Dr. Samuel Boateng Launches ‘Beyond Breach’ To Tackle AI Governance In Africa And Beyond

Dr. Samuel Boateng, founder and CEO of Slamm Technologies, has officially launched ‘Beyond Breach: Where AI Meets Governance’, the first volume in a five-part series on artificial intelligence governance, cybersecurity, risk management, and responsible AI.

The virtual launch brought together a distinguished international audience from Ghana, the United States, and the United Kingdom.

The ceremony opened with prayer and remarks by Rev. Ransford Obeng, General Overseer of the Calvary Charismatic Centre. Lady Rosa Whitaker Duncan-Williams, President and CEO of The Whitaker Group and principal architect of AGOA, delivered the welcome address.

She described the book as “more than a book launch” and “an invitation to engage in one of the defining conversations of our generation,” commending Dr. Boateng for providing practical models for executing AI governance with discipline and impact.

Goodwill messages came from government, diplomatic, and cybersecurity leaders. Her Excellency Jane Gasu Aheto, Deputy Ambassador and Deputy Chief of Mission at the Embassy of Ghana in the U.S., delivered remarks on behalf of Ambassador Victor Smith. She reaffirmed the mission’s support and highlighted the role of the diaspora, described by government as Ghana’s “17th region,” in national development.

Mr. Michael Kwakye, Principal Manager for Cybersecurity Technology Standards at the Cyber Security Authority of Ghana, said he hoped the event would deepen conversations on securing Ghana’s digital future.

Mr. Michael Harry Yamson, Administrator of the District Assemblies Common Fund, called the launch timely. Reflecting on AI’s impact, he noted the world is no longer just about facts, which AI can retrieve, but about connecting knowledge across disciplines to drive innovation and competitiveness.

“Work such as Dr. Boateng’s is what makes those possibilities achievable,” he said.

Archbishop Nicholas Duncan-Williams, founder of Action Chapel International, pronounced a blessing over the book, praying it would make a lasting global impact.

A panel discussion featured Dr. Alex Mbaziira, Associate Professor of Cyber, IT and AI at Marymount and George Mason Universities, and Mr. C.K. Bruce, a leading Ghanaian cybersecurity expert.

They discussed governance challenges posed by autonomous AI agents and the accountability gap when systems make consequential decisions without clear human appeal processes.

Presenting the book, Dr. Boateng, also known as “Dr. IT,” said Beyond Breach is a working tool for executives, security professionals, compliance officers, academics, and policymakers.

“As Africa embraces AI, adoption must be matched by strong governance, cybersecurity and ethical leadership. Beyond Breach provides practical guidance for organisations and policymakers navigating this new frontier,” he said.

Structured in four parts, the book covers the global regulatory landscape from Brussels to Washington to Accra, core AI governance frameworks, securing AI systems against new threats, and the role of boards and emerging markets.

With over 20 years in cybersecurity, including roles at the Library of Congress, Symantec, and WMATA, Dr. Boateng holds a PhD from Marymount University and master’s degrees from Georgetown and George Washington Universities. Through the Slamm Foundation, he has trained tens of thousands across the African diaspora in cybersecurity and IT at no cost.

Beyond Breach: Where AI Meets Governance is now available for purchase, with a limited hardcover edition of 100 numbered copies released for the launch.
