Ghanaian giants Accra Hearts of Oak have reportedly joined the race to sign former FC Samartex winger Evans Osei-Wusu ahead of the next transfer window.

The highly-rated attacker is currently a free agent after parting ways with Samartex, and his impressive performances in the Ghana Premier League have attracted interest from multiple clubs.

The former Tema Youth player had a stunning campaign last season, scoring 11 goals and providing 8 assists in 27 appearances to help Samartex clinch their maiden league title.

‘Not all of them are criminals’ – Archbishop Adonteng Boateng releases 100 inmates at Nsawam

United States-based Archbishop Kofi Adonteng Boateng, Head Pastor of Divine Power House of Divine Word International Ministries, visited Nsawam Prison on February 14, 2025, to initiate legal processes for the release of 100 inmates.

According to him, February, being the month of love, is an opportune time to extend compassion to the incarcerated.

He believes that not all inmates are criminals or have committed crimes, but due to certain unfortunate circumstances, they find themselves behind bars.

“I came to Nsawam Prison today to release 100 prisoners from custody. Today is one of the happiest days of my life because I have never seen people in this condition so happy before,” Archbishop Adonteng-Boateng stated.

“In life, it doesn’t matter where you are; there is always hope. Not everyone in this prison is a criminal. Some are here due to poverty, while others ended up here because of anger issues. It is my prayer that they heed my words and understand that this place is not their final destination,” he added.

Archbishop Adonteng-Boateng was accompanied on his visit by a delegation from his church, the Chief of the Awutu Traditional Council, Nai Kwaku Pobee, and gospel musician Joyce Blessing.

Advising the inmates, he urged them to remain hopeful and learn from the circumstances that led to their incarceration, so they can become better individuals when reintegrated into society.

Speaking at the event, Nai Kwaku Pobee called on well-meaning Ghanaians to extend a helping hand to prisons to improve the lives of inmates.

He also urged parents to pay close attention to their children to prevent them from going astray.

The bishop has initiated the legal process and is awaiting approval to release the inmates.

The Minister of Youth Development and Empowerment, George Opare Addo, has assured the public that the betting tax will be abolished during the 2025 budget reading.

He stated that the National Democratic Congress (NDC) government is committed to fulfilling the promises made during the campaign and will not disappoint Ghanaians.

The minister noted that the Minister of Finance, Dr. Cassiel Ato Forson, is working on removing nuisance taxes, including the betting tax, to alleviate the financial burden on bettors in the country.

Speaking in an interview with JoyNews, Opare Addo said that President Mahama’s appointees are working diligently to ensure the president’s ambitions are attained.

“Everybody is committed to meeting the target of His Excellency President Mahama. When the budget is read in March 2025, all the promises we made regarding tax cancellations will be implemented, and young people should look forward to the cancellation of the betting tax,” he said.

The comments align with recent reports that Dr. Cassiel Ato Forson is working to ensure the betting tax is removed during the 2025 budget reading.

The finance minister is engaging the International Monetary Fund (IMF) to scrap nuisance taxes, including the betting tax.

When the scandal of ghost names on the payroll of the National Service Scheme first broke, the focus of the reactive attacks was on the Director-General, Osei Assibey Antwi, and the deputy, Gifty Oware-Mensah.

Ghanaians who reacted to the story attacked them because they believed that the scandal was a recent one that started under their reign, which was the second term of the Nana Addo Dankwa Akufo-Addo government.

It has, however, emerged that the extent of the scandal predates the arrival of Osei Assibey Antwi, with investigations going as far back as 2017 when the NPP assumed power.

In a presentation on TV3 on Saturday, February 15, Sulemana Braimah, the Executive Director of the Media Foundation for West Africa, disclosed that the alleged manipulation of the payroll of the NSS occurred when Mustapha Ussif was the Director-General.

According to him, while the first year of Mustapha Ussif’s administration saw no dramatic rise in the number, the subsequent years witnessed a huge upturn in the number of persons enrolled in the scheme.

In his presentation, he showed a photograph of five persons believed to have supervised the scheme with photos of Mustapha Ussif and Gifty Oware-Mensah featuring prominently on it.

“We are talking about the period of Nana Akufo-Addo and not just last year. During the period, we had Mustapha Ussif, the first Director-General, with two deputies Nana B and Gifty Oware. After the 2020 elections, Assibey Yeboah was appointed, and Gifty was retained with another gentleman also as deputy. These are the five people who have managed the scheme from 2017 to 2024,” he said.

