GPHA, Burkina Faso strengthen trade ties to boost bilateral cooperation

In a bid to enhance bilateral trade relations between Ghana and Burkina Faso, the Acting Director-General of the Ghana Ports and Harbours Authority (GPHA), Brigadier General Paul Seidu Tanye-Kulono, hosted a high-level delegation from the Burkinabé government at the Authority’s headquarters.

The delegation, led by Ghana’s Special Envoy to the Alliance of Sahel States (AES), Col. (Rtd.) Larry Gbevlo-Lartey, included Burkina Faso’s Minister of Industry, Commerce, and Handicrafts, Serge Poda, Minister of Energy and Mines, Yacouba Zabré, Minister of Environment, Water, and Sanitation, Monsieur Roger Baro; and Burkina Faso’s Ambassador to Ghana, His Excellency David Kabre.

Key stakeholders from various sectors of the Burkinabé economy were also present.

The Burkinabé delegation reaffirmed its commitment to strengthening trade ties with Ghana, emphasizing their preference for Ghana’s ports as the main gateway for transit trade within the Alliance of Sahel States.

Brigadier General Tanye-Kulono assured the delegation of GPHA’s dedication to fostering trade growth and improving economic opportunities for both nations.

“We are committed to realizing the vision of our leaders in boosting trade and enhancing the standard of living for our citizens. We plan to visit Burkina Faso, Mali, and Niger to explore avenues for greater collaboration and increased transit trade. Rest assured, we will take the necessary steps to ensure a seamless and efficient trade environment,” he stated.

He further highlighted ongoing efforts to reduce the cost of doing business at Ghana’s ports, revealing that discussions with customs and other key stakeholders are in progress to implement a 24-hour operational system within the clearance chain.

Col. (Rtd.) Larry Gbevlo-Lartey underscored President John Dramani Mahama’s commitment to deepening bilateral ties with Burkina Faso, Mali, and Niger. He urged all stakeholders to actively contribute to initiatives that would enhance trade and improve living standards across the region.

“The President of Ghana, Burkina Faso, Mali and Niger have discussed building very strong bilateral relations to improve the living standards of their people.

So, I want to urge everyone to play their role not only to do the things that they have been asked to do, but to help in the thinking that will contribute initiatives to make it possible,” he emphasised.

This meeting marks a significant step toward strengthening economic ties and facilitating seamless trade between Ghana and Burkina Faso, paving the way for broader cooperation within the Sahel region.

The Communications Director of the Ghana Football Association Henry Asante Twum, has disclosed the reason behind Mohammed Kudus’ absence from the Black Stars’ first training session.

The Black Stars held their first training session on Monday, March 17, 2025, at the Accra Sports Stadium as they prepare for two crucial games against Chad and Madagascar, scheduled for March 21 and 24, respectively.

Despite the significance of the games, only nine players attended, sparking outrage among fans, particularly after noticing that Mohammed Kudus, who arrived in the country a day earlier, was absent from training.

However, during an interview with Sporty FM, Asante Twum revealed that although the West Ham forward was available, head coach Otto Addo decided to exempt him.

“Kudus arrived on Sunday. He was in camp, but Otto Addo excused him from the first day’s training,” he said.

Among the players in attendance were goalkeepers Benjamin Asare (Accra Hearts of Oak), Lawrence Ati-Zigi (St. Gallen), and Joseph Wollacott (Crawley Town).

The training session also featured defenders Kamaradini Mamoud (Medeama SC), Mohammed Salisu (AS Monaco), Gideon Mensah (Auxerre), and Razak Simpson (Nations FC).

Premier League players Kamaldeen Sulemana (Southampton FC) and Antoine Semenyo (AFC Bournemouth) were also part of the team.

Deputy Finance Minister Thomas Ampem Nyarko has justified the government’s decision to abolish the Electronic Levy (E-Levy), the betting tax, and several other taxes, emphasizing that the move aligns with President John Dramani Mahama’s campaign promises and will boost financial inclusion.

Speaking on the OXFAM Tax Dialogue on Channel One TV on the topic “The Tax Implication of the 2025 Budget,” Ampem Nyarko stated that eliminating these taxes was not just a policy decision but a fulfillment of Mahama’s commitment to Ghanaians.

“We have taken out some taxes in fulfillment of a campaign promise. Mahama promised that he would remove E-Levy, the betting tax, and several others—and he has delivered. We have done this to respect the social contract that President Mahama made with Ghanaians,” he explained.

He further argued that the decision was not merely political but necessary to address broader economic challenges, particularly in the digital and informal sectors.

