendent of Police (ASP) Stephen Ahiale said the complainant was a resident of Dunkwa-on-Offin in the Central Region.

The prosecution said during the year 2021, Evrard told a witness that he had a friend in Ghana who dealt in refined gold.

The prosecution said the witness contacted the complainant and informed him about the business in which he (the complainant) expressed interest.

ASP Ahiale said the complainant later contacted Evrard on mobile phone through the said witness to import the raw gold and Evrard told them that his friend who was a gold dealer needed some money to perform some rituals on the gold before it could be sold out.

The prosecution said to convince the complainant and the witness, Evrard took photographs of himself and the said gold and forwarded them.

Based on that representation, the complainant parted with GH¢620,000 in bits to Evrard, through the witness for the said rituals.

However, after Evrard collected the money, he failed to honour his promise and “kept tossing the complainant and witness with different stories.”

In February 2024, the witness lured Evrard with another gold business transaction for an exptriate client in Accra.

The prosecution said Evrard on hearing the quantum of money involved, quickly conspired with Antwi and Ansah and one Abdallah, now at large, to defraud the witness.

The prosecutor said Evrard invited the witness to meet him in Accra in a few days to see the said gold.

The prosecution said the witness on his arrival in Accra from Ivory Coast reported the case to the police for investigations.

On February 20, 2024, Evrard met the witness in Accra and took him to a gated house at Lapaz Fishpond to meet one Abdullai who was his partner for the said gold business.

While the said business meeting was going on in the house, the police swiftly entered and arrested the three accused persons with five coated metallic objects, looking like refined gold bars in their possession.

The prosecution said Abdullai however managed to escape through a back door of the house.

The court was told that the exhibits were being forwarded for assay testing and report to enhance investigations.

Anti-LGBTQI+ Bill: We’ll advise ourselves on December 7 if…

The Ghana Pentecostal and Charismatic Council (GPCC) has vowed it will not hesitate to advise congregations on how to cast their votes on December 7 polls if President Nana Akufo-Addo fails to assent the anti-LGBTQI+ bill into law.

Speaking on Adom FM Burning Issues, the General Secretary, Reverend Immanuel Tettey stated the bill will help to uphold the values that are important to the people of Ghana.

He, therefore, noted none of the religions and Ghanaians at large will sit aloof and accept anything that frowns on morals and values.

Reverend Tettey made these comments in reaction to the Finance Ministry’s caution for the President not to sign the bill which was passed on Wednesday February 28, 2024.

Even though Akufo-Addo has said he is yet to receive the controversial bill, the Ministry on March 4 said it could lead to severe repercussions on the country’s financial support from international organisations like the Bretton Woods Institutions.

But Reverend Tettey has emphasised the importance of upholding Ghana’s unique cultural, and family values and has urged the President to serve the interest of Ghanaians by assenting to the bill.

“The 275 MPs in parliament did not get there by themselves; they are representatives of the people and we are all saying we don’t like LGBTQI+ activities.

“But if they decide not to listen to us, we will advice ourselves in the upcoming election. We will ask our people to reject anyone who wants to ignore our moral, values and impose what we don’t like on us,” he cautioned.

The Africa Education Watch (Eduwatch) has called on the Minister of Finance, Mohammed Amin Adam, to release outstanding funds for procuring desks under the 2023 Ghana Education Trust Fund (GETFund) formula.

It has also urged the Ministry of Education to increase allocations for desks to basic schools to at least GH¢60 million in the 2024 GETFund formula.

This follows its assessment of the desk situation in Gushegu and Kintampo.

In a statement issued on Monday, Eduwatch noted that the desk situation in Gushegu and Kintampo North represents the situation in many basic schools across the country, especially in rural areas, a situation caused by low investment in basic education infrastructure over the years.

It indicated that in 2023, GH¢15 million was allocated for basic school furniture under GETFund, an amount worth about 30,000 desks.

“Considering that a desk deficit of one million existed by 2021, this certainly is a drop in the ocean. To make matters worse, three (3) months into a new financial year, only GH¢6.7 million out of the paltry GH¢15 million has been released by the Ministry of Finance since appropriation in June 2023,” it added.

“As such, in its proposals on the way forward, it called on the Ministry of Education to increase allocations for desks to basic schools to at least GH¢60 million in the 2024 GETFund formula. We call on the Minister of Finance to release outstanding funds for procuring desks under the 2023 GETFund formula.”

“We call on Parliament to show interest in the delayed disbursement of basic education funds under GETFund and demand accountability from the Minister of Finance on the slow disbursement. We urge local governments and the non-state sector, including faith-based organizations and private companies, to support the provision of desks in public basic schools.”

It said it would in the coming days engage the Ministers of Education and Finance, and the Parliamentary Select Committee on Education on the aforementioned issues.

Chef Failatu Abdul-Razak, the Ghanaian chef who cooked for 227 hours in a bid to set a new Guinness World Record (GWR) for the longest cooking marathon by an individual, has opened up about how she received the news of her unsuccessful attempt.

She made this statement during a live discussion on GTV with Kafui Dey on March 4, 2024, where she said she was informed by her husband, who got the news from one of her teammates, Abdul, who was handling her GWR account.

She added that her husband and her friends, although saddened by the news, were very supportive of her.

“When the news came, some of my fans were crying, I was surprised seeing a man crying. I felt bad seeing someone cry because my Guinness World Record results came and it wasn’t pleasant. I was like, calm down, let’s not overlook all that God has done for us,” she said.

Opening up on the reasons for her disqualification, Chef Faila said it was based on a violation of the rest break rules. She said she had two violations, which cost her the record. She added that the violations were well explained by the organizers and were easy to understand.

“If they had mentioned you didn’t cook well, you didn’t do this right, you didn’t do that right; maybe it would have hit me so hard, but they mentioned that there was a little hitch in my rest break,” she said.

She said she did not blame the timing team, who were very solid and dedicated. She said they stayed with her 24/7 and left their families and jobs to support her.

Faila said she was grateful to them and that they made an effort she could never undermine.

