KRA Orders Importers To Reveal Personal Details As New Rules Target Consolidated Cargo Shipments

The Kenya Revenue Authority (KRA) has introduced new requirements compelling importers whose goods arrive in consolidated shipments to provide personal and tax information.

In a public notice dated Tuesday, October 27, 2026, KRA said the directive would help issue electronic tax invoices to individual traders importing goods together.

The authority explained that the move would allow eligible VAT-registered importers to claim input VAT on imported goods, subject to existing tax laws.

Under the new rules, cargo consolidators must submit the names, KRA PINs, national identity card numbers and telephone contacts of individual importers.

Importers will also be required to provide descriptions and values of the goods they bring into the country.

KRA said the requirements apply to consolidators, customs agents and importers handling consolidated cargo. All affected parties must comply with the declaration process.

The taxman said the changes aim to improve transparency and accountability in the import business while promoting fair competition among traders.

The directive is part of wider efforts by KRA to tighten oversight of consolidated cargo and establish the identities of traders whose goods are transported together.

In September, the authority began implementing a Ksh2 million cargo clearance threshold announced under President William Ruto’s directive.

KRA also engaged cargo consolidators on the arrangements and the identification of individual traders using their services.

On October 22, the authority announced another major change requiring marine cargo insurance for all imported goods from November 1.

Under the Digital Marine Cargo Insurance requirement, importers and clearing agents will need valid policies from insurers licensed by the Insurance Regulatory Authority.

The latest directive adds to the compliance obligations facing businesses involved in importing goods into Kenya.

Importers using consolidated shipments will now need to ensure their personal details and cargo information are properly declared to avoid difficulties in meeting the requirements.
