The recurring military brutality in Ghana: A lingering colonial mindset?

The Ghana Armed Forces is one of the most respected institutions in the country built on discipline, honor, and sacrifice.

Many of our officers are outstanding professionals, diligently serving the nation with pride and integrity. That must be acknowledged. But alongside the dedicated men and women in uniform exists a darker, troubling trend: the recurring pattern of abuse and brutality by some officers, acts that continue to stain the reputation of the institution and torment the very citizens they swore to protect.

The Viral Assault – Burma Camp

A recent viral video showed a soldier brutally assaulting a female customer and a pharmacist inside a pharmacy; slapping, kicking, and manhandling them over what appeared to be a misunderstanding about service. The video sparked public outrage and renewed the national conversation about military abuse of civilians; the footage was horrifying: a man trained to defend life turning that training against unarmed civilians. What began as a misunderstanding turned into a full display of power without control, discipline without purpose.

This isn’t an isolated act. Ghanaians still remember Ashaiman (2023), when soldiers stormed the town at dawn, beating residents after the death of a colleague. In Wa (2021), men in uniform were filmed flogging civilians over a missing phone. From Takoradi to Kumasi, stories of soldiers assaulting civilians have become too frequent, too familiar and too tolerated.

No matter the reason, assault is a crime under Ghana’s Criminal Code, 1960 (Act 29), classified as a misdemeanor, punishable by imprisonment. Uniform or not, no citizen is above the law It’s that simple. Being in uniform doesn’t make it legal, justified, or noble. It makes it worse because the uniform represents the law itself.

The Law Enforcer Who Breaks the Law

The uniform is meant to symbolize service and responsibility, not superiority or intimidation. An officer of the law does not break the law, he upholds it. When men in uniform turn their strength against unarmed civilians, they undermine the very moral code that gives their service meaning. An officer of the law breaking the law is the ultimate contradiction. The badge or uniform does not elevate a person above others; it burdens them with responsibility.

Why do we still see these acts? Is it a lingering colonial mindset, where power was enforced through fear and physical domination? Do some still believe that to be respected, they must first be feared? Being in uniform should not turn one into a demigod. The civilians being brutalized are also nation-builders: lawyers, teachers, nurses, traders, scientists and students: people whose work sustains the very peace the military exists to protect, people whose taxes sustain the very institutions that arm and feed the military

When you Train the Body, Train the Mind Too

We must ask ourselves honestly: what kind of training are our officers receiving? Are they being taught human rights, civil engagement, and the ethics of restraint or only obedience and dominance?

Military training should build discipline, not desensitize humanity, it should not strip away humanity. It should produce disciplined professionals capable of restraint under provocation. When a few officers behave like bullies rather than protectors, the institution must introspect A few officers display behaviors that belong to battlefields, not communities. How do we produce men trained to protect society, but some end up behaving as though they were trained for an animal farm?

The problem may not just be the curriculum, but also the culture of impunity that allows such acts to go unpunished. Until consequences are real, lessons remain empty.

Recording the Truth Should Not Be a Crime

Another recurring issue in Ghana is the attack on civilians for recording brutality. Citizens have been beaten or arrested merely for capturing soldiers on video. But globally, the right to record public officers performing their duties is protected. In the United States, UK, and South Africa, the law recognizes the public’s right to record as long as it does not obstruct operations. In Ghana, no law forbids a civilian from recording an officer committing a crime. So, why should anyone be beaten for documenting abuse? If the uniformed man’s actions are just, what is there to hide? A professional officer should not fear a camera; only the lawless do. A professional should not dread evidence only the guilty do. Trying to destroy recordings or punish citizens for filming is simply a way to erase accountability. A professional should not dread evidence only the guilty do. Justice for the Connected & Powerful, Silence for the Poor

The officer caught assaulting the pharmacist has been arrested and that is commendable. But one cannot help but wonder: Would this have happened if the victims were ordinary Ghanaians without influence or connections? We must admit: such swift action only happens when the victims have influence or visibility. If that woman had been a market vendor, a mason, or a poor student, would we still be talking about this?

For too long, poor civilians have suffered abuse with no justice. Many don’t know where to turn, and institutions often ignore them. Leadership routinely overlooks these “small issues,” forgetting that unchecked brutality corrodes public trust in security agencies. The true measure of justice is not how the powerful are treated, but whether the powerless are protected.

We are Better than these Archaic Practices

Ghana has reached a level of democratic maturity where citizens can no longer be treated as subordinates to state power. The days of “fear the soldier” must give way to “respect the soldier for his service.

It’s time for the Ghana Armed Forces to match its discipline with transparency and self-policing. Public trust is built not by words, but by actions. Soldiers who brutalize civilians must face visible justice, not quiet transfers, training must emphasize human rights and ethical conduct, not blind aggression. The institution must protect its image by purging its ranks of those who stain the uniform.

We must move past the days when the uniform inspired fear. In modern Ghana, the soldier should inspire respect, safety, and confidence. Being a soldier is not a license to brutalize; it is a duty to serve with discipline, not dominance.

NHIA Prioritising Expanded Dialysis Coverage – Dr. Bampoe

Chief Executive Officer of National Health Insurance Authority (NHIA), Dr. Victor Asare Bampoe, has announced that his outfit is working assiduously with stakeholders to provide a comprehensive coverage for kidney dialysis.

He said the comprehensive coverage aims to alleviate the financial burden on patients and their families, who previously struggled with the high cost of life-saving dialysis procedures.

Speaking at the National Health Insurance Scheme (NHIS) conference themed, “Consolidating strategic partnership for a resilient and the inclusive health insurance scheme,” Dr. Bampoe added that kidney disease remains a significant health concern in Ghana, with many patients struggling to access life-saving treatment.

He said, “Its public knowledge that a tender was floated by the Ministry of Health, and we’ve discussed coverage of dialysis. The country is actually being divided into sectors to ensure that no one is left behind. It’s a very important and comprehensive policy of the Mahama administration.”

He explained that the country is moving towards comprehensive dialysis coverage, with plans to cover the entire nation.

Dr. Bampoe reiterated that a recent meeting with the Minister of Health and nephrologists was held to discuss additional requirements for improved coverage. “Currently, patients pay around GH¢499 or GH¢500 per session, but this will change soon with more comprehensive coverage being implemented,” he disclosed.

Director of Strategic Health Purchasing, Dr. Mrs. Ruby Aileen Mensah, explained that the review of dialysis tariffs considers the overall cost of care, including initial shunting sessions for ward patients.

She indicated that the new tariff structure will cover a specified number of sessions, providing comprehensive care from stabilisation to discharge and beyond.

“The amount for the two dialysis sessions has also been requested. This coverage will include routine labs, as well as medications, such as erythropoietin, which is currently under discussion due to its high cost. Once implemented, these changes will make the coverage for kidney disease more comprehensive,” she added.

Mahama terminates SML contract

President John Dramani Mahama has directed the immediate termination of all contracts between the Government of Ghana and Strategic Mobilisation Ghana Limited (SML) following the conclusion of an investigation by the Office of the Special Prosecutor (OSP).

This directive was contained in a letter signed by the Secretary to the President, Dr. Callistus Mahama, and addressed to the Minister of Finance, Dr. Cassiel Ato Forson. The letter instructed the Finance Minister to take immediate steps to end all existing agreements involving SML.

The OSP recently concluded its investigation into the revenue assurance contracts between SML and the Ghana Revenue Authority (GRA), which examined issues related to alleged procurement irregularities, contractual overreach, and value for money concerns.

According to findings shared by the Special Prosecutor, Mr. Kissi Agyebeng, at a presser in Accra on Thursday, October 30, the investigation revealed that there was no genuine need for engaging SML for the services it purported to perform.

