US and China set to meet for trade talks in London

A new round of talks aimed at resolving the trade war between the US and China are set to take place in London on Monday.

A senior US delegation including Commerce Secretary Howard Lutnick will meet with Chinese representatives such as Vice Premier He Lifeng to resolve tensions between the world’s two largest economies, which is threatening global growth.

Chinese exports of rare earths, which are crucial for modern technology, as well as Beijing’s access to US products, including computer chips, are expected to be high on the agenda.

Last month, Washington and Beijing agreed a temporary truce over trade tariffs but each country has since accused the other of breaching the deal.

The new round of negotiations follows a phone call between Donald Trump and China’s leader Xi Jinping last week which the US President described as a “very good talk”.

The call – the first between the two leaders since the trade war erupted in February – “resulted in a very positive conclusion for both countries”, Trump said.

According to Chinese state news agency Xinhua, Xi told Trump that the US should “withdraw the negative measures it has taken against China”.

While last month’s talks in Geneva reduced tariffs, they did not resolve a range of other issues including Chinese exports of rare earth metals and magnets which are essential for manufacturing everything from smartphones to electric vehicles.

Meanwhile, Washington has restricted China’s access to US goods such as semiconductors and other related technologies linked to artificial intelligence (AI).

The inclusion of Lutnick in this week’s meetings with China is “a welcome addition”, according to Swetha Ramachandran, fund manager at Artemis, since he is “behind some of the very harsh export controls of technology to China”.

She told the BBC’s Today programme: “Some of the focus certainly seems to be on rare earths where China, of course, has dominance in terms of producing.

“They mine 69% of the rare earths globally that are quite essential to technology development in the US so I think there are enough chips on the table here that could make it acceptable for both sides to walk away with desired outcomes.”

As well as Lutnick, US Treasury Secretary Scott Bessent and Trade Representative Jamieson Greer will meet Chinese officials in London.

When Trump announced sweeping tariffs on imports from a number of countries earlier this year, China was the hardest hit. Beijing responded with its own higher rates on US imports, and this triggered tit-for-tat increases that peaked at 145%.

In May, talks held in Switzerland led to a temporary truce that Trump called a “total reset”.

It brought US tariffs on Chinese products down to 30%, while Beijing slashed levies on US imports to 10% and promised to lift barriers on critical mineral exports. It gave both sides a 90-day deadline to try to reach a trade deal.

But the US and China have since claimed breaches on non-tariff pledges.

Greer said China had failed to roll-back restrictions on exports of rare earth magnets.

Beijing said US violations of the agreement included stopping sales of computer chip design software to Chinese companies, warning against using chips made by Chinese tech giant Huawei and cancelling visas for Chinese students.

On Saturday, the Chinese Ministry of Commerce said it had approved some applications for rare earth export licences, although it did not provide details of which countries were involved.

Trump said on Friday that Xi had agreed to restart trade in rare earth materials.

But speaking on Sunday, White House National Economic Council Director Kevin Hassett told CBS News that “those exports of critical minerals have been getting released at a rate that is, you know, higher than it was, but not as high as we believe we agreed to in Geneva”.

Economists have warned that Trump’s trade policy will impact the global economy.

The Organization for Economic Co-operation and Development said it now expected worldwide economic growth to be a “modest” 2.9%, down from a previous forecast of 3.1%.

It blamed a “significant” rise in trade barriers and warned that “weakened economic prospects will be felt around the world, with almost no exception”.

New data released by Bejing on Monday showed China’s exports in May were lower than analysts expected.

China’s exports in dollar terms increased by 4.8% compared to the same time last year.

At the same time imports dropped by 3.4%, which was much worse than the 0.9% fall predicted.

BoG Governor pledges to slash lending rates below 10% by 2028

As access to finance continues to pose a major challenge to Ghanaian businesses and industries, stifling growth and expansion, Bank of Ghana Governor Dr. Johnson Pandit Asiama has assured the business community of a drastic reduction in lending rates to less than 10 percent before the end of his four-year tenure to aid the country’s industrial transformation.

