Increase allocation to DACF to drive local development – Majority Leader

0

By Anthony Adongo Apubeo

Sirigu (U/E), Jan. 3, GNA – Mr Mahama Ayariga, the Majority Leader in Parliament and Member of Parliament for Bawku Central, has called for an increase in the percentage of national revenue allocated to the District Assemblies Common Fund (DACF) to accelerate development at the local level.

He said development should be driven largely from the grassroots, stressing that Metropolitan, Municipal and District Assemblies (MMDAs) had, over the years, developed the capacity to effectively utilise resources to address the needs of their people.

Mr Ayariga, who is also the Leader of Government Business in Parliament, was speaking at Sirigu during the maiden celebration of the Azuko Festival of the chiefs and people of Sirigu in the Kassena-Nankana West District.

The Azuko Festival, celebrated in honour of the founder, Azuko, also coincided with the 10th anniversary of the enskinment of Naba Atogumdeya Roland Akwara III, the Paramount Chief of the Sirigu Traditional Area.

Mr Ayariga noted that although five per cent of national revenue was currently allocated to the Common Fund, there was the need to increase that share to ensure that more resources reached rural and deprived communities where most of the population lived.

“As a country, development really should be taking place at the local level. It is no longer necessary to keep the bulk of the money at the centre and send only a small percentage to the rural communities,” he said.

The Majority Leader commended President John Dramani Mahama for directing that 80 per cent of Common Fund allocations be paid directly into the accounts of district assemblies, saying the move had significantly improved the financial position of local authorities.

According to him, the policy had increased the availability of funds at the district level to create jobs, stimulate local economic activity, reduce poverty and promote wealth creation among local populations.

Mr Ayariga said that prior to the directive, many district assemblies received little or no funds from the Common Fund, limiting their ability to undertake development projects.

He stressed that increasing the allocation to the Common Fund would further strengthen decentralisation, empower local authorities and ensure a more equitable distribution of development across the country.

The Majority Leader assured the people that the government remained committed to rural development, particularly in agriculture, education, health and infrastructure, and pledged to support initiatives aimed at improving living conditions in rural communities.

No GoldBod losses recorded; we made over GHS960m in 2025

0

The Chief Executive Officer of the Ghana Gold Board, Sammy Gyamfi, has rejected claims that GoldBod made losses under the Gold-for-Reserves programme, saying the institution ended 2025 with a strong financial surplus.

Speaking on JoyNews’ Newsfile on Saturday, January 3, Mr Gyamfi described reports suggesting a US$214 million loss as false. He said GoldBod generated more than GHS960 million in revenue in 2025, while its total spending was below GHS120 million, based on unaudited management accounts.

According to him, GoldBod is a public institution and does not declare profits but surpluses. He said the Board is expected to declare a conservative surplus of between GHS700 million and GHS800 million for 2025.

Mr Gyamfi added that GoldBod has complied with the law by publishing its quarterly financial reports and that the Auditor-General is expected to complete an external audit by the end of the first quarter of 2026, after which all financial details will be made public.

“Has GoldBod made a loss? Emphatically no. The GoldBod, even though it is not a profit-making public operation, has not made any losses. The GoldBod for the year 2025 generated revenue to the tune of GHS960 million, a little over that. Our expenditure for the year 2025 stands below GHS120 million. These are all unaudited accounts.”

“…It is very clear that we will be declaring a surplus of GHS700, GHS800million to put it very conservatively.”

He also dismissed claims that GoldBod transferred losses to the Bank of Ghana, describing the assertion as illogical. He explained that the Gold-for-Reserves programme is a Bank of Ghana initiative introduced in 2022 and fully funded by the central bank, with its accounts always reflected in the Bank of Ghana’s books.

Mr Gyamfi noted that GoldBod was established in April 2025 and inherited an outdated structure, which required major reforms.

Despite this, he said GoldBod was directed by law to continue the Gold-for-Reserves programme as part of transitional arrangements.

He questioned why losses from a programme that existed before GoldBod’s creation were being attributed to the Board, stressing that GoldBod has accounted for every cedi received from the Bank of Ghana, delivered the required gold value, and earned only its approved agency fees.

