Fuel And Gas Traders Face A Major Clearance Shake-Up At Kenya’s Borders
The Energy and Petroleum Regulatory Authority has proposed new rules for fuel and cooking gas importers and transporters. The plan would make online clearance of petroleum and LPG consignments mandatory.
In a public notice issued on Friday, October 30, EPRA said it will roll out the National Electronic Single Window System. The authority will work with the Kenya Trade Network Agency on the project.
Under the proposal, importers, exporters and transporters must process clearance documents electronically. This will apply to petroleum, cooking gas and coal consignments at border points across Kenya.
Licensed transporters will also have to submit their journey plans through the platform. The new arrangement will replace the current submission methods.
EPRA officers will use the integrated system to check whether licences are valid. The checks will cover importers, exporters, transporters and drivers handling the consignments.
The notice urged stakeholders to keep all licences and compliance documents valid and up to date. This will prepare them for the rollout and for later submission through the platform.
The authority said the system will be introduced in phases. The first phase will focus on petroleum and liquefied petroleum gas consignments.
Coal will also be covered by the system. However EPRA has not said when that phase will begin.
Before implementation EPRA will hold public participation and stakeholder sensitisation forums. These meetings will explain the proposed procedures and collect views from affected businesses.
The forums will take place in November 2026 in several regions. They include Nairobi, Mombasa, Kisumu, Eldoret, Nakuru and Meru.
Traders and members of the public can send comments and recommendations to EPRA by email. They can also deliver written memoranda to the authority’s headquarters or regional offices.
EPRA clarified that the mandatory start date is not yet fixed. It will be announced after the public forums and other preparations are complete.