The contracts, he said, were secured through “self-serving official patronage, sponsorship, and promotion based on false and unverified claims.”

Meanwhile, the Strategic Mobilisation Ghana Limited has denied any wrongdoing, insisting that its operations were lawful, transparent, and beneficial to the state.

In a statement issued on Friday, October 31, 2025, SML said it had “fully cooperated with all lawful investigations” and called for public discussions to be grounded in verified facts rather than speculation.

“We will present all relevant documents before the appropriate authorities. We remain proud of the work done, the controls that governed it, and the measurable value created for Ghana,” said the company’s Lead Counsel.

SML maintained that it is a wholly Ghanaian-owned company with no political affiliations and that its contracts with the GRA were structured under a “risk-and-reward” framework to enhance national revenue mobilisation through measurable results.

According to the company, its services — including transaction audits, external price verification, and downstream petroleum measurement — were performed under GRA supervision, with payments made only after results were independently verified.

William Kusi, the lawyer representing the late Daddy Lumba’s wife, Akosua Serwaa, has stated that he will ensure the law is reinforced if any court rules that a woman with a marriage certificate is not recognised as a legitimate wife.

In an interview on Top FM, William Kusi expressed confidence in winning the legal battle over who the true wife of the late Highlife legend is, between Akosua Serwaa, who holds a marriage certificate, or Priscilla Ofori, popularly known as Odo Broni, who is also claiming to be Lumba’s wife.

According to him, even if the court’s final ruling does not favour his client, he will not be disturbed by the outcome because such a ruling would ultimately serve as a legal precedent for future cases involving marriage legitimacy.

He explained that the case, which is currently before the High Court in Kumasi, could be appealed to higher courts if necessary.

The lawyer stressed that he would challenge any ruling that recognises a woman who allegedly cohabited with a man as a legitimate wife over another who holds a valid marriage certificate.

“As for the case, I’m not even going to lose it. Even if I lose it, it won’t bother me at all because it is a case that will eventually become the law. If any court says that someone who has a marriage certificate is not a wife, and instead the person who allegedly lived with the man is the wife, I will go up and make sure I strengthen the law,” he said.

The legal tussle follows a ruling by a Kumasi High Court, which dismissed an injunction application filed by Akosua Serwaa seeking to halt the funeral rites of her late husband, Daddy Lumba.

The court held that under Asante tradition, the authority over the late musician’s remains rests with his extended family, and not his first wife.

With the injunction dismissed, the court’s attention has now moved to the substantive issue, determining who the surviving spouse of the late singer is.

The court has directed all parties to file the necessary legal documents by October 31, 2025. A Case Management Conference has been scheduled for November 14, 2025, paving the way for the main hearing to begin on November 17, 2025.

The hearing is expected to conclude by November 21, 2025, with the final judgment on the case set for November 25, 2025.

President Mahama directs termination of all existing SML contracts

President John Dramani Mahama has directed the Minister of Finance, Dr Cassiel Ato Forson, to terminate all existing contracts between the Government of Ghana and Strategic Mobilisation Ghana Limited (SML).

The directive follows the conclusion of investigations by the Office of the Special Prosecutor (OSP), which found no justifiable basis for the government’s engagement with SML.

A letter signed by the Secretary to the President, Dr Callistus Mahama, instructed the Minister of Finance to take immediate steps to end all contractual arrangements involving the revenue assurance firm.

At a press briefing in Accra on Thursday, October 30, 2025, Special Prosecutor Kissi Agyebeng disclosed that the investigation revealed no genuine need for the services SML was contracted to perform, raising concerns about value for money and procurement justification.

“The failure to obtain mandatory prior approvals for such a high-value contract represents a serious breach of the legal framework designed to protect state assets,” Agyebeng stated.

The contracts, which aimed to provide revenue assurance services in the petroleum, mining, and liquid bulk distribution (LBD) sectors, were found to lack legitimate operational requirements.

The investigation also revealed that key regulations under the Public Financial Management Act, 2016 (Act 921) and the Public Procurement Act, 2003 (Act 663) were allegedly bypassed.

SML insists payments were verified, dismisses OSP claims of political ties

The OSP is set to press charges by the end of November 2025 against several individuals implicated in the SML-GRA contracts. Those expected to face prosecution include former Finance Minister Ken Ofori-Atta; current and former Commissioner-Generals of the GRA, Rev Dr Ammishaddai Owusu-Amoah and Emmanuel Kofi Nti; GRA officials Isaac Crentsil and Kwadwo Damoa; and former Ministry of Finance Technical Advisor Ernest Akore.

According to Agyebeng, evidence gathered points to criminal conduct during the negotiation, approval, and implementation of the contracts.

The OSP is expected to formally announce specific charges and commence legal proceedings in the coming weeks.

Nvidia strikes bumper AI deals with Asia tech giants

US chip giant Nvidia will supply more than 260,000 of its most advanced artificial intelligence (AI) chips to South Korea’s government, as well as Samsung, LG, and Hyundai.

The companies will all deploy the AI chips in factories to make everything from semiconductors and robots to autonomous vehicles and meant that South Korea can “now produce intelligence as a new export,” chief executive Jensen Huang said.

Mr Huang did not disclose the value of the South Korean deals.

It caps off a busy week for Nvidia, which on Wednesday became the first company to be valued at $5 trillion and on Thursday saw signs of a thaw in US-China trade relations that may mean it can export more of its chips to China .

Speaking at a CEO summit on the sidelines of Asia Pacific Economic Cooperation (Apec) in Gyeongju, South Korea, Mr Huang added that with the chips, companies would be able to create “digital twins” with other factories around the world.

These deals form part of Nvidia’s latest effort to expand AI infrastructure globally, to further integrate AI into products and services.

Nvidia has been striking international partnerships which helped it become the first company ever to be valued at $5tn (£3.8tn) on Wednesday.

Caught in the middle

The South Korea deals come as Nvidia grapples with the fallout of the China-US trade war.

China made up more than a tenth of Nvidia’s revenue last year, but the extent of China’s access to Nvidia’s chips has been a point of friction with Washington.

“We used to have 95% share of the AI business in China. Now we’re at 0% share. And I’m disappointed by that,” Huang said in Gyeongju on Friday.

Trump said after his meeting with Xi on Thursday that Beijing will hold talks with Nvidia to discuss sales of its chips in China.

Trump said the talks remained between China and the US company, but that the US government will play the role of a “referee” of sorts.

On Friday, Huang said he would like to sell Nvidia’s state-of-the-art Blackwell chips to China, although the decision needed to be made by the US President.

The US imposes export controls on sales to China of Nvidia’s most-advanced AI chips.

The tech boss had no news on China sales, or the talks between the two leaders but that he hopes they’ll find a way to have new policies that allow chips back into China.

“It’s in the best interest of America to have the China market and it’s in China’s interest to have an American company bring technology to the country,” Huang said.

“We’d like to see American technology be the global standard.”

AI power

South Korea – which is already home to major semiconductor companies and vehicle manufacturers – wants to become a regional AI hub.

The country is the ideal place to expand AI infrastructure, according to the Nvidia CEO, because of its access to energy and land, and its ability to construct factories.

President Lee Jae Myung said he would prioritise AI investment after coming into office in the face of US tariffs.

With the Nvidia deal, the South Korean government plans to build computing infrastructure that it will control, a term known as “sovereign AI”.

More than 50,000 Nvidia chips will power data centres at the National AI Computing Center and facilities owned by South Korean companies like Kakao and Naver.

The chip giant is dependent on the tightly-knit supply chains that run through the Asia Pacific region.

Nvidia is primarily a chip designer, and so outsources most of its physical production to manufacturers like Samsung, SK Hynix and TSMC.