“I wouldn’t say I hold them responsible, they were very solid young guys and young ladies who were there with me 24/7, left their various families, left their jobs and sat there with me through it all.

“Believe me, gratitude will be an understatement. Even if because of my timing team, I got a hitch, I can tell you with authority that I still hold them so dear to my heart,” she said.

She said she understood their sadness, but she also wanted them to know that the impact they made out of the cook-a-thon did not need validation on a certificate.

No cause for anxiety – Akufo-Addo assures diplomatic community, others –

President Nana Addo Dankwa Akufo-Addo has allayed the fears of members of the diplomatic community and international organisations that have expressed concerns over the Human Sexual Rights and Family Values Bill, also known as the anti-LGBT+ Bill.

The Bill was recently approved via a unanimous vote by the Parliament of Ghana.

In a statement dated Monday, March 4, 2024, the president stated that while he has become aware of the anxieties expressed about the approval of the bill, the international community should be assured that Ghana will not backslide on its record as a nation that protects human rights.

“I am aware that last week’s bi-partisan passage by Parliament of the Proper Human Sexual Rights and Ghanaian Family Values Bill, on a Private Member’s motion, has raised considerable anxieties in certain quarters of the diplomatic community and amongst some friends of Ghana that she may be turning her back on her, hitherto, enviable, longstanding record on human rights observance and attachment to the rule of law.

“I want to assure you that no such back-sliding will be contemplated or occasioned,” the president said

On whether he was going to assent to the bill, the president said all issues around the bill which is yet to reach his desk have been put on hold until further notice.

This, he noted, is due to a suit filed by a private citizen challenging the constitutionality of the bill.

“I think it will serve little purpose to go, at this stage, into the details of the origin of this proposed law, which is yet to reach my desk. But, suffice it to say, that I have learnt that, today, a challenge has been mounted at the Supreme Court by a concerned citizen to the constitutionality of the proposed legislation.

The bill in its current form prohibits same-sex marriage and prescribes punishment, including jail terms against practitioners and promoters of LGBT+.

Following the approval of the bill by parliament last week, several diplomatic outfits including the US government as well as international organisations such as the International Monetary Fund have expressed concerns over the bill while threatening repercussions if it is made a law.

Be firm and assent anti-gay bill

Professor Alidu Seidu, the Head of the Political Science Department at the University of Ghana, has urged President Akufo-Addo to stand firm against international pressure and assent to the Human Sexual Rights and Family Values Bill.

The bill, which was passed by Parliament on Wednesday, February 28, 2024, prohibits LGBT activities and criminalizes their promotion, advocacy, and funding.

In an interview with Citi News, Prof. Seidu emphasized the importance for President Akufo-Addo to prioritise the national interest and uphold Ghana’s cultural values, which traditionally oppose same-sex relationships.

He highlighted the influence of LGBTQ lobbyists in America and Europe, noting the significant pressure they put on their respective governments to impose such attitudes and behaviours on other nations.

Prof. Seidu stressed that, as president, Akufo-Addo’s foremost responsibility should be to protect Ghana’s national interest and culture.

He emphasized the need for the president to consider the desires of Ghanaians, even if they conflict with those of the international community.

“LGBTQ lobbyists in America and Europe are very powerful and are putting pressures on their governments to impose these attitudes and behaviours on other countries and so I think that the president [Nana Addo Dankwa Akufo-Addo] represents the interests of Ghanaians before any other country.

“It is his utmost responsibility to protect our national interests and culture as president. And so if the people of Ghana are saying this is what they want but the international community is saying that it is not what it wants, he has to weigh the options.”

New East Africa Currency Still in Progress – EAC

The East African Community (EAC) yesterday dismissed the existence of a new currency for the region following a fake account on X falsely claiming to have unveiled it.

On Monday, March 4, the EAC Secretariat announced that the process of achieving a single currency was still underway, urging the public to disregard any rumors circulating on social media.

The fake account, which sported a grey checkmark indicating government or multilateral organization status, posted an image of a 5 SHEAFRA note on Saturday, stating, “The East African Sheafra of SHF.5 Currency Note of fuv5 has finally Landed.”

The account asserted that the currency would enhance the regional economy and claimed that one SHEAFRA would be valued at $0.76.

However, the EAC Secretariat clarified that there was no such currency and disassociated the account from any affiliation with the regional bloc.

“The EAC Secretariat wishes to inform all our stakeholders that the Partner States’ journey to a single currency is still a work in progress. Kindly ignore any rumours circulating in social media on the unveiling of new banknotes for the region,” the EAC said in a statement on Twitter.

The EAC partner states are harmonizing key policies and establishing necessary institutions to realize a single currency for the region by 2024, in accordance with the EAC Monetary Union Protocol.

As per the protocol, the East African Monetary Institute (EAMI) was expected to be established by 2022, evolving into the East African Central Bank, which would be responsible for issuing a single currency.

The primary advantages of a monetary union include reduced transaction costs, savings in international reserves, elimination of exchange rate risk, and region-wide price harmonization.

GUM to pick running mate from Western Region

The Founder and Leader of the Ghana Union Movement (GUM), Christian Kwabena Andrews, has announced that he will choose his running mate from the Western Region.

The decision stemmed from the fact that, the Region in the 2020 elections, gave GUM, the highest votes, indicating the desire of ‘Westerners’ to see most of the projects and programmes by Dr. Kwame Nkrumah revived.

Mr Andrews, popularly known as Osofo Kyiri Abosom declared at the weekend during a meet the press and stakeholders’ engagement in Takoradi in the Western Region, to talk more about the party’s principles and philosophies aimed at lessening the economic burden of the Ghanaians.

He said, “I have asked the people to engage with the chiefs and religious leaders and whoever they select from the Region becomes my running mate in the 2024 presidential elections”.

The GUM flagbearer said the party was an epitome of hope, restoration, and revival of the Ghanaian economy and social life and prayed that Ghanaians supported it to achieve its vision for the country, adding, “GUM is not a small party, therefore let’s continue to support the party to the high office of the land.”

The GUM party, Mr Andrews said, intended to run an all-inclusive government to “save” the country from “demons and witches” destroying the fortunes: oil, gold and other natural resources meant for the holistic development of the Nation.

