Ghana’s Petroleum Commission to outline upstream investment opportunities

Striving to increase production and reverse natural declines in mature oilfields, Ghana is promoting new investment across its upstream oil and gas sector. The country – through national upstream regulator the Petroleum Commission of Ghana – is embarking on a series of industry reforms that aim to strengthen the operating environment for oil and gas companies. These efforts are expected to translate into heightened exploration, as companies pursue play-opening discoveries in Ghana’s on- and offshore market. 

The Petroleum Commission of Ghana will outline the country’s exploration opportunities during the Invest in African Energies: Accra Investor Briefing – taking place next week. Victoria Emeafa Hardcastle, CEO of the Petroleum Commission, is speaking at the event, sharing insight into regulatory reforms, untapped exploration prospects and strategies being implemented to bolster production. 

Policies such as the Gas Master Plan stand to transform the country from an oil-reliant market into a diverse and integrated economy

With 17 oil and gas projects scheduled for development by 2027, Ghana is making strides towards unlocking its 1.1 billion barrels of crude reserves and 2.1 trillion cubic feet of gas. The Petroleum Commission regulates and manages the utilization of petroleum resources in Ghana, coordinating policies across the country’s upstream sector. Both existing and new policies are expected to support industry growth, particularly in emerging sectors such as natural gas. Notable policies include the Gas Master Plan, a framework for investing in the country’s gas value chain. The plan outlines a development strategy through 2040, incentivizing capital and technology deployment by offering clear terms and objectives. 

The plan has already incentivized major projects. The Tema FLNG project, for example, is under development in Accra. The facility comprises the requisite infrastructure to import, store, re-gasify and deliver LNG to off-takers in the Greater Accra Area. Operated by Helios Investment Partners, the $350 million plant has a capacity of 1.7 million tons of gas per year. Additionally, the Atuabo II Gas Processing plant – an expansion of the operating Atuabo facility – is on track for production in 2025. The second phase has a capacity of 150 million standard cubic feet per day (mmscf/d), with opportunities to increase output two-fold, reaching 300 mmscf/d in future phases. The plant will be capable of producing propane, butane and pentane condensates and is being built at a cost of $700 million. 

In the oil sector, the Petroleum Commission continues to attract investments in exploration, promoting undeveloped blocks in both on- and offshore basins. Following the success of the country’s biggest oilfields – Jubilee and TEN – the country is inviting partners to unlock the potential of adjacent blocks. Engagement with global partners and regional firms have already begun to yield positive results. Tullow Oil brought three new wells onstream at the Jubilee South East project in Q1, 2024, and will drill one producer and one injector well at the Jubilee field in 2025. The company is also advancing a 4D seismic survey at both Jubilee and TEN. Additionally, the Ghana National Petroleum Corporation will drill an exploration well in the Voltaian Basin in 2025. 

“Ghana’s approach to developing its oil and gas industry must be commended,” said NJ Ayuk, Executive Chairman, African Energy Chamber. “The country is not only instituting reforms in tax and policy, but working closely with international operators to strengthen the attractiveness and competitiveness of their investments. Policies such as the Gas Master Plan stand to transform the country from an oil-reliant market into a diverse and integrated economy.”

Former New Patriotic Party (NPP) flagbearer hopeful, Kennedy Agyapong, has bemoaned the state of the country in the first three months of the John Dramani Mahama government.

Speaking in a video clip from a recent TESCON event, which he shared on X on Monday, April 7, 2025, Ken Agyapong criticised the National Democratic Congress (NDC) for supposedly not delivering on its promises.

He said that the first three months of the government are an indication that Ghanaians must prepare for the hardships ahead.

“They promised you heaven… Is this the heaven we’re seeing in these first three months? Is this the heaven we are seeing in these three months? Even in the first three months, look at what is happening.

“So, you can imagine the challenges we are going to face. But it has happened. Let us fortify ourselves, brace ourselves for challenges, and we shall overcome,” he added.

Ken Agyapong, a former Member of Parliament for Assin Central, went on to charge TESCON to work hard to ensure that his party returns to power.

“So, TESCON, I charge you today to lead the NPP’s campaign. Go from house to house, engage everyone you meet, and tell them the story of the NPP. And I know that with your efforts, we will be able to come back to power.”

Chief Justice responds to removal petitions

Chief Justice Gertrude Torkornoo has submitted her preliminary response to President John Mahama following petitions seeking her removal from office.

This submission comes as the 10-day window granted to her to respond to the petitions elapses on Monday, April 7.

The petitions were submitted to the President earlier last month and have sparked national attention, leading to legal and constitutional debates on the proper procedure for handling such matters.

In a letter to the President last week, Justice Torkornoo requested copies of the petitions and asked for at least seven additional days to respond, in line with due process and fairness.

Her response, now formally submitted to the President and the Council of State, is set to be considered as part of the consultation process under Article 146(6) of the 1992 Constitution.

This step is crucial as it could determine whether a committee will be set up to investigate the allegations against the Chief Justice.

Meanwhile, the Supreme Court is set to hear a suit on April 9, filed by Old Tafo MP Vincent Ekow Assafuah, challenging the legality of the President initiating the removal process without first notifying the Chief Justice.

The case adds an additional layer of complexity to the situation as it addresses whether the proper procedure was followed in notifying Justice Torkornoo.

The law surrounding the removal of the Chief Justice is governed by Article 146 of the Constitution, which outlines the steps for the removal of a Justice of the Superior Court or a Chairman of a Regional Tribunal. According to Article 146, the President may only remove a Justice from office for stated misbehaviour, incompetence, or the inability to perform their functions due to physical or mental infirmity.

Key Provisions of Article 146 Regarding Removal:

  • Article 146(1): A Justice of the Superior Court or a Chairman of a Regional Tribunal can only be removed from office for misbehaviour, incompetence, or inability to perform their duties due to infirmity.

  • Article 146(2): The removal process must follow the specific procedures outlined in the article.