“We did not just promise the removal of taxes—we were convinced they had to go. E-Levy, for example, was something every Ghanaian knew we opposed from the beginning. We still believe it hinders financial inclusion, and there is a report to support that,” he added.

The E-Levy, introduced to generate revenue from electronic transactions, particularly mobile money payments, was widely criticized for discouraging digital transactions and reducing financial accessibility for many Ghanaians.

With its removal, the government hopes to stimulate digital transactions, ease financial burdens, and enhance economic participation across various sectors.

Police to provide update on investigation into Ashanti Regional Council of State Election disturbances

Accra, March 18, GNA – The Police Administration is expected to provide update on the investigation into the disruption of the Ashanti Regional Council of State elections by March 31, 2025.

On February 11, 2025, some thugs disrupted the Ashanti Regional Council of State elections after overpowering the security personnel manning the polling station, destroying the ballot boxes and ballot papers respectively.

Answering questions on the floor of Parliament regarding the matter on Tuesday, Alhaji Mubarak Mohammed Muntaka, the Minister of the Interior, said the Police Administration had secured the CCTV footage of the incident and reviewing it to identify the perpetrator(s) of the crime.

The Minister gave the assurance that after the Police investigations, anyone found culpable would be dealt with according to the dictates of the law, irrespective of their political, ethnic or religious affiliation.

“We will treat crime as crime because it has no political colour, tribe or religion. And so, I will support the Police to bring the perpetrators to book,” Alhaji Mubarak assured.

The Minister indicated that after the February 11 disruption of the polls, the Command Structure of the Police Service in the Region was changed, to enable a different strategy to be adopted for re-run of the election on February 17, which ended peacefully and successfully.

In the re-run elections, Mr Yaw Owusu Obimpeh, the former Ashanti Regional Chairman of the National Democratic Congress (NDC) won with 49 votes out of the 85 valid votes cast.

Nkansah Boadu Nana Ayeboafo came second with 35 votes while Daniel Anarfi Yamoah secured only one vote.

Mahama Setting Dangerous Precedent – CDM

The Centre for Democratic Movement (CDM) has called on President John Dramani Mahama to halt his government’s “reckless” mass dismissal of public sector workers.

Since his return as President, the government of President Mahama has launched a mass dismissal of workers employed by the previous government, following a directive by the Chief of Staff.

Addressing the widespread dismissals in a statement, the CDM said the government has been “reckless”, and urged President Mahama to reverse the dismissals, which it also described as a “dangerous precedent” and a “blatant disregard for due process.”

“The recent wave of mass terminations of public and civil servants by President John Dramani Mahama is a dangerous precedent that undermines Ghana’s democracy, constitutional order, and labour rights,” the statement said.

“The termination letters issued to affected officials such as the one from the Ministry of Communication, Digital Technology, and Innovations to its Senior Managers at Regional Offices, as well as other institutions such as the Ghana Education Service, Ghana Health Service, National Health Insurance Authority, and many others; show a blatant disregard for due process, job security, and fairness in governance.

“This reckless exercise of executive power is not only legally questionable but also socially and economically disastrous,” it added.

The CDM urged fellow civil society organisations, as well as labour unions, to rise up and resist the “unconstitutional” mass dismissals and protect the rights of those affected.

“At this critical juncture, labour unions, civil society organisations, and all well-meaning stakeholders must rise against this unconstitutional mass termination,” it stressed.

“The Trades Union Congress (TUC), Civil and Local Government Staff Association of Ghana (CLOGSAG), Ghana National Association of Teachers (GNAT), Ghana Registered Nurses and Midwives Association (GRNMA), and other workers’ unions cannot remain silent while public servants are subjected to unjust dismissals.

“These organisations have a duty to protect their members from political victimisation and must use all legal and advocacy means to challenge this blatant abuse of power. Ghanaians must collectively resist this injustice to safeguard job security, professionalism, and stability within the public sector,” it added.

Youth in Ghana seem uninterested and cynical about political processes – NCCE

Deputy Chair of the National Commission for Civic Education (NCCE), Victor Brobbey, has expressed worry about the apathetic posture of young people in the 2024 election process.

He observed the youth were either not interested or played along the campaigning with corrupt motives.

He was addressing a youth dialogue event for tertiary student leaders at the KNUST.

“It appears to be that the youth in Ghana seem to be uninterested and more cynical about the political process and about political governance in general,” he stated.

According to Mr. Brobbey, “there were some concerning trends that we felt we needed to address. One of those trends concerns the youth and their role they played in the election.