He urged Ghanaians to be alert to the happenings in the country, reason through it very critically and make the best of decisions come 2024.

He added that it was time Ghanaians used their brains very actively to avoid being used.

Mr Andrews said, “We have no monies to spend, but I entreat you to be very circumspect, digest the policies presented to you, as against taking tokens and peanuts to sell the very foundation and future of the country into the hands of some selfish individuals who avoid the collective good for individualism.”

The GUM party, born out of the ideologies of Dr. Kwame Nkrumah first appeared on the ballot paper in 2020, as a first timer, during which Mr. Andrews secured 105,548 of the valid presidential votes cast, representing 0.08 percent, and thus placing third to the NPP and the NDC.

The party’s core principle was that every Ghanaian must arise to contribute impactfully to the development of the country to turn around the country’s economic, political, and social structure.

Mr Andrews believed that there should be a new Ghana with unity and peace, industrialization, free ports, employment for all, strict monitoring, and punishment for corrupt practices.

The Ghana Pentecostal and Charismatic Council (GPCC) has vowed to face squarely individuals who will attempt to impose LGBTQ+ activities on Ghanaians.

During an interview on the Point of View, on Citi TV, on Monday, the General Secretary of GPCC, Apostle Immanuel Nii Okuley Tettey, cautioned that those who publicly discuss and participate in LGBTQ+ activities will face opposition from them.

“What we are saying is [what] probably 98% of the population of our country are saying that we don’t want this same-sex marriage, same gender, male-male sex or female-female sex marriage. Are we not free to decide what we want? Are we not free? Our culture and as a people, we don’t want it, should it be imposed on us?

“We don’t want men and men to be sleeping together. If they are doing it, they should keep to themselves, but if they bring it to the public space and begin to make public conversations, then we are going to have an issue,” he told host Bernard Avle.

On Wednesday, February 28, 2024, Parliament approved the bill that criminalizes LGBTQ+ activities, as well as their promotion, advocacy, and funding.

Those found guilty could face a jail term ranging from 6 months to 3 years, while those promoting and sponsoring the act could face a jail term between 3 to 5 years.

The Bill’s passage has attracted criticism from various stakeholders, including the United States Ambassador to Ghana, Virginia Evelyn Palmer.

However, the Ministry of Finance has pleaded with President Nana Addo Dankwa Akufo-Addo not to assent to the recently passed anti-LGBTQ bill by Parliament.

In a press release on Monday, March 4, the Finance Ministry cautioned that approving the bill could result in significant financial consequences for Ghana.

According to the Finance Ministry’s statement, Ghana stands to lose a substantial amount of World Bank financing, estimating a potential loss of USD$3.8 billion over the next five to six years.

Specifically, the impact for 2024 includes a loss of USD$600 million in budget support and USD$250 million for the Financial Stability Fund, adversely affecting Ghana’s foreign exchange reserves and exchange rate stability.

Nairobi County Reduces License Fees for Bar Owners

The County Government of Nairobi has lowered the prices for licenses in the General Retail Alcoholic Category for the Financial Year 2023/2024, bringing relief to bar owners in the city.

Charles Kerich, the Finance County Executive Committee Member (CECM) for Finance and Economic Planning, issued the gazette notice with the approval of Governor Johnson Sakaja. This action paves the way for traders to pay the revised fees for the remaining duration of the financial year.

“In exercising the powers granted by section 5 (2) (a) of the Nairobi City County Tax Waivers Administration Act, 2013, the County Executive Committee Member for Finance and Economic Planning, in agreement with the Governor, has granted waivers on the specified charges and fees for the financial year 2023-2024,” the notice read in part.

According to the Gazette notice, bar owners will now pay Kes.25,000, reduced from the initial Kes.100,000. Similarly, in the same license category, medium-sized bars will benefit from a 65 percent waiver, allowing them to acquire licenses at Kes.35,000.

In the Bars and Restaurants category, a 50 percent waiver has been applied, capping the fee at Kes.50,000.

However, the most significant relief goes to small bars and restaurant owners with a seating capacity of less than 30, as the government has entirely removed the fees.

Medium Bar and Restaurants will now pay Kes.75,000, down from the original Kes.100,000. Additionally, establishments with a seating capacity of over 31 to 100 seats will also be exempt from license fees under the new directive.

The Nairobi County Government revised the fees following the presentation of a report from a task force appointed by the Governor. Bar owners had expressed concerns about high licensing fees, prompting the adjustments.

Domestic, commercial power users in Kumasi demand ‘Dumsor’ time-table

Domestic and commercial power consumers in Kumasi, the capital of the Ashanti Region, are increasingly voicing their demand for a structured timetable to alleviate disruptions in their operations caused by inconsistent power supply.

During a visit by Citi News to various shops and businesses, palpable frustration was evident as employees found themselves idling away valuable work hours, eagerly awaiting the return of electricity to resume their tasks.

In interviews with Citi News, operators of printing presses, frozen food businesses, and other domestic power users conveyed their disappointment with the Electricity Company of Ghana.

They emphasized the need for prompt and decisive intervention to address the ongoing challenges and restore reliable power supply for uninterrupted business operations.

“The power outages are troubling us a lot, I got to work on Monday to find my meat in a very bad state. We are in an election year; this shouldn’t be the case at all. If there is a problem, we should get an official notice so that we know how to go about our business.

“We are losing customers because if they come and the meat is spoilt, they won’t buy. The outages are also destroying our machines. This is the only business we depend on to take care of our families, so we are pleading for an intervention.”

Kindiki to Deploy Special Forces to Combat Hardcore Bandit Commanders

Interior Cabinet Secretary Kithure Kindiki on Monday announced that the ministry is increasing personnel to combat banditry in the North Rift and Eastern regions.

Kindiki stated that the State is deploying measures similar to those used to combat terrorism to deal with livestock rustlers ruthlessly.

“We are bringing in special forces to help us deal with the hardcore commanders of banditry. There is no difference between bandits and terrorists. Their ideology is the same and they must be shown no mercy,” he said

Highlighting milestones achieved, CS Kindiki observed that the increased number of neutralized or arrested bandit commanders confirmed the success of Operation Maliza Uhalifu.