  • Article 146(3): If the President receives a petition for the removal of a Justice, other than the Chief Justice, the petition is referred to the Chief Justice for a determination of whether there is a prima facie case.

  • Article 146(4): If the Chief Justice finds a prima facie case, a committee is formed to investigate the complaint. This committee consists of three Justices or Chairpersons of Regional Tribunals and two other individuals, not members of the Council of State or Parliament.

  • Article 146(5): The committee investigates the complaint and submits its recommendations to the Chief Justice, who forwards them to the President.

  • Article 146(6): For the removal of the Chief Justice, the President, in consultation with the Council of State, forms a committee of two Supreme Court Justices and three non-lawyers to investigate and recommend whether the Chief Justice should be removed.

  • Article 146(7): The committee will inquire into the petition and make its recommendation to the President.

  • Article 146(8): All proceedings under this article must be conducted in camera, and the person against whom the petition is made is entitled to be heard in their defence.

  • Article 146(9): The President must act in accordance with the recommendations of the committee.

  • Article 146(10): The President may suspend the Chief Justice or any other Justice during the process, following advice from the Council of State or the Judicial Council.

The outcome of the consultation with the Council of State, the Supreme Court’s hearing of the suit, and the actions taken by the President will determine the next steps in this unfolding situation.

As the process moves forward, the nation remains attentive to how the constitutional provisions will be applied and what consequences may arise from the ongoing petitions.

 The  War Memorial Hospital in Navrongo in the Kassena-Nankana Municipality of the Up­per East Region is to be upgraded into a teaching hospital.

The upgrading of the facility would pave way for the introduction of a med­ical school in the Clement Kubindiwor Tedam University of Technology and Applied Sciences (CKT-UTAS).

This is to train highly qualified health­care professionals to conduct research, and contribute to the broader academic and community well-being by improving healthcare access and outcomes in the region.

The Director General (D-G) of the Ghana Health Service (GHS), Profes­sor Samuel Kaba Akoriyea, made this known on Friday here in Navrongo, while responding to a request by the Paramount Chief of the Navrongo Traditional Area, Pe Asagpaare Aneakwoa Balinia Adda II, calling on him to ‘push’ for the realisation of the projects as promised by President John Dramani Mahama in the lead-up to the 2024 General Elections.

His visit to the Paramount Chief formed part of his three-day tour in the five re­gions of the north, to create awareness on the outbreak of the Cerebrospinal Menin­gitis (CSM) disease, which had claimed lots of lives in the north.

It is recalled that President Mahama in his day’s “Thank you” tour in the region last month, reaffirmed his campaign pledge to upgrade the War Memorial Hospital into a status of teaching hospital to enhance medical services and support medical training.

Professor Akoriyea declared that the Navrongo War Memorial Hospital was dear to his heart, and that, establishing a medical school in CKT-UTAS would en­sure a skilled workforce to meet the health needs of the population in the region.

The D-G in the company of the Region­al Director of Health Services, Dr Samuel Boakye-Boateng, Dean of the School of Medical Sciences, CKT-UTAS, Prof. Juventus Ziem, and other senior health personnel from Accra, later visited the War Memorial Hospital and Bolgatanga Regional Hospital, and donated GH¢220, 000.00 worth of medical equipment to the management.

They include surgical gown, Rikair Flow­meter set, Pulse Oximeter, Bedsheets, KN 95, and Nose masks.

Other items were CPAP machine, 5 LPM Oxygen concentrator, LumiraDX POCT Platform Instrument, LumiraDX HBAIC Test Strips, and 5L Cardboard Sharp Container.

Presenting the items to the management, Prof. Kaba noted that, it was pathetic CSM patients died because of the lack of financ­es to purchase drugs.

He warned clowns in the hospitals and health centres in the region to steer clear of from selling the drugs.

He appealed to the chiefs, opinion leaders and the media to join hands with the health promotion officers to intensify awareness campaigns on the rising canker of CSM.

On his part, the Medical Superintendent, Dr Abraham Titiga, who received the med­ical consumables and equipment on behalf of the hospital, thanked the Director Gen­eral for the kind gesture, stating that the support would help address some pertinent challenges confronting the hospital.

Prof. Akoriyea praised the staff at the Mental Health Unit in the Bolgatanga Re­gional Hospital, saying they were living up to their billings despite being overwhelmed with resources, during his visit there.

He promised to tackle some issues affecting the effective running of health facilities in the region, and encouraged health workers to foster robust health professional-client relationship when they encountered patients.

VW dominates German EV market as Tesla sales decline

Munich, Apr. 7, (dpa/GNA) – Volkswagen has a firm grip on the German electric car market follow a decline in sales for its US rival Tesla.

Cars from the Volkswagen group dominate new registration figures from Germany’s Federal Motor Transport Authority (KBA) for the first quarter of this year.

Only BMW can currently keep up, while the former number one Tesla has now been relegated to eighth place.

The KBA recorded a total of 112,968 new registrations of purely electric cars between January and March.

The clear number one is the VW brand with 25,393, followed by BMW with 10,315. Behind them come three VW subsidiaries – Skoda, Audi and Seat, with 9,258, 8,634 and 8,063 new registrations respectively.

Sixth place goes to Mercedes with 7,090, ahead of Hyundai with 5,316. Tesla only comes in eighth place with 4,935 cars.

In the same period last year, which was also disrupted by the discontinuation of the environmental bonus, Tesla was still in first place, and in third place for the year as a whole.

There are also special effects this year. For example, many manufacturers have postponed new electric car registrations from 2024 to 2025 in order to more easily achieve the stricter fleet targets for C02 emissions.

In addition, Tesla is likely to have suffered not only from the political activities of chief executive Elon Musk but also from the recent facelift of the Model Y.

Some gospel artistes took my album to cemetery – Cwesi Oteng

Gospel musician Cwesi Oteng has shared his experience of being attacked by some of his fellow musicians in the gospel fraternity when he first entered the scene.

Speaking in an interview on Joy Prime’s , Oteng revealed that his rise to fame was met with envy and resistance, especially because his music style was different from the established norm in the industry.