All these we felt required us to respond by doing programs such as the one we did today to build the capacity with youth and make them more aware of the way in which our governance system can be used more to their advantage,” he explained.

He noted the low voter turnout was partly due to more young people absenting themselves due to their lack of interest.

“The turnout was low throughout the election. I think the turnout was about 60% or so. But it was particularly bad amongst the youth in terms of the things that drive less than positive outcomes in the elections and those tend to be focused or done by the youth. So political activists use the youth to engage in violence and politically disruptive processes,” he said. 

The Deputy Chair of NCCE admonished the youth to get involved in governance and in choosing the right leaders for the country.

“If you do not participate in your governance, you are going to end up being governed by people that are your inferiors, nobody wants that,” he stated.

He urged the youth to actively participate in politics as the youth will ‘inherit democracy.’

“All we need you to do is to show an interest in the political activities of your country. Democracy is for you. As students and people who are going to inherit this democracy, we want your participation, your interest and your presence when we’re engaging,” he encouraged.

Ghana will pass GIABA’s assessment of anti-money laundering regime

Ing. Kwadwo Twum Boafo, the Chief Executive Officer of the Financial Intelligence Centre (FIC) has underscored the centrality of a positive rating of Ghana by the Inter-Governmental Action Group against Money Laundering in West Africa (GIABA) to the successful implementation of the government’s flagship program, the 24-hour economy.

According to him, the success of the 24-hour economy policy hinges on investors’ absolute confidence in Ghana’s economy.

He stated that there would be no better endorsement of the country’s economy than a verdict by GIABA, the regional body of the Financial Action Task Force (FATF), affirming that Ghana has a robust and effective anti-money laundering and anti-terrorism financing regime.

It is on the back of this recognition that the FIC under the leadership of Ing. Twum Boafo is working tirelessly and collaboratively with other institutions to ensure that Ghana chalks positive results from the 3rd Round Mutual Review by GIABA.

He noted that various agencies, such as the Bank of Ghana, Ghana Police Service, National Security, and EOCO, among others, are working around the clock to ensure that, by the time the mutual review kicks off in 2026, Ghana will have addressed any shortcomings that could lead to the country being grey or black-listed by FATF.

“President Mahama’s pivot is the 24-hour economy which will enhance the living of Ghanaians and to do that he needs confidence in the finance sector because without that confidence, the 24-hour economy will be dead on arrival. What we are doing is to make sure Ghana is not grey-listed,” he said.

“We should know that the criminals never stop operating so its an ongoing fight and we are here to make sure we are always ten steps ahead of the criminals. I want to assure all Ghanaians that we are doing our best to ensure that nothing untoward happens and we are doing our best to ensure that failure isn’t an option,” he added.

The Director General of the Inter-Governmental Action Group Against Money Laundering in West Africa (GIABA), Edwin W. Harris Jr., acknowledged the growing challenge of money laundering in the region and assured that measures are being taken to combat the illicit activity.

“The issue of money laundering in our region is a challenge. However, GIABA and member states are working assiduously to combat this illicit crime. Money laundering and all transnational crimes remain a serious challenge for investment and economic growth,” he stated.

The Economic and Organized Crime Office (EOCO), on the other hand, has been actively collaborating with various institutions to address financial crimes.

Executive Director of EOCO, Abdulai Bashiru Dapilah, highlighted the importance of inter-agency cooperation in tackling money laundering.

“People engage in tax fraud, and some bring in money without passing through the necessary channels. EOCO cannot do it alone, so we collaborate with the Financial Intelligence Centre (FIC), the Bank of Ghana, and other financial institutions to tackle money laundering. We have recovered over GHS 200 million, as well as properties and other assets,” he revealed.

Govt’s plan to use Tax Refunds for revenue ‘absurd’ – Ampaabeng

Former Deputy Finance Minister Dr. Alex Ampaabeng has strongly criticized the government’s plan to utilize funds from the Tax Refund Account as a revenue source, calling the idea “absurd” and unsustainable.

Dr. Ampaabeng questioned the feasibility of depending on tax refund reserves to bridge revenue shortfalls, arguing that the account is not an independent revenue-generating entity.

His comments come in response to Finance Minister Dr. Cassiel Ato Forson’s disclosure during the presentation of the 2025 budget. According to Dr. Forson, Ghana’s Tax Refund Account had accumulated GH¢29.1 billion over the past eight years.

