Ada PWDs boycott Assembly disbursement over procurement concerns

Atortorkorpe-Ada, Dec. 25, GNA – Some Persons with Disabilities (PWDs) in the Ada East District on December 23, 2025, boycotted a planned disbursement exercise by the Ada East District Assembly, citing alleged procurement breaches and non-compliance with established by-laws.  

The boycott followed reports that items earmarked for distribution under the District Assembly Common Fund (DACF) were procured without adhering to laid-down procurement procedures.  

Speaking to the Ghana News Agency (GNA), Mr Theophilus Dugbatey Ayim, Chairperson of the District Disability Fund Management Committee and a ranking member of the Assembly’s Sub-Committee on Social Services, said the committee had earlier vetted and compiled data on eligible beneficiaries, but no official date had been fixed for the disbursement.  

Mr Ayim explained that district by-laws required all items intended for PWDs to be procured through the District Procurement Officer. However, he alleged that the procedure was bypassed, with an external individual reportedly engaged to purchase some of the items.  

According to him, he only became aware on Monday, December 22, that the disbursement was scheduled for the following day, Tuesday, December 23, 2025.  

He said enquiries made at the Social Welfare Department raised additional concerns, prompting the leadership of the PWDs to advise members to boycott the exercise in protest.  

Mr Ayim said the group was demanding transparency, stakeholder consultation and strict adherence to procurement regulations to ensure fairness and accountability in the management of the fund.  

When the GNA visited the disbursement venue at Atortorkorpe around 13:00 hours, fewer than 20 PWDs were present under the canopies out of the 156 registered beneficiaries in the district.  

The low turnout reportedly compelled officials of the Social Welfare Department to adopt alternative measures, including distributing perishable items such as fresh tilapia, okro and onions directly to beneficiaries’ homes later in the day.  

Meanwhile, the Ada East District Chief Executive, Mr Kenneth Kabu Kofi Kanor, has appealed to the PWDs to remain calm and adopt amicable means to resolve the issue.  

Mr Kanor said he had delegated responsibility for the disbursement process to the appropriate departments of the Assembly and was confident in their ability to discharge their duties effectively.  

According to him, Mr Enoch Addy, Head of the Department of Social Welfare and Community Development, had informed him that stakeholders met and agreed on the items to be procured for the beneficiaries.  

He added that although he does not interfere unnecessarily in departmental operations, he remains open to dialogue and urged the leadership of the PWDs to engage him in discussions to resolve the concerns peacefully.GNA

Christmas Eve crash kills four at Twifo Ntafrewaso

Four people lost their lives in a tragic road traffic accident on Christmas Eve at Twifo Ntafrewaso along the Cape Coast–Twifo Praso road.

The Central Regional Public Relations Officer of the Ghana National Fire Service, DOII Abdul Wasiu Hudu, said the Twifo Praso Fire Station received a distress call at about 4:48 pm on Wednesday, December 24, reporting a vehicular accident at Twifo Ntafrewaso.

He said a rescue team was immediately dispatched to the scene.

On arrival, DOII Hudu said the team found that a Hyundai Getz with registration number GW 7715-25, which was being used for commercial purposes, had veered off the road and crashed into a tree in a nearby bush while travelling from Twifo Mampong towards Twifo Praso.

He stated that three people who were trapped in the wreckage were extricated by the crew and transported to the hospital, where they were pronounced dead.

According to him, before the arrival of the rescue team, one person had already been rescued by civilians and rushed to the Twifo Praso Government Hospital, where the person was also confirmed dead.

DOII Hudu said eyewitnesses at the scene indicated that the driver was overspeeding while negotiating a curve on the rainy afternoon, causing the driver to lose control of the vehicle. He said the vehicle was completely wrecked as a result of the impact.

He noted that the incident had once again raised concerns about speeding and road safety, particularly during festive periods when vehicular traffic is high.

He urged motorists to exercise caution, reduce speed and adhere strictly to road safety regulations to prevent further loss of lives.

Communications professional and development practitioner Prince Akpah has graduated with a Masters Degree in Development Communication from the Ghana Institute of Management and Public Administration (GIMPA).

His Master’s research examined the influence of social media on social movements in Ghana, with a focus on the “#FixTheCountry protests”.

Recounting on his work experience, Prince said having worked in the communication space for over a decade, decided to pursue the programme to strengthen his knowledge coupled with his professional practice in using communication as a tool for social change.

“The programme has strengthened my understanding of advocacy, research, stakeholder engagement and the role of media in development,” he said.

He noted that the knowledge gained would enhance his work with civil society organisations and development-focused institutions across Africa.

Prince currently serves as the Pan-African Solidarity and Mobilisation Lead at Africans Rising, working with movements and activists across the continent.

Mr. Akpah is also the Director of Content and Engagement at the Africa Bitcoin Conference, Africa’s leading platform advancing bitcoin education and adoption across the continent.

He is also the founder of Avance Media, a PR and ratings firm behind initiatives such as the Africa Youth Awards, Ghana Bloggers Summit, Young CEOs Summit, and the 100 Most Influential Young African Women list.

He also mentioned that his focus remains on strengthening movements, shaping narratives and contributing to Africa’s development through effective communication.

Prince earned his first degree in Strategic Communications from the African University College of Communications (AUCC), now known as the African University of Communications and Business (AUCB), in 2022.

However, the experienced defender has stressed he would never trade winning the Africa Cup of Nations for World Cup qualification, signaling the respect he has for the CAF elite competition.

“The Africa Cup of Nations is one of the most beautiful competitions in the world. Maybe some people don’t respect it, but I respect it deeply. I know what a victory at the AFCON represents. I would never trade winning the AFCON for qualifying to the World Cup.”

“I also hope the press will help shine a light on this beautiful competition. Despite everything that has happened before, we must put it aside and play football, think about that joy of life that is unique to Africa. It is up to us, Africans, to defend our competition.” He said.

The 34-year-old defender, who currently plies his trade for Al Hilal in the Saudi Pro League is expected to play a huge role for Senegal in their AFCON title bid.

Church of Christ Deaf Members Clean Swedru Hospital

Agona Swedru (C/R), Dec. 25, GNA – Deaf members of the Church of Christ conducted a six-hour clean-up at Agona Swedru Municipal Government Hospital to mark 40 years of their group’s establishment in the church and surrounding towns. 

The group cleaned cobwebs, scrubbed the Out-Patients Department (OPD), Emergency Unit, male, female and maternity wards, and swept the entire hospital compound. 