TSMC has been a critical partner for Nvidia, making the company’s most advanced AI chips, including its flagship Blackwell series.

Samsung makes parts for Nvidia’s H20 chips, a scaled-down processor made for the Chinese market under US export rules.

National security experts and some politicians have long voiced concerns about the US selling AI chips to China, saying that Beijing could use them to gain an advantage in AI, as well as in military applications.

Analysts say that US efforts to block China’s access to advanced computer chips have fostered innovation within China.

Both Huawei and Alibaba have unveiled their own chips that they say can rival Nvidia’s products for the Chinese market.

Beijing has also reportedly prohibited local firms from buying from Nvidia, urging them to buy from Chinese chipmakers to give its domestic tech industry a boost.

“We respect deeply the capabilities of China,” Nvidia’s Jensen Huang said on Friday.

Nvidia’s share price was this week further boosted by a wave of new deals, including partnerships with the US Department of Energy, Nokia, Uber, and Stellantis – moves aimed at reassuring investors that AI investments will deliver returns.

Hopes of a revival in China sales, following trade talks between Presidents Trump and Xi, also lifted its share price.

Ahead of the tournament, one of the organisers, John Ankrah, explained that the rationale behind the competition is to bring together old students from the various schools to network while showcasing their footballing skills.

The captain of the Achimota School Old Boys group, Kwame Abbey, also indicated that his side are well prepared to clinch the trophy.

He disclosed that the squad has been camping in Adukrom with top players and a coach for some time, and they are confident of emerging as champions.

“They invited us to participate in these games. I am the captain of the Achimota 1990 year group. We haven’t taken this competition lightly, we brought in some foreign-based players because our school has alumni working abroad. We’ve done some training and are set to win the trophy, even though we know we’re competing in the spirit of brotherhood and friendship.

“We went camping in Adukrom, and now we’re ready. Our coach is a football expert who has worked with the Right to Dream Academy. We don’t want to reveal our strategy because the PRESEC and Prempeh guys will be watching us,” Abbey remarked.

In the photo, Ryn, whom the actress welcomed on October 29, 2017, with her British baby daddy and former photographer Jamie Roberts, beamed with a smile as Madam Margaret held her in her arms at the premises of a plush residence.

Yvonne Nelson’s daughter looked cute in her short-sleeved shirt and appeared to enjoy her private moment with her grandmother, who watched her with happiness and pride.

The photo of Ryn with Madam Margaret marked a rare public appearance by the latter, with whom Yvonne has had a strained relationship over the years regarding questions about the identity of her biological father.

Botwe boys crush Prempeh and Adisco to secure NSMQ semi-final spot

After a postponed contest that left fans eagerly waiting, Mfantsipim School proved its intellectual dominance by defeating rivals Prempeh College and Adisadel College in the rescheduled quarter-final stage of the 2025 National Science and Maths Quiz (NSMQ), booking a spot in the semi-finals.

They amassed 64 points, 24 points ahead of the two other contestants, Adisadel College and Prempeh College, who both finished with 40 points.

The much-anticipated contest, originally scheduled for Thursday, October 30, had to be postponed after an uncontrollable crowd breached security and overwhelmed the venue, the School of Graduate Studies (SGS) Auditorium at the University of Cape Coast (UCC).

When the competition finally took place, the atmosphere was charged with excitement as the three science giants battled fiercely for supremacy across five thrilling rounds.

The Mfantsipim contestants, showing composure and focus, took an early lead in the first round, the Fundamentals Round, earning 25 points, while Prempeh followed with 20 points and Adisadel secured 15 points.

In the second round, the Speed Race, Mfantsipim maintained their momentum, stretching their score to 41 points. Prempeh trailed with 22 points, while Adisadel remained at 15 points, struggling to catch up.

The Problem of the Day, the third round worth ten points, tested the contestants’ ability to solve complex scientific problems under pressure.

Mfantsipim secured four out of ten, moving to 45 points, while Prempeh managed two, increasing their tally to 24 points. Adisadel, however, gained momentum, earning six out of ten to reach 21 points.

By the fourth round, which focused on True or False questions, Mfantsipim widened their lead with 61 points, followed by Prempeh with 40, and Adisadel with 31 points.

In the final round, the Riddle Round, Mfantsipim solved one out of the four riddles, finishing at 64 points. Prempeh failed to solve any, maintaining 40 points, while Adisadel made a strong finish by solving three riddles to also reach 40 points.

The victory secured Mfantsipim’s place in the semi-final stage as they continue their quest to defend the title they won in 2024, aiming for back-to-back triumphs in the prestigious national competition.

The Quiz Mistress, Professor Elsie Effah Kaufmann, commended all three schools for their impressive performances, particularly in the opening rounds where contestants displayed remarkable accuracy and confidence in answering questions.

Fans and alumni of Mfantsipim School celebrated joyously, chanting their school anthem as the “Botwe boys” reaffirmed their reputation as one of the most formidable teams in NSMQ history.

Taylor, who starred for both Hearts of Oak and Asante Kotoko, in an interview, recounted how he was denied parking access at the Accra Sports Stadium, only to watch Felix Afena-Gyan, arriving moments later in a luxury Range Rover, being escorted inside.

The former Black Stars forward described the experience as humiliating, questioning why he, despite his contribution to Ghanaian football, was treated with such disregard.

While many sympathized with Taylor, DKB’s reaction rubbed fans the wrong way. In a post on X, the comedian appeared to suggest that Taylor’s decision to stay in Ghana rather than pursue a career abroad was partly to blame for his current situation.

President John Dramani Mahama has directed the Minister of Finance, Dr Cassiel Ato Forson, to terminate all existing contracts between the Government of Ghana and Strategic Mobilisation Ghana Limited (SML).

The directive follows the conclusion of investigations by the Office of the Special Prosecutor (OSP), which found no justifiable basis for the government’s engagement with SML.

A letter signed by the Secretary to the President, Dr Callistus Mahama, instructed the Minister of Finance to take immediate steps to end all contractual arrangements involving the revenue assurance firm.

At a press briefing in Accra on Thursday, October 30, 2025, Special Prosecutor Kissi Agyebeng disclosed that the investigation revealed no genuine need for the services SML was contracted to perform, raising concerns about value for money and procurement justification.

“The failure to obtain mandatory prior approvals for such a high-value contract represents a serious breach of the legal framework designed to protect state assets,” Agyebeng stated.

The contracts, which aimed to provide revenue assurance services in the petroleum, mining, and liquid bulk distribution (LBD) sectors, were found to lack legitimate operational requirements.

The investigation also revealed that key regulations under the Public Financial Management Act, 2016 (Act 921) and the Public Procurement Act, 2003 (Act 663) were allegedly bypassed.

SML insists payments were verified, dismisses OSP claims of political ties

The OSP is set to press charges by the end of November 2025 against several individuals implicated in the SML-GRA contracts. Those expected to face prosecution include former Finance Minister Ken Ofori-Atta; current and former Commissioner-Generals of the GRA, Rev Dr Ammishaddai Owusu-Amoah and Emmanuel Kofi Nti; GRA officials Isaac Crentsil and Kwadwo Damoa; and former Ministry of Finance Technical Advisor Ernest Akore.

According to Agyebeng, evidence gathered points to criminal conduct during the negotiation, approval, and implementation of the contracts.

The OSP is expected to formally announce specific charges and commence legal proceedings in the coming weeks.

Mahama in Cairo for Grand Egyptian Museum opening on November 1

Accra, Oct 31, GNA – President John Dramani Mahama arrived in Cairo on Friday at the invitation of the Egyptian President Abdel Fattah al-Sisi, for the opening of the Grand Egyptian Museum (GEM), slated for Saturday, November 1. 

Overlooking the Giza Pyramids, the GEM is the world’s largest archaeological museum, celebrating over 5,000 years of Egyptian civilization.  