Out of this amount, GH¢12 billion had been disbursed for tax refunds, leaving an outstanding balance of GH¢16 billion, which he claimed had been either misapplied or remained unaccounted for.

Dr. Forson assured Ghanaians that the Mahama-led administration would ensure transparency in the use of the funds, suggesting that they could be tapped into to support government revenue.

However, speaking on the OXFAM Tax Dialogue on Channel One TV, where the discussion focused on The Tax Implication of the 2025 Budget, Dr. Ampaabeng dismissed this assertion, explaining that tax refunds are not meant to generate new revenue for the government.

“The issue that I have with the Finance Minister is that the tax refund will make up for the revenue losses. The tax refund account is not money sitting somewhere aside government revenue. In Ghana, the law is such that businesses have to divide their taxes into four and pay quarterly, and because it is not based on assessment as in other countries, you are bound to overpay the taxes. So, the law says 6 percent of that should be set aside so that if somebody overpays their taxes, you use that money to pay them.

“And so, this practice does not automatically create new revenue, but what it does is that it makes the money available rather than waiting until the end of the year. And so, if you are looking to bridge the revenue gap and say you are going to rely on the tax refund account, it is like expecting money to come from nowhere into the refund account,” he explained.

Dr. Ampaabeng’s comments highlight ongoing concerns about government revenue strategies, emphasizing the need for sustainable fiscal policies rather than short-term fixes.

A leading member of the National Democratic Congress (NDC), Henry Osei Akoto, has expressed his shock over the recent development regarding the arrest of a suspect in connection with the murder of Ahmed Suale.

According to him, it is surprising that just a few days after the dismissal of former Inspector General of Police, Dr George Akuffo Dampare, a suspect has been detained in the high-profile case.

He questioned Dampare’s performance during his tenure as IGP, asking what he had done over the years to apprehend those responsible or make any progress in solving the tragic murder of the investigative journalist, Ahmed Suale, seven years after the incident.

The politician, seeking answers on whether the turn of events was merely coincidental, expressed his thoughts on the swift arrest made following the recent change in the police administration.

He also questioned the timing of the development, suggesting that the speed of the arrest seemed notable after the shift in leadership.

“Dampare sacked, and in just 3 days, a suspect has been arrested in the Ahmed Suale murder case. What was Dampare doing for 3 and a half years?” he questioned in a post on his X account on March 17, 2025.

Meanwhile, the suspect arrested in connection with the murder of the late investigative journalist, Ahmed Suale, allegedly leaked the deceased’s pictures to a Ghanaian politician.

According to a report by myjoyonline.com, a source at the Criminal Investigation Department of the Ghana Police Service disclosed that a high-ranking member is attempting to interfere in the police’s investigation.

The said officer is allegedly pushing for the suspect to be granted police inquiry bail rather than being immediately processed to court.

This, they say, has, however, created unrest within the police administration as the investigators are determined to resist the influence of the said officer.

It emerged on Monday, March 17, 2025, that the Ghana Police Service arrested Daniel Owusu Koranteng, also known as Akwasi Amakye, in connection with the killing of investigative journalist Ahmed Suale in 2019.

Reports indicate that Amakye, a former colleague of Suale at Tiger Eye Private Investigations, allegedly leaked his photos to a politician before the tragic incident.

Following the murder, Amakye fled to the UK but recently returned to Ghana, leading to his arrest at a salon at Amasaman-Adease.

Popular musician, Mzbel, has set tongues wagging on social media after videos surfaced showing her signing an artiste, through a unique traditional oath-taking ceremony.

The event, which took place on March 17, 2025, showed Mzbel, in collaboration with Icetee Records, officially signing the artiste using schnapps and eggs.

In videos making the rounds on the internet, Mzbel was captured in traditional Ga regalia while swearing an oath to uphold the terms of the contract.

Speaking at the event, she urged the artiste to ensure that the investment by her and the record label pays off through his hard work.

“We will swear to ensure the gods bear witness that we will all fulfil our part of the deal. The money we invest, we expect the same energy, ideas, and time in return to boost the brand,” she said.

Following the traditional ceremony, the official contract was signed, marking the beginning of Kweku Shai’s partnership with Icetee Records.

The unconventional signing, however, has since been met with mixed reactions on social media.

While some netizens welcomed Mzbel’s new mode of contract signing, others labelled it as old-fashioned, stating that it could be detrimental to the artiste’s career.

Frank Davies, a member of the legal team representing former Minister of Finance Ken Ofori-Atta, has disclosed that the lawsuit filed against the Office of the Special Prosecutor prevents them from making statements about their client.