Preacher Mills said the exercise marked the beginning of the 40th anniversary celebrations nationwide, adding that several activities had been planned, culminating in a grand durbar to be held in Kumasi in the Ashanti Region. 

He explained that through the church and the support of other stakeholders, a school for the Deaf was established at the Agona Swedru Salvation Army Basic School. As a result, many deaf members had acquired vocational and technical skills, with some graduating from universities and others securing gainful employment. 

Preacher Mills used the occasion to appeal to parents with deaf children at home to bring them to the Church of Christ for rehabilitation to help them integrate fully into society. 

He added that deaf groups had also been formed at the Mankessim and Saltpond branches of the church to enable members to hear and understand the word of God through sign language. 

Mr Daniel Opoku, a member of the group, speaking through sign language, expressed appreciation to the church for giving them the opportunity to become active members of society. 

Miss Efuah Effah, another member, appealed to the government to offer equal employment opportunities to deaf graduates from universities, vocational and technical institutions to help them become financially independent. 

She also called on companies and other institutions to consider persons with hearing impairment for employment. 

Dr Julius Abuku, Medical Superintendent of the Swedru Government Hospital, commended the deaf group and their leaders for the unprecedented clean-up exercise and urged other churches, groups and institutions to emulate the initiative.

Ghana and Afreximbank announce successful resolution of $750 million facility

The Ministry of Finance has announced that Ghana and Afreximbank have reached a successful resolution regarding the $750 million facility.

In a joint statement, the Ministry of Finance and Afreximbank disclosed that all issues relating to the $750 million facilities signed in 2022 have been resolved, “with satisfaction of both parties enabling both parties to continue to partner for Ghana’s development agenda.”

Background

On July 20, 2022, Parliament, at its 31st sitting of the Second Meeting of the Second Session, approved by resolution the Loan Facility Agreement between the Government of Ghana, represented by the Ministry of Finance, and the African Export-Import Bank (Afreximbank).

The move was influenced by challenges in securing funds from the capital market due to downgrades by all major ratings agencies.

The facility was disbursed in three tranches, two denominated in US dollars and one in euros: US$187 million, €193 million, and US$332 million.

The government is expected to enjoy a three-year grace period or moratorium for the facility. However, the US$187 million and €193 million tranches will have a tenor of seven years, while the US$332 million tranche will have a tenor of ten years.

Sources say the government executed the facility agreement in August and met all conditions precedent for disbursement. The utilisation request was signed in August, and the government received SWIFT confirmation of the successful transfer of funds into the Bank of Ghana designated accounts on August 25, 2022.

Disagreements and concerns

The Government of Ghana’s decision to include Afreximbank’s debts in a broader commercial debt restructuring plan, triggered by its IMF-backed bailout, did not go down well with Afreximbank.

Afreximbank argued that its debts should be treated in the same way as Ghana’s obligations to the IMF and World Bank.

Ghana, on the other hand, insisted that Afreximbank is not a multilateral institution and should therefore not be excluded from the restructuring. Afreximbank disagreed, arguing that it meets the criteria of a multilateral institution and should be spared from debt haircuts.

This disagreement contributed to Fitch’s June 2025 downgrade of Afreximbank’s credit rating to just above junk status, citing uncertainty created by the debt positions of Ghana and Zambia.

Despite this, government officials at a meeting in Abuja told JOYBUSINESS that positive progress had been made toward resolving the dispute.

The joint statement, however, did not provide detailed information on the specific terms of the resolution reached between Ghana and Afreximbank.

Morgan Nero awed patrons with electrifying performance at the Music Jam held in Fodzoku on Christmas eve.

The event which got off around 9pm Wednesday and ran non-stop till 3am on Christmas day, heralded the 2025 Gligba festival celebrations in the Fodzoku Traditional Area in the North Tongu District of Volta Region.

It drew hundreds of music lovers from far and near Fodzoku, who stood hours singing, chanting and dancing to songs from various music acts.

Afrobeats and Hi-life singer, Morgan Nero who was headline artiste for the night, held his fans up with electrifying stage craft for over an hour with intermittent breaks strategically to optimise his performance.

Known privately as Stephen Morgan Fiakpornu, the songwriter could not hold back his admiration for the energy and show of love he received from the crowd.

“When the crowd gives you this kind of energy, you give everything back. Thank you Fodzoku for turning the night into a movie,” he stated.

Performers before the headline act were Zaga Boi, Andy Sydaking, Don Ziglah and Skinbwoy. The rest were Kwame Survival, Lorney Seedy and Kwame Madi.

The 2025 Gligbaza which is themed: ‘Driving Change: Community action for potable water sustainability,’ will climax on Saturday December 27, with a grand durbar of the Chiefs and people of Fodzoku and a host of high-ranking government officials and business owners.

Amad Diallo and Riyad Mahrez on Wednesday starred as defending champions Ivory Coast and former winners Algeria had contrasting victories as the first round of African Cup of Nations (AFCON) group matches concluded in Morocco.

Manchester United winger Diallo struck early in the second half with a close-range shot to give the Ivorians a hard-earned 1-0 Group F victory over Mozambique in wet Marrakesh.

Earlier, Algeria cruised to a 3-0 Group E win over 10-man Sudan in Rabat with another winger, former Manchester City star Mahrez, becoming the third player to bag a brace at the tournament.

Elsewhere, an early Karl Etta Eyong goal gave Cameroon a tense 1-0 win over Gabon in Agadir and Burkina Faso scored twice deep in stoppage-time to beat Equatorial Guinea 2-1 in Casablanca.

Ivory Coast, who face Cameroon and Gabon in their remaining group matches, are aiming to become the first nation since Egypt in 2010 to defend the premier African soccer title.

Defeat prolonged the Mozambican pursuit of an AFCON victory — they have drawn four matches and lost 12 since their 1986 debut. Winger Elias “Domingues” Pelembe came off the Mozambique bench on 67 minutes at the age of 42, making him the second-oldest player to compete at an AFCON after 44-year-old Egypt goalkeeper Essam El Hadary.

Diallo ended the brave, well-organized resistance of the Mozambicans early in the second half, firing past Siluane from inside the box after a cross was headed into his path.

Cameroon needed only six minutes to score the lone goal of a fiery central African showdown with Gabon as Etta Eyoug slammed the ball between the legs of goalkeeper Loyce Mbaba.

Captain Mahrez scored in each half as 2019 champions Algeria eased to a 3-0 win over 10-man Sudan.

“The most important thing was to start with a win,” Mahrez said. “The last two AFCONs, we didn’t start good. Today, we really wanted to make it happen and we did.”

