South Africans Outraged as Border Guards Are Caught Selling Illegal Stamps
Following their arrest on November 2, 2026, at an appearance at the Piet Retief Magistrate’s Court, two Border Management Authority officials are still being held. Mbuso Mnisi and Msebenzi Abednigo Mgobo are accused of fraud, corruption, and violating the Immigration Act. In exchange for cash, police claim they stamped outdated foreign passports at the Emahlathini Border Gate in Mpumalanga.
When police learned that border gate employees were processing outdated travel documents without the required authorisation, the inquiry got underway in July 2026. Preliminary results indicate that a suspect obtained passports from Gauteng residents and transported them to the border crossing. For a charge, the officials allegedly stamped the documents there. This would have made it possible for foreign nationals with expired passports to pass through the gate without the customary identity and document validity checks.
Since the stamp is used to verify that a person is permitted to enter or exit the nation, stamping an expired passport is a significant concern. It can facilitate unlawful border crossings and undermine the system that keeps track of who is in the nation when it is attached to an incorrect paper. Before allowing anyone to cross, officials are required by the Immigration Act to verify that their travel documents are legitimate.
The purported payments imply that this might not have been an isolated instance. The arrangement suggests something more structured than a single error in judgement, although police have not disclosed the number of transactions or the amount charged.
A third suspect was also found by investigators, but since that person passed away, no prosecution is possible. It’s unclear if the death occurred by accident or after the suspect was informed of the arrests. Additionally, it prevents the suspect from testifying about how the operation was carried out.
The two officials will remain detained until their bail request is considered on November 10, 2026. After that, the court will determine whether to hold them until trial or release them on certain conditions. The use of fraudulent documents at the border gate is the subject of the fraud allegations, but the corruption charges are related to accepting bribes while in public office.
According to Lieutenant General Apaphia Modise, Mpumalanga Provincial Commissioner, the police are dedicated to eliminating corruption at the border and punishing officials responsible. The fact that the investigation involves the Organised Crime Investigation Unit indicates that authorities are treating it as a significant, coordinated issue rather than the actions of a small number of people. The case has also prompted concerns about staff checks and procedures, as well as how border gates are monitored.
