Trepper Calls for Reform of Local Authority Legislation

    WINDHOEK Mayor Elaine Trepper has called for the reform of the law governing the operations of local authorities.

    Speaking at the Windhoek City Council’s monthly meeting Wednesday night, Trepper said there is a need for wide consultation to address issues of service delivery.

    The Windhoek Mayor added that this would promote economic performance in the face of current conditions.

    “To realise these hopes, we should reform current local authority legislative framework to ensure that allocation of resources by Central Government to local authorities is a national legal requirement,” Trepper said.

    She said “the problem of limited resources versus the ever increasing needs of society remains a challenge” which the municipality must address.

    Trepper further identified the influx of people into the City, the electricity supply crisis and the “absence of a responsive inter-governmental system that strengthen local authorities,” as challenges which will hamper progressive development at local government level.