Mahrez got the opener after just 82 seconds to the delight of the Algerian fans who made up the vast majority of the 16,115 crowd at the Moulay El Hassan Stadium.

Now with Al-Ahli of Saudi Arabia, Mahrez got his and his team’s second goal just after the hour mark and Ibrahim Maza wrapped up the win late on as Algeria started in the best possible fashion.

Among the spectators in the Moroccan capital was France legend Zinedine Zidane, whose parents came from Algeria and whose son Luca Zidane was starting in goal for the Desert Foxes.

His appearance on big screens in the ground drew huge cheers from Algerian supporters who would have been delighted to see their team produce a convincing performance.

Algeria were eliminated in the first round without a win at each of the past two AFCON tournaments, but wasted no time in breaking the deadlock against the group outsiders.

The match was little over a minute old when Mohamed Amoura’s ball across the penalty box was met by a backheel from Hicham Boudaoui to tee up Mahrez. He took a touch before firing in.

Luca Zidane then did well to save at the feet of Sudan’s Yaser Awad Boshara, but Algeria were by far the better side.

Sudan’s chances of getting back into the game were severely dented when Salaheldin Adil was sent off six minutes before the interval for a second booking for chopping down Rayan Ait-Nouri.

Ramy Bensebaini had a goal disallowed for offside moments later, but Mahrez made it 2-0 on 61 minutes as he connected with a lovely outside-of-the-boot assist from Amoura.

Mahrez, appearing at his sixth AFCON, has eight goals at the tournament. He came off to an ovation from the Algerian fans late on.

Substitute Maza, of Bayer 04 Leverkusen, finished from Baghdad Bounedjah’s knockdown with five minutes left to score Algeria’s 100th AFCON goal and make it 3-0.

“I’m very happy,” Maza said. “My first goal in my first African Cup game, it couldn’t go any better for me, Alhamdulillah.”

Sudan have won just once in 17 Cup of Nations matches since lifting the trophy in 1970.

Earlier in the same group, Burkina Faso came from behind to beat 10-man Equatorial Guinea 2-1 thanks to two goals deep in stoppage-time.

Basilio Ndong was sent off just after halftime for Equatorial Guinea, but they looked set to win the game when substitute Marvin Anieboh headed in on 85 minutes.

However, Georgi Minoungou equalized in the fifth added minute before Leverkusen defender Edmond Tapsoba grabbed a dramatic 98th-minute winner.

‘The Lion King’ Star Imani Dia Smith Stabbed To Death In US

Imani Dia Smith, a Broadway actor best known for playing Young Nala in the stage adaptation of ‘The Lion King’, was stabbed to death at her residence in New Jersey.

She was 25 years old.

According to a statement by the Middlesex County Prosecutor’s Office, authorities responded to a 911 call reporting a stabbing at a residence on Grove Avenue at 9:18 a.m. on December 21.

El-Roi Good News Club feeds 1,000 children

Tema, Dec. 25, GNA – The El-Roi Good News Club, a non-governmental organisation, has fed about 1,000 vulnerable children at Tema Community Three as part of efforts to put smiles on their faces during the festive season.  

The gesture was supported by the Sentuo Group of Companies, the Tema Greenwich Lions Club, the Tema Community 25 Lions Club, Labianca Company Limited and other partners.  

The outreach programme brought together children from deprived backgrounds, who were fed, entertained, mentored, and socially engaged.  

Madam Deborah Asempa Antwi, Founder of the El-Roi Good News Club, told the Ghana News Agency (GNA) that the initiative began 10 years ago with just three vulnerable children, whom she met every weekend to share the word of God and provide mentorship, often in front of shops under difficult conditions.  

She said the number of beneficiaries gradually increased over the years, and with the support of the Assembly Member for the area, the group was able to secure a park to sustain the programme.  

Madam Antwi explained that the foundation had ensured that the majority of the children were enrolled in public schools, while some parents had been supported with start-up capital to engage in trading activities to enable them to cater for their children.  

She said the initiative had yielded positive results, particularly with the support of the Tema Greenwich Lions Club over the past three years, adding that this year’s event received massive sponsorship from multiple organisations.  

Madam Antwi said the programme was not limited to feeding but also aimed at shaping the children for a better future through activities such as music performances by popular gospel artistes, drama, ballet, choreography, cultural dance, puppetry, craft works, face painting, robotics demonstrations and South African melodrama.  

She disclosed plans to establish a reading and homework club to support the children academically, explaining that many of them lived in environments that were not conducive to learning due to the prevalence of social vices.  

She encouraged the youth to take God seriously and live righteous lives, particularly during the Christmas season.  

Mr Isaac Adekemah, the Humanitarian Services Chair of the Tema Greenwich Lions Club, said the Club decided to partner with the El-Roi Good News Club because of its strong focus on humanitarian and charitable activities.  

Mr Adekemah said the Lions Club had supported the programme for the past three to four years to celebrate children in deprived communities and make the festive season meaningful for them.  

He noted that the Tema Greenwich Lions Club, together with other Lions Clubs, made cash and in-kind donations, while volunteers from the Club also assisted in managing the programme and guiding the children.  

He said the club also engaged the youth on drug and substance abuse, noting that it regularly undertook outreach programmes in schools within Tema, Prampram and surrounding areas.  

He described the festive season as a period for selflessness, urging individuals and organisations to think about the needs of the less privileged and extend support where possible.  

Mr Xu Ningquan, Executive Chairman of Sentuo Group, noted that his outfit especially Sentuo Oil Refinery, believe that sustainable development goes beyond energy production to include meaningful investment in the communities where they operated.   

He added that their support for the Christmas event reflected their commitment to nurturing vulnerable children, promoting positive values, and creating opportunities that help shape a better future for the next generation. By supporting initiatives that focus on mentorship, education, and moral development.  

He stated that their aim was to contribute to a safer, more inclusive, and hopeful society, starting from their host communities in Tema

The Acting Vice-Chancellor of the Regional Maritime University (RMU), Dr Jethro W. Brooks Jnr, has urged Forklift and Mobile Crane operators to use their expertise to strengthen Africa’s logistical future.

Speaking at the nineth cohort graduation on Monday for 43 participants, comprising of 26 Mobile Crane and seventeen Forklift operators, Dr Brooks Jnr stressed on the need for graduands to exhibit excellence in the discharge of their duties.

“As graduands, your expertise should enable you navigate successfully in Africa’s rapid urbanization, expanding manufacturing base and growing trade corridors which is demanding logistical professionals who could deliver excellence.” he explained.