The $1 billion project, two decades in the making, houses thousands of artifacts, including 4,500 treasures from King Tutankhamun’s tomb. 

President al-Sisi has hailed the museum as a “symbol of Egypt’s leadership in global culture.”  

Originally set to open in July, the event was postponed due to regional tensions but is now expected to be one of the most significant cultural gatherings of the year. 

The project was made possible through Egypt and Japan cooperation, with Japan providing ¥84.2 billion ($800 million) in soft loans via JICA and JBIC, alongside Egyptian and international contributions. Japanese experts also trained hundreds of Egyptians in conservation and museum management. 

The opening comes amid a tourism revival in Egypt, with revenues reaching $14.4 billion in 2023–2024 and 15 million visitors recorded in the first nine months of 2025.

Tragic crash at Achimota Forest roundabout leaves tricycle driver dead

A fatal accident occurred at the Downside section of the Achimota Forest Roundabout, near the DSTV bus stop, involving a Benz car and a tricycle loaded with refuse.

The tricycle driver was confirmed dead at the scene following the violent collision, which left both vehicles badly damaged.

Eyewitnesses described the impact as severe, saying the tricycle was completely mangled.

Police have arrested the driver of the Benz, who is currently assisting with investigations to determine the cause of the crash.

The Executive Director of the African Centre for Security and Counterterrorism, Emmanuel Kotin, has questioned why former Minister of Finance, Ken Ofori-Atta, has refused to return to face prosecution and address allegations surrounding his tenure if he is not guilty.

According to a 3news.com report on October 31, 2025, he said the former finance minister owes Ghanaians an explanation regarding several unresolved matters linked to his management of the economy and financial agreements during his time in office.

“If I were the former Minister of Finance, Ken Ofori-Atta, I would have come back to defend myself if I had not done anything wrong. It’s as simple as ABC. If you have not done anything wrong, why are you running away? Ghanaians want to know, and you owe them that,” he said.

The security analyst again explained that the continued delay by the former finance minister can tarnish his family’s reputation and image.

We had a former finance minister who had been declared a fugitive from justice and was not willing to turn himself in,” he stated.

Emmanuel Kotin also accused the Office of the Special Prosecutor of underperforming as the country’s second occupant of the office.

“I think the OSP has not performed well at all. If you look at the office and the number of resources allocated to the Office of the Special Prosecutor and the level of prosecution so far, I think that we need to have a rethink about the Act altogether,” he added.

Kotin’s comments come in response to the Special Prosecutor, Kissi Agyebeng, who disclosed at a press conference on Thursday, October 30, 2025, that his office is collaborating with the Attorney General’s Department to extradite the former Minister of Finance as part of ongoing investigations into the controversial Strategic Mobilisation Ghana Limited (SML) contracts.

The Majority Chief Whip, Rockson-Nelson Dafeamekpor, has blamed certain Committee Chairpersons for the persistent low attendance of Members of Parliament (MPs) during plenary sessions.

According to an adomonline.com report dated October 31, 2025, Dafeamekpor said some Chairpersons deliberately schedule committee meetings at the same time as plenary sittings, making it difficult for the House to form a quorum and conduct business.

His comments follow the release of a parliamentary attendance report covering 43 sittings between January and March 2025, which disclosed that several MPs missed sittings for more than 20 days without official permission.

Addressing the issue on the floor of Parliament, Dafeamekpor said repeated calls to review committee schedules have been ignored.

“The records will bear me out that I drew the attention of the leadership of the committees to this matter. Mr Speaker, we have discovered that some leaders of committees are arranging committee business in the afternoon when we have all agreed that committee business should be arranged in the morning, so that at 2 p.m., we will be ready to conduct business in the House,” he stated.

He also noted that the day’s Order Paper listed several committee meetings for the afternoon, contrary to the agreed arrangement.

“Today’s Order Paper shows that there are advertised meetings of committees for the afternoon when we had encouraged them to shift those sittings to the morning so that we have adequate numbers in the afternoon to conduct business,” he indicated.

Revenue assurance firm Strategic Mobilisation Limited (SML) has stated that it is a wholly Ghanaian-owned private company with no ties to former Minister of Finance Ken Ofori-Atta or any members of the previous Akufo-Addo administration.

In a press statement sighted by GhanaWeb Business, SML dismissed suggestions of political influence in its operations, describing such assertions as unfounded and inconsistent with official corporate records.

“SML is a wholly Ghanaian-owned private company duly incorporated under the laws of the Republic of Ghana. Its directors, shareholders, and beneficial owners are publicly registered with the Registrar of Companies. No current or former public official owns, controls, or patronises SML,” the statement read.

The company defended its performance under contracts awarded by the Ghana Revenue Authority (GRA), stating that all payments received were tied to verified deliverables and subject to rigorous oversight.

“SML has efficiently executed its Transaction Audit, External Price Verification, and Downstream Petroleum Audit contracts under continuous GRA supervision. Payments were made only after technical validation, data reconciliation, and documentary confirmation,” it said.

SML further noted that its scope was expanded by the GRA and the Ministry of Finance to include upstream petroleum and minerals revenue audits based on its proven capacity and technical expertise.

The statement comes in response to comments made by Special Prosecutor Kissi Agyebeng, who at a press conference on Thursday, October 30, 2025, reaffirmed his office’s intention to recover GH¢125 million from SML, describing the amount as unjust enrichment through automatic payments not backed by performance.

SML, however, challenged the basis of the recovery claim, insisting that the state owes the company.

“SML questions the basis of the purported GH₵125 million ‘to be recovered’ by the state, as the evidence on record clearly indicates otherwise. Official statements on verified performance data and financial reconciliations are available directly from the GRA,” the company stated.

Addressing concerns about duplication of roles, SML clarified that its work in the downstream petroleum sector complements, rather than replaces, existing state functions.

“Our systems introduced continuous digital monitoring to address longstanding weaknesses in manual measurements and fragmented data. SML’s role is to enhance transparency and accountability, not to substitute government oversight,” it added.

According to Taylor, he arrived at the stadium early in his Daewoo Matiz, hoping to secure a parking space, but was told there was no space available.

However, former AS Roma forward Felix Afena-Gyan arrived moments later in a Range Rover and was escorted by security personnel to park inside the stadium.

Afena-Gyan came with a Range Rover, and they opened the gate for him to park inside where GBC had stationed their vehicle.

“So it means they looked at my car and made that decision. These days, people judge you by the brand of your car and give you respect accordingly. Afena-Gyan, can he even match my left leg? Yet they escorted him to park inside, and I didn’t know where to park…” he lamented in Twi while speaking on Angel TV.

Ghana recorded a total of 77,501 outbound same-day trips in 2023, which according to Government Statistician, Dr. Alhassan Iddrisu, highlighted the growing importance of short cross-border travel for business, trade, and social purposes.

This was disclosed during the presentation of key findings from a national mobility report detailing travel trends among Ghanaians who leave the country and return on the same day by the Ghana Statistical Service (GSS).

Dr. Iddrisu explained that men accounted for about 52% of same-day outbound travellers, while women made up 48%, reflecting a relatively balanced participation in cross-border movement. The largest age group of travellers was between 25 and 44 years, indicating that most same-day trips are undertaken by economically active individuals.

“Men accounted for a slightly higher share, about 52% of the outbound travellers, compared to women who accounted for about 48%. Among young travellers aged between 25 and 44 years, who formed the largest group overall, we see that both men and women participated actively in cross border trips, showing a growing balance in mobility for work and family purposes,” he pointed out.

The findings also revealed that business and professional trips were the leading reasons for travel, representing about 34% of all same-day journeys. This was followed closely by funeral-related travel at 23%, emphasising that such trips are not only motivated by trade but also by strong family, cultural, and social connections.

