GHPAC-USA backs Ghanaian-American Boafo to represent Maryland’s 5th Congressional District

The Ghana Diaspora Political Action Committee (GHPAC-USA) on February 10, 2026, announced its endorsement of Maryland State Delegate Adrian Boafo in his campaign for Congress to represent Maryland’s 5th Congressional District.

Delegate Boafo is seeking to succeed longtime Congressman Steny Hoyer, who has also formally endorsed his candidacy.

Delegate Boafo brings a rare combination of legislative experience, policy readiness, and technical expertise that positions him to be effective on his first day on Capitol Hill.

Delegate Boafo currently serves as an Assistant Majority Leader in the Maryland House of Delegates, reflecting his leadership within the caucus and his influence on legislative strategy.

He is an active member of multiple caucuses, including the Legislative Black Caucus and the Latino Caucus.

He has also served on the Economic Matters Committee, where he played a role in shaping policies related to business regulation, labor standards, and workers’ compensation.

In addition to his public service, Delegate Boafo has a professional background in technology and information technology, providing him with a practical understanding of modern systems, digital infrastructure, cybersecurity, and innovation-driven economic growth.

GHPAC-USA views this expertise as essential to addressing today’s policy challenges, from government modernization to workforce development and national competitiveness.

As a Ghanaian American, Delegate Boafo represents the growing political leadership of the African diaspora in the United States.

He is also the founder of the BlueGen PAC, an organization dedicated to building a pipeline of young, diverse leaders prepared to govern and build durable coalitions at every level of government.

“Adrian Boafo is prepared to serve from day one,” said Adjoa Kyerematen of the Ghana Diaspora Political Action Committee.

“He understands how policy is made, how systems work, and how to deliver results for constituents. His leadership reflects the values of service, competence, and accountability that GHPAC seeks to advance.”

“This election is personal for me because I live in the 5th District and care deeply about who represents our community,” said Kimberly Afoakwah of the Ghana Diaspora Political Action Committee. “I’m confident Adrian will serve my family and all district residents with integrity and purpose in Washington.”

Delegate Boafo is the author of the ICE Breaker Act, landmark legislation reflecting his commitment to immigrant communities, economic opportunity, and policies that are both principled and practical.

Delegate Boafo has advanced a policy agenda centered on immigrant rights, economic equity, and civil rights, including the following initiatives:

The Fair Share for Maryland Act – advancing economic equity and shared prosperity.

Legislation expanding outreach and access to the Earned Income Tax Credit and other economic supports for low-income residents.

Employment discrimination, equal pay, and wage transparency measures to strengthen workplace fairness.

Legislation establishing a State Commission on New Americans to support immigrant and newcomer communities.

“I’m honored to receive the endorsement of the Ghana Diaspora Political Action Committee—especially as someone whose own story is rooted in the African diaspora and shaped by families like ours right here in Maryland’s Fifth District,” said Del. Boafo.

“Ghanaians, Africans, and Black immigrant communities are not just contributors to our culture—they are homeowners, workers, parents, and small-business owners who deserve leaders that see them and fight for them.

“This endorsement reflects a vote of confidence that I’ll be committed to continuing the work of building a district where all communities are represented, respected, and empowered.”

Maryland’s 5th Congressional District includes an estimated thousands of Ghanaian and Ghanaian-American residents, drawing from the Washington–Maryland region’s status as a national hub for the Ghanaian diaspora. GHPAC is proud to endorse Delegate Boafo and looks forward to mobilizing diaspora communities and allies in support of his campaign.

GHPAC will host a Prince George’s County Ghana Independence Celebration with Del. Adrian Boafo on March 7th from 4:00 pm – 6:00 p.m. at CK and Lounge located at 3524 Crain Highway, in Bowie, Maryland. Come celebrate with small chops, good music and vibe with the next Congressman of Maryland District 5.