He explained that when he introduced a fresh sound to the gospel music scene, many of his colleagues became jealous of his success and feared that his new style could overshadow the popularity of existing musicians. Oteng alleged that his debut album, which featured hits like and , was taken to cemeteries and other mysterious places in an attempt to block his breakthrough.

“When I stepped into gospel music, I brought a fresh idea, and I started breaking new ground where gospel had not yet entered. Suddenly, doors were opening for gospel music, but it also came with a lot of attacks. At a point, it felt like a spiritual battle. Church people and gospel musicians were attacking me and saying all sorts of things. Some even took my album to places like cemeteries,” he shared with Roselyn Felli.

This resistance from industry peers and spiritual forces took a toll on Oteng’s career, causing his recent tracks to struggle in gaining traction and contributing to a decline in his prominence among Ghanaian music lovers.

However, Oteng made the decision to recharge and focus on producing music at his own pace.

He stated that stardom is not his primary focus, as he prefers to take time off when needed and return refreshed rather than constantly staying in the spotlight. “You also want to live long, so when you realize you need to re-energize yourself, you do it. Stardom isn’t really my thing. I can leave the scene, take care of myself for a year, and come back. Trying to be in people’s faces all the time is not for me,” he said.

Counseling In Marriage Crucial To Prevent Divorce – Dr. Augustt

Co-founder of the Narrow Path International Ministries, Dr. Evelyn Sefakor Augustt says the high rate of divorce in recent times could be attributed to failure of couples to seek for counselling in their marriages.

Speaking in an interview with the DAILY GUIDE, she said most people would have been able to sustain their marriage relationship if had paid equal attention to the challenges facing them by seeking for counseling as they did prior to their marriage.

She said though most pastors have consistently highlighted on the importance of counseling before marriage, they have however not given priority to the need for couples to seek for counselling in their marriages

According to Dr. Augustt, counselling in marriage is important because many couples only become abreast of their differences after marriage.

She indicated that such differences and challenges that are bound to occur in marriages which may sometimes lead to divorce could easily be resolved among couples if they seek for counselling whenever they are confronted with a problem.

“People have different attitudes and behavior that are likely not to come up while they are courting, the partners may only notice them during the marriage.

It is therefore important that both couple ensure that they seek for counseling on matters affecting their relationship early before it gets into a stage that may lead to divorce”.

“Counseling during the marriage will also improve their level of intimacy, help them to appreciate each others weaknesses, understand themselves better and live happily among themselves”.she added
She also urged people irrespective of their status in life not to hesitate to seek for counselingeven afterpraying totake adecision on an issue.

Dr. Augustt who is also the Managing Director of Trent UK emphasised that there are individuals who could have excelled in their career path or family relationship if they had received some form of counseling from a professional or a minister of the gospel.

“Some people are living on this earth without a clear purpose for their lives, they are confused. They are confused without knowing exactly where they are going and what they want to do with their lives.

Support from a professionalcounselor is the surest way to reduce some of these challenges facing such individuals” she added.

Yakubu Issahaku, who served as Aide-de-Camp (ADC) to former Vice President Dr. Mahamudu Bawumia, has alleged that armed National Security operatives raided his private residence in Sapeiman on Saturday, April 5, 2025.

Issahaku claims he was alerted to the raid by a friend via WhatsApp at approximately 6:14 p.m., who informed him that around 30 masked and armed personnel had forcibly entered his home.

He described the operation as destructive, stating that the operatives ransacked the property, leaving behind significant damage.

Independent body should handle CJ appointments, dismissals

Former Attorney General and Minister of Justice, Nii Ayikoi Otoo, has called on the Constitutional Review Committee to revisit the constitutional provisions that grant the President authority to appoint and remove the Chief Justice.

His comments follow Chief Justice Gertrude Torkornoo’s formal response to petitions seeking her removal from office—a response she submitted to President John Dramani Mahama and the Council of State ahead of the April 7, 2025 deadline.

President Mahama had given the Chief Justice ten days to respond to three separate petitions requesting her dismissal.

Speaking in an exclusive interview on Channel One Newsroom on Monday, April 7, Ayikoi Otoo raised concerns about the neutrality of the current process.

He questioned the rationale for forming an investigative committee when the allegations may not meet the constitutional threshold for removal.

“If we are doing this in all fairness, look at the threshold; stated misbehavior, incompetence, all the complaints should be brought within these remits. If they don’t meet it, why do you go beyond that to set up a committee of enquiry to determine what? Unless you have made up your mind already that you want to remove the person. Because once you say there is a determination and you refer it to that five-member committee, whatever the people say will be the end.”

Ayikoi Otoo argued that both the appointment and removal of the Chief Justice should be handled by an independent body in consultation with Parliament, rather than left solely to the discretion of the President.

“This is not fair. In the first place, giving the power to even the president to appoint is wrong. That’s why the Constitutional Review Committee is looking at it—to get an independent body to do some of these appointments with the approval of Parliament. Then the removal will follow the same procedure,” he stated.

GRA exceeds revenue target in quarter one, records GH¢41bn

The Ghana Revenue Authority (GRA) has surpassed its revenue target in the first quarter of the year, recording GH¢41 billion.

The target for quarter one was GH¢36 billion.

Acting Commissioner-General of the GRA, Anthony Akwasi Sarpong, says the Authority is adopting strategic measures, including widening the tax base to include the informal sector, especially in the Ashanti region.

Meanwhile, the Authority is targeting to generate at least GH¢220 billion in revenue for the country by the end of the year.

 Mr. Sarpong made the revelation during a visit to the Ashanti region’s Tax Services Centre to pay a working visit to the staff.

“Our first quarter performance has been impressive with an improved generation from the Ashanti region and we have to build upon that to meet our set target for the year. We have been given a GH¢220 billion target in the budget and we’re very positive about crossing this target.”