Speaking at a corporate forum organised by the Association of Ghana Industries (AGI) in Accra, the central bank Governor acknowledged the of manufacturing sector’s contributions to economic development – yet high lending rates continue to impede their growth and expansion.

“Every factory floor, warehouse or innovation that you push forward brings our macroeconomic story to life,” he noted.

Of the numerous challenges Ghanaian industries face – including regulatory complexities, competition from imported goods and inadequate skills in financial management and marketing – limited access to finance is the major constraint to growth.

The Governor expressed concern over prevailing high interest rates, which impact business growth.

At its recent Monetary Policy Committee meeting, the central bank unanimously maintained monetary policy at 28 percent – despite the fact that disinflation is on track and the cedi is relatively stable.

This, according to the central bank’s committee, serves to consolidate disinflation gains achieved in recent months.

Inflation has been declining steadily for four consecutive months, from the 23.8 percent recorded in December 2024 to 21.2 percent in April 2025.

Despite this decline, interest rates are still high and continue to bite industries; impeding access to industrial working capital and operational finance for growth and expansion.

Defending the central bank’s conservative monetary policy stance, Dr. Asiama maintained: “We are choosing this discipline today so industry can thrive tomorrow in a low-inflation, low interest rate environment that rewards productivity”.

He said the central bank’s aim is to restore macroeconomic stability, rebuild investor and market confidence and lay a credible foundation for sustainable and inclusive growth.

“My vision is to see lending rates fall to less than 10 percent before the end of my four-year term,” he said, expressing the central bank’s commitment to improving finance access in Ghana.

Dr Asiama highlighted the AGI Corporate Forum’s relevance, while expressing the central bank’s commitment to creating a conducive macroeconomic environment where businesses can grow and thrive.

“We need to unlock greater flows of sustainable capital and private investment. We are laying the foundations for an economy that is not just recovering, but which is rising with purpose,” he noted.

He proposed that the Bank of Ghana and AGI must establish structured engagement mechanisms which include quarterly consultative forums on industrial credit access and FX policy, sector-specific research partnerships to identify policy bottlenecks and enhance information sharing on regulatory changes and financial market trends.

Acknowledging that the most valuable currency is not printed on paper or stored in vaults, but the trust of people in the economy, Dr. Asiama said: “As macroeconomic conditions improve, we will increasingly shift toward enabling greater private sector-led expansion – particularly in industrial production, exports, and job creation,” he noted.

Ghana’s GDP grew by 5.7 percent last year, led by strong activity in the services and industry sectors.

Ghana also recorded a trade surplus of US$4.1billion in the first four months of 2025 with the current account surplus at US$2.1billion in the first quarter alone, largely due to gold and cobalt exports.

The country’s gross international reserves stand at US$10.7billion, providing about 4.7 months of imports cover. This serves as a cushion against external shocks.

The Ghanaian cedi has appreciated by 24 percent against the dollar, reversing the sharp 90.2 percent depreciation that was witnessed in 2024.

However, the Governor revealed that the central bank is not targetting any specific value for the country’s currency as the cedi stages a firm appreciation bout against the dollar.

“The cedi is trying to discover an optimal path. We monitor the core movements between the cedi and inflation rates – and that will tell us when to pull the brakes and let things take a normal course,” he noted.

Amid concerns that the relative economic stability may be temporary due to debt relief secured by government during the external debt restructuring programme with Ghana’s Official Creditors Committee co-chaired by France and China, the central bank Governor assured the business community that plans are far advanced to cater for our debt servicing.

“We have a profile of all the major payments that are awaiting us for the next year or two. We have what we call the projected cash flow statement or table, which tells us when we need to make more payments,” he said.

The Governor said the two things that will bring permanence to stability of the country’s legal tender is blocking foreign exchange reserve leakages by Goldbod and tracking remittances.

“With the Gold Board, we believe that smuggling and other leakages will reduce, and the next plan is to also tackle remittance inflows,” he added.

He however debunked rumours that the cedi is being artificially stimulated.

“Our goal is not to manage exchange rates but to create a policy environment where market stability can take root,” he said, stressing that the cedi gains are not accidental but the result of deliberate, coordinated and credible policy action that is being implemented.