The CS emphasized that the operation would continue without interruption and for the long term until the issues of banditry and livestock rustling are entirely eradicated, and the affected areas are pacified.

“The many planned banditry attacks that have been thwarted, the huge recovery of stolen livestock and the return of economic activities, such as farming to areas that were for a long time hotspots for armed criminals is clear evidence of the success of ongoing security operations and the effects of strategic measures established by our multi-agency security officers,” Kindiki stated.

The CS mentioned that President William Ruto has issued clear and firm instructions to address banditry and livestock rustling. Furthermore, the Interior boss highlighted that security agencies have implemented measures to quell livestock theft in the Northern Grazing Fields of Meru County, aiming for complete normalcy within two weeks.

CS Kindiki disclosed that multi-agency security patrols, a reorganized command structure, and additional deployments have been implemented to ensure the ongoing effort’s sustainability.

“I reiterate that this Administration will end the nonsense of livestock theft and open up the North Rift Valley Region for development and economic growth,” he said.

Economist Prof Lord Mensah has questioned the rationale behind the Ministry of Finance’s statement for President Nana Akufo-Addo not to assent to the anti-LGBTQI+ bill.

The senior lecturer at the University of Ghana Business School (UGBS) says he cannot comprehend why the Ministry will put money ahead of protecting the Ghanaian culture and values.

“We must show the Western world we can be independent economically. If they say they won’t lend support, we will not starve to death. There is no cause for alarm,” he said.

In a statement on March 4, the Ministry asked the President not to sign the Anti-LGBTQ+ Bill into law following its passage on February 28.

The statement bemoaned this could lead to severe repercussions on the country’s financial support from international organisations like the Bretton Woods institutions.

The statement highlighted concerns that the expected US$3.8 billion financing from the First Ghana Resilient Recovery Development Policy Operation (Budget Support), currently awaiting Parliamentary approval, might not be disbursed.

But speaking on Adom FM Burning Issues, Prof Mensah admitted every action comes with economic repercussions.

However, it will be in the best interest of Ghana to lose US$3.8 billion now instead of a generational cost which will be incurred if the bill is not passed.

“The Ministry is panicking given the amounts they are mentioning. There are always economic repercussions but is it is too early to tie the IMF deal to this or predict in this direction

“Losing that money is nothing compared to the generation cost that the LGBTQI+ will create for Ghana. Do we know how much it will cost us to import adult diapers or the medical cost to treat people? We can’t even deal with bed syndrome so how are we going to handle the consequences of LGBTQI+ activities?” he quizzed.

Prof Mensah admonished President Akufo-Addo to be bold in his stance on LGBTQI+ to send a clear signal to the Western world.

“We have our own values and why should we sit for someone in their country to dictate to us? it is not a sign of respect and this goes a long way to prove our dependence on foreign inflow.

“We should take the bull by the horn for the president to sign and he must be bold too because he seems to be wobbling. His statement of waiting for a Supreme Court ruling on the bill is just to buy time and protect his indecision,” he admonished.

Counties Receive an Additional Ksh46 Billion as Ruto Signs Allocations Bill

Counties will receive an additional KSh46 billion in the 2023/2024 financial year after President William Ruto assented to the County Governments Additional Allocations Bill on Monday at State House, Nairobi.

During the signing of the Bill, the President reiterated his government’s readiness to support devolved governments to discharge their mandate.

“We are continuously working towards making sure that whenever we have resources, they are shared between the two levels of governments equitably,” he said.

He commended the Council of Governors (CoG) for withdrawing a petition that had proved a stumbling block towards reaching an agreement.

“It is our collective decision to find ways of working together harmoniously, finding consensus on matters that are difficult and listening to one another,” President Ruto said.

Present at the function were Prime Cabinet Secretary Musalia Mudavadi, Parliament Speakers Moses Wetangula (National Assembly) and Amason Kingi (Senate), and Kirinyaga Governor Anne Waiguri, who is also the CoG chairperson.

The Bill was sponsored by Kiharu MP Ndindi Nyoro, who is also the chairperson Budget and Appropriations Committee in the National Assembly.

Two weeks ago, the National Treasury disbursed KSh31 billion to counties and President Ruto said they will receive another substantial disbursement soon.

He congratulated county governments for striving to increase their own revenues, thus reducing dependency on the National Treasury.

“That way, counties will discharge their responsibilities without too much intervention and too many hurdles,” he said.

Of the KSh46 billion made available by the presidential assent, Sh450 million will go towards the completion of five county headquarters.

The county governments of Lamu, Isiolo, Nyandarua, Tharaka Nithi and Tana River could not raise enough revenues to complete the projects.

The new law has also allocated KSh5 billion for the subsidised fertiliser programme. The President urged farmers to take advantage of the fertiliser to grow food and help make the country food secure.

He said the government’s aim is to progressively reduce and ultimately stop spending KSh500 billion the country uses annually to import food, including edible oils, rice, wheat, sugar and maize, which can be grown locally.

Akufo-Addo ruining Bawumia’s political fortunes

The Coalition of Muslim Organisations, Ghana (COMOG), has said Vice President Dr Mahamudu Bawumia should be worried about President Akufo-Addo’s posture on the  anti-LGBTQ+ bill.

According to the Chairman on Media and Research Committee, Mohammed Shamsudeen Shaibu, Akufo-Addo is ruining the political fortunes of the New Patriotic Party (NPP) flagbearer with his actions.

Mr Shaibu made these comments on Adom FM Burning Issues following Akufo-Addo’s announcement to await a Supreme Court ruling on the bill which is being challenged before making a decision.

Speaking at the New Year greetings event with members of the Diplomatic Corps at Peduase, the President emphasised Ghana’s commitment to upholding its Human Rights record.

However, Mr Sahibu has questioned why the ruling of the apex court must determine whether or not Akufo-Addo will assent to the bill.

In his view, the majority of Ghanaians are in support of the bill, hence the President’s delay tactic is unnecessary.