“For the first quarter [2025], the budget set was GH¢36 billion, but I’m happy to announce that we have raked in GH¢41 billion by the end of the quarter and this is an improvement,” he noted.

The meeting is part of efforts streamlined by the management to familiarise with operations of the various collection points under the Authority.

In 2024, the GRA exceeded its revenue target by mobilising GH₵153.5 billion.

The Ashanti region has, over the years, improved in revenue generation targets, with both the customs and domestic collection units exceeding their targets in 2024.

The Commissioner-General says the Authority is looking at ways to expand the tax net in the region to rake in more revenue from the informal sector.

A Ghanaian model and brand ambassador, Tina Mensah, has filed a defamation lawsuit in the High Court of Ghana, Accra, against Nana Ama Dokua Asiamah-Adjei, a former Member of Parliament for Akuapem North Constituency, and Abigail Kwarteng, a Kumasi resident.

The suit dated March 28, 2025, numbered GE/016/2025/2025, seeks aggravated damages of GH¢20 million, general damages, and a public apology from the defendants.

According to the Statement of Claim, Mensah alleges that on February 18, 2025, Kwarteng recorded a video of her naked while she was in the bathroom at Kwarteng’s residence in Kumasi.

The recording took place at 9:39 a.m., following Mensah’s stay at the residence since February 13, 2025. Kwarteng, identified by the plaintiff as the foster daughter of Asiamah-Adjei, allegedly sent the video to the former MP via WhatsApp.

Asiamah-Adjei, who served as MP for Akuapem North for two terms and was the Deputy Minister for Trade and Industry from 2017 to 2024, allegedly published the video to her contacts and instructed them to share it on other social media platforms, including Facebook and TikTok.

Mensah, a mother of three domiciled in Germany, claims the video’s publication has caused her profound distress, anxiety, and public odium in Ghana and abroad.

As a model and brand ambassador with 102,000 followers on Facebook, she states that her contracts with companies like Sasa Hair and Ghana Organics have been abrogated, her relationship with her fiancé outside Ghana has collapsed, and her children are facing ridicule in school and public places.

The plaintiff further alleges that the defendants’ actions were malicious, intended to defame her and lower her reputation among right-thinking members of society.

The Writ of Summons, issued on March 28, 2025, commands the defendants to appear within eight days of service to answer the claims. Mensah is represented by Bright Apraku, Esq., a solicitor based in Sunyani.

The court document, sighted by GhanaWeb, also notes that Kwarteng admitted to recording and sending the video to Asiamah-Adjei during an arraignment in Kwadaso-Kumasi, though Mensah has since refused to honour further police invitations, focusing on the civil case.

The plaintiff seeks a declaration that the video’s publication on TikTok and Facebook is defamatory, an order for the defendants to issue an apology on their social media platforms, and costs, including legal fees, alongside the GH¢20 million in damages.

The case is set to proceed in the High Court, Accra.

A recent statement by Cwesi Oteng has ignited conversations on social media inviting gospel minstrel Esther Smith to share her experience about some “evil” people in the gospel music industry.

While responding to Cwesi Oteng’s story about how some gospel musicians took his album to a cemetery to jinx it, Esther commented in a Facebook post that she has also gone through similar situations.

“Hmmm this industry. You see, if you are genuine they will fight and deal with you until you give up. That is the reason why the Bible says we should pray without ceasing. There are a lot of evil things going around that if you pray hard, you can definitely see it. You don’t need a prophet to tell you this.

It’s long time ooo, sometimes they can work through your relationship your financial, even your health, so if you know you know. Sorry my dear, keep on praying. God will come through for you, if you are genuine  called. If I tell you what I went through and what I am going through, you will feel sorry for me but I know my redeemer lives. On Joy Prime’s  Cwesi Oteng explained that when he first entered the industry and his songs seemed different from the already existing ones, many of his colleagues became envious of his sudden rise and his style of music.

Cwesi Oteng alleged that some industry players found it difficult to understand his style and feared that he could overshadow the fame of the existing musicians. He claimed that his debut album, which included  and others, was taken to the cemetery and other mysterious places in an attempt to block his breakthrough.

“When I stepped out into gospel music, I was like a fresh idea and I started breaking a lot of grounds where gospel had not entered. Suddenly, doors were opening for gospel music. It also came with a lot of attacks. At a point it’s a war spiritually and everything. Church people were attacking and said all sort of things. Gospel musicians also felt like the guy has come to change the scene. People were doing all sort of things. They took my album to places; people took it to cemeteries,” he told Roselyn Felli.

While some people are daring Cwesi to mention names, others, including Esther Smith have indicated that these are things that happen in the gospel music space.

The Chair of the South African Council of Elders for the National Democratic Congress (NDC), Benjamin Kofi Quashie, has weighed in on the cocaine allegations made by the Member of Parliament for Assin South, Rev. John Ntim Fordjour, describing his actions as diversionary and propagandist.

This follows Fordjour’s insistence on allegations that two suspicious flights landed at Kotoka International Airport, allegedly carrying drugs and cash, for which he believes security agencies should provide answers.

Government spokesperson Felix Kwakye Ofosu has explained that the flights landed in the country due to technical faults.

Speaking on Joy Prime on Monday, April 7, Quashie questioned Rev. Fordjour’s actions, emphasizing that if he has the necessary evidence to back his allegations, he should present such evidence to the State for further action.

He further pointed out that the State would have picked him up long ago if that was their actual intention.

“I can confidently say that the processes to pick him up are almost complete. The Speaker is out of town, but that does not preclude the processes set in motion,” he stressed.

The SA NDC Council Chair noted that if Rev. Fordjour disagrees with the set of facts presented by the government spokesperson, the coming days would reveal whether he is being truthful or engaging in political gimmicks.

“Once he has agreed to collaborate with the security agencies and present his set of facts to them, that is in the right direction, and we look forward to that,” stated Mr. Quashie.

Commenting on comparisons drawn between Rev. Fordjour and the MP for North Tongu, Samuel Okudjeto Ablakwa, Quashie argued that there was no basis for comparison.

