The recently withdrawn artificial intelligence policy document in South Africa is a warning sign that the system making decisions may no longer be checking what it claims to know.

It is tempting to immediately treat this development as AI getting things wrong or tools producing hallucinated answers, but that explanation is too easy and frankly misses the point because AI did not approve the document; people did.
A government policy is not a blog post that can be quietly edited after publication; so when such a document rests on evidence that was never real, the policies built on it risk solving problems that do not exist while ignoring the ones that do.
This is where the matter becomes bigger than one country, as across Africa, governments are moving quickly to adopt AI in everything from healthcare to education and financial services, guided in part by frameworks like the African Union’s digital transformation agenda.
In countries such as Nigeria, Kenya, Rwanda, Ghana, and Senegal, policy conversations around AI are already shaping national priorities, with the speed understandable, as AI promises efficiency and governments are under pressure to deliver results.
But speed without verification is how you end up with policies that look intelligent on the surface and collapse under basic scrutiny, leaving citizens to deal with the consequences of decisions made on shaky ground.
Right now, no African government has publicly set a clear standard for how AI-assisted policy documents should be verified before they are released, which means ministries can use these tools to draft documents without a matching system to confirm that the evidence behind them is real.
However, when policies misread how AI will affect jobs, they risk ignoring the people most exposed to disruption, including women in informal work, young people entering unstable labour markets, and rural communities whose livelihoods depend on sectors already vulnerable to change.
At its core, this is also a question of rights, because citizens are entitled to policies built on real evidence, not imagined research, and when governments rely on information that cannot be verified, they weaken the ability of citizens to question decisions, demand accountability, or even understand the basis on which those decisions were made.
The lesson here is that governments cannot afford to use AI casually because a tool that can generate convincing language must be matched with systems that can verify truth; otherwise, public policy becomes a performance where everything sounds right until it is tested.
If this moment is treated as a one-off embarrassment, it will pass and repeat elsewhere, but if it is taken seriously, it could force a long-overdue shift towards stronger verification standards, clearer accountability, and a simple principle that should never have been negotiable in the first place.
