Ghana Firms Back Mahama’s West Africa Industrial Hub Vision

Ghana’s business community has shifted from celebrating macroeconomic gains to pressing for industrial transformation, signalling that private sector confidence is now strong enough to drive an expansion agenda rather than simply absorb relief from currency and interest rate improvements.

Senior executives from finance, agribusiness, manufacturing, construction, retail, and the digital economy gathered Tuesday at the inaugural Evening Direct Government–Private Sector Partnership Engagement in Accra, a structured dialogue forum that President John Dramani Mahama had promised during the 2024 election campaign. The forum’s purpose was not ceremonial. Participants used it to align their own expansion strategies with a government industrial push that Mahama described as Ghana’s deliberate bid to become a manufacturing hub for West Africa and the continent.

The economic backdrop made the ambition credible to those in the room. The Ghana cedi (GH¢) has appreciated 40.7% against the United States dollar in 2025 and was trading at GH¢10.9756 per dollar at the time of the forum. Treasury bill rates, which stood above 27% at the end of 2024, have fallen to approximately 6.6% for short-term government securities. Finance Minister Dr. Cassiel Ato Forson projects gross domestic product (GDP) growth of 4.8% for 2026, with inflation having declined to 3.8% in January 2026 from 23.8% when the administration took office.

Business leaders at the forum said that falling borrowing costs and currency predictability are enabling something practical that raw macro data cannot capture: the ability to price contracts with confidence, plan multi-year investments, and access affordable working capital. They noted that when commercial lending rates peaked near 47% in 2024, expansion decisions were effectively frozen across multiple sectors.

President Mahama told the gathering that macroeconomic discipline, stable exchange rates, and affordable financing are not standalone goals but the foundation for value-added manufacturing and export-led growth. He stressed that a competitive industrial base requires a predictable operating environment where the private sector can scale and compete across the Economic Community of West African States (ECOWAS) and the African Continental Free Trade Area (AfCFTA) markets.

One manufacturing sector representative described the alignment between policy stability and industrial ambition as critical for attracting both domestic and foreign investment, adding that the private sector sees a significantly larger opportunity under the current direction than it has in several years.

Participants also praised the institutionalisation of the engagement forum itself, calling it a practical tool for identifying bottlenecks and ensuring that policy decisions reflect real economy conditions rather than administrative assumptions. The President confirmed the series would continue as a feedback mechanism to refine implementation across economic sectors.

The forum marks a notable evolution in the government’s economic communication. Previous milestones, including the cedi’s historic annual appreciation and the sharp reduction in the public debt stock reported by the Finance Ministry on Monday, were data announcements. Tuesday’s engagement converted those numbers into a shared industrial strategy, with business leaders committing to manufacturing expansion, regional supply chain development, and job creation as their side of a policy bargain.

Observers say the durability of Ghana’s recovery will ultimately be tested by whether stable macroeconomics translate into sustained industrial output and formal employment, particularly for a young and rapidly growing population.