While Okudjeto brought up issues backed by indubitable facts, Rev. Fordjour did not do the same, instead choosing to go to the press first with his allegations.

The SA NDC Council of Elders Chair cautioned the NPP against the over-politicization of drug trafficking issues, underscoring, “If they think it’s going to affect the NDC administration, no, it’s going to affect Ghana, and the sooner they stop, the better.”

Ntim Fordjour wouldn’t speak if he had no facts – Former MP

Former Member of Parliament for Ablekuma Central, Ebenezer Nartey, has thrown his support behind Rev John Ntim Fordjour, Ranking Member on Parliament’s Defence and Interior Committee, over allegations of illicit dealings involving two aircraft that reportedly transited through Ghana.

Speaking on , Mr. Nartey said he believes Rev. Fordjour would not have spoken publicly without credible evidence.

“I would be extremely surprised if he had no facts. He wouldn’t lead a press conference without concrete evidence,” Mr. Nartey stated. “He gave the time of arrival, the date—everything. All the necessary details were provided.”

The issue gained public traction after President John Mahama tweeted, calling on security agencies to act swiftly and investigate the claims.

However, Mr. Nartey criticised what he called a lack of urgency from security agencies.

“Till now, we haven’t heard whether the security agencies have initiated any investigations,” he lamented.

He drew parallels with a recent case where the Speaker of Parliament wrote to the National Intelligence Bureau (NIB) to meet with A Plus and Yussif, suggesting similar urgency should be applied to this case.

“If that could be done, why can’t it be done for Rev. Fordjour? This is a serious issue involving drugs and money laundering,” he questioned.

Mr. Nartey also urged President Mahama to take a more proactive role.

“Before the election of the Speaker, Mahama instructed his MPs to vote for Bagbin. So why can’t he now call on the Speaker to prioritise this issue? What is stopping him?” he asked.

He stressed the need for swift action to reassure the public.

“For me, Ghanaians expect the President to ensure that security agencies get to the bottom of this. I even asked Rev. Fordjour directly if he’d cooperate if called, and he said yes—he’s ready to provide more information,” he added.

Constitutional ambiguity behind confusion over CJ’s removal

Former Director of the Ghana School of Law, Kwaku Ansa-Asare, has attributed the ongoing legal uncertainty surrounding the possible suspension of Chief Justice Gertrude Torkornoo to ambiguities within Article 146 of Ghana’s Constitution.

His comments come in the wake of confirmation that Chief Justice Torkornoo has submitted her written response to President John Dramani Mahama and the Council of State, meeting the April 7, 2025 deadline set in response to petitions calling for her removal from office.

Speaking on Eyewitness News on Monday, April 7, Ansa-Asare pointed to inconsistencies in the drafting of Article 146—particularly clauses 6 to 9—as the root of the ongoing debate.

“The back and forth is because there doesn’t appear to be clarity in the wording or drafting of the various provisions in Article 146, especially from clauses 6 to 9. That is why there seems to have been a back and forth. It all comes down to exactly when the president acts to suspend the chief justice,” he stated.

According to him, although the Constitution mandates that the President consult the Council of State and appoint a committee to investigate such petitions, it fails to clearly outline the timeline for suspending the officeholder.

“Because, according to Act 146, when it comes to the removal of the chief justice, the president shall act in consultation with the council of state, appoint a committee consisting of two justices of the supreme court,” he said.

“The committee appointed under clause 6 of this article shall inquire into the petition and recommend to the president whether the chief justice ought to be removed or not. It doesn’t tell us when the president has to so act,” he added.

Ansa-Asare noted that interpretations of the provision differ, adding to the uncertainty.

“One school of thought is of the view that when the president receives the petition for the removal, then the president may automatically suspend the chief justice from office. That is not what the framers of the Constitution intended.

“The framers intended that where the petition was for the removal of the chief justice, there is a consultative process involving the president, the council of state, the incumbent chief justice, and a committee… So, it is not clear exactly when the whole thing is to begin,” he explained.

The consortium, supported by the Climate and Clean Air Coalition, emphasises urgent and targeted actions to mitigate Short-Lived Climate Pollutants (SLCPs), specifically methane (CH₄), nitrous oxide (N₂O), and black carbon, to strengthen Ghana’s response under the Paris Agreement and significantly advance national sustainable development objectives.

Agriculture, accounting for approximately 25% of Ghana’s greenhouse gas emissions, notably contributes substantial amounts of methane from rice and livestock systems, nitrous oxide from the use of fertilizers and manure, and black carbon emissions through biomass burning practices. Addressing these SLCPs presents an exceptional opportunity to rapidly mitigate climate change, improve air quality, and enhance human health and agricultural productivity.

In line with Ghana’s ambitious climate targets, the ACE4ES Consortium proposes:

•             Methane Emission Reductions of 25-30% through improved livestock management, manure handling, and sustainable rice cultivation techniques such as Alternate Wetting and Drying (AWD) and System of Rice Intensification (SRI).

•             At least 25% Nitrous Oxide Emission Reductions via optimized nitrogen management, enhanced manure management practices, and adoption of integrated soil fertility management strategies, including biochar and composting.

•             Minimum 40% Black Carbon Emission Reductions by promoting sustainable agricultural residue management practices, eliminating open biomass burning, and fostering agroforestry and sustainable household energy alternatives.

The Consortium underscores the critical need for robust stakeholder collaboration, capacity building, improved emissions data management, and adequate financing mechanisms to successfully achieve these targets.

The ACE4ES Consortium reaffirms its commitment to providing technical support, facilitating stakeholder engagement, and advocating for evidence-based policy actions to support Ghana’s agriculture sector contributions to the Nationally Determined Contributions (NDCs).

The group called upon policymakers, private sector leaders, civil society organizations, research institutions, farmers, and international development partners to join in advancing a resilient, climate-smart agricultural future for Ghana and beyond.

