More than 300 people were arrested along Ghana’s northern border between 2023 and 2025 over suspected attempts to recruit them into extremist groups, Parliament’s Majority Leader, James Agalga, has disclosed a figure that underscores how directly the Sahel’s spreading insurgencies are now pressing on one of West Africa’s most stable states .
The Disclosure
Agalga, who also chairs Parliament’s Defence and Interior Committee, made the disclosure while speaking at the 9th REPAM-CDS Security Governance Conference. He said the arrests were part of a broader effort by the Ghana Armed Forces and other security agencies to stop extremist networks operating in the sub-region from establishing a recruitment pipeline inside Ghana.
Over the same three-year window, security agencies also recorded 47 cross-border incursions along the northern frontier, he said.
“In Ghana, we have remained relatively stable, but we are not insulated. The Ghana Armed Forces and security agencies recorded 47 cross-border incursions and over 300 arrests linked to extremist recruitment attempts along our northern border between 2023 and 2025,” Agalga said.
A Stable Country on an Unstable Frontier
Ghana has so far avoided the mass-casualty attacks that have battered Burkina Faso, Mali, and Niger, but its geography leaves it exposed: the country shares a long, porous northern border with Burkina Faso, where JNIM and Islamic State-linked groups have expanded territorial control deep into the country’s south, in some cases pushing to within reach of Ghanaian, Togolese, and Ivorian frontier zones.
Agalga argued that Ghana’s location and proximity to states affected by extremist violence exposes it to transnational security threats requiring greater vigilance, intelligence-gathering, and coordination among agencies.
He also pointed to non-traditional threats as part of the same widening security picture, citing a 12.3 percent rise in cybercrime and fraud cases recorded in Ghana’s 2024 crime statistics. “These data points tell us one thing: threats are transnational, asymmetric, and they test the very governance structures we are mandated to oversee,” he said .
The Call to Action
Agalga’s central recommendation was threefold: stronger border security, better intelligence-gathering mechanisms, and closer cooperation between security agencies to prevent extremist networks from gaining a foothold inside Ghana.
Ghanaian authorities have repeatedly stressed in recent years that the country’s relative calm should not be mistaken for immunity, particularly as coup-installed juntas in the neighbouring Alliance of Sahel States (AES) Burkina Faso, Mali, and Niger struggle to contain expanding jihadist offensives even with support from Russia’s Africa Corps.
Why It Matters
The figures Agalga cited are among the most specific public numbers Ghanaian officials have released on extremist recruitment activity along the northern border, and they arrive as coastal West African states from Benin to Côte d’Ivoire report their own uptick in jihadist incursions spilling south from the Sahel.
For a country whose economic and political stability has long made it a regional anchor, the disclosure is a signal that Accra’s security establishment views the threat not as hypothetical, but as an active and quantifiable feature of the country’s northern frontier.
