IPOA Uncovers Secret Communication Between DIG Lagat and OCS Talaam Before and After Ojwang’s Death

The Independent Policing Oversight Authority (IPOA) has intensified investigations into the murder of teacher and blogger Albert Ojwang, with a strong focus now on phone conversations between senior police officers.

At the center of the probe is Deputy Inspector General (DIG) Eliud Lagat, who has been summoned to record a statement concerning his alleged role in the incident.

Ojwang died while in police custody at the Nairobi Central Police Station under suspicious circumstances. Preliminary investigations by IPOA indicate that DIG Lagat may have been directly or indirectly involved.

A major point of concern is his communication with Central Police Station OCS Chief Inspector Samson Talam both before and after Ojwang’s death.

Detectives have since discovered that Lagat, who initially lodged a complaint against Ojwang for alleged false publication, continued to maintain direct contact with Talam throughout the time the deceased was in custody.

Constable James Mukhwana, in a confession, disclosed that he acted under Talam’s instructions, who, in turn, reportedly received orders from DIG Lagat. “Ojwang was not supposed to be killed, it was only meant to be a disciplinary affair,” Mukhwana told investigators.

To solidify the investigation, IPOA has filed a miscellaneous application with mobile network providers seeking access to phone data from several individuals of interest.

These records, which include call logs, messages, and location tracking, are expected to provide critical evidence of the communications that may have facilitated or concealed Ojwang’s torture and subsequent death.

According to sources close to the investigation, the data may establish whether Lagat was in active communication with those directly involved in the alleged assault, including a General Service Unit officer who has already been arrested for allegedly leading the fatal attack.

IPOA has also revealed that all 17 officers involved in Ojwang’s arrest, transport, and detention are now classified as murder suspects.

Working in partnership with the Office of the Director of Public Prosecutions (ODPP), IPOA is expected to conclude the investigations and recommend charges against several officers as early as next week. So far, over 20 officers have been questioned
