Zoomlion denies billing irregularities, defends invoices

Zoomlion Ghana Limited has dismissed findings by the Auditor-General alleging duplication of labour charges and questionable billing practices in relation to cleaning and vector control services provided during the 13th All-African Games.

This follows the Auditor-General’s report on the All-African Games, which raised concerns over a possible duplication of labour charges in Zoomlion’s invoices related to the event.

However, in a statement issued on Wednesday, May 27, 2026, the waste management company described the allegations as “untrue,” insisting that the Auditor-General’s report misinterpreted the nature of the services rendered and ignored supporting documentation already made available to state institutions.

According to Zoomlion, the report wrongly combined two separate service contracts, vector control and janitorial services, and inaccurately interpreted labour charges appearing in both invoices as duplication.

“The findings misinterpret operational reality, ignore the distinct scope of services provided under separate contracts and overlook the fact that all supporting documents were already available to the Auditor General at the material time,” the company stated.

Zoomlion explained that vector control operations involved mosquito control, fogging and the management of reptiles, rodents, and cockroaches using specialised equipment, while janitorial services covered waste evacuation, toilet maintenance, mopping and daily cleaning activities at competition venues.

The company maintained that labour charges under both contracts reflected legitimate personnel costs tied to different operations, teams, and schedules.

It further argued that the “services” cost heads referenced in the Auditor-General’s findings were clearly defined in contractual agreements and service level arrangements.

According to the company, the scope of work included more than 30 activities, including waste collection, vacuum cleaning, medical waste treatment, provision of mobile toilets, water supply and cesspit management.

Zoomlion also disclosed that it deployed a large fleet of equipment and personnel across four major venues during the Games, namely the Accra Sports Stadium, Borteyman Sports Complex, Achimota Cricket Oval and Bukom Trust Emporium.

The company said line-item breakdowns for equipment, consumables, and logistics were available and had already been submitted to the relevant institutions overseeing the Games.

“All invoices, contracts, service schedules, daily supervision logs and equipment deployment records were duly submitted to and available at the Ministry of Sports and the relevant state institutions responsible for the African Games,” the statement said.

Zoomlion added that over 350 personnel were trained ahead of the Games at the Army Peace Operations Training School between February 4 and February 24, 2024, to support 24-hour sanitation and vector control operations throughout the competition period.

The company further argued that the services contributed to the successful hosting of the Games without any sanitation-related failures or disease outbreaks.

“Zoomlion unequivocally denies these allegations. The company is a responsible corporate entity that upholds the highest standards of integrity, professionalism, and accountability in all its dealings,” the statement concluded.
