The National Cohesion and Integration Commission (NCIC) has clarified that the phrases “Wantam” and “Mambo ni Matatu” are not classified as hate speech under its current guidelines. This statement comes amid public discourse on the use of coded language in political communication.
NCIC Chairperson Rev. Dr. Samuel Kobia emphasized that while certain terms have been identified as potentially inflammatory, the commission assesses language based on context and intent. “We have classified terms that have been regularly used in Kenya’s political landscape with the intent to provoke violence among various communities,” Kobia stated.
The commission has previously released a list of 23 terms considered hate speech, including “Hatupangwingwi,” “Madoadoa,” and “Chunga Kura.” These terms were identified due to their usage in political contexts that could incite division or violence.
However, “Wantam” and “Mambo ni Matatu” have not been included in this list. The NCIC continues to monitor political rhetoric and social media for language that may threaten national cohesion. Dr. Kobia noted the importance of context, stating that not all provocative language constitutes hate speech unless it is used to incite violence or discrimination.
The commission urges political leaders and the public to engage in respectful discourse, especially as the country approaches the next general elections. “We call for an end to divisive talks and political tolerance,” Kobia added.
As part of its mandate, the NCIC continues to work with stakeholders to promote peace and address the misuse of language in political settings. The commission remains committed to updating its guidelines and taking appropriate action against hate speech to ensure national unity.