“Across the house, we never saw any MP against the bill so why should the president delay and consider someone is going to court on what basis?

“Is it to derail or unnecessarily delay the process so that he will not sign before he leaves office? Vice President Bawumia should be worried because his political fortunes is being ruined by the actions of Akufo-Addo,” he stated.

The Ministry of Lands and Natural Resources has stated that it has commenced a probe into the clash between some residents of Manso Tontokrom and security personnel of Asanko Gold Mine Limited, in collaboration with the appropriate security authorities.

The Ministry is currently investigating the matter in collaboration with the appropriate security authorities.

The public is hereby assured that, the perpetrators of such act will be dealt with in accordance with the laws of the Republic if found culpable.

However, calm has currently been restored at the mine site and in the community.

We, therefore, commend the DISEC for their continuous support in ensuring peace within the confines of Tontokrom.

The Ministry urges all the stakeholders in and around Tontokrom to remain calm as we look comprehensively into the matter.

Moreover, cooperation is needed at this stage, by all and sundry to mitigate further occurrences of such heinous act.

Affordable Housing Bill Petition Dismissed by High Court

On Monday, March 4, the High Court in Kisumu rejected a petition challenging the advancement of the Affordable Housing Bill, granting Parliament the authority to proceed with its implementation.

Kisumu-based activist Lawrence Opiuo had contested the process, alleging that the National Assembly was unduly and exceptionally expediting the legislation of the Affordable Housing Act, neglecting the necessary public participation.

Omule Apiyo listed the Attorney General, the Cabinet Secretary for Lands, and the National Assembly as respondents. He requested a declaration that the expedited process of the Affordable Housing Bill, 2023, without sufficient and meaningful public participation and consideration of the special needs of the marginalized, was unlawful and unconstitutional.

The Attorney General and Housing PS Charles Hinga opposed the petition, arguing that it was an affront to derail a constitutional process and, therefore, unconstitutional.

The Court heard that National Assembly Majority Leader Kimani Ichung’wah presented the Bill in Parliament on December 4, 2023, and it underwent its first reading on December 7, 2023.

Following this, on December 9, 2023, the public was invited to physically submit their comments about the Bill to Parliament Buildings in Nairobi or send them through a provided email address, with a deadline set for December 28, 2023.

The Kisumu court, in its ruling, declared the petition premature, emphasizing that it had presumed the National Assembly’s intent to conduct the exercise through a single mode, specifically the submission of memoranda.

“The third respondent (National Assembly) cannot be faulted for the manner in which it has conducted public participation in respect of the Affordable Housing Bill No 75 of 2023,” the judgement read in part.

Justice Mwanaisha Shariff additionally observed that public hearings and consultations with stakeholders and experts concluded on January 30, stating that the court would not interfere with the legislative-making process.

“This court finds that the public participation conducted by the national assembly was effective and conditionality compliant,” the court ruled.

“Kenya Revenue Authority (KRA) would like to remind the public that all persons carrying on business including those in the Informal Sector and Small Businesses are required to electronically generate and transmit their invoices to KRA via the electronic Tax Invoice Management System (eTIMS),” read the statement dated March 4 in part.

How it Works

As per KRA, eTIMS Lite will be accessible through the eCitizen platform and USSD code, allowing Kenyans to access services by dialing *222#.

Business people and traders targeted by this simplified system can also use the platform by logging onto www.ecitizen.kra.go.ke for the web-based invoicing solution.

The taxman said the initiative aims to promote tax compliance across all sectors of the country.

“We are committed to supporting taxpayers and ensuring compliance with tax regulations. Through initiatives like eTIMS Lite and our ongoing engagement with stakeholders, we aim to facilitate a smooth transition to electronic invoicing while providing tailored support to meet the diverse needs of businesses in Kenya,” KRA noted.

In conjunction with the introduction of eTIMS Lite, KRA has encouraged taxpayers and representative bodies encountering compliance challenges to interact with the authority for additional support.

KRA has emphasized an innovative solution known as reverse invoicing, allowing sellers to authorize buyers to issue invoices on their behalf. This concept provides greater flexibility in invoice management.

Small business owners and individuals in the informal sector are required to file their taxes every month.

Government Procures 430 Wagons to Enhance Freight Services

The government has commissioned  430 new wagons to enhance efficiency in the country’s freight services.

The arrival of these wagons will also expedite the clearance of a backlog of 100,000 tonnes, which includes steel pellets, coils, and other loose cargo at the port of Mombasa.

During the commissioning exercise in Mombasa on Monday, Mohamed Daghar, the PS of the State Department for Transport, said the new wagons would increase the capacity of both the Standard Gauge Railway (SGR) and the Metre Gauge Railway (MGR). They will gradually replace the current wagons, which are over 40 years old.

The wagons feature various specifications and additional safety enhancements. They can carry double-stacked containers with load capacities of 70 tonnes for the SGR and 64 tonnes for the MGR.

The final shipment of 20 wagons is scheduled to arrive in May, bringing the total number of wagons acquired this year to 500, with 300 designated for the SGR and 200 for the MGR.

“It’s really important to increase efficiency at the Port of Mombasa and one way of increasing efficiency is to ensure that the dwell time and ensure both containerized and conventional cargo is discharged efficiently and quickly,” said Daghar at the Portreitz Freight Station.

The PS emphasized that the most effective method for unloading bulk cargo such as steel pellets and coils is by utilizing the train system, whether it be the SGR or MGR.

He affirmed the government’s commitment to providing efficient rail transport for both containerized and conventional cargo to neighboring landlocked countries.

Daghar also expressed the government’s determination to maintain the competitiveness and efficiency of the northern corridor, which extends from the Port of Mombasa to Uganda, Rwanda, Burundi, South Sudan, and the Democratic Republic of Congo.

“We want a situation where Kenya Railways will be scavenging for containers. We want to ensure that our yards efficiently transport all the cargo from the port of Mombasa to reduce our dwell time to two days or less,” said Daghar.

The government has undertaken the rehabilitation of the entire MGR line in the country, with only a small section remaining between Voi and Taveta that connects with the northern part of Tanzania.

