President William Ruto has once again gone against his own words on austerity by appointing former Turkana MP and ex-county Speaker Christopher Doye Nakuleu as his new senior political advisor.

The decision, made public just under three months after Nakuleu resigned as Speaker of the Turkana County Assembly amid allegations of misconduct, marked yet another addition to Ruto’s steadily expanding inner circle of top advisers, now numbering 21.
Who is Christopher Doye Nakuleu?
Nakuleu, a veteran politician, previously served two terms as MP for Turkana North from 2013 to 2022.

He was also an East African Legislative Assembly (EALA) member between 2007 and 2012.
He briefly led the Turkana County Assembly from 2022 until early 2025, stepping down in February after a motion citing gross misconduct by Kalokol Ward MCA Michael Ebenyo.
Despite the circumstances surrounding his exit from county politics, Nakuleu’s appointment has been met with commendation from high-ranking government officials.
East African Community Cabinet Secretary Beatrice Askul Moe congratulated him on the new role and underscored his readiness for the task.
“Warm congratulations to Nakuleu on being named senior political advisor to Ruto,” she said. “In your tenure as an EALA member, Turkana North MP, and most recently County Assembly Speaker, you’ve gained a depth of experience that will undoubtedly be instrumental in your new capacity.”
What did Nakuleu say about his appointment?
Nakuleu, in turn, welcomed the appointment with humility and gratitude.
In a Facebook post, he described the opportunity as a “deep honour” and thanked those who supported him.
“I am deeply touched by the trust Ruto has placed in me. I want to express my sincere gratitude to him, members of the National Assembly, and the people of Turkana who championed and prayed for this opportunity,” he wrote.
“Your confidence and prayers inspire me to strive for excellence in this role. As I embark on this new chapter, I am committed to working diligently with all of you to achieve our shared goals as a country. I am eager to contribute my skills and experience to make a positive impact,” he added.
Nakuleu now joins a robust and diverse team of advisors tasked with guiding the presidency on a wide range of issues.
Among Ruto’s most prominent advisers are: Makau Mutua, senior advisor on constitutional affairs, Moses Kuria, senior economic advisor, David Ndii, chair of the president’s council of economic advisors, and Monica Juma, national security advisor.

What did Ruto say on austerity?
However, the rapidly growing number of presidential advisers has raised concerns over duplication of roles and ballooning public expenditure.
Critics argue that the advisory team, whose combined cost is estimated to surpass KSh 1 billion annually, contradicts the president’s own pledge to run a lean and efficient government.
In July 2024, Ruto announced a directive to slash the number of government advisors by half.
Following this, Chief of Staff and Head of Public Service Felix Koskei instructed Cabinet Secretaries to evaluate their advisory teams and select only one advisor to retain.