In terms of transportation, nearly all travellers used road transport, underscoring the importance of Ghana’s land borders for regional movement.

The report further indicated that self-arranged tours dominated travel activity, with 94.4% of trips being personally organised rather than booked through agencies. Only 4.6% of trips were packaged through tour operators.

Regionally, the Ashanti Region recorded the highest number of same-day travellers across all four quarters, with between 3,000 and 5,000 trips each period. This trend, according to analysts, reflects the region’s strong commercial and social linkages with neighbouring countries, particularly within the middle belt and West African sub-region.

Among destination countries, Togo consistently attracted the highest number of Ghanaian travellers, accounting for 54% of trips in the second quarter and an even higher 71.2% in the third quarter of 2023.

On expenditure, the report estimated that same-day travellers spent a total of about GH¢60 million throughout 2023, with the majority approximately 95% spent during the trip itself.

First Deputy Governor of the Bank of Ghana, Dr Zakari Mumuni, has highlighted the significant progress made in modernizing Ghana’s payment infrastructure to aid financial inclusion and facilitate transactions across the country.

Dr Mumuni noted that under the National Payment Systems Strategy (2019–2024), “We have witnessed the expansion of digital payment channels, deepened interoperability across platforms, and strengthened regulatory frameworks that foster trust and innovation.”

According to him, these collective efforts “have enhanced access, empowered consumers, and positioned Ghana as one of Africa’s leaders in payment systems development.”

The First Deputy Governor made these remarks at the 2025 National Payment Systems Workshop.

The Bank of Ghana is organizing this stakeholder workshop on the Draft National Payment Systems Strategy (2025–2029) to help shape the future of Ghana’s payments and fintech ecosystem.

According to Dr Mumuni, the workshop provides a platform for open dialogue on the draft strategy, “which has been designed as a living document that must draw on the collective wisdom, experiences, and aspirations of all stakeholders present.”

He added that, “The insights shared today will help refine its priorities, strengthen its relevance, and ensure it remains responsive to the fast-evolving payments environment over the next five years.”

Safeguarding Progress

The First Deputy Governor also revealed that the Bank of Ghana has observed a surge in cybersecurity threats and online fraud as the adoption of digital financial services accelerates.

“That is why we must not allow these risks, though formidable, to erode the considerable progress we have made,” Dr Mumuni emphasized.

He noted that payment platforms have revolutionized commerce and spurred innovation in financial services, serving as a critical network of the digital economy that enables seamless and real-time transactions.

Addressing concerns about the emergence of dominant digital platforms and their impact on competition, the First Deputy Governor explained that policymakers and regulators are implementing forward-looking strategies that preserve innovation while safeguarding stability.

“These include promoting data interoperability, often referred to as open banking, and developing public digital infrastructures that lower entry barriers for market participants,”
he said.

Dr Mumuni added that initiatives such as electronic Know Your Customer (eKYC) frameworks and trusted digital identity systems have made it easier and more cost-effective for non-bank entities to participate in the payments ecosystem, thereby expanding financial inclusion in new and meaningful ways.

The Bank of Ghana has expressed concern over the growing incidence of cyberattacks and online fraud as the country’s financial sector becomes increasingly digital.

According to the central bank, the rapid rise in digital financial transactions has been accompanied by a surge in cybersecurity threats, posing new risks to both financial institutions and consumers.

Speaking at the National Payment Systems Workshop 2025 on October 29, 2025, the First Deputy Governor of the Bank of Ghana (BoG), Dr Zakari Mumuni, said that while these threats are significant, they must not undermine the progress Ghana has made in expanding and modernizing its financial system.

“We have observed a surge in cybersecurity threats and online fraud as the adoption of digital financial services accelerates, almost mirroring the pace of growth in digital transactions. We must not allow these risks, though formidable, to erode the considerable progress we have made,” he said.

Dr Mumuni emphasised that ensuring the safety and resilience of the digital financial ecosystem requires collective action from all stakeholders.

“Our collective resolve, spanning regulators, innovators, and industry stakeholders, is stronger than the challenges confronting us. Together, we possess the capability and resilience to safeguard trust and integrity within the digital financial ecosystem,” he added.

The Trump administration will limit the number of refugees admitted to the US to 7,500 over the next year, and give priority to white South Africans.

The move, announced in a notice published on Thursday, marks a dramatic cut from the previous limit of 125,000 set by former President Joe Biden and will bring the cap to a record low.

No reason was given for the cut, but the notice said it was “justified by humanitarian concerns or is otherwise in the national interest”.

In January, Trump signed an executive order suspending the US Refugee Admissions Programme, or USRAP, which he said would allow US authorities to prioritise national security and public safety.

The previous lowest refugee admissions cap was set by the first Trump administration in 2020, when it allocated 15,000 spots for fiscal year 2021.

The notice posted to the website of the Federal Register said the 7,500 admissions would “primarily” be allocated to Afrikaner South Africans and “other victims of illegal or unjust discrimination in their respective homelands”.

In February, the US president announced the suspension of critical aid to South Africa and offered to allow members of the Afrikaner community – who are mostly white descendants of early Dutch and French settlers – to settle in the US as refugees.

South Africa’s ambassador to Washington, Ebrahim Rasool, was later expelled after accusing Trump of “mobilising a supremacism” and trying to “project white victimhood as a dog whistle”.

In the Oval Office in May, Trump confronted South Africa’s President Cyril Ramaphosa and claimed white farmers in his nation were being killed and “persecuted”.

The White House also played a video which they said showed burial sites for murdered white farmers. It later emerged that the videos were scenes from a 2020 protest in which the crosses represented farmers killed over multiple years.

The tense meeting came just days after the US granted asylum to 60 Afrikaners.

The South African government has vehemently denied that Afrikaners and other White South Africans are being persecuted.

On his first day in office on 20 January, Trump said the US would suspend USRAP to reflect the US’s lack of “ability to absorb large numbers of migrants, and in particular, refugees, into its communities in a manner that does not compromise the availability of resources for Americans” and “protects their safety and security”.

The US policy of accepting white South Africans has already prompted accusations of unfair treatment from refugee advocacy groups.

Some have argued the US is now effectively shut to other persecuted groups or people facing potential harm in their home country, and even former allies that helped US forces in Afghanistan or the Middle East.

“This decision doesn’t just lower the refugee admissions ceiling,” Global Refuge CEO and president Krish O’Mara Vignarajah said on Thursday. “It lowers our moral standing.”

“At a time of crisis in countries ranging from Afghanistan to Venezuela to Sudan and beyond, concentrating the vast majority of admissions on one group undermines the programme’s purpose as well as its credibility,” she added.

Refugees International also slammed the move, saying it “makes a mockery of refugee protection and of American values”.

“Let us be frank: whatever hardships some Afrikaners may face, this population has no plausible claim on refugee status – they are not fleeing systematic persecution,” Refugees International said in its statement.

The South African government has yet to respond to the latest announcement.

During the Oval Office meeting, President Ramaphosa said only that he hoped that Trump officials would listen to South Africans about the issue, and later said he believed there is “doubt and disbelief about all this in [Trump’s] head”.

Earlier this year, Ramaphosa signed a controversial law allowing the government to seize privately-owned land without compensation in some circumstances.

While the country does not release race-based crime figured, figures published earlier this year showed that 7,000 people were murdered in South African between October and December 2024.

Of these, 12 were killed in farm attacks and only one of the 12 was a farmer. Five others were farm dwellers and four were employees, who are likely to have been black.

NOBISCO bursar arrested for allegedly diverting food supplies meant for students

Fedelia Kudaariwo, a bursar at the Northern School of Business, Nobisco, has been caught for allegedly transferring food supplies meant for students to her house.