No losses at GoldBod, audit will prove it – Sammy Gyamfi assures Ghanaians

0

GoldBod has not recorded any losses and is on course to declare a significant surplus for the 2025 financial year, Chief Executive Officer Sammy Gyamfi has insisted, dismissing claims to the contrary as unfounded.

Speaking on JoyNews’ Newfile, Sammy Gyamfi said management accounts show that the Ghana Gold Board generated about GH¢960 million in revenue in 2025, with expenditure kept below GH¢120 million.

According to him, this positions the institution to declare a surplus of between GH¢700 million and GH¢800 million, subject to auditing.

“GoldBod has not declared profit. It declares surplus. There’s a big difference between profit-making institutions and surplus-making institutions,” he explained.

“If you look at our management accounts, we are on our way to declaring a surplus of nothing less than GH¢700–800 million, to put it very conservatively.”

Sammy Gyamfi stressed that the figures cited are unaudited, but maintained that GoldBod has complied with legal requirements under Section 42 of the Ghana Gold Board Act by publishing its quarterly financial reports on its website.

“We have done so, and if you check, you will see that everything I’m telling you is factual,” he said, adding that the Auditor-General is expected to complete an external audit of the Board’s accounts by the end of the first quarter of 2026.

He rejected assertions that GoldBod had incurred losses, describing such claims as misleading. “When you hear people talking about GoldBod losses, maybe they are dreaming or hallucinating. We’ve not made any losses,” he said.

The CEO’s comments come on the back of growing political debate over the Gold-for-Reserves programme.

In its fifth review of Ghana’s IMF-supported programme, the International Monetary Fund reported that losses linked to artisanal and small-scale doré gold transactions under the scheme had reached about $214 million as of September 2025.

Following the IMF’s disclosure, the Minority in Parliament has called for the establishment of a parliamentary ad-hoc committee to investigate the matter, warning that criminal prosecution should follow if wrongdoing is established.

Sammy Gyamfi, however, expressed confidence that the forthcoming audit would put the matter to rest, insisting that GoldBod’s financial position remains sound and transparent.

Trump administration invades Venezuela, captures President Maduro, wife

Donald Trump announced the arrest of Nicolas Maduro Donald Trump announced the arrest of Nicolas Maduro

Venezuelan President Nicolas Maduro has been captured and flown out of Venezuela after the US carried out a large scale strike on the capital city of Caracas, US President Donald Trump announced.

He adding that there will be “further details to follow.”

A CNN team earlier witnessed several explosions in Caracas and reported some areas of the city were without electricity.

The first blast was recorded at approximately 1.50 AM local time on Saturday (0.50 AM ET).

Trump has repeatedly warned that the US is preparing to take new action against alleged drug trafficking networks in Venezuela.

The Venezuelan Defense Minister Vladimir Padrino López had earlier said the US attack on Saturday impacted urban areas across Venezuela, with missiles and rockets fired from American combat helicopters.

He said Venezuela is currently gathering information about the number of people killed and wounded, and confirmed the Fort Tiuna military installation in Caracas was attacked.

Lopez insisted the country would resist the presence of foreign troops in the country.

“This invasion represents the greatest outrage the country has suffered,” he added.

Bawa Rock qualified from 31 Aggregator applications

0

Chief Executive Officer (CEO) of the Ghana Gold Board, Sammy Gyamfi, has clarified that Bawa Rock Company Limited was the only applicant that met the eligibility requirements for an aggregator licence during GoldBod’s first year of operations in 2025.

Speaking amid concerns raised by the Minority in Parliament over the licensing process on News  File on Saturday January 3, Mr Gyamfi said claims that GoldBod deliberately created a monopoly are based on a misunderstanding of how the Board’s gold trading and licensing system operates.

According to him, GoldBod operates a four-tier gold buying licence system. These include tier one buyers, tier two buyers, self-financing aggregators, and aggregators. All four categories are authorised to buy gold on behalf of GoldBod, not only aggregators.