The PS disclosed that the State Department of Transport, in collaboration with the National Land Commission, has acquired 1.4 kilometers of land that previously halted the rehabilitation of the MGR line in Mombasa. This section will link the central railway station with the SGR terminus in Miritini.

Upon completion in May, passengers using the Madaraka Express passenger service train and the seven stations along the SGR traveling to or from Mombasa will be able to utilize the MGR line.

Simultaneously, the construction of four mini-stations is underway in Changamwe East, Changamwe West, Miritini, and Shimanzi to improve commuter movement for Mombasa residents. This will provide an alternative mode of transport, alleviating pressure on road transport.

Embarambamba Asks Kenyans for Help After KFCB Bans YouTube Catalog and Imposes Ksh6.4m Fine

Underfire gospel singer Christopher Mosioma alias Embarambamba has questioned the hefty penalty imposed by the Kenya Film Classification Board(KFCB) following their meeting over alleged indecent content in his songs.

In a statement after the meeting, KFCB on Monday directed the singer to delete all indecent music videos uploaded on his YouTube channel and other social media platforms within the remaining two days of their earlier demand notice.

“Embarambamba was hard-pressed to explain why he had blatantly contravened Sections 4 (Part II) and 12 of the Cap 222 governing the creation, broadcasting, possession, distribution, and exhibition of audio-visual content in Kenya.

“The artist was further put to task over the use of vulgarity, nudity, indecency, and violent dancing styles in his content, specifically in the ‘Niko Uchi’ song, among others,” KFCB stated.

The Board stated that if the singer fails to comply, further legal action will be taken against him. Additionally, he was instructed to submit all his music videos to KFCB for examination and classification for age appropriateness. Furthermore, he must acquire a filming license before undertaking any new productions.

It also emerged that KFCB imposed a Kes.6.4 million fine as claimed by the controversial singer.

Embarambamba disclosed in a TikTok video that he received a demand letter from KFCB, instructing the removal of his content and a substantial sum of Kes 6.4 million, or he would face seven years in jail.

“Bad news from Embarambamba, I have received a letter from the KFCB. They have ordered me to delete all my videos from YouTube because of dirty content. They have also told me to take KSh 6.4 million to the office. I tried to apologise but they told me without that money I would be jailed for seven years,” he said.

Expressing dismay at the directive, Embarambamba appealed to Kenyans for support, urging them not to vilify him during this challenging time. He questioned the classification of his entire YouTube catalog as “dirty content.”

“Please Kenyans, this is not the time to hate me. Let’s discuss this. So all these videos I have done are bad? Even the ones I did with pastors? And to those who understand YouTube, you can’t earn a penny after deleting videos. You go back to zero. Please Kenyans, I need your help,” he appealed.

Medical Practitioners Declare Nationwide Strike, Outline Demands

Doctors on Monday, March 4 issued a seven-day strike notice, setting a deadline for the government to resolve all pending issues of contention by Sunday midnight; failure to do so will result in a nationwide strike beginning next Monday.

On Monday, the Kenya Medical Practitioners and Dentists Union (KMPDU) organized a peaceful demonstration in Nairobi. The protest aimed to express discontent, particularly regarding the shooting of their Secretary General, Davji Atellah, by the police during a similar demonstration in Nairobi last week.

The Union emphasized the need to address crucial concerns, such as the posting of interns, promotions, medical cover, payment of postgraduate fees, study leaves, and pension. The decision was reached following a meeting of the National Advisory Committee Council on Sunday.

On Monday, Deputy Secretary General Dennis Miskellah stated that the initial plan was to issue the strike notice in June. However, recent events, including the injury of SG Davji Atellah during protests held last Thursday, prompted the decision to expedite the process.

“We have agreed to do our nationwide strike starting Sunday next week,” Miskellah said.

He added; “We are going to give a seven-day notice today then we will do our nationwide strike to ensure that every single issue we have fought for from promotions to medical cover, internship, pension, study leaves and school fees and issues around the SG must be addressed.”

KMPDU says there are 1,215 medical interns awaiting posting, some having waited for either six months or a year.

During a meeting between the unions and the Ministry of Health on January 22, an agreement was reached that all interns would be posted by the end of February. However, the ministry contends that funds have not been released by the Treasury.

In a subsequent meeting between the union and the affected interns on February 20, they set a deadline of March 1 for the ministry to ensure all interns receive their posting letters. The union warned that if the government fails to meet this deadline, doctors nationwide will initiate a go-slow.

“We have been on a go slow today (Monday) it culminates in a nationwide protest from KMA to the Ministry of Health and the Interior Ministry to protest how 25 interns were hurt last week,” Miskellah said.

“We had intended to do this strike in June but they have made us to bring it forward.”

This comes as Health CS Susan Nakhumicha indicated that an estimated Kes.4.9 billion is required to facilitate the posting of interns.

Nonini Criticizes Ezekiel Mutua, Urges Respect for Artistes

Rapper Hubert Nakitare, popularly known as Nonini, once again criticized Ezekiel Mutua, the chairman of the Music Copyright Society of Kenya, regarding the distribution of royalties to Kenyan artistes.

During an appearance on Citizen TV, Nonini accused MCSK and all Kenyan Collective Management Organisations (CMOs) of neglecting the established guidelines to disburse 70% of the collected money in royalties. He pointed out that MCSK operates a dishonest system that unfairly deprives artistes of their rightful earnings.

“Artistes know the amount of money they should earn. A majority of those I represent have not been paid and their songs are always played. Why is money being collected and distributed in bits? Royalties are distributed once…There is no day these people have distributed 70%,” said Nonini.

The US-based rapper/businessman drew a comparison between the distribution of royalties to artistes in the United States and Kenya. Nonini disclosed that the American Society of Composers, Authors, and Publishers (ASCAP), one of the largest CMOs in the United States, collected $1.7 billion in 2023 and disbursed a record $1.5 billion to artistes.

“There is zero human interaction because everything has been digitised, we upload our songs on their system and I can log into my account and see my statement,” he said.

“They are mandated to send an annual report to look into detail on how they have spent the money. It is illegal if they are found to have spent only 70%.”

