Justice Francis Apangabuno Achibonga has replaced Justice John Eugene Nyante Nyadu as presiding judge in the trial of former National Security Bureau Director-General Kwabena Adu-Boahene and two others at the Accra High Court.
During the first hearing under the new judge on Wednesday, March 11, the prosecution’s witness, Edith Ruby Opokua Adumuah, Head of Finance at the National Security Bureau, faced cross-examination from Adu-Boahene’s lawyer Samuel Atta Akyea.
The questioning focused on how national security funds are managed under the Ghana Integrated Financial Management Information System.
The witness explained that while some expenditure categories are audited annually, special operations funds are exempt from auditing due to their sensitive nature.
She also confirmed that cheques totaling GH¢49.1 million were authorised by the late National Security Coordinator, Joshua Kyeremeh, for special operations, a claim that challenges the prosecution’s assertion that Adu-Boahene was responsible for moving the funds.
For the GH¢49.1 million funds which form the subject matter of the case, she confirmed that cheques transferring GH¢49.1 million, including amounts of GH¢1,000,000, GH¢27,100,000, and GH¢21,000,000, were signed and authorised by the late National Security Coordinator, Joshua Kyeremeh, for Special Operations purposes.
The court adjourned the case to March 17 and March 18, 2026, for continuation of proceedings.