The Ranking Member of Parliament’s Defence and Interior Committee, Rev. John Ntim Fordjour, has alleged that President John Dramani Mahama has halted the deployment of several Ashanti high-ranking military officers who had been selected for United Nations missions as reported by Ghana Web.

According to the Assin South MP, the affected officers, ranging from lieutenant colonels to colonels, were due for international assignments arranged months prior.

However, he claims these appointments were recently revoked by the presidency without clear justification.

Speaking on Voice of London Radio on April 4, 2025, Fordjour criticized the Mahama administration’s handling of military appointments, describing it as discriminatory and politically motivated.

He accused the government of sidelining officers based on their ethnic background.

“These arrangements were made three to four months ago, and now this government has rescinded all such appointments for Ashantis while leaving appointments for officers from other tribes intact,” he said.

Political Science lecturer at the University of Ghana has expressed disappointment over comments made by the General Secretary of the New Patriotic Party (NPP), Justin Kodua Frimpong, suggesting that the party’s primary focus is on the alleged drug trafficking scandal rather than internal party matters involving former Dome-Kwabenya MP, Adwoa Safo.

Speaking in an interview on Joy FM‘s Top Story on Monday, April 7, Dr. Kwame Asah-Asante acknowledged the importance of the alleged drug trafficking saga, but insisted that issues within the political space, including the controversy surrounding Adwoa Safo, are equally critical to the public interest.

“I am not happy with the statement from the NPP General Secretary who said that they were more interested in the alleged cocaine story. That is important — there’s no doubt about that — but this is also equally important,” Dr. Asah-Asante stated.

He argued that the public deserves full disclosure on all matters of national interest, particularly when it concerns the actions or conduct of public office holders.

Dr. Asah-Asante called on the NPP to ensure that both matters — the alleged drug trafficking incident and the disciplinary concerns surrounding Adwoa Safo — are given the necessary attention and transparent handling.

“The public has the right to know what happens within the political space the state has created for all of us. We also want to understand what is happening. So if he gives an explanation that the drug issue is more of a concern to them, this one [Adwoa Safo issue] is equally of importance to us.

“We want to see the logical conclusion of the story by the party. The individual who is alleging must also be able to provide the necessary information for us to get to the bottom of this matter,” he added.

His comments come after the NPP General Secretary said the decision to postpone the meeting with Adwoa Safo, which was planned for today,[Monday] was due to the magnitude of the alleged drug trafficking scandal.

He indicated the party is now focused on questioning government on that particular matter istead of engaging in internal party politics where Adwoa Safo is involved.

Mahama must suspend CJ if prima facie case is established – Ansah-Asare

Former Director of the Ghana School of Law, Kwaku Ansah-Asare, has weighed in on the ongoing constitutional debate surrounding the potential suspension of Chief Justice Gertrude Torkornoo.

He says the President is obliged to suspend her once a prima facie case is established and a disciplinary committee is constituted under Article 146 of the 1992 Constitution.

His remarks follow the Chief Justice’s formal response to petitions seeking her removal. Sources confirm that she submitted her written response to both the President and the Council of State ahead of the April 7, 2025 deadline.

Speaking on Eyewitness News on Monday, April 7, Ansah-Asare outlined the constitutional procedure expected in such cases, referencing Article 146(7).

“The provision in Article 146(7), the committee appointed under clause 6 of this article shall inquire into the petition and recommend to the president whether the chief justice ought to be removed from office. With my understanding and the reading, this is that, where the president, acting in consultation with the council of state, is of the view, pursuant to the consultation, that a prima facie case has been made out, then the committee is set up.

“The moment the committee is set up, the president is then obliged to (may) suspend the chief justice, and I think it is fair,” he explained.

Ansah-Asare argued that allowing the Chief Justice to remain in office while under investigation could undermine the integrity of the process.

“Because if a committee has been set up, it is to inquire into the allegation. And while the committee [is] inquiring into the allegation, the chief justice cannot remain in office because there is a likelihood of interference, and therefore, she has to step aside. It is at that point that the president may remove her.”

He, however, cautioned that suspension should only occur if the petition has merit.

“But I will say, if the petition is frivolous, then there is no need to set up a committee. But when the petition has some merit, and a prima facie case has been made, then the committee is set and after that the president will be right to suspend the chief justice,” he stated.

Immigration officers at the Bunkpurugu Sector Command in the Northeast Region have successfully intercepted 25 bags of cocoa beans being smuggled into Togo through an unapproved route.

The operation, which took place around 22:00 hours on Sunday, April 6, 2025, was prompted by a tip-off. According to a statement released on April 7, the Officer-in-Charge of the Bunkpurugu Sector Command, Rev. Edwin Adjetey Doku, along with his Operations Commander, mobilized eight additional officers to the Kauk border community to lay an ambush.

The operation led to the arrest of two unregistered motor kings who were transporting the smuggled cocoa beans. Along with the two motor kings, 25 individuals aboard the vehicles were also apprehended, and the smuggled goods were seized.

The intercepted cocoa beans are now in the custody of the Ghana Immigration Service at Bunkpurugu. The goods are expected to be handed over to the Customs Division of the Ghana Revenue Authority for further action.

The New Patriotic Party (NPP) says its immediate focus is on the alleged drug trafficking scandal and not internal party matters involving former Dome-Kwabenya MP, Adwoa Safo.

In an interview on Sunday evening, the NPP General Secretary, Justin Kodua Frimpong, announced the party’s decision to postpone its scheduled meeting initially planned for today, Monday, April 7, citing the gravity of the drug trafficking allegations as the reason.

According to Mr. Kodua, the party considers the ongoing scandal a matter of national interest that requires urgent attention and critical engagement with the government, rather than diverting attention to internal disciplinary matters involving Adwoa Safo.

“There is not going to be any discussion on whether or not Honourable Adwoa Safo is going to appear before any committee or not. What the party is going to discuss is the running issue with respect to the alleged drug trafficking in our country,” he stressed.

The NPP General Secretary emphasized that the party would not allow its focus to be shifted to Adwoa Safo’s matter at this critical time.

