South Africa’s 2026 Budget Allocates R700 Million to Communications and Digital Technology

This investment underscores the government’s view that robust data infrastructure—including data centers—is now as critical to the economy as electricity, ports, and transport networks.

In the 2026 Budget Speech delivered by Enoch Godongwana, the South African government outlined key financial allocations and structural support for the Department of Communications and Digital Technology, reflecting a broader strategy to modernize the country’s data infrastructure and connectivity. Funding for the department comes through the Special Appropriation Bill tabled alongside the main budget, with a total allocation of R700 million.

This investment underscores the government’s view that robust data infrastructure—including data centers—is now as critical to the economy as electricity, ports, and transport networks. The budget emphasizes several strategic priorities for the communications sector, even though specific staffing increases were not detailed for the ministry, unlike other departments such as the Border Management Authority or Judiciary.

Key initiatives include the development of a regional technology hub, aiming to expand data center investments and strengthen South Africa’s position as a hub for emerging technologies. In addition, the government is focusing on digital finance innovation, with the National Treasury collaborating with the South African Reserve Bank to modernize the national payments system. Notably, the establishment of PayInc in November 2025 represents a significant milestone supporting open digital payments. The budget also highlights investment in skills, with reforms to the national skills ecosystem designed to equip job-seekers with the technical and artisanal competencies needed in a digital-driven economy.

For context, the Communications allocation forms part of a broader fiscal plan that includes substantial increases in other security and administrative sectors.

 

Key comparisons include:

  • Border Management Authority: +R990 million for 738 new positions
  • Judiciary: +R687 million to increase capacity
  • Police (SAPS): R1 billion to strengthen efforts against organized crime via the CARA fund
  • Defence (SANDF): R2.7 billion for operations and fighter capability maintenance

The 2026 budget signals a clear government commitment to digital infrastructure, innovation, and skills development, positioning South Africa to enhance connectivity, modernize financial systems, and support technology-driven economic growth.