Nonini accused Dr. Mutua of dismissing artistes whenever they raise concerns about their royalties, reminding him that he is their employee.

“If you cannot follow the government’s mandate what are you doing? He is an employee of artists he must respect them. Since when have you seen an employee arguing with his bosses?” Nonini posed.

The Secretary General of the Catholic Bishops Conference, Reverend Father Clement Kwasi Adjei, is advising President Akufo-Addo to ignore any attempts by external bodies to dictate whether or not to assent to the anti-LGBTQ+ bill.

According to him, although the country depends on external support from bodies such as the International Monetary Fund (IMF) and World Bank, he [the President] should not be influenced into making a decision that Ghanaians do not support.

Speaking on JoyFM’s Top Story on March 4, he said “This financial assistance, it is a grant or a loan. In fact when I follow the discussions going on what I get is that because Ghanaians are poor and we are going out for financial assistance, you want to just strangle us .

“Something we don’t want as Ghanaians, you want to use your money just to prevent us from doing it. LGBTQ we don’t want it. Ghanaians don’t want it. Majority say they don’t want it; about 98.5% we don’t want it.

“Is this what the UN is actually standing for? I don’t think so. Yes, we are ready to engage government to explain certain things to us.

Rev. Adjei added that he doubts the IMF and the World Bank would cease to support the nation just because it had passed legislation against the practice of same-sex marriage.

“I don’t think because we have agreed to ban LGBTQ+ practices and so on, the UN, IMF and World Bank will not help us. I don’t think so. Maybe they are using it to terrify us. To put fear in us, I don’t think so,” he added.

Rev Adjei added that the Catholic Bishops Conference still stood by the decision for the President to assent to the bill.

On Monday, March 4, the Finance Ministry issued a statement cautioning the President to refrain from signing the anti-LGBTQ+ Bill into law.

According to the ministry, such an action could lead to severe repercussions on the country’s financial support from international organisations like the Bretton Woods institutions.

The statement highlighted concerns that the expected US$300 million financing from the First Ghana Resilient Recovery Development Policy Operation (Budget Support), currently awaiting Parliamentary approval, might not be disbursed if the bill is signed into law.

The US Supreme Court has struck down efforts by individual states to disqualify Donald Trump from running for president using an anti-insurrection constitutional clause.

The unanimous ruling is specific to Colorado, but it also overrides challenges brought in other states.

Colorado had barred Mr Trump from its Republican primary, arguing he incited the 2021 Capitol riot.

The court ruled that only Congress, rather than the states, has that power.

The top court’s decision clears the way for Mr Trump to compete in the Colorado primary scheduled for Tuesday.

Mr Trump is the front-runner for the Republican nomination and looks likely to face a rematch with Democratic President Joe Biden in November’s general election.

On Monday, the ex-president immediately claimed victory following the ruling, taking to his Truth Social media platform to claim a “big win for America”. The message was followed by a fundraising email sent to supporters of his campaign.

Speaking from his estate in Mar-a-Lago, Florida, soon afterwards, he said that the decision was “very well crafted” and will “go a long way towards bringing our country together, which it needs”.

“You can’t take someone out of a race because an opponent would like it that way,” Mr Trump added.

Colorado’s Secretary of State, Jena Griswold, said that she was disappointed by the ruling and that “Colorado should be able to bar oath-breaking insurrections from our ballot”.

Additionally, the watchdog group that brought the case in Colorado, Citizens for Responsibility and Ethics in Washington (Crew), said in a statement that while the court “failed to meet the moment”, it is “still a win for democracy: Trump will go down in history as an insurrectionist”.

Maine and Illinois had followed Colorado in kicking Mr Trump off the ballot on similar grounds.

The efforts in both those states were put on hold while his challenge to the Colorado ruling was escalated to the Supreme Court.

“We conclude that states may disqualify persons holding or attempting to hold state office,” the court’s opinion says. “But states have no power under the Constitution to enforce Sections 3 with respect to federal offices, especially the presidency.”

The nine justices ruled that only Congress can enforce the 14th Amendment’s provisions against federal officials and candidates.

Part of the Civil War-era amendment – Section 3 – bars federal, state and military officials who have “engaged in insurrection or rebellion” against the US from holding office again.

Groups including Free Speech For People had argued that the attempt to delay the peaceful transfer of power on 6 January 2021 matched the definition of insurrection outlined in the amendment.

One of the court’s justices, Amy Coney Barrett, wrote separately that the fact that all nine justices agreed on the outcome of the case is “the message that Americans should take home”.

“The court has settled a politically charged issue in the volatile season of a presidential election,” Justice Barrett wrote. “Particularly in this circumstance, writings on the court should turn the national temperature down, not up.”

But the court’s three liberal justices argued that the ruling seeks to “decide novel constitutional questions to insulate this Court and [Trump] from future controversy” by announcing “that a disqualification for insurrection can occur only when Congress enacts a particular kind of legislation”.

“In doing so, the majority shuts the door on other potential means of enforcement,” they added.

Atiba Ellis, a law professor at Case Western Reserve University in Ohio, told the BBC that while the court’s concerns about Mr Trump’s exclusion from the ballot are “fair”, the ruling “may have far-reaching consequences”.

“It opens the door to constitutional interpretation matters that weren’t at issue in the case. The decision throws the problem to Congress at a time when partisan deadlock will guarantee inaction on this matter,” Mr Ellis added. “The decision effectively ensures that the question of the former president’s constitutional eligibility under Section 3 will not be resolved prior to the 2024 election.”

Another legal scholar, Albany Law School’s Ray Brescia, said the court’s decision prevents a situation in which there is a “patchwork of states with different processes”.

“If the court was to allow Colorado to proceed in this way, what’s to stop some rogue prosecutor in another state from saying that a candidate from a different party is not a viable candidate because they engaged in insurrection?” he said.

Republican voters in Colorado and 14 other states will vote on Tuesday in a marathon contest dubbed Super Tuesday.

The former president is widely expected to sweep the board and defeat his sole remaining opponent, former UN Ambassador Nikki Haley, in every battleground.