“Our priority now is the alleged drug trafficking scandal, not internal party politics. Ghanaians deserve answers from the government. We expect transparency, accountability, and clarity on this matter,” he added.

He expressed disappointment in the government’s handling of the situation, raising concerns about the inconsistencies in the official narrative surrounding the scandal, which he believes has dented Ghana’s image internationally.

“The rank and file of our party have expressed disappointment at the worrying behaviour of this government. There are several mind-boggling questions we expect the government to answer. The attempt to sweep these critical issues under the carpet is unacceptable,” Mr. Kodua stated.

He further criticised the government’s silence on the matter, questioning why there has not been any official communication from the country’s security agencies despite the magnitude of the allegations.

“This is worrying and embarrassing for our country. It is shocking that, when this issue has become an international topic, we are yet to hear any official communication from our security agencies,” he lamented.

His comment comes prior to Madam Adwoa Safo, accompanied by her supporters, storming the NPP headquarters to with supporters to appear before the party’s Disci[primary Committee.

She expressed disappointment that the committee failed to officially notify her about the postponement of her scheduled appearance before them.

Tema-Aflao road contractor returns to site after 15-month halt

After over a year of dormancy, work has officially resumed on the critical Tema-Aflao road project, following direct appeals and financial reassurances from the government of Ghana.

BHM International Construction (UK) Ltd, the contractors overseeing the 17-kilometre stretch from the Tema Roundabout to the Central University campus at Miotso, returned to the site on Monday, 7th April 2025. 

The $105 million project—funded by a bilateral loan from the United Kingdom—had been suspended since December 2022 due to the government’s temporary halt on debt service payments amid a broader debt restructuring exercise.

The suspension was a consequence of Ghana’s announcement in late 2022 to pause payments on Eurobonds, commercial loans and most bilateral loans as part of its Domestic Debt Exchange Programme (DDEP). 

However, recent pronouncements by President John Dramani Mahama, the Minister for Finance, Cassiel Ato Forson, and the Minister for Roads and Highways, Kwame Governs Agbodza, appear to have rekindled confidence among contractors.

“We are delighted to be here today with all of our colleagues and our equipment as we resume work on the Tema-Aflao Interchange programme,” said the Country Director of BHM Ghana, Adrian Wilson. 

“We have been delighted with the public reassurances recently for funding to be unfrozen with regards to the debt restructuring. So, with that, we have decided to resume work today. Potentially, maybe other contractors wouldn’t take that risk but we have seen enough reassurances from the (Ghanaian) government and we know that the UK government is fully behind the reinstatement of these loans, so it may be premature but we are going to take that risk and we are going to restart.”

The Minister for Roads and Highways, Kwame Governs Agbodza, who recently conducted a tour of road infrastructure sites across the country, had earlier appealed to contractors to return, assuring them of government’s commitment to unlocking funding tied up in the debt restructuring.

The company’s Client Relations Manager, Wisdom Adonu, acknowledged the assurances and urged the government to expedite the reinstatement of the loan facility to ensure timely completion.

“This is our commitment to the project. We have returned to the site, and we appeal to the government to do its part by restoring the loan facility,” he stated. “Yeah, well, based on all the assurances the Minister and the President has given. We have written this morning to them in good faith that we have resumed work today per the contract demands. Thank you.”

The current scope of the work, which begins one kilometre east of the Tema Expressway Roundabout and stretches beyond Central University, is a significant component of Ghana’s eastern corridor transport network. It includes a 3-lane dual carriageway, one-way two-lane service roads on either side, and four major interchanges at Kpone Barrier, Savannah, Afienya, and Prampram.

The construction will also involve the installation of modern drainage systems, pedestrian bridges, and high-mast lighting to improve road safety and accessibility.

Eric Tetteh, BHM Ghana’s Construction Manager, outlined the work done prior to the suspension and what lies ahead. “We were close to about 30 percent progress on site in June 2023. We have sent a completion programme to the Ministry and they are reviewing it. We have got a lot of road works to do, culverts to do and complete all the four bridges.”

With a revised project timeline of 18 months, the contractors are confident of delivering, provided that funding flows as promised.

The resumption of the Tema-Aflao project brings renewed optimism not just for commuters who endure heavy congestion on the corridor, but also for trade and economic activities between Ghana and neighbouring countries along the West African coast.

Veteran broadcaster and entertainment personality Andy Dosty has disclosed that multiple award-winning dancehall artiste Shatta Wale once expressed strong interest in signing King Paluta to his label, long before the rapper became a household name.

According to Andy Dosty, the desire to sign King Paluta came in the wake of their collaboration on the 2020 hit single “Ahodwo Las Vegas”, where the then-underrated rapper delivered a performance that caught the attention of the SM boss.

“The person who wanted to sign King Paluta was Shatta Wale. He really wanted to sign King Paluta; at the time, he had not blown, and nobody knew him,” Andy Dosty revealed during an appearance on the Asetena Pa Podcast hosted by Akoto Mansa on YouTube.

The respected presenter recounted how he personally engaged in multiple in-depth conversations with Shatta Wale, discussing strategies to develop the Kumasi-based rapper’s brand and the level of investment required.

“I remember I would spend about an hour with Shatta Wale talking about King Paluta, how to shape his career and the kind of money we needed,” he said.

Interestingly, Andy Dosty noted that King Paluta himself was unaware of the discussions that were being held about his future at the time. Despite a strained personal relationship with Shatta Wale, the broadcaster revealed that he still played a crucial role in facilitating their subsequent collaboration on the track “Adiepena”.

King Paluta, whose rise in the Ghanaian music industry has been meteoric over the past two years, continues to enjoy massive success with a string of hit songs and memorable stage performances. His unique rap style and lyrical dexterity have earned him widespread acclaim.

With his current dominance in the local music scene, King Paluta is now considered a frontrunner for the prestigious Artiste of the Year award at the 2025 Telecel Ghana Music Awards, slated for May 3.

Quite apart from that, President Mahama has shown a commitment to reducing the size of government,” he stated.