Organised in collaboration with the National Association of Heavy-Duty Equipment Operators (NAHOE) under the theme ‘Accelerating Africa’s economy with an improved logistics industry’ had participants taken through eleven weeks of intensive training.

The Acting-Vice Chancellor, reminded graduands not to forget their position as individual experts belonging to the community of professionals shaping Africa’s logistical and industrial future.

He stressed on the need for graduands to be responsible and uphold highest standards of professionalism, discipline, safety and integrity in the discharge of your official duties.

“You must be the catalyst for efficiency, safety and innovation where ever your career takes you knowing the world depends on your ability to lift, move, and position materials that build cities, power industries and sustain commence.” he said.

Dr Brooks Jnr said through the training, graduands had acquired professional knowledge in industrial skilled that ensures that goods are safely,
efficiently and reliably moved from one location to the other.
“You had mastered in skills that are indispensable in port, terminals, warehouses, construction sites and industrial project across Africa, you are the hands and minds that will keep commence flowing and industries thriving” he added.

Addressing the gathering, the Acting President of Crane Owners Association of Ghana, Mohammed A. Gariba, who spoke on behalf of the Chief Executive Officer (CEO) of Rahamabros, Mohammed Saifu, encouraged the graduands not to rely only on their skills acquired but also to be mindful of their safety measures before, during and after their duties.

“A certified professional must always exhibit high standard of commitment and discipline in the discharge their duties having in mind the issues their actions and inaction could bring in their line of duty” he said.

President, NAHEO, Dominic Kofi Eyiah said though much of the global discussion are geared towards technology and artificial intelligence none of these could move a cargo on its own but would certainly need a skilled operator to make it possible.

Mr Eyiah is of the view that, Africa’s economic challenges are lack of inefficiency and not lack of opportunities because without discipline operators’ logistics system would collapse into chaos.
“Africa logistical future must not only be fast but robust, safe and adaptable ensuring that equipment is maintained to global standards and operators trained to participate risk rather than merely reacting to it.” he stressed.

He entreated the graduands to prove their certificate worth to investors, government and the global partners that Africa is capable of moving goods with the same reliability as any region in the world.
“As graduands, you are no more operators of machines but operators of economic momentum, signaling that African’s can accelerate through reliable logistics, resilience systems and professionals” he noted.

The graduands were presented with certificates with David Kofi Awuya and Nana Kwame Adade Atakora being awarded the best student leadership star award respectively in the Crane and Forklift operating categories.
Rebeca Ahiafianyo and Godfred Mensah won the best Mobile Crane and Forklift operators awards respectively.

Ada West District Assembly disburses items to 63 PWDs

Sege, December 25, GNA – The Ada West District Assembly in the Greater Accra Region has disbursed items and funds to 63 persons with disabilities (PWDs) in the district.   

The support, drawn from the three per cent allocation of the District Assemblies’ Common Fund earmarked for persons with disabilities, included tools and equipment for small-scale businesses, 19 deep freezers, educational assistance, health support, assistive devices, and seed capital for entrepreneurial ventures.  

The items were selected to meet the specific needs of the beneficiaries following consultations, vetting, and needs assessments conducted by the Department of Social Welfare and Community Development in collaboration with the District Disability Fund Management Committee.  

Mr John Jerry Foreigner Mills Nkrumah Modjifa Tanihu, the District Chief Executive, said the assembly believed that empowering persons with disabilities was not an act of charity but a recognition of their rights and an investment in the district’s future.  

Mr Tanihu explained that the intervention sought to enhance the economic independence and social inclusion of PWDs in the district, and he encouraged the beneficiaries to make effective use of the various support provided  

He said the district had supported beneficiaries across various categories, including economic and business support for 27 persons, equipment support for 22 persons, educational support for nine persons, and health and assistive device support for five persons.  

Mr Philip Dotse, the District Director of the Department of Social Welfare and Community Development, urged beneficiaries to be transparent and cooperative during monitoring exercises to ensure accountability and sustainability of the programme.  

He noted that in some instances, beneficiaries had denied receiving support during post-disbursement monitoring; a situation he said undermined the efforts of the assembly and the government.  

Mr Dotse therefore encouraged applicants and beneficiaries to engage their assembly members and the Social Welfare Department whenever challenges arose to ensure effective communication and support.  

Mr Joshua Addy, Acting National Coordinator of the National Council for Persons with Disability (NCPD), cautioned beneficiaries against the misuse of the funds and items, noting that such actions could deprive other deserving persons of future support.  

“Do not use these funds for things that will not bring long-term benefits,” he stressed.  

Some beneficiaries expressed their gratitude to the assembly and the government for continuous support aimed at improving their livelihoods.

Not satisfied with the amount, he returned to check the money again, asking if it was a joke that he had received only $50,000. He continued praising Tony Elumelu, saying that he had come through for him like a prophecy.

He declared his love for Elumelu while continuing his dramatic display.

Still not done, the dramatic man ran to one of the bank’s security guards, grabbed him by the shoulder, and said that Tony Elumelu had answered him and was also going to answer them.

Afterward, Charles Okocha went back to his car and started driving away from the bank, stopping intermittently to show off the dollar notes to his fans, promising to give them away.

Maxwell Okpara, counsel to Dr. Chris Okafor, Senior Pastor of Mountain of Liberation and Miracle Ministries (also known as Grace Nation Liberation City), has issued a warning to self-acclaimed activist Martins Vincent Otse, popularly known as VeryDarkMan, and a young woman who introduced herself as Miss Chi, claiming to be Okafor’s daughter.

Speaking at a news conference on Wednesday, Okpara demanded an immediate halt to the ongoing cyber attacks, bullying, harassment, stalking, and criminal defamation targeting his client.

Dr. Okpara called for immediate retraction of all false, malicious, and defamatory statements concerning Pastor Okafor, publication of an apology in two national newspapers, with copies sent to relevant authorities, cessation of all claims or implications of any familial relationship with Okafor, submission to a DNA test by the young woman and her sibling at a mutually agreed reputable facility, in the absence of a previously claimed DNA certificate, removal of all online content falsely associating Okafor with claims of paternity or abandonment.

Okpara warned that failure to comply would leave his client with no option but to pursue all available legal remedies to protect his reputation, integrity, and ministry.

Full Statement by Dr. Chris Okafor’s Counsel:

“Gentlemen of the Press,

We are counsel to Pastor Dr. Chris Okafor, hereinafter referred to as Our Client, on whose instructions and authority we issue this press briefing in conjunction with concerned members of civil society groups.