Mustapha Ussif’s connection with sports

In the last four years of Akufo-Addo’s terms, Mustapha Ussif served as the Minister of Youth and Sports.

Under him, Ghana successfully hosted the African Games and won a record number of medals – 69.

His tenure as sports minister saw the Black Stars crash out of the 2023 Africa Cup of Nations and also fail to qualify for the 2025 AFCON.

Gifty Oware-Mensah’s connection with sports

Oware-Mensah is a member of the GFA Executive Council, co-owner of Berry Ladies Football Club, and Vice President of Berekum Chelsea.

She is also a member of the GFA’s management committee for the Black Maidens.

President Mahama Announces Major Update for Government Employees

Catholic Bishops, Christian Council protest omission from National Education Forum

The Ghana Catholic Bishops’ Conference (GCBC) and the Christian Council of Ghana (CCG) have expressed deep concern over their exclusion from the National Education Forum scheduled for February 18-19, 2025.

In a February 17 press statement, the two major religious bodies described their omission as a setback to inclusive dialogue on the future of education in Ghana.

“As key stakeholders in the educational sector, particularly in the provision of quality education through our schools, we are perplexed by the omission of our contributions to discussions that are pivotal to the future of education in Ghana.

“Both the GCBC and CCG have a long-standing commitment to the development and welfare of the educational system, and we have consistently worked to ensure that our educational institutions serve the needs of every Ghanaian child, irrespective of their background or beliefs,” the statement read in part.

The GCBC and CCG have historically played a crucial role in Ghana’s education sector, overseeing many schools and advocating for policies that align with national values, traditions, and aspirations.

They argue that their exclusion undermines efforts to create an equitable and holistic education system.

“Our exclusion from this vital forum undermines the collaborative spirit that is essential to the success of any educational policy or reform. The national discourse on education requires the involvement of all stakeholders, including religious bodies, educators, and parents, whose input can guide the formation of policies that align with the values, traditions, and aspirations of the people of Ghana.

“We believe that the absence of the GCBC and CCG at this forum is a disservice to the broader educational community and to the ideals of inclusivity and shared responsibility in national development.”

The two organisations have therefore called on the government, particularly the Ministry of Education, to reconsider their exclusion and extend an invitation to ensure a truly inclusive forum.

NSA boss urges caution in ‘ghost names’ investigation

The Director General of the National Service Authority (NSA), Felix Gyamfi, has called on The Fourth Estate to allow state agencies to complete their investigations into the ghost names scandal before drawing conclusions.

His remarks come after President John Dramani Mahama directed a probe into 81,885 suspected ghost names on the NSA payroll.

Discovery of Payroll Irregularities

According to Presidential Spokesperson and Minister of Government Communications, Felix Kwakye Ofosu, the irregularities were uncovered during a headcount of active national service personnel.

The audit was initiated at the request of Finance Minister Dr. Cassiel Ato Forson as part of efforts to clear outstanding allowance arrears dating back to August 2024.

The scandal first came to light in November 2024 following an investigative report by The Fourth Estate, which exposed discrepancies in the number of national service personnel announced and those actually deployed between 2018 and 2024.

For example, in the 2017–2018 period, the NSA announced 91,871 personnel, but only 88,000 were deployed, leaving a shortfall of 2,900. The investigation also uncovered multiple instances of duplicate names in the payroll records, as well as individuals over 90 years old registered for national service.

Felix Gyamfi’s Response

Speaking on Channel One TV, Mr. Gyamfi described the revelations as “shocking” but cautioned that the credibility of the case could be compromised if the reported figures turned out to be inaccurate.

He further emphasized the importance of a thorough inquiry, noting that the Bureau of National Investigations (BNI) has been tasked with conducting a comprehensive probe into the matter.

The Minister of Climate Change and Sustainability, Issifu Seidu, has emphasized that sensitizing Ghanaians about climate change in local languages is critical to the country’s fight against climate change.

He explained that addressing the behavioral patterns of locals and ensuring they understand the issue, including the impact of their actions on the environment, is an essential step in the right direction.

Additionally, the destruction of the country’s biodiversity is causing significant harm and must be halted in order to protect it for future generations.

Issifu Seidu noted that approximately 60% of Ghana’s population lives in rural areas. Therefore, presenting information in local dialects will help these communities grasp the seriousness of the issue and understand that their actions could endanger future generations.

