Ghost workers or payroll fraud? Inside Kenya sh6.2billion government scandal

Kenya is investigating suspected KSh6.2 billion payroll irregularities that have raised serious questions about accountability and the protection of taxpayers’ money.

The investigation gained momentum after a government payroll audit identified questionable salary payments and weaknesses in employee records across several public institutions. On July 8, 2026, Public Service Cabinet Secretary Geoffrey Ruku handed the audit findings to the Directorate of Criminal Investigations (DCI) for further investigation.

The reported irregularities include suspicious bank accounts, unauthorised changes to employee records and questionable employment details. Some records reportedly contained impossible information, raising concerns about potential ghost workers.

On October 16, 2026, the government ordered 84 human-resource officers from the Kenya Prisons Service, Kenya Police Service and Ministry of Health departments to step aside for 30 working days. Their access to payroll systems was withdrawn to allow investigations into suspected irregularities.

The government also announced a fresh public-servant verification exercise to establish whether individuals listed in payroll records are genuine employees.

Government salaries are funded through public resources, including taxes collected from citizens and businesses. If fraudulent payments are taking place, money meant for healthcare, education, infrastructure and other essential services could be lost.

However, the KSh6.2 billion figure represents suspected irregularities under investigation, not a final finding that the entire amount was stolen. Those implicated must be given due process.

The DCI investigation is expected to establish whether public funds were lost, identify those responsible and determine whether any money can be recovered.

Ultimately, Kenyans deserve transparent investigations, accountability and stronger systems to protect public resources.