He explained that tier one buyers are grassroots buyers licensed to purchase gold directly from licensed small-scale miners, while tier two buyers are permitted to buy from both miners and tier one buyers. Self-financing aggregators, he said, use their own funds to buy gold for GoldBod, unlike aggregators who are primarily funded by GoldBod to carry out purchases.

Mr Gyamfi disclosed that in 2025, GoldBod issued a total of 900 buying licences. Out of these, 269 were issued under the tier one category, 578 under tier two, 52 self-financing aggregator licences, and only one aggregator licence.

He noted that 31 applications were received for the aggregator category, but only Bawa Rock met the eligibility criteria required for approval in 2025.

Mr Gyamfi further clarified that the approval of aggregator licences is not done by him as Chief Executive Officer. He said management only makes recommendations, while the governing board of GoldBod is solely responsible for approving or rejecting applications.

He added that the aggregator licensing process is ongoing and has not been closed, stressing that the number of aggregators can change at any time. According to him, licences can be suspended or revoked, and additional applicants can be approved once they meet the required standards.

The clarification follows concerns raised by the Minority in Parliament, who questioned the decision to license Bawa Rock as the sole aggregator, arguing that it has reduced competition and transparency in the artisanal gold sector. GoldBod has, however, maintained that its operations are transparent and that its licensing decisions are based strictly on eligibility and regulatory requirements.

VIP drivers ditched my church for Philadelphia members – Bishop Obinim laments

Bishop Daniel Obinim is the Founder of the International God’s Way Church Bishop Daniel Obinim is the Founder of the International God’s Way Church

Founder and Leader of the International God’s Way Church, Bishop Daniel Obinim, has expressed frustrations over what he claims is the fact that some VIP drivers failed to transport his church members during the just-ended December 31st Crossover Service.

In a video shared on TikTok on January 2, 2025, Bishop Obinim, who was preaching to his congregation, stated that he had wept bitterly after the bus company allegedly diverted its services to transport members of Prophet Adom Kyei Duah’s Believers Worship Centre.

He explained that he was the first person to book the buses from the company; however, later in the evening, the drivers failed to pick up his calls.

“I have cried from 6 PM until now because the drivers at the VIP station, who charged us for both the pick-up and drop-off of church members, failed to show up.

“They were supposed to arrive at the church premises at 6 PM. We started calling them from 6 PM to 9 PM. Only one person picked up the call, and that was how he told me what happened,” he said.

According to him, the driver who answered the call alleged that members of the Philadelphia Movement decided to pay double the original amount, despite the fact that he had booked the buses first.

“The only driver who picked up my calls told me that members of the Philadelphia Movement decided to double the amount they charged me, especially after they realised that I had already booked them,” he added.

Christmas Doomsday Scammer Ebo Noah Nabbed

0

The Ghana Police Service have arrested self-styled prophet Ebo Noah, also known as Evans Eshun, age 33, after his widely shared end-time prophecy failed.

The arrest happened around New Year’s Eve and is believed to be linked to his prediction of a global flood on December 25, 2025.

Ebo Noah had predicted a catastrophic flood would destroy the earth on December 25, 2025, and built an ark to save people.

He claimed to have received a divine message from God, similar to the biblical story of Noah. His prophecy gained widespread attention on social media, with some believing him and others criticizing his claims.

However, on December 24, 2025, Ebo Noah announced that God had changed his mind and would not destroy the world due to his prayers and fasting.

The Elmina police declared him wanted after his prophecy failed to materialise, and he was later arrested for spreading misinformation.

However, Ebo Noah made a surprise appearance at Sarkodie’s Rapperholic concert on December 25, 2025, at the Grand Arena in Accra. He introduced Sarkodie on stage, and the crowd went wild. Ebo Noah claimed the flood he predicted didn’t happen because he prayed against it, and many others, including social media users, also prayed for the disaster to be averted.

The appearance sparked mixed reactions, with some fans defending his right to a platform, while others criticized him for misleading people with his prophecy. Some attendees even expressed disappointment, accusing him of deceiving the public.