He made these remarks during a courtesy call by David Antwi, the Chief Executive Officer of GhanaWeb, on Monday, February 17, 2025, at his office in the Office of the President Annex in Accra.

During the engagement, Mr. Seidu stated, “People must understand that certain actions can endanger future generations. It has to do with lifestyle changes and some sort of responsibility towards our environment. We need to understand that anything we do today endangers future generations…let the rural people know that climate change exists.”

“How do we let them know there are imminent threats related to climate change? Through the media…We cannot succeed without the media, except that we have to localize the communication. The conversation must be localized. People must understand that climate change is not a monster; it is real and affects our lives,” the Minister of Climate Change and Sustainability added.

On the subject of climate change financing, Seidu mentioned that investors are ready to invest in projects aimed at combating climate change, which could also contribute to the country’s development.

It’s worth recalling that during his vetting by Parliament’s Appointments Committee on January 31, 2025, Issifu Seidu expressed his commitment to introducing climate-resilient initiatives that would safeguard vulnerable communities and sectors in Ghana.

He stressed the urgent need for strategic interventions to address the escalating impacts of climate change on Ghana’s economy and environment.

According to a report by The Climate Reality Project, the country experienced a direct economic loss of an estimated US$95 million from droughts in 2020.

Furthermore, rainfall could decline by an additional 12% from 2020 levels by 2050, causing an average economic loss of US$325 million per year by that time.

Intense rainfall will also lead to flooding, which will have a significant impact on agriculture.

As of 2021, agriculture employs approximately 45% of the labor force and contributes about 21% of Ghana’s national GDP.

Most of these workers are engaged in small, rain-fed farms, which are particularly vulnerable to erratic rainfall patterns caused by climate change.

Higher temperatures may also affect crops, leading to lower yields and an increase in pests and diseases.

Perpetual Ofori Ampofo has come under criticism because of her husband’s political party the New Patriotic Party (NPP) after announcing that nurses would initiate a series of industrial actions in solidarity with colleagues who may be affected by a directive of the president to lay off staff recruited during the transition period.

Speaking in an interview on Oyerepa TV on February 17, 2025, she stated that, despite her husband, Bright Ofori Ampofo, being the constituency chairman of the NPP in Bortianor Ngleshie Amanfrom, he has no influence on her decisions.

She described the accusations as an insult, rejecting claims that she is colluding with her husband to make professional decisions.

“You can check my track record; I don’t engage in partisan politics. It doesn’t matter which government is in power; we will always work in the interest of nurses.

“So, you can’t tell me that because the National Democratic Congress (NDC) is in power, I should remain silent on issues affecting nurses.

“If someone claims my husband is behind my decisions, it is an insult to both me and my husband. Even though he is my husband, I am also a professional who makes my own decisions. The National Council consists of about 29 members, so does that mean all of them are NPP members just because we make decisions together?” she said.

Her comments follow a directive from the Chief of Staff at Jubilee House, dated February 10, 2025, which revoked appointments and recruitments made after December 7, 2024.

In a bid to combat the pressing issue of climate change, the Chief Executive Officer of GhanaWeb, David Antwi met with Issifu Seidu, Minister of State in charge of Climate Change and Sustainability, on Monday February 17, 2025 at the his office in Accra.

The meeting highlighted GhanaWeb’s commitment to supporting climate action through enhanced media coverage.

Mr. Antwi announced that GhanaWeb would dedicate a new section of its platform to climate change reporting, ensuring that climate-related content is easily accessible to a wide audience.

The platform will also leverage video content in both English and local dialects to help demystify climate issues for all Ghanaians, particularly in rural areas.

“We will make sure we do our reporting that is geared towards the local communities so they can understand. We also ensure that we dedicate a page on GhanaWeb to climate change issues,” he said.

“We will also ensure that we are not doing only text. Well texts, videos and even cartoons and break it down to the local level, Mr Antwi stated.

The sector minister, Issifu Seidu, on his part emphasised the vital role the media plays in raising awareness about climate change.

He stressed the importance of using local languages to sensitize rural communities on the impact of climate change and the steps they can take to adapt.

Ghana’s climate commitment

Ghana is committed to reducing greenhouse gas emissions and adapting to climate change through its Nationally Determined Contributions (NDCs) under the Paris Agreement.