Two drivers of the school, Alhassan Sulemana and Osman Asma, were accosted by some volunteers on Thursday, October 30, when nine bags of maize were found in the school’s minibus, suspected to have been taken from the school’s store, according to a report

The volunteers who accosted the drivers explained that they were informed by some students that some people have been taking food from the school’s store at night, which made them monitor the activity, leading to the arrest.

The volunteers added that the driver,  named the bursar of the school as the one who had allegedly asked him to cart the items to her house.

They then went to the bursar’s house, where more food items were allegedly found.

They added that the bursar had absconded before the team got to her house, but later turned herself in to the police.

The management, staff, and students of ENAS Hybrid School at Ahodwo Daban in Kumasi, have once again demonstrated their commitment to community service and social responsibility by donating GH¢20,000 to support women battling breast cancer at the Komfo Anokye Teaching Hospital (KATH) in Kumasi.

The presentation, led by the school’s Chief Executive Officer, Mrs. Nana Yaa Amo, together with staff and members of the marketing team, formed part of the school’s activities to mark Breast Cancer Awareness Month.

The donation was received by Dr. Opare Sem and his medical team, who expressed profound gratitude to ENAS Hybrid for the timely intervention and urged other educational institutions and corporate bodies to emulate their example.

Speaking at the event, Mrs. Amo stated that ENAS Hybrid School believes education extends beyond the classroom. “We aim to nurture not just academic excellence but also compassion, empathy, and a sense of responsibility toward our community,” she said.

Martin Kpebu Slams Kissi Agyabeng Over Ofori-Atta’s Case

Private legal practitioner and social commentator Martin Kpebu has slammed the Special Prosecutor, Kissi Agyabeng, over his handling of the corruption-related investigation involving the former Finance Minister, Ken Ofori-Atta.

Speaking to Channel One TV, the private legal practitioner claimed that Agyabeng, who heads the Office of the Special Prosecutor (OSP), failed to take swift action on the former Finance Minister when reports of his alleged shady transactions in the Ghana Revenue Authority (GRA) and Strategic Mobilisation Ghana Limited (SML) first came to light.

He further accused the OSP and its leadership of “sleeping on the job”, allowing Ken Ofori-Atta ample time to abscond from the shores of Ghana.

“It’s a bit too late, too late because the main point still remains that he [Kissi Agyabeng] sat back and allowed Ofori-Atta to flee. I mean, that is the matter OSP has to pay dearly for because you slept on the job and the suspect runs away, now you come with press conference upon press conference,” he said.

Martin Kpebu made these remarks while responding to the OSP’s press conference on Thursday, October 30, 2025, where the Special Prosecutor provided updates on the investigations into Ken Ofori-Atta and others in the GRA/SML contract.

Kpebu says OSP’s actions erode public confidence

According to Mr Kpebu, the actions of the Special Prosecutor regarding the former Finance Minister’s case are eroding public confidence in the OSP.

“It’s lost a lot of trust. I don’t know what he is going to do to recover it. Ofori-Atta was walking here… to have sat down from December 2023 to December 2024 for the NDC to win the elections and then in January 2025, for Ofori-Atta to flee, and now you come and say you will do this—it doesn’t cut it, it doesn’t cut it,” he further stated.

“Even if we eventually go and get Ken Ofori-Atta, the trust that is eroded will never be restored because just as the OSP sat like a duck, slept on the job, and Ofori-Atta fled. So, all these things, I’m not enthused,” he added.

OSP’s presser on Ofori-Atta’s case

The OSP, in its press conference on October 30, indicated that new corruption charges will be filed against Ken Ofori-Atta and others.

According to the Special Prosecutor, the charges are related to corruption in the revenue assurance contracts between the GRA and SML.

The Special Prosecutor claimed that contracts awarded to Strategic Mobilisation Ghana Limited were unlawful and influenced by personal gain.

Meanwhile, YEN.com.gh reported that the OSP announced plans to file corruption charges against former Finance Minister Ken Ofori-Atta and others in November.

The charges relate to questionable contracts between the Ghana Revenue Authority and Strategic Mobilisation Ghana Limited (SML).

Ofori-Atta’s lawyers claimed he is not afraid of prosecution and will return to Ghana if officially charged.

Speaker Bagbin appointed to help mediate Russia-Ukraine war

The Speaker of Ghana’s Parliament, Alban Sumana Kingsford Bagbin, has been appointed as a member of an international team working to help end the war between Russia and Ukraine.

The appointment was made by the President of the Inter-Parliamentary Union (IPU), who praised Speaker Bagbin for his integrity, fairness, and ability to build trust among people.

The Speaker now joins seven other respected parliamentarians from around the world on the IPU Task Force on the peaceful resolution of the war in Ukraine.

According to the Secretary-General of the IPU, Martin Chungong, Speaker Bagbin’s leadership and experience will help strengthen the group’s efforts to promote peace between the two countries.

The IPU Task Force was set up in March 2022 to encourage dialogue between lawmakers from Russia and Ukraine.

Since its creation, the group has held several meetings, including visits to both Kyiv and Moscow, and continues to meet with representatives from both countries during IPU Assemblies every six months.

The task force is one of the few remaining international platforms where Russian and Ukrainian parliamentarians can still meet and talk, as most diplomatic channels have been cut off since the war began.

With years of experience in peace negotiations, Speaker Bagbin’s inclusion is expected to bring fresh energy to the mission.

He will take part in meetings, discussions, and peace talks with delegations from both nations and their leaders, with the goal of helping to end the ongoing conflict.

The IPU is the global organization of national parliaments that promotes democracy, peace, and cooperation among countries.

In his welcome address, David Elinam Woasey, MTN’s Central and Western Sales Manager, emphasized the company’s dedication to open dialogue, transparency, and collaboration. He noted that such forums provide an opportunity to update stakeholders on MTN’s strategic plans and achievements since its inception, while also strengthening ties with the media fraternity.

Mr. Woasey added that the forum serves as a platform for MTN to listen to the expectations and concerns of the media and community stakeholders regarding access to information and service delivery. Prince Owusu Nyarko, Senior Manager for MTN Ghana’s South-West Business, outlined several digital solutions introduced to enhance customer convenience. These include the installation of the MoMo and MyMTN apps, which he encouraged all users to download to enjoy their full benefits.

He further disclosed that MTN has rolled out both home and business broadband services in Kasoa and Cape Coast, aimed at improving connectivity for subscribers in the Central Region. Mr. Owusu Nyarko also highlighted MTN’s contribution to job creation, noting that over 25,000 merchants and 30,000 mobile money agents operate across the region.

Janet Quarshie, Senior Manager for Retail Experience, announced MTN’s ongoing expansion of service centers nationwide to reduce the challenges customers face in accessing services. She introduced two new service models—“self-service” and “commercial service”—designed to improve network and service accessibility.

The self-service model empowers users to meet their needs via mobile apps, while the commercial service model provides expert support from trained MTN personnel. She revealed that MTN operates 67 service branches in addition to its regional offices across all 16 regions.

These include the construction of classrooms, dormitories, and ICT centers for schools and prisons, support for blood banks at Cape Coast Teaching Hospital and Winneba Trauma Hospital, full scholarships for thousands of tertiary students and 200 teachers, and donations to traditional councils during festivals. MTN’s “Yellow Care” initiative also supports infants in hospitals.

However, Magnus Cofie, General Manager for Network Operations, expressed concern over the destruction of MTN’s fiber cables by road contractors and illegal sand and gold miners. He also cited battery theft as a major operational challenge. Mr. Cofie appealed to the media to help raise public awareness about the impact of such activities on network infrastructure.

