The National Communication Director of the largest opposition party, NDC has recently sparked massive stir, debates and arguments across all social media platforms after he sent another bold message to the first deputy speaker, Joe Wise over the unexpected passing of the most anticipated 2022 budget in parliament.

Not long ago, the first deputy speaker boldly took it upon himself to overturn the speaker of parliament, Alban Bagbin’s rule over the most anticipated 2022 budget before he travelled overseas for medical treatment as Joe Wise unexpectedly voted in favor of the “Agyenkwa” budget even though he wasn’t an MP as at that time since he was presiding.

With respect to this, most prominent NDC MPs including the Ningo-Prampram MP, Sam George took the privilege to call out the first deputy speaker, Joe Wise for unexpectedly casting his vote in favor of the budget which had already been rejected by the speaker of parliament, Alban Bagbin in parliament even though he (Joe Wise) was the presiding speaker.

Speaking in a recent interview on the most anticipated “Good Morning Ghana” show with host, Dr Randy Abbey, the National communications director of the NDC, Sammy Gyamfi took the privilege to express his immense disappointment in the first deputy speaker’s ruling in parliament over the already rejected budget aside sharing his opinions and thoughts over the most anticipated issue.

According to Sammy Gyamfi, the first deputy speaker, Joe Wise had no right overturning the speaker, Alban Bagbin’s rule over the most anticipated 2022 budget aside exercising the right of an MP whilst presiding even though he’s an MP.

“You don’t need to be a lawyer to know that because the Article 104 is so clear on that. Yes they had 138 NPP MPs in parliament but one was present as the presiding speaker for that day. Meaning that they didn’t have 138 MPs in parliament and so they could not have overturned the decision parliament took on Friday”, Sammy Gyamfi emphatically revealed.

“Yes you’re an MP, but the law says that ones you’re sitting in the chair of the speaker, you cease to be an MP. No where in the constitution is a deputy speaker allowed to exercise the right of an MP when he’s presiding even though he’s an MP. The first deputy speaker had no right overturning the speaker’s rule aside voting as an MP”, Sammy Gyamfi emphatically added.

Do you agree with the recent claims by Sammy Gyamfi over the first deputy speaker, Joe Osei Owusu’s decision to vote in favor of the 2022 budget even though he was the presiding speaker in parliament whilst others claimed otherwise?