“The stabilisation we are witnessing today is real, even though it is fragile. It must be protected, deepened and translated into sustained broad-based growth,” he noted.

UTAG, TUTAG and CETAG threaten strike over delayed research allowance

Three key unions in tertiary education — the University Teachers Association of Ghana (UTAG), the Technical University Teachers Association of Ghana (TUTAG), and the Colleges of Education Teachers Association of Ghana (CETAG)  — have jointly threatened a nationwide strike if government fails to pay their book and research allowances by June 13, 2025.

In a statement issued on Monday, June 9, the three unions expressed frustration over what they described as the “undue delay” in releasing the exchange rate required to compute their book and research allowances.

They warned that the delay has created “significant uncertainty and frustration” among members, as many depend on the funds to support academic work and research activities.

Following a joint meeting on June 8, the unions resolved that while they are prepared to accommodate the late release of the exchange rate, they will not accept any extension of payment beyond September 2025.

They stressed that the allowance is a statutory obligation under their Conditions of Service, not a discretionary gesture.

The unions warned that failure by the government to honour the June 13 deadline will be treated as an official strike notice, triggering industrial action across all affected campuses.

They also urged the government to act swiftly to avert a nationwide disruption of the academic calendar and to protect the welfare of lecturers and the broader education sector.

NPP MP warns new GH¢1 Fuel Levy could destabilise economy amid positive signs

The Member of Parliament for Effia Constituency and a Member of Parliament’s Finance Committee, Isaac Boamah-Nyarko, has cautioned that the government’s decision to impose a new GH¢1-per-litre Fuel Levy could reverse recent economic gains and trigger market instability.

Speaking in an exclusive interview with GhanaWeb’s Parliamentary Correspondent, George Ayisi, on June 6, 2025, in the wake of strong public backlash against the controversial energy sector levy, the New Patriotic Party (NPP) MP expressed concern over the timing, quantum, and lack of public consultation surrounding the tax.

“The aftermath of the levy tells us that it is an unpopular imposition of tax, even if the government has good reasons to impose this tax. The question is the quantum of one cedi per litre and its impact on our newfound appreciation of the cedi and reduction in the cost of goods and services,” he said.

Boamah-Nyarko argued that such a sudden fiscal move could disturb the fragile progress the economy is beginning to witness.

“So, when you see these positives coming into the economy and then you hit it back with another taxing position, then it causes a lot of destabilisations in the system and on the market,” he stated.

He also criticised the lack of engagements with citizens and industry players ahead of the levy’s rollout.

“The bigger conversation is; why were Ghanaians not informed? Why didn’t they engage people? At the end of the day, we are the ones going to pay. Why didn’t they allow us to think through it?” he questioned.

Meanwhile, the Ghana Revenue Authority (GRA) has revised the implementation date for the new GH¢1-per-litre levy following stiff resistance from the Chamber of Oil Marketing Companies (COMAC).

Originally set to take effect today, June 9, the levy will now be implemented from June 16, 2025.

“The Association has concerns with the June 9, 2025, implementation date. We have discussed with their leadership in the spirit of cordiality and partnership and have agreed a new start date of June 16,” the GRA stated in a release.

The levy is part of the government’s broader effort to settle longstanding debts in the energy sector.

However, industry players argue that the measure was rushed and risks increasing fuel prices at the pumps, adding to the burden on consumers.

We are ready to meet, but not for renegotiation – GRNMA to Health Minister

The Ghana Registered Nurses and Midwives Association (GRNMA) has expressed its willingness to engage with the Ministry of Health but insists that it will not return to the negotiation table over matters already agreed upon.

This follows a nationwide strike by nurses and midwives that began on June 4, 2025, over the government’s failure to implement the provisions of their 2024 Collective Agreement, which includes allowances, incentives, and improved working conditions.

Responding to the strike, Health Minister Kwabena Mintah Akandoh emphasised the need for dialogue and urged all parties to come together to find a resolution.