Nurideen Kobina Essah, Deputy Director of the Environmental Protection Agency (EPA) in the Central Region, commended MTN for organizing the forum, noting that it allows the company to improve its services and address shortcomings. He also praised MTN’s efforts to expand broadband access but urged the company to consult the EPA and relevant authorities before undertaking projects that could provoke public concern.

Mr. Essah used the occasion to caution citizens against viewing illegal mining as the sole environmental threat. He identified indiscriminate waste disposal into water bodies as another major pollutant and called on the public to desist from such practices.

Obeng stressed that as Ghana accelerates its industrialisation agenda, access to energy that is both dependable and affordable is non-negotiable.

As part of its recommendations, GUTA is advocating for greater adoption of renewable energy solutions, noting that clean energy must become more accessible and cost-effective for Ghanaian businesses.

The association has previously highlighted solar and other alternatives as critical to reducing operational pressures on enterprises and positioning the country for sustained economic growth.

For his part, Deputy Minister for Energy Richard Gyan Mensah, speaking on behalf of the sector ministry, outlined a suite of initiatives aimed at transforming Ghana’s energy landscape to better support industrial and economic activity. Among the measures highlighted:

• Tariff rationalisation for independent power producers (IPPs) to improve affordability while maintaining investor confidence

• Competitive and transparent procurement frameworks for new generation and infrastructure projects

• Strengthening of the cash waterfall mechanism to ensure predictable payments across the energy value chain

• Accelerated deployment of renewables, and localization of solar assembly and battery storage solutions

• Digitalization of operations across the energy sector, from data-driven planning to smart distribution systems

• Enhancing local content so that Ghanaian firms are fully engaged in the country’s “green transition” agenda

The government’s strong emphasis on energy reform reflects its belief that a robust energy system is foundational to industrial expansion, business growth, and job creation.

In addition, India’s High Commissioner to Ghana, Manish Gupta, reaffirmed his country’s commitment to strengthening bilateral cooperation in key areas including energy, trade, and technology, a sign of increasing global interest in Ghana’s energy-industrial pathway.

Tanzania’s main opposition party has claimed that “around 700” people were killed in protests following this week’s disputed elections, the AFP news agency is reporting.

“As we speak, the number of deaths in [Dar-es-Salaam] is around 350 and there are more than 200 in Mwanza,” Chadema party spokesperson John Kitoka told AFP, referring to a city in northern Tanzania. “If we add the figures from other places in the country, we arrive at a total of around 700 deaths.”

Chadema said its members had toured hospitals across the country to reach the figure. AFP reported it had received “a similar toll” from a security source.

Al Jazeera has been unable to independently verify the number of deaths from this week’s violence.

The opposition’s estimated toll contrasted with that of the United Nations. In a Friday briefing, UN human rights spokesperson Seif Magango told Geneva reporters “credible sources” had indicated at least 10 deaths at the hands of security forces so far.

“We call on the security forces to refrain from using unnecessary or disproportionate force, including lethal weapons, against protesters, and to make every effort to de-escalate tensions,” Magango said in the same briefing.

Demonstrations erupted on Wednesday in the commercial capital of Dar-es-Salaam, a city of more than seven million people, after disputed and chaotic elections that saw the two main opposition parties barred from participating.

Several vehicles, a petrol station and police stations were set ablaze by protesters infuriated by the restricted election choices and harassment of opposition figures.

The latest developments arrived as hundreds of demonstrators squared off with police for the third day on Friday, demanding the national electoral body stop announcing electoral results. The government deployed the military onto the streets and enforced an internet shutdown.

On Thursday, protesters who defied a curfew in the Mbagala, Gongo la Mboto and Kiluvya neighbourhoods of Dar-es-Salaam were met with tear gas and the sounds of gunfire.

State television was broadcasting the mainland results of Wednesday’s vote in which the Chama Cha Mapinduzi (CCM) party, which has governed Tanzania since independence in 1961, was seeking to extend its time in power.

Wednesday’s elections saw President Samia Suluhu Hassan’s two biggest challengers excluded from the race, infuriating citizens and rights groups that have also decried an intensifying crackdown against opposition members, activists and journalists.

Hassan took office in 2021 when her predecessor, John Magufuli, died in office, and has faced rising criticism for what the United Nations has called a pattern of “escalating” attacks, disappearances and torture of critics.

It is the latest election this month in Africa to stir deep-seated anger among citizens after longtime leaders in the Ivory Coast and Cameroon also sought to cling to power.

Only minor opposition figures were eligible to compete against Hassan in the elections after the Independent National Electoral Commission disqualified Tanzania’s main opposition party, Chadema, in April for refusing to sign an electoral code of conduct.

The move came days after party leader Tundu Lissu was arrested at a rally where he called for electoral reforms and was charged with treason.

The commission also barred Luhaga Mpina, the candidate for the second largest opposition party, ACT-Wazalendo, after an objection from the attorney general.

Local and international watchdogs have sounded alarms over election-related violence and repression for months.

In June, a panel of nine UN experts called the government’s actions “unacceptable” and said they had tallied more than 200 disappearances since 2019.

And in September, Human Rights Watch (HRW) said it had documented at least 10 recent instances of politically motivated assault, harassment, abduction and torture as well as “extensive restrictions” on media and civil society organisations.

Nomathamsanqa Masiko-Mpaka, HRW’s South Africa researcher, warned at the time that Tanzania’s October elections were at “great risk”.

“The authorities need to stop muzzling dissenting voices and the media and instead engage in meaningful reforms to ensure free, fair and credible elections,” Masiko-Mpaka added.

‘Massive fraud’ in Zanzibar

The ruling CCM retained the presidential seat in the semi-autonomous archipelago of Zanzibar, which remained calm on Friday with a heavy military presence.

The electoral commission in Zanzibar said on Thursday that the incumbent, President Hussein Mwinyi, had won 78.8 percent of the votes.

The opposition said there was “massive fraud” in Zanzibar’s results and announced it would reveal its next steps.

The protests have spread across the country, and the government has postponed the reopening of colleges and universities, which had been set for next Monday.

The army chief, Jacob John Mkunda, condemned the violence and said on Thursday that the military would work with other security agencies to contain the situation.

DVLA boss appears before OSP over alleged GH¢4m bribe attempt

The Chief Executive Officer of the Driver and Vehicle Licensing Authority (DVLA), Julius Neequaye Kotey, has completed his meeting with the Office of the Special Prosecutor (OSP) after being questioned over an alleged GH¢4 million bribe attempt.

Mr. Kotey appeared before the OSP earlier today following his recent claim that some powerful individuals offered him a GH¢4 million bribe to stop the rollout of the new Digitalised Vehicle Registration Plate (DP) policy.

The DVLA boss, who was seen leaving the OSP premises after the engagement, declined to comment when approached by journalists. He said he would address the media at a later date.

The OSP had earlier confirmed that it invited Mr. Kotey to assist in investigations aimed at verifying the alleged bribe and identifying those involved in the attempt to influence the DVLA’s digital registration project.

In a related development, the OSP has also begun investigating a member of the Council of State over suspected corruption involving gold trading and the alleged misuse of his position to influence the granting of a gold licence.

Sofia, Oct 31 (BTA) – Bulgaria’s economy is expected to grow by 3% in 2025, followed by a slight slowdown to 2.7% in 2026, according to the Finance Ministry’s Autumn Macroeconomic Forecast published on the Ministry’s website.

The Ministry maintained its 2025 growth outlook compared to the summer forecast and raised its 2026 projection by 0.2 percentage points.

Between 2027 and 2028, GDP growth is projected to range between 2.5% and 2.4%, slightly higher than the spring forecast, which projected growth of 2.4% to 2.2%.

Annual inflation accelerated to 4.1% in September 2025, based on the Harmonized Index of Consumer Prices (HICP). Inflation is expected to ease to 3.9% by year’s end, with an average annual rate of 3.6%.

