Dafeamekpor’s claim that A-G and OSP received similar budgetary allocation in 2025, 2026 is False

The Majority Chief Whip and Member of Parliament for the South Dayi Constituency, Rockson-Nelson Dafeamekpor, has reiterated his opposition to the Office of the Special Prosecutor (OSP), lamenting the volume of budgetary allocations that the office enjoys.

The MP claimed in a recent TV interview that the government allocated about the same amount of money it gave the Attorney-General (A-G) to the OSP, specifically citing allocations in the 2025 and 2026 budgets.

Speaking on Adom TV’s ‘Badwam’ show on March 24, 2026, he said: “In the 2026 budget, we gave him (the Attorney General) 250 million Ghana cedis to do his work. It is about the same amount of money we gave to the Office of the Special Prosecutor. Do you know the number of criminal cases the Attorney General handles each year? It is in excess of 10,000 every year. 

“Meanwhile, the Office of the Special Prosecutor says he has seven cases, the same amount of money (250 million Ghana cedis). If we add that 250 million cedis to that of the Attorney-General, can you imagine the volume of work that they can churn out? If you compare the utility value that the nation gets (from both), as an MP, it shocks my sensibilities.”

The MP had previously made a similar statement on Joy 99.7 FM’s Super Morning show on December 22, 2025. 

“We thought that the entity was just guzzling money… we just gave them 250 million Ghana cedis for 2026, they took nearly a similar sum for 2025. The A-G is getting a similar budget. The A-G has regional offices, and if you look at the indices, the number of cases the A-G prosecutes in a year from the regions, the districts… if we compare the utility value that the A-G is giving us…”

This report will verify whether the two offices were  allocated the same or similar amounts of money in the 2025 and 2026 budgets.

Fact-Check

Budget allocation is the general process of distributing financial resources among various Ministries, Departments and Agencies (MDAs) as stated in budget documents, to meet specific goals. According to the Ministry of Finance Budget Operations Manual, budget appropriation is “a law passed by Parliament that specifies how much money can be spent on any given MDA program.”

GhanaFact reviewed the 2025 and 2026 budgets as presented to Parliament and the 2025 Appropriation as passed by Parliament. All documents were published by the Ministry of Finance.

In the 2025 budget, the Attorney-General was allocated GH¢267,008,685 (more than the GH¢250 million the MP referred to) while the Office of the Special Prosecutor received GH¢144,750,289 (far less than the GH¢250 million the MP referred to.)

However, the 2025 Appropriation document shows higher figures, with the Attorney-General receiving GH¢297,624,057 and the Office of the Special Prosecutor receiving GH¢158,936,458.

In the 2026 budget, the Attorney-General was allocated GH¢379,576,879, while the Office of the Special Prosecutor received GH¢158,936,458.

These figures indicate that the allocations to the two institutions were neither equal nor similar.

From these findings, GH¢250 million was not allocated to either the A-G or the OSP in 2025 or 2026. 

Additionally, the two entities did not receive the same budgetary allocation, as the AG consistently received significantly more than the Office of the Special Prosecutor.

Verdict

The claim that the government allocated GH¢250 million each to the Attorney-General and the Office of the Special Prosecutor in the 2025 and 2026 budgets is False.
