New policy on galamsey to prevent rent-seeking – Dr Manteaw defends Sammy Gyamfi
Civil society activist and natural resource governance expert Dr Emmanuel Steve Manteaw has defended the government’s new policy to regularise the activities of illegal miners in areas deemed illegal by law, such as water bodies, forest reserves, and roads.
The Chief Executive Officer (CEO) of the Ghana Gold Board (Goldbod), Sammy Gyamfi, has come under criticism for saying that people mining without a license, but in places where the law does not bar them from mining, will be regularised and formalised so they can continue to mine.
Prof Appiagyei-Atua called the pronouncement a provocation, given that the law expressly forbids regularising illegal mining instead of arresting miners to face the law.
But Dr Manteaw, a long-standing expert in natural resource governance, has defended the new position.
“For decades, we chased illegal miners around, but got nowhere. Time to change strategy.
Those who follow the sector closely will appreciate that many have failed to formalise their activities because of the delays and rent-seeking practices associated with the license application process.
This is what the new policy is trying to address,” he argued.
Ghana has fought illegal mining for a long time without success. Successive governments have failed to address the canker, and in every election cycle, a promise to fight it becomes a major campaign message.