It has come to our notice, as well as to public attention, that acts of cyber incitement, cyber bullying, cyber harassment, cyber stalking, criminal defamation, and malicious impersonation have been perpetrated against our Client by Martins Vincent Otse (popularly known as VeryDarkMan) and a young lady who introduced herself as Miss Chi.

You may recall that earlier acts of cyber bullying, cyber stalking, and the publication of scandalous and libellous articles and comments against our Client were initiated by one Ms. Doris Ogala and her cohorts. However, our focus in this briefing is not on her laughable and gold-digging narrative, which was calculated to exploit our Client through cheap blackmail, especially in view of the ongoing investigations and interventions by various law enforcement agencies. We respectfully allow the wheels of justice to take their full course in that regard.

It is, however, worrisome that while the foregoing matters remain inconclusive and under investigation, a fresh wave of disturbing and disparaging stories emerged, once again setting the social media space agog and maliciously targeting the personality of our Client.

We have become aware that an individual who identifies herself as Ms. Chi Okafor has been presenting herself online as the biological daughter of our Client, Pastor Dr. Chris Okafor. She has been making false, misleading, and defamatory claims regarding his personal life and family relationships, including allegations of abandonment and neglect of paternal responsibilities.

Ordinarily, our Client would not have joined issues or responded to the antics of characterless, jobless agents of destruction. He is fully aware of the agenda of those sponsoring such individuals to pull down his ministry. However, he has decided to respond specifically to the false claim by the said Miss Chi that she is his biological daughter, in order to set the record straight.

We therefore state categorically, emphatically, and unequivocally that the claims made by the so-called Ms. Chi Okafor are entirely false, misleading, malicious, inciting, and gravely injurious to the personality and character of our Client.

Before narrating the true facts, it is important to inform you that our Client has formally written a warning letter to Martins Vincent Otse (VeryDarkMan), who has persistently used his social media platforms—Facebook, Instagram, YouTube, among others—to harass, defame, incite the public against our Client, and issue threats under the guise of activism, all in a bid to destroy him, his ministry, and satisfy his paymasters.

One is left to wonder how an individual who claims to be an activist could unlawfully publish an interview with a lady falsely claiming to be our Client’s biological daughter, thereby criminally defaming him across the internet, without having the decency to reach out to our Client for his side of the story. This was done purely for self-serving purposes, cheap content creation, and online popularity, based on the assumption that our Client, being a pastor, would not respond on social media.

For the record, we wish to set out the true facts which this impostor has deliberately concealed, twisted, and perverted in an attempt to destroy the goodwill our Client has built over the years in both life and ministry.

It is our Client’s instruction that several years ago, during the early stage of his pastoral journey, a woman approached him and alleged that she was pregnant for him. Being a responsible and respected young gospel preacher at the time, our Client accepted responsibility and decided to marry the woman. Shortly thereafter, the woman began to live a lifestyle unbecoming of a preacher’s wife and, unfortunately, became pregnant again. In the interest of peace and maintaining an intact home, our Client continued to shoulder responsibilities as a father.

In the course of events, our Client suffered a traumatic ordeal when he was kidnapped and held captive for approximately fifty (50) days. During this period, the kidnappers contacted the supposed wife to demand ransom, but she denied knowing our Client. At some point, members of our Client’s extended family intervened, raised money, and handed it over to the supposed wife to secure his release. Regrettably, she diverted the funds and deceived the kidnappers.

By divine intervention and mercy, our Client was eventually released without any assistance from the supposed wife, despite the intervention of his extended family.

Following his release, serious misunderstandings arose between our Client and the supposed wife due to her neglect and conduct during his abduction. In the heat of an argument, our Client questioned her sincerity and commitment. It was during this exchange that the woman made a startling statement, asking: “Do you even think the children of this marriage are yours?” Having made similar insinuations previously, our Client attached weight to the statement and demanded a DNA test.

Ladies and gentlemen of the Press, the DNA test results shockingly returned negative, confirming that neither the first nor the second child was biologically related to our Client. The DNA test certificate is in the possession of the impostor’s mother, and our Client hereby challenges her to produce the said certificate or test result to the public.

Consequently, following this revelation, our Client and the impostor’s mother dissolved the supposed marriage and severed all personal ties. The woman left with the children.

Despite these findings, and purely out of compassion and goodwill, our Client has continued to support the children’s education and general welfare, including assisting them through their academic and career pursuits in Canada and the United Kingdom respectively. This humanitarian gesture must not, however, be misconstrued or misrepresented as an acknowledgment of paternity.

Gentlemen of the Press, any assertion suggesting that our Client abandoned a spouse or children is therefore false, misleading, defamatory, and constitutes cyber bullying.

For the avoidance of doubt, we reiterate that the continued public portrayal of Ms. Lilian Okafor and her sibling as children of our Client, as well as the publication of statements alleging abandonment, amount to gross misrepresentation and libel. Such actions are damaging, misleading, and wholly unacceptable.

Accordingly, we formally demand as follows:

A. Immediate retraction of all false, defamatory, and misleading statements published online or elsewhere concerning our Client, accompanied by a written apology published in two (2) national newspapers, with copies forwarded to the appropriate authorities.

B. Immediate cessation and desistance from further presenting or implying any familial relationship with our Client.

C. A challenge to the impostor to submit herself and her sibling for a DNA test at a mutually agreed and reputable health facility, in the absence of the earlier DNA certificate allegedly in her possession.

D. Immediate removal of all content that falsely associates our Client with claims of paternity or abandonment.

TAKE NOTICE that failure to comply with these demands will leave our Client with no option but to pursue all available legal remedies to protect his reputation, integrity, and ministry.

This statement is issued to clarify the facts, prevent further dissemination of falsehoods, and reaffirm our Client’s unwavering commitment to truth, dignity, and fairness.

Richard Gyan Mensah inspects 141MW AKSA Power Plant at Anwomaso

A working visit has been undertaken to the AKSA–Anwomaso Power Plant in Kumasi to inspect ongoing commissioning works, as part of government efforts to stabilise and enhance power supply in Kumasi and its surrounding communities.

The visit, led by the Deputy Minister for Energy and Green Transition, Richard Gyan Mensah, formed part of the H.E. John Dramani Mahama–led government’s broader agenda to strengthen electricity generation and improve reliability across the country.

Engineers from AKSA and the Ghana Grid Company (GRIDCo) briefed the delegation on the phased integration of the plant into the national grid. They indicated that the plant is designed to deliver a total installed capacity of 141 megawatts (MW), with a minimum guaranteed generation capacity of 120MW.