By the end of 2026, consumer price growth is projected to slow to 3.3%, reflecting a moderation in wage growth and household consumption.

Core inflation components, particularly services, will continue to drive the overall price index. Average annual inflation in 2026 is expected to remain close to 2025 levels, reaching 3.5%.

The Deputy Constituency Secretary for Asunafo South and former Campaign Secretary for the Kennedy Agyapong campaign team in the area, Eric Agyemang, has officially announced his defection to the camp of Vice President Dr. Mahamudu Bawumia.

Addressing a gathering of New Patriotic Party (NPP) supporters in Asunafo South, Agyemang openly expressed regret for his previous actions and statements made against Dr. Bawumia during the party’s internal campaign period.

According to him, after taking time to reflect and verify certain claims, he realised that much of the information he helped spread against the Vice President was false.

“I came to all of you to campaign for Kennedy Agyapong in the past, but I have come to realise that the things we said about Dr. Bawumia were lies and falsehood.

“I regret it deeply and I am withdrawing everything I told you about him. Let us all come together and support Dr. Bawumia,” he said.

The Bank of Ghana (BoG) has outlined a new five-year roadmap to strengthen Ghana’s digital financial ecosystem through the National Payment Systems Strategy (2025–2029).

Speaking at the opening of the National Payment Systems Workshop in Accra on October 29, 2025, First Deputy Governor Dr Zakari Mumuni said the new strategy marks a shift toward a more resilient, inclusive, and globally competitive payments landscape.

“The transition to the new strategy represents not just continuity, but transformation. It is an opportunity to reimagine our payment systems for the next phase of Ghana’s digital economy,” Dr Mumuni said.

He commended progress made under the previous 2019–2024 strategy, which expanded digital payment channels, deepened interoperability, and strengthened regulatory frameworks.

However, Dr Zakari cautioned that the rise of virtual assets, tokenisation, and dominant digital platforms poses new challenges around market competition, inclusiveness, and financial stability.

He emphasised the need for open banking, digital identity systems, and eKYC frameworks to promote innovation and financial inclusion while safeguarding stability.

“These developments have made it easier and more cost-effective for non-bank entities to participate in the payments ecosystem,” he noted.

Dr. Mumuni also warned of rising cybersecurity threats and urged collaboration among regulators, innovators, and industry players to protect the integrity of Ghana’s digital financial system.

“Our collective resolve is stronger than the challenges confronting us,” he said.

He commended stakeholders, including banks, fintechs, and development partners, for their contributions to shaping the draft strategy, which will guide Ghana’s payments ecosystem over the next five years.

William Kusi, the lawyer representing the late Daddy Lumba’s wife, Akosua Serwaa, has stated that he will ensure the law is reinforced if any court rules that a woman with a marriage certificate is not recognised as a legitimate wife.

In an interview on Top FM, William Kusi expressed confidence in winning the legal battle over who the true wife of the late Highlife legend is, between Akosua Serwaa, who holds a marriage certificate, or Priscilla Ofori, popularly known as Odo Broni, who is also claiming to be Lumba’s wife.

According to him, even if the court’s final ruling does not favour his client, he will not be disturbed by the outcome because such a ruling would ultimately serve as a legal precedent for future cases involving marriage legitimacy.

He explained that the case, which is currently before the High Court in Kumasi, could be appealed to higher courts if necessary.

The lawyer stressed that he would challenge any ruling that recognises a woman who allegedly cohabited with a man as a legitimate wife over another who holds a valid marriage certificate.

“As for the case, I’m not even going to lose it. Even if I lose it, it won’t bother me at all because it is a case that will eventually become the law. If any court says that someone who has a marriage certificate is not a wife, and instead the person who allegedly lived with the man is the wife, I will go up and make sure I strengthen the law,” he said.

The legal tussle follows a ruling by a Kumasi High Court, which dismissed an injunction application filed by Akosua Serwaa seeking to halt the funeral rites of her late husband, Daddy Lumba.

The court held that under Asante tradition, the authority over the late musician’s remains rests with his extended family, and not his first wife.

With the injunction dismissed, the court’s attention has now moved to the substantive issue, determining who the surviving spouse of the late singer is.

The court has directed all parties to file the necessary legal documents by October 31, 2025. A Case Management Conference has been scheduled for November 14, 2025, paving the way for the main hearing to begin on November 17, 2025.

The hearing is expected to conclude by November 21, 2025, with the final judgment on the case set for November 25, 2025.

The Leader of the Asomdwee Ntonton Som, Okronkronyi Nyame Somafo Yawoh, has described the late Nana Konadu Agyeman-Rawlings, former First Lady of Ghana, as an extraordinary woman whose legacy transcends generations and borders.

Speaking when he led a delegation of temple leaders and chiefs to the residence of the late former First Lady to commiserate with her family, Somafo Yawoh said no woman in Ghana or Africa can be compared to the late Nana Konadu in terms of her service, leadership, and impact on society.

“We have never had any woman whose legacy can be compared to that of the former First Lady, both in Africa and beyond. Such persons are once in a lifetime,” he stated.

Somafo Yawoh likened Nana Konadu’s enduring legacy to that of global icons such as Dr Kwame Nkrumah and Nelson Mandela, saying her life’s work placed her in “a class of selfless leaders who dedicated themselves to humanity.”

He further commended her efforts in championing women’s empowerment and early childhood care, recalling how she established numerous daycare centers across the country.

“Such people are selfless; they are not greedy. She was a selfless leader who established many day care centers. We don’t have her kind,” he said, adding that her memory would continue to inspire future generations.

Somafo Yawoh extended condolences on behalf of the Asomdwee Ntonton Som to the family of the late former First Lady, especially her children, and to the nation at large.

He described her passing as “God’s own timing,” stressing that “God does things man cannot explain, so I think her time is up, and the nation will continue to remember her.”

The delegation’s visit formed part of a series of tributes being paid by religious and traditional leaders to honor the remarkable life and contributions of Nana Konadu Agyeman-Rawlings, whose leadership, advocacy, and compassion left an indelible mark on Ghana’s history.

Somafo Yawoh also took time to sign the book of condolence opened in memory of the late former First Lady of Ghana, Nana Konadu Agyeman-Rawlings.

The Bank of Ghana (BoG) has outlined a new five-year roadmap to strengthen Ghana’s digital financial ecosystem through the National Payment Systems Strategy (2025–2029).

Speaking at the opening of the National Payment Systems Workshop in Accra on October 29, 2025, First Deputy Governor Dr Zakari Mumuni said the new strategy marks a shift toward a more resilient, inclusive, and globally competitive payments landscape.

“The transition to the new strategy represents not just continuity, but transformation. It is an opportunity to reimagine our payment systems for the next phase of Ghana’s digital economy,” Dr Mumuni said.

He commended progress made under the previous 2019–2024 strategy, which expanded digital payment channels, deepened interoperability, and strengthened regulatory frameworks.

However, Dr Zakari cautioned that the rise of virtual assets, tokenisation, and dominant digital platforms poses new challenges around market competition, inclusiveness, and financial stability.

He emphasised the need for open banking, digital identity systems, and eKYC frameworks to promote innovation and financial inclusion while safeguarding stability.

“These developments have made it easier and more cost-effective for non-bank entities to participate in the payments ecosystem,” he noted.

Dr. Mumuni also warned of rising cybersecurity threats and urged collaboration among regulators, innovators, and industry players to protect the integrity of Ghana’s digital financial system.

“Our collective resolve is stronger than the challenges confronting us,” he said.

He commended stakeholders, including banks, fintechs, and development partners, for their contributions to shaping the draft strategy, which will guide Ghana’s payments ecosystem over the next five years.