Madina MP, Francis-Xavier Sosu

A National Democratic Congress Member of Parliament for Madina, Francis-Xavier Sosu, says parental leave, ranging from seven days to four weeks for fathers to support their spouses after childbirth, will address the gender gap.

He, therefore, advocated an extensive leave for working parents to replace the existing three-month maternity leave, which he described as insufficient, particularly for women.

Mr Sosu, also a Human Rights Lawyer, made the statement at a stakeholders’ briefing workshop on Maternity Leave Extension; Paternity Leave Introduction and removal of Value Added Tax (VAT) on imported pads Bill held in Parliament in on Monday.

The workshop is part of the MP’s efforts to address a Private Member’s Bill proposing an amendment to extend maternity leave from three months to four months introduced in Parliament.

The Bill, which seeks to amend the Labour Act, 2003 (Act 651), is also proposing an option for an additional two weeks of maternity leave in the case of a caesarean section (CS), stillbirth(s) or multiple births.

The Bill’s primary objective is to promote gender equality and ensure protection for both men and women in a suitable context.

The Labour (Amendment) Bill, 2023, also known as Parental Leave for All, is pushing for the introduction of paid paternity leave for men for a minimum of seven days.

It is aimed at allowing new mothers adequate time to give birth, exclusively breastfeed, care for and bond with their new baby, as well as recover before returning to work.

The essence of paternity leave is to enable men to take care of their wives and assist the new mothers with domestic chores.

Mr Sosu emphasised that the proposed parental leave for fathers was pivotal in fostering shared responsibility in childcare.

“The significance of the initial seven days will allow fathers to actively participate in late-night feedings and baby care, thereby contributing to the establishment of a strong bond with their newborns.”

“I have had some women say why do you want men to also have parental leave? Well, and I said, it’s the same thing. The advocacy in terms of bridging the gender gap has to do with protection for both men and women,” the MP said.

Mr Sosu noted that the initial seven days were a critical period for “responsible” fathers to be present during late-night baby care, fostering a deeper connection with their newborns and providing support to their wives who had given birth.

Madam Comfort Doyoe Cudjoe, a National Democratic Congress MP of Ada, said the affordability and availability of sanitary pads were a fundamental necessity to health, dignity, and access to education.

“The call for the elimination of import duties and Value Added Tax is rooted in the belief that financial barriers should not deny anyone their basic human right to menstrual hygiene,” she said.

A New Patriotic Party MP for Abuakwa North, Gifty Twum Ampofo, called for the non-politicisation of the issues and that concerted efforts were needed to address them holistically to support both genders.

Other speakers called for the availability of sanitary pads to students in various schools as part of their prospectus.

The Electoral Commission (EC) has made the decision to rerun the Yendi Constituency Parliamentary Election of the New Patriotic Party (NPP) due to the inconclusive nature of the initial election.

On Saturday, January 27th, 2024, the NPP Yendi Constituency Parliamentary Primary took place in Yendi.
The polls began at 7:00 am and ended at 2:00 pm.
The election was supervised by the District Electoral Officer and assisted by five other officials of the Electoral Commission.

Two candidates, Honorable Farouk Aliu Mahama and Abibata Shanni Mahama, competed in the election. The total number of voters on the register was 794, with 785 individuals casting their votes. There was one rejected ballot.

After the closure of the polls at 2:00 pm, the sorting of the ballots commenced.
However, during the counting process, an incident occurred that disrupted proceedings. Several individuals accused one of the polling assistants, who was responsible for safeguarding the ballots of Abibata Shanni Mahama, of tampering with the ballots using an ink pad in his pocket. As a result, the polling assistant and other election officials were attacked by these individuals, causing the counting process to come to an abrupt halt.

According to the Presiding Officer’s initial report to the Electoral Commission, he was able to count 296 ballots belonging to Honorable Farouk Aliu Mahama before the disruption occurred.
However, a video forwarded to the EC revealed that only 226 votes were counted prior to the disruption.

Due to the disturbance and subsequent inability to declare a winner, the Yendi Constituency Parliamentary Election was deemed inconclusive. In light of this, the Commission has recommended that the election be re-run to ensure a fair and valid outcome.

Anti-LGBTQI Bill Locked Up In Parliament

In a recent press briefing, Ghana’s Majority Leader of Parliament, Alexander Kwamina Afenyo-Markin, disclosed that the Human Sexual Rights and Family Values Bill, 2021 has not yet been submitted to the President for assent into law.

He addressed the mounting pressure on President Nana Addo Dankwa Akufo-Addo to sign the bill, stating that such pressure is unfounded.

Mr. Afenyo-Markin explained that after passing the Anti-LGBTQ+ bill with several amendments, the drafting department has to compile and finalize the bill for authentication by the Clerk to Parliament. Only after certification by the Speaker can the bill be transmitted to the President. As of now, the bill remains within the legislature.

“As we speak, we’ve not completed the process. So the public needs to know this, so that a certain impression is not created out there that parliament has transmitted the bill to the presidency and all. Nothing has moved to the presidency,” Mr. Afenyo-Markin clarified.

He emphasized the importance of the bill’s sponsors reviewing the final draft before submission to the President.
Currently, the sponsors have not seen the final draft. Mr. Afenyo-Markin highlighted that the Clerk to Parliament’s authentication and the Speaker’s certification are necessary steps that haven’t been completed.

Calling for a cautious approach, Mr. Afenyo-Markin stated that the testing of issues raised against portions of the bill should be done in the Supreme Court.
He maintained that while Ghana’s value system does not support same-sex unions, imprisoning individuals involved in LGBTQ+ activities is not the solution for their reformation. Instead, he proposed a non-custodial sentencing regime, emphasizing tolerance as a part of Ghanaian values.

The bill, passed by Parliament last Wednesday, intensifies restrictions on LGBTQ+ rights, imposing a maximum of three years’ imprisonment for individuals identifying as LGBTQ+ and up to five years for those promoting or funding non-conventional sexual or gender identities.

Mr. Afenyo-Markin firmly believes that testing provisions of the bill in court will ultimately resolve the matter.