At the time of the inspection, the first generating unit, with a capacity of 47MW, had been completed but had not yet been connected to the grid. The engineers explained that technical teams from AKSA and GRIDCo were on site finalising the connection works. It was later confirmed that the first unit was successfully commissioned and connected to the national grid the same day.

According to the technical teams, the remaining two generating units are expected to be connected within a week, following a phased schedule of one unit every two days, after the successful integration of the first unit.

During the visit, acknowledgement was made of the inconvenience experienced by residents during temporary power interruptions that occurred during the critical tie-in phase. The assurance was given that government remains committed to proactively responding to rising electricity demand through the continuous expansion of generation capacity.

It was further emphasised that government’s priority is to ensure reliable power supply to households, businesses, and key sectors of the economy. The Ministry, it was noted, will continue to collaborate closely with all agencies within the energy sector to guarantee stable electricity supply, particularly during the festive season and in the period ahead.

In a post on X on December 24, 2025, Sammy Gyamfi claimed that his office had generated over $10 billion in foreign exchange for the country, describing the achievement as “unprecedented.”

He argued that what is truly unprecedented is not the revenue figure, but the scale of environmental destruction unfolding alongside it.

According to him, the constant promotion of export milestones ignores the ecological cost of small-scale mining, which is widely linked to polluted rivers, degraded farmlands, and risks to community health.

Mills acknowledged that public agitation over galamsey has quieted in recent months, partly due to what he described as the government’s “good faith (but still wanting) attempts” to address the problem. However, he cautioned against interpreting the silence as relief or approval.

As the nation enters the peak of the 2025 festive season, leading health advocacy groups have issued a stark warning: the joy of the holidays should not be a precursor to a lifetime of disease.

In a joint statement released on Tuesday, December 23, 2025, the NCD Alliance Ghana (GhNCDA) and the Vision for Accelerated Sustainable Development (VAST-Ghana) urged Ghanaians to guard against the rising risks of Non-Communicable Diseases (NCDs), which now account for nearly half of all deaths in the country.

The ‘Ultra-Processed’ Threat: A Holiday Trap

Public health experts are sounding the alarm over the “rapid transformation” of the Ghanaian food environment during December.

Markets and social gatherings are currently flooded with ultra-processed foods, which research shows now make up over 30% of retail items in urban Ghana.

The coalition noted that diets high in these products increase the risk of heart disease and type 2 diabetes by over 20%.

“True celebration thrives on nourishment, not excess, not ultra-processed… prioritize home-cooked meals with fruits, vegetables, legumes, and whole grains,” the statement, signed by the National Coordinator of the Ghana NCD Alliance, Labram Musa, advised.

Road Safety and the Alcohol Crisis

The appeal also highlighted a grim milestone: as of November 2025, Ghana’s roads had already claimed over 2,000 lives.

With alcohol consumption peaking during the holidays, the risk of fatalities is expected to spike.

The National Road Safety Authority has been criticized for what the alliance calls a “big failure” to curb the annual loss of life.

“We advise the public to avoid traveling with drivers under the influence… law enforcement agencies must enforce drink driving laws without exception. Turning a blind eye has cost and will continue to cost lives,” the groups warned.

The Shisha and Vape ‘Epidemic’

A major focus of the 2025 appeal is the illegal rise of nicotine products. The coalition clarified that all shisha and vape products sold in Ghana are illegal under the Public Health Act (Act 851), as they are not registered for use by the Food and Drugs Authority (FDA).

“Tobacco kills more than half of its users… [Vapes] are designed to hook you forever. There is no safe level of exposure,” the group noted, urging the youth to resist these “deadly” trends that are often marketed as safer alternatives to cigarettes.

Mental Health: ‘Presence Over Presents’

In a compassionate turn, the statement acknowledged that the festive season is often a period of high stress, grief, and financial anxiety—factors that the WHO identifies as major contributors to hypertension and heart complications.

“Set realistic budgets, maintain healthy boundaries… remember that your presence matters more than presents,” said the National Coordinator of the Ghana NCD Alliance.

The Health Coalition’s ‘Sustainable Celebration’ Checklist:

  • Move More: 30 minutes of intentional dancing or walking daily to reduce blood sugar.
  • Eat Smart: Swap sugary drinks for water; avoid late-night heavy feasting.
  • Smoke-Free Zones: Keep homes and vehicles 100% free from tobacco and shisha.
  • Zero-Tolerance Driving: Report any driver who appears impaired to the police immediately.

“The true measure of festive success is families returning whole, healthy, and alive in the new year,” Musah concluded.

Is Ghana’s tree-planting exercise delivering real value?

The Green Ghana Initiative has, since 2021, become one of the most visible symbols of the country’s response to deforestation and climate change.

Each year, millions of trees are planted across forest reserves, farms, schools and public institutions, supported by strong political leadership and nationwide participation.

On the surface, the programme looks like a success, but visibility and volume do not automatically translate into impact. As Ghana grapples with climate risks, land degradation and pressure on natural resources, the critical question remains whether we are restoring depleted forests, or simply planting trees?

Positives about the programme

From an implementation standpoint, Green Ghana deserves credit. Between 2021 and 2024, over 50 million seedlings were planted nationwide, often exceeding annual targets. Unlike many past afforestation efforts, survival rates have improved, with estimates suggesting around 70–80% of planted trees are surviving, depending on location and year.

This improvement reflects better nursery practices, timing and early maintenance. It also shows that Ghana can mobilise institutions, communities and the private sector at scale when there is political will. That is no small achievement.

The Contradiction

Despite satellite data and independent assessments telling a less comfortable story, Ghana continues to lose forest cover, including within designated forest reserves. Illegal mining, logging, agricultural expansion and fires are still removing mature forests faster than new trees can replace them.

This creates a fundamental contradiction which suggests whether planting trees are beneficial than losing forests at the same time.

From an environmental perspective, this matters because mature forests provide far greater benefits than young plantations. They store more carbon, regulate water systems, protect soils and support biodiversity. Losing them undermines climate resilience and increases long-term economic costs through flooding, land degradation and reduced agricultural productivity.

Climate Benefits Potential

Tree planting is often presented as a climate solution, and rightly so, trees absorb carbon over time. Ghana’s restoration efforts have the potential to sequester millions of tonnes of carbon dioxide if trees are protected and allowed to mature.

However, potential is not the same as proof. Most carbon figures linked to Green Ghana are modelled estimates, not backed by a robust national measurement, reporting and verification system. At the same time, deforestation elsewhere releases stored carbon immediately, reducing net climate gains.

For a country seeking climate finance, carbon market participation and ESG aligned investment, this gap between ambition and verification poses a real risk.

