“Pump Relief Ahead?” Mantashe Looks to Godongwana’s Mid-Term Budget for Fuel Levy Slash

ANC MP Gwede Mantashe has said he is looking forward to hearing what Finance Minister Enoch Godongwana will announce in the mid-term budget about possible steps to reduce the fuel levy. The comment comes as many South Africans continue to feel the pressure of high petrol and diesel prices at the pumps.

Fuel prices have climbed sharply this year, driven largely by global oil market disruptions linked to the ongoing conflict in the Middle East. Inland petrol prices recently reached record levels above R30 a litre, putting extra strain on households, businesses, and the broader economy. Transport costs have risen, and the knock-on effect has been felt in the prices of many everyday goods.

Earlier in 2026, government stepped in with temporary relief. From April, the general fuel levy was cut by R3 a litre for a short period. The measure was later extended into May before being phased out by July. While it offered some breathing room at the time, the relief came at a significant cost to the fiscus, with billions in lost revenue that Treasury had to manage within the overall budget framework.

Mantashe’s remarks signal ongoing attention within the ANC to the issue of fuel costs. As Minister of Mineral and Petroleum Resources, he has previously spoken about the need for measures that can help protect consumers while keeping the fuel supply system stable. His latest comment focuses attention on the Medium-Term Budget Policy Statement, where Godongwana is expected to outline government’s fiscal position and any further interventions.

There has been steady pressure from motorists, labour organisations, and others for more support. A R10 billion allocation has already been set aside in recent months for possible fuel-related relief, though the details of how and when any further steps might be implemented remain to be confirmed. Any decision to reduce the fuel levy again would need to balance the desire for immediate relief against the revenue that the levy contributes to the national budget.

For many households, lower fuel costs would offer welcome help with the cost of living. At the same time, government must weigh the impact on public finances. Godongwana’s mid-term budget is expected to provide clearer answers on whether additional measures are possible and what form they might take. Motorists and businesses will be watching closely for any announcements that could ease pressure at the pumps in the months ahead.