According to Davies, the injunction relief included in the suit, which has been served on the Office of the Special Prosecutor, restrains the OSP from making public comments that seek to threaten or intimidate Ken Ofori-Atta.

In response to the OSP’s statement that it would take more drastic measures, including declaring Ofori-Atta wanted again if he fails to appear by the June 2, 2025, deadline, Davies remarked on Asaase Radio that he would not make such comments if he were the Special Prosecutor, especially after being served with a court process.

“We have mounted an action against him and I’m happy he has conceded that the process has been served on him. If I were the Special Prosecutor, I would not make such announcements because, in the process that has been served on him, we have endorsed the process with relief for an injunction, which should restrain him from doing what he’s doing.

“So if he chooses to still use the presser to answer to an action that has been constituted lawfully against him, that is his business, but when we get to that bridge, I’m sure we will cross it, and we will all know what will happen. We are not deterred nor perturbed. We maintain the course of action against them, and we expect that he will answer,” Davies said.

The Office of the Special Prosecutor, in a statement issued on March 17, 2025, announced that Ken Ofori-Atta would have his name re-entered on the list of wanted persons and be declared a fugitive from justice if he fails to comply with the June 2, 2025, deadline.

“Mr. Ofori-Atta is mandatorily required to appear in person before the OSP on June 2, 2025. If Mr. Ofori-Atta fails to attend the OSP on the scheduled date, he shall be re-entered on the OSP’s list of wanted persons, and the OSP shall consider him a fugitive from justice,” portions of the statement read.

The OSP further stated that it would take additional severe measures to apprehend the former minister, including requesting the issuance of an Interpol Red Notice, which calls on law enforcement agencies worldwide to locate and provisionally arrest individuals declared wanted.

“Whereupon the OSP will cause the issuance of an Interpol Red Notice in his regard and also cause the initiation of extradition proceedings in any jurisdiction in which he may be found,” it added.

In relation to the lawsuit filed against the OSP, the office acknowledged the legal proceedings initiated by Ken Ofori-Atta, challenging its earlier declaration of him as a wanted fugitive.

The statement clarified, however, that the OSP complied with a formal request made by the former minister to have his name removed from the list of wanted persons, as he had expressed a willingness to avail himself for investigations into the charges against him.

“The Office of the Special Prosecutor (OSP) acknowledges a lawsuit filed by Kenneth Nana Yaw Ofori-Atta contesting the OSP’s prior declaration that he was a wanted person and a fugitive from justice.

“Ofori-Atta formally requested the OSP to remove his name from the OSP’s list of wanted persons with the assurance to the OSP that he would make himself available for questioning on a definite date. The OSP, in good faith and on the basis of Ofori-Atta’s assurance, granted his request and removed his name from the OSP’s list of wanted persons pending his personal attendance at the OSP on the definite date,” it indicated.

It added, “The OSP remains unwavering in its commitment to enforcing the law and ensuring that Ofori-Atta answers for his role as the prime suspect in five ongoing corruption and corruption-related investigations.”

The Director of Presidential Initiatives in Agriculture and Agribusiness, Dr. Peter Boamah Otokunor, has accused the Akufo-Addo-led government of misappropriating funds.

According to him, the monies meant for the Planting for Food and Jobs (PFJ) project went into private pockets instead of being invested in the program.

Speaking to GhanaWeb Business on the sidelines of the UPSA-IERPP Post Budget Forum in Accra on March 14, 2025, Otokunor stated that the PFJ did not achieve its intended purpose, as no jobs were created, nor was there an abundance of food in the country.

In an exclusive interview with GhanaWeb’s Ernestina Serwaa Asante, he said, “We have realized that the investments that our friends made in agriculture in the past were investments that went into private pockets.”

“Unfortunately, most of the implementations of their policies, like PFJ One and PFJ Two, we saw them planting for food and jobs, but the plant never turned into food, and it never turned into jobs. And so that means that the monies went somewhere,” he added.

To address this, Otokunor explained that the government is combining two old models of input support to make the agricultural sector more robust.

He noted that the government will operate a 360-degree farmer service center. This initiative will prioritize the procurement of inputs at subsidized rates, access to a farmer credit system, and the training of farmers, among other measures.

The Nana Akufo-Addo administration spent GH¢2.9 billion on its flagship Planting for Food and Jobs program between 2017 and 2023.

The program aimed to ensure Ghana’s food security in grains such as rice, maize, soya, and sorghum; plantain, roots, and tubers like cassava and yam; as well as broiler production and processing.
