Member of Parliament for Guan, Fred Kwesi Agbenyo, has dismissed claims that recent amendments to the controversial Human Sexual Rights and Family Values Bill have weakened the legislation, insisting its core objective remains unchanged.
Speaking during the Kokrokoo Discussion Segment on Peace FM on June 1, 2026, about the reintroduced bill, Agbenyo stressed that the legislation still seeks to prohibit same-sex relationships and the promotion of LGBTQ+ activities in Ghana.
“The amendments to the bill have not defeated its purpose. It still frowns on same-sex activities and their promotion,” he stated.
His comments come amid growing debate over changes made to the bill before its reintroduction to Parliament, with some critics arguing that portions of the original proposal have been softened.
However, the Guan MP maintained that the essence of the legislation remains intact and aligned with what he described as Ghana’s cultural and moral values.
“That is still very fundamental. We are seeking to criminalise same-sex relationships,” he said.
Agbenyo also revealed that Parliament made “32 amendments” to the bill during the review process but argued that the changes do not alter its central objective.
“There were 32 amendments, but the purpose of the bill remains the same,” he noted.
The MP further thanked both the Majority and Minority caucuses, as well as religious groups and other stakeholders, for supporting the passage of the legislation.
“I want to thank Parliament, the Speaker, both sides of the House, and everybody who played a role. We should all rally around this bill and make sure we take our society away from such activities,” he added.
The Human Sexual Rights and Family Values Bill remains one of the most divisive pieces of legislation in Ghana, with supporters describing it as necessary to protect family values, while critics argue that it threatens fundamental rights and freedoms.