Hamza Suhuyini argued that the NDC’s actions are exerting immense pressure on the NPP.

“If you have a government that is doing so much within this short period of time, it is not surprising that the opposition party seems to be panicking about the steps of this government. Because clearly, these steps I have just enumerated will, if care is not taken, annihilate the political ambitions of the NPP.

“So, it must be the strategy of every political party in opposition to begin to think of ways to divert the attention of the Ghanaian people away from the gains being made daily by this government,” he added.

Chief Justice Torkornoo responds to petitions asking for her removal

Accra, April 07, GNA – Chief Justice Gertrude Araba Esaaba Sackey Torkornoo on Monday submitted her written response to the three petitions seeking her removal from office to the President. 

This was in reply to a request by President John Mahama which gave her a 10-day ultimatum to respond to the petitions. 

The Presidential request was in response to an earlier letter from the Chief Justice demanding copies of the petitions. 

According to sources familiar with the issue, the Chief Justice also served the Council of State with copies of her response. 

The matter, which the President had earlier referred to the Council of State for consultation, and with the Chief Justice’s response now in, the Council would now determine whether a prima facie case had been established against the Chief Justice or not.

Adwoa Safo was informed of hearing postponement

The Deputy General Secretary of the New Patriotic Party (NPP), Haruna Mohammed, has clarified that former Dome-Kwabenya Member of Parliament, Sarah Adwoa Safo, was duly informed of the postponement of her disciplinary committee hearing.

His response follows concerns raised by Adwoa Safo, who claimed she was not notified about the hearing’s cancellation and questioned why she was served a summons only to find no committee in session upon arrival at the party’s headquarters.

Speaking at the NPP headquarters in Accra on Monday, April 7, Haruna Mohammed emphasized that the party had adhered to established procedures in communicating the rescheduling of the meeting.

“Her counsel received a letter. We have had the cause to have calls with her. Even me, I pointed to her that I’ve called on her numbers,” he said, noting that he personally attempted to reach her on multiple occasions.

Mohammed further explained that Adwoa Safo had been informed the committee would reconvene at a later date, which would be communicated to her in due course.

He reiterated the party’s respect for Safo as a senior member and acknowledged the significance of her concerns, while stressing the importance of clear communication when disagreements arise.

“I’m stating the facts, and this is an official record I am putting out to the general public,” he added, firmly dismissing claims that she was left uninformed.

Mohammed assured that the party’s disciplinary committee remains committed to due process in addressing the matter.

Eco-Conscious Citizens, a leading environmental advocacy group, has called on Interior Minister Mohammed Mubarak Muntaka to reconsider his decision to deport foreigners involved in illegal mining (galamsey) without trial.

During an engagement with the Ashanti Regional Police Command, the Minister announced that the government would deport such individuals instead of prosecuting them, citing the need to protect the environment and save the country money.

“We have resolved, as a new policy, that for two things—whether you’re involved in galamsey or cutting down our trees unlawfully, or engaging in fraudulent activities, whether through computer fraud or other means—when we arrest any foreigner, we are not interested in prosecuting them. Our first option is to take them back to their country,” the minister stated.

“The prosecutors within the police have officially written to the Attorney General. We are not interested in prosecuting people who are destroying our environment or defrauding people across the globe. What we want is to take them back to their country and put them on the stop list, ensuring they can never return to our country.”

Reacting to this on Morning Starr with Naa Dedei Tettey, the Coordinator for Eco-Conscious Citizens, Awula Serwah, disagreed with the policy, arguing that it would create an avenue for more foreigners to engage in galamsey.

She believes that punishment before deportation is necessary to serve as a deterrent.

She said, “If someone is involved in environmental terrorism, destroying our forest reserves and poisoning the water bodies, and what you’re saying is that they can come to Ghana, engage in these activities, and when we catch them, we just pay for their fare to return to their country without prosecution, no jail time, and no restitution—then that’s not a deterrent. We all know how porous our borders are, and the case of Aisha Huang shows that people can return under a different name or identity. I struggle to understand what kind of deterrent this will be.”

Serwah questioned the effectiveness of the policy, citing the case of Aisha Huang, who managed to return to Ghana despite being previously deported.

“We know the facts about how Aisha Huang managed to come back. If you want a deterrent, there needs to be something so severe that they will not contemplate coming back. But with this policy, the worst-case scenario is that if they are caught, they’ll just be sent back to their country. So, where is the deterrent? People believe they can make a lot of money from mining gold, which is why there’s a rush to engage in galamsey. Ghanaians themselves are involved and competent in it.”

She emphasised the need for robust action, including prosecution and imprisonment, to discourage foreigners from engaging in galamsey.

“So if you want to stop it, I keep saying I struggle to understand how merely deporting them will help. It’s also going against the law because the Lands and Minerals Act clearly states that those caught should be prosecuted.

“The idea that we won’t prosecute them to save money doesn’t stand scrutiny. You need to deal with them robustly to discourage them from coming. You need to prosecute and imprison them, and then after they’ve served their sentences, they can return to their country.”

In an interview with Fakye TV, Masawudu shared his surprise at receiving the gift, admitting that he had never had the chance to speak with Asare before.

“I was really surprised because, even though we’ve played against each other before, I never had the chance to speak to him. There was a time I tried to approach him, but I was told he had stepped out.

“So honestly, I’ve never spoken to him directly. I watch and learn from him from afar, so when the gloves were brought to me, I was shocked,” Masawudu said.

Masawudu revealed his tears of happiness and heaped praise on Asare.

“It brought tears to my eyes when I thought about the gesture. For someone like Benjamin Asare to remember a young, upcoming goalkeeper like me, it meant so much.

“I pray God blesses him, grants him long life, and opens even bigger doors for him. It’s my wish that he never loses his place in the Black Stars,” he added.

Masawudu was part of the Young Apostles squad that held 2016 champions Legon Cities to a 1-1 draw on Sunday, April 6, 2025, a result that further pushes them away from the drop zone.
