The university says it is unclear about the basis for GTEC’s request to suspend it
The University of Ghana (UG) has formally challenged fee figures published by the Ghana Tertiary Education Commission (GTEC) for the upcoming academic year, saying they contradict agreements reached at a high-level stakeholder meeting chaired by the Deputy Minister of Education Clement Apaak.
In a letter dated January 13, 2026, and addressed to the Vice-Chancellor of the University of Ghana, Professor Nana Aba Appiah Amfo, it outlined specific charges she said deviated from resolutions taken at a consultative meeting held on January 8, 2026.
According to Prof Amfo, UG was instructed to refund final-year students who paid in excess of last academic year’s fees, revert all dues including SRC and GRASSAG charges to last year’s rates, and suspend any newly introduced fees.

These include the 75th Anniversary Levy and a Development Levy, except where such charges were already in existence.
The Vice-Chancellor explained that the meeting had agreed to set the UGSRC Development Levy at GH¢200, contrary to the amount later published by GTEC.
She also clarified that the telecom bundle, an optional data package for students, was to remain at its original cost of GH¢312, noting that the package was informed by a student survey and intended to enhance communication among the student body.
A key area of disagreement remains the 75th Anniversary Levy. Prof. Amfo said the levy, which supports a legacy Student Experience Centre project, was not discussed for discontinuation during the January 8 meeting.
“There was no discussion or decision during the meeting on the 75th anniversary levy, which is not a new line item,” she stated, adding that the university is unclear about the basis for GTEC’s request to suspend it after the current academic year.

GTEC insisted that publicly funded universities are not permitted to review student fees without following due process, including obtaining parliamentary approval as required by law.
Based on this position, the commission directed UG to credit continuing students who paid more than last academic year’s approved fees in the next academic year.
The University of Ghana says it will continue engaging GTEC and the Ministry of Education to ensure that agreements reached at the January stakeholder meeting are fully implemented.
The meeting brought together representatives from GTEC, the University Council, the university management, and student leadership.