Biodiversity, the quiet omission

Another issue rarely discussed is biodiversity. Much of the planting focuses on fast-growing exotic species such as teak and eucalyptus. While these species survive well and have commercial value, they often support limited wildlife and provide fewer ecosystem services than indigenous forests.

At present, success is measured largely by how many trees are planted, not by whether ecosystems are recovering. Without tracking biodiversity, soil health and water regulation, tree planting risks becoming a plantation exercise rather than true restoration.

The Role of Governance

Ultimately, the success or failure of Green Ghana will be decided not at planting ceremonies, but in what happens afterwards. Too newly planted areas remain vulnerable to illegal mining, logging, fires and land-use change. Weak enforcement and unclear land tenure continue to undermine long-term outcomes.

Where communities have clear incentives through agroforestry, benefit sharing and tenure security; trees are more likely to survive. This reinforces a simple truth; tree planting is not an event; it is long-term asset management.

The Bigger Picture

Green Ghana is not a failure. But it is also not yet transformational. Ghana is planting trees but still losing forests. Climate benefits are possible, but not yet proven. Economic and ecological value exists but is not fully secured.

The initiative could deliver real returns if focus is shifted

  • from trees planted to forests protected.
  • from annual targets to long-term outcomes.
  • from visibility to verification.

Moving forward, we ought to ask ourselves;

  • How many hectares of forest does Ghana lose each year compared to how many it restores?
  • What is the net carbon benefit after deforestation is accounted for?
  • Who is accountable when planted forests are destroyed?
  • Are we restoring ecosystems, or just counting seedlings?

Until these questions are answered, Ghana risks planting trees while leaving its natural capital increasingly exposed.

Known privately as Stephen Morgan Fiakpornu, the songwriter could not hold back his admiration for the energy and show of love he received from the crowd.

“When the crowd gives you this kind of energy, you give everything back. Thank you Fodzoku for turning the night into a movie,” he stated.

Performers before the headline act were Zaga Boi, Andy Sydaking, Don Ziglah and Skinbwoy. The rest were Kwame Survival, Lorney Seedy and Kwame Madi.

The 2025 Gligbaza which is themed: ‘Driving Change: Community action for potable water sustainability,’ will climax on Saturday December 27, with a grand durbar of the Chiefs and people of Fodzoku and a host of high-ranking government officials and business owners.

In a Christmas message shared on its X page on December 25, 2025, the Office noted that the year placed exceptional pressure on Ghana’s accountability framework.

“Few years test institutions the way 2025 tested the Office of the Special Prosecutor,” the statement said.

The OSP expressed gratitude to its allies, champions of accountability, and key stakeholders for their support, acknowledging that their backing helped keep the institution functional and resilient throughout the year.

The Ghana Integrated Aluminium Development Corporation (GIADEC) has dismissed reports suggesting that the government plans to grant bauxite concessions in Nyinahin to businessman Ibrahim Mahama, describing the claims as false and misleading.

In a statement sighted by GhanaWeb Business on December 25, 2025, GIADEC clarified that all bauxite concessions in the country remain under its leasehold as part of a broader national strategy aimed at ensuring Ghana derives maximum value from its mineral resources.

“GIADEC unequivocally refutes this allegation and states, for the avoidance of doubt, that no such plan exists. Under the vision of His Excellency President John Dramani Mahama to reposition Ghana to fully benefit from its natural resources, approval was given for GIADEC to hold leases over all known bauxite reserves in the country. This was done to give GIADEC a strong footing to carry out its mandate and to attract the right investments and partnerships for the sector,” the statement said.

According to the corporation, no individual or private entity has been earmarked to receive the Nyinahin bauxite concessions.

GIADEC further explained that the Nyinahin leases, along with other bauxite leases, are currently before Parliament for ratification in line with constitutional requirements.

The corporation urged the public to disregard the reports, stressing that they do not reflect government policy or GIADEC’s mandate.

It also reaffirmed its commitment to transparency and to the development of Ghana’s integrated aluminium industry in the national interest.

‘We will disgrace Ghana’ – African Athletics Seniors Championships LOC assures Sports Minister

The Local Organising Committee (LOC) for 2026 African Athletics Seniors Championships has assured government of their commitment to ensure the country organises the best-ever tract and field event in the continent.

The Committee, which was inaugurated by the Minister for Sports and Recreation, Kofi Adams on the eve of Christmas Day to oversee preparations for the 24th edition of the competition, scheduled to be held in Accra from May 12 to 17, 2026, said they will make country proud.

Addressing the committee, the Minister described 2026 as a particularly demanding year for Ghana’s sports calendar, citing the FIFA World Cup, the Commonwealth Games in Glasgow and the Women’s Africa Cup of Nations in Morocco, Youth Olympics in Senegal, World Relays in Gaborone, etc.

He stressed, however, that hosting the African Senior Athletics Championships comes with a major responsibility.

“We are privileged to have the honour of also being the host for the African Seniors Athletics Championship,” the Minister said.

“You have a responsibility to plan effectively for participation of athletes numbering more than a thousand. And to plan for such a number logistically is not going to be easy.”

The Minister also revealed that the championship is expected to attract high-profile figures from the global athletics community.

“I am being informed that the World Athletics President, Lord Sebastian Coe, will be here for the championship. So that means very great personalities. The attention of the world when it comes to athletics would seriously be here.”

Ghana will also be hosting the World Athletics and Confederation African Athletics joint conference in Accra.

Adams charged the LOC, chaired by Farihan Alhassan, Managing Director of Ghana Commercial Bank, to ensure the event is not only successful but also leaves a lasting impact on athletics development in Ghana.

Reflecting on his school days, the Minister noted the past popularity of athletics and urged the committee to use the championship to revive interest in the sport.

“Athletics attracted more numbers than football ever did. But maybe the only reason today football is attracting more numbers is because they have organised themselves much better… Athletics also have the opportunity to do the same.”

He further linked the championship to President John Dramani Mahama’s renewed focus on school sports, encouraging the LOC to see the event as a foundation for long-term growth.

“What you do with this championship can begin and not end. And open another door for Ghana’s athletic exploits.”

Responding on behalf of the committee, Bawah Fuseini, President of Ghana Athletics, gave a strong assurance of commitment and delivery.

“Honourable Minister, we are guaranteeing that we are not going to disgrace you. We are not going to disgrace Ghana. We are not going to disgrace the President,” Fuseini said.

“For the trust you have imposed on us, we are going to deliver and to make every Ghanaian proud.”

