Ghana’s efforts to establish a legal framework for the development of its blue economy have advanced with the continued review of a proposed Blue Economy Commission Bill.
An intersectoral committee held further discussions on the draft legislation in Accra on Wednesday, August 19, 2026, as government works to strengthen the proposed framework before it is presented to Parliament.
The 19-member committee brings together representatives from key ministries, departments and institutions with responsibilities relevant to Ghana’s blue economy.
Its membership includes Directors of Policy, Planning, Budgeting, Monitoring and Evaluation (PPBMED) from the core sector ministries, as well as representatives of the Attorney General’s Department, the National Development Planning Commission (NDPC), the SDGs Office, the Management Services Division and the Ghana Navy.
The committee examined various provisions of the draft Bill and made inputs aimed at addressing gaps and improving the clarity and effectiveness of the proposed legislation.
The review is intended to ensure that the Bill provides a clear institutional and legal basis for coordinating activities and unlocking the potential of Ghana’s blue economy while promoting sustainable development.
The draft legislation was prepared by consultant Dr Godwin Djokoto as part of efforts to establish the legal and institutional structures required to coordinate the country’s blue economy agenda.
The latest technical review is expected to help refine the draft before it is subjected to wider consultation.
A broader stakeholder engagement is scheduled for September 2026, where further views and recommendations are expected to be considered before the legislation is finalised.
Following the stakeholder engagement, the final Bill is expected to be submitted to Parliament before the end of September 2026.
The proposed legislation is intended to provide a coordinated approach to the management and development of Ghana’s blue economy, bringing together the relevant institutions and sectors under a clearer framework.