This aligns with the United Nations’ Sustainable Development Goal (SDG) 13 on Climate Action.

To meet these goals, Ghana is seeking between US$9.3 billion and US$15.5 billion in investment, which will be mobilized from both domestic and international sources.

The country is particularly vulnerable to the effects of climate change, including rising sea levels, droughts, erratic rainfall, and increasing temperatures, which are causing infrastructure damage, displacement, and food insecurity.

These challenges are severely affecting key sectors, such as agriculture, energy, and forestry, placing added strain on the economy.

Through collaboration between the government, media, and private sector, Ghana aims to enhance climate resilience and contribute to global sustainability efforts.

What JJ Rawlings said about Jack Bebli, Ghana’s notorious cop-turned-robber

Alhaji Sheikh Shehu, popularly known as Ex-Regimental Sergeant Major (RSM) Jack (Paul) Bebli, was reportedly one of the most feared people in Ghana in the 1980s and 1990s.

Jack Bebli, who was a Regimental Sergeant Major (RSM) of the defunct Commando (Panther) Unit of the Ghana Police Service, allegedly subjected residents of Accra to inhumane and cruel treatment.

At the peak of his unpopular prowess, Jack Bebli earned a reputation as the man whose name and presence invoked fear among Accra residents.

Reports indicate that Jack Bebli was so powerful that he could organise a group of his police and military colleagues who would block the stretch from Kinbu School to the Fire Service traffic light just to fleece persons plying the road of their belongings.

Due to the fear and power of Jack Bebli and his weapon-wielding servicemen, no man or car ever dared to pass or challenge him and his team.

His stature and demeanour alone are said to have sent shivers down the spines of his victims, leaving them in constant fear, disarray, and even trauma.

The late former President, Flight Lieutenant Jerry John Rawlings, mentioned Jack Bebli during the public hearing of the National Reconciliation Commission (NRC) on the interrogation and killing of Cpl. Halidu Giwa and L/Cpl. Sarkodie Addo in 1984.

Rawlings is heard saying, in a video from the public hearing sighted by GhanaWeb, that Jack Bebli was one of the officers in a video of the interrogation and killings in March 1984, which he was being questioned about.

The late former president said that he saw Jack Bebli carrying Cpl. Halidu Giwa, one of the soldiers who was killed.

“An aircraft landed… there was somebody else lying on the floor who was picked up by the beach during that dissident activity. And then the interrogation of this gentleman for about three, five minutes, talking about all these things… I think I remember, I did tell WO Tettey, I think that’s enough, please send it back to wherever.

“When the aircraft arrived, there were some security personnel on board. And I remember, what’s his name? Jack Bebli was the one who was carrying Giwa, off the aircraft. And as he got down from the aircraft, there was another one who had been captured, I believe, around the Kpong area,” the late former president narrated.

How Jack Bebli conducted the biggest road robbery in Ghana:

Suspicions that ex-RSM Jack Bebli was running an armed robbery cartel were confirmed in 1999 when he and his gang of robbers were arrested for robbing a vehicle transporting 240 million old cedis worth of gold bars.

Details of the incident indicate that Jack Bebli and his seven accomplices were driving in a Peugeot Estate vehicle and a Nissan Urvan bus, waiting at the Yamoransa Junction in the Central Region for the bullion van that was transporting the gold bars.

When the bullion van, driven by one Asamoah, passed by, the accused persons, armed with AK-47 rifles and dressed in military uniforms, followed it until they reached Abotsia, near Apam Junction, on the Cape Coast-Accra Road.

At Abotsia, the Peugeot Estate intercepted the convoy, assaulted those in the convoy, and fired shots into the bullion van.

This scared those in the bullion van, forcing them to flee as if they knew nothing about the attack. The accused persons then entered the bullion van and made away with the gold bars.

They also seized two other vehicles belonging to GHACEM and Ashanti Goldfields Company and carried the gold bars in the one driven by Mprah to Accra.

They shared the booty among themselves, and one Frimpong, who was fleeing with his share to Abidjan, was arrested at the Elubo border. Upon interrogation, Frimpong mentioned the others as his accomplices, who were later picked up by officers.

After months of prosecution, Jack Bebli and five others were, in July 2001, sentenced to 15 years in prison for armed robbery offences.

How Jack Bebli died

In May 2009, reports emerged that Jack Bebli suffered a heart attack and died at the Nsawam Prison, where he was serving his sentence.