The LOC includes representatives from Ghana Athletics, the National Sports Authority, the Ministry of Sports and Recreation, National Security and the private sector, as Ghana intensifies preparations for hosting one of Africa’s flagship athletics events.

The continental event will be hosted at the University of Ghana Stadium, Legon.

Chairman of the Constitution Review Committee, Prof Henry Kwasi Prempeh, says a five-year presidential term could break Ghana’s growing culture of automatic eight-year presidencies.

Speaking on Joy News on December 25, he said the current four-year term leaves presidents with very little effective governing time.

“So you come in, you are supposed to appoint everybody,” he said. “The new Council of State has to come up before you appoint, consult them and appoint. So it takes forever.”

He said these delays affect governance early on. “We sorted out some of those things right to free up time so that this management issue doesn’t happen,” he explained.

Beyond administrative delays, Prof Prempeh said the committee examined global trends and found Ghana is now out of step.

“Ghana is among a dwindling number of countries that still do four years, especially new democracies and in Africa,” he said.

He noted that longer terms are now the norm. “Most do five. In our region, some do seven,” he said.

“Benin and Liberia, I think, do six years. Nigeria and Ghana have four years. We and Nigeria are always matching together lockstep.”

According to him, the evidence was clear. “The global norm now has shifted from four to five in presidential systems,” he said, adding that “in our own region, five is the norm.”

Prof Prempeh said the committee accepted that term limits are not fixed by science.

“Since any number is arbitrary, then let’s be guided by comparative best practice,” he said. “So if the world is moving towards five, then maybe it makes sense five.”

He said voter behaviour was also central to the proposal. “People tell us, ‘Oh, when their term is coming to an end, give us another term. We didn’t have enough time,” he said.

According to him, voters often accept that argument under the four-year system. “A Ghanaian voter might accept that four years is not enough and give you a second term to finish your work,” he said.

But he said five years changes that calculation. “If you have five years, it is going to be difficult to convince a voter that five years was not enough,” he said.

Prof Prempeh stressed that the proposal is tougher on incumbents, not easier. “Our thinking is that actually five years is tough on the incumbent,” he said.

He said poor performance would carry consequences. “If you have not performed well in five years, Ghanaians are not really going to entertain the thought of letting you stay,” he said.

According to him, this could disrupt Ghana’s eight-year pattern. “The four, four was becoming like a tradition, like everybody gets eight,” he said.

But he said a five-year system may change outcomes. “This time, we may be getting more presidents getting five,” he said.

Prof Prempeh rejected the idea that the proposal guarantees a longer rule. “It’s not like you just multiply five by two and say, hey, 10 years, there is too much,” he said.

He said earning a second term would be harder. “The 10 is going to be difficult to get,” he added.

According to the IMF, the extension is needed to allow for the implementation of reforms underpinning the sixth and final review of the programme.

This was disclosed in the IMF Staff Report released after the Fund’s Executive Board approved Ghana’s fifth programme review.

If accepted, the proposal will extend Ghana’s ECF programme, which was scheduled to end in May 2026, to August 2026.

In the report, the IMF noted that “the extension through August 16, 2026, would help reach an understanding on the policies supporting completion of the 6th review, while allowing sufficient time to prepare and circulate Board documents.”

Proposed programme modifications

The IMF is also proposing modifications to Ghana’s programme, including changes to the Indicative Targets (ITs) and the Monetary Policy Consultation Clause (MPCC).

The Fund explained that at the end of March 2026, the primary balance and non-oil revenue ITs will be modified to accommodate macroeconomic developments, while maintaining the fiscal effort relative to GDP.

In addition, the MPCC bands for December 2025 and March 2026 are expected to be adjusted downward to reflect better the impact of recent macroeconomic developments on expected disinflation trends.

Programme status

Ghana’s 36-month ECF arrangement was approved by the IMF’s Executive Board in May 2023, with access amounting to 303.8 per cent of quota, equivalent to SDR 2.2419 billion, or about US$3 billion.

So far, Ghana has secured about US$2.8 billion following the successful completion of the fifth programme review.

The IMF said Ghana’s programme implementation has been broadly satisfactory, noting that all end-June 2025 performance criteria and indicative targets were met.

The Fund also disclosed that three prior actions were completed for the fifth review. These include the audit of 2024 payables, the cleansing of the taxpayer registry and ledger data, and the submission of the 2026 budget to Parliament in line with programme objectives.

There has also been progress on previously missed structural benchmarks from the fourth review. The IMF said the strategy for state-owned banks, which was initially due in April 2024, was implemented in September 2025.

The Fund further praised the authorities for progress in operationalising indicative targets, which have been rephased in three stages. The first stage covers key aspects of the missed structural benchmarks and has been reset as a new end-March 2026 structural benchmark.

Out of the eleven structural benchmarks for the current ECF review, the IMF said four were met, two were implemented with delays, one was implemented as a prior action, one is expected to be implemented in December 2025, and three were missed.

The IMF noted that the end-June 2025 structural benchmark on merging certain statutory funds with their line ministries was not met, as the authorities opted for an alternative approach to achieve the programme’s objective of reforming earmarked funds.

Challenges and risks

Despite the progress made under the programme, the IMF expressed concern about Ghana’s economic outlook.

According to the report, “the macroeconomic outlook remains generally positive though subject to significant downside risks.”

The Fund said these risks mainly stem from potential deterioration in the external environment, particularly commodity price volatility, as well as confidence effects arising from policy and reform slippages.

It also warned that delays in completing Ghana’s comprehensive debt restructuring pose additional risks.

The IMF further highlighted Ghana’s vulnerability to regional conflicts, terrorism, geoeconomic fragmentation, commodity price volatility, and trade and investment shocks.

Domestic policy slippages, the Fund cautioned, could undermine macroeconomic stability and debt sustainability, complicating engagements with external creditors and development partners.

The IMF also pointed out that delays in implementing the Energy Sector Recovery Programme could require additional budgetary resources and trigger electricity and fuel supply disruptions.

Debt classification

While acknowledging Ghana’s progress in reducing total debt and securing restructuring agreements with some bilateral creditors, the IMF said it still considers the country to be at high risk of debt distress.

Although all debt sustainability indicators remain below their respective thresholds under the baseline scenario, the Fund said it applied judgment to maintain the high-risk classification.

According to the IMF, this reflects significant uncertainties around commodity prices and exchange rate movements, as well as elevated rollover risks and independent power producer payment obligations.

The Minister of Education, Haruna Iddrisu, has accused the previous Akufo-Addo administration of causing long-lasting harm to Ghana’s economy, warning that the effects of the downturn will take considerable time to reverse.