However, in an interview on the Citi Breakfast Show on Monday, June 9, 2025, GRNMA Greater Accra Regional Chairman, Jefferson Asare, made it clear that while the association is open to discussions, it will not accept any attempts to reopen negotiations on matters already finalized.

“We are ready to meet. If we receive a letter now, we will move anywhere they want us to go. But for renegotiation, we are not ready,” Mr. Asare stated.

He further stressed that among the various groups in the health sector, it is only nurses and midwives whose agreed-upon conditions of service remain unfulfilled.

“In the health ecosystem, it is not only nurses who have problems with the conditions of service. But we are the only group whose conditions of service have not been implemented,” he added.

The ongoing strike has disrupted healthcare services across the country, prompting calls from stakeholders and the public for a swift resolution.

GRNMA maintains that the government must honour its commitments rather than attempt to renegotiate already-settled terms.

The first two days of the ‘Dote Yie’ saw leading political figures in the country, including former Vice President Dr Mahamudu Bawumia, as well as traditional rulers from across the country, paying their last respects to the late occupant of the Silver Stool of the Asante Kingdom.

The Asantehene, Otumfuo Osei Tutu II, will be gracing the last day of the ‘Dote Yie’ of his second-in-command.

Daasebre Osei Bonsu, who was born on December 31, 1939, passed on at age 86 and reigned for 26 years.

Until his ascension to the throne, he was known as Saint Oswald Gyimah-Kessie, a lawyer and an economist by profession, who later served as Registrar of the Kwame Nkrumah University of Science and Technology.

Known for his diplomacy and unwavering dedication, Daasebre Osei Bonsu’s legacy spans decades of service both to his people and to Ghana’s broader chieftaincy institution.

BoG’s quarter-ounce gold coin drops to sell at GH¢9,467.04 on June 9

The Bank of Ghana’s (BoG) gold coins continue to see a drop in investment prices, following the appreciation of the Ghana cedi against the US dollar.

The Central Bank introduced the gold coins as a strategic measure to discourage the hoarding of US dollars.

As of Monday, June 9, 2025, the bank reported the following updated prices:

• The 0.25 oz coin is now selling at GH¢9,467.04, down from GH¢9,521.47 on June 5.

• The 0.50 oz coin is priced at GH¢18,222.79, down from GH¢18,332.00.

• The 1.00 oz coin is selling for GH¢35,776.20, down from GH¢35,994.92

According to the Central Bank, the initiative is designed to absorb excess liquidity in the market and help strengthen the Ghana cedi against major foreign currencies.

The Ghana gold coin is available in three denominations: one-ounce, half-ounce, and quarter- ounce, and it is being sold through commercial banks.

NPP doesn’t give second chance to non-performing candidates – Kennedy Agyapong

Former Member of Parliament and New Patriotic Party (NPP) presidential aspirant, Kennedy Agyapong, has stated that the party does not reward poor electoral performance with second chances, particularly in selecting a flagbearer.

He made the assertion during a gathering of party faithful in Mampong in the Ashanti Region, where he had gone to mourn the late Mamponghene, Daasebre Osei Bonsu.

The event, which drew key grassroots members and sympathisers, became a platform for Mr. Agyapong to reflect on the party’s electoral standards and traditions.

According to the former Assin Central MP, the NPP has a consistent record of backing candidates with strong electoral showings, and not those whose performances fall short.

He cited the case of Vice President Dr. Mahamudu Bawumia, the party’s 2024 flagbearer, whose leadership in the last general election, he described as “abysmal.”

“In our party, performance matters. We don’t just recycle candidates,” he said.

Addressing claims that the NPP has historically given flagbearers multiple chances, Mr. Agyapong pointed to the example of the late Prof. Albert Adu Boahen.

“Prof. Adu Boahen was a pioneer in resisting military dictatorship and played a significant role in the return to multiparty democracy. Yet after the 1992 defeat, he was replaced. That tells you the NPP is serious about performance,” he said.

He contrasted this with the cases of former President John Agyekum Kufuor and President Nana Akufo-Addo, both of whom earned second chances after demonstrating strong electoral potential in previous races.

“Kufuor had only a few months to campaign in 1996, yet his performance was impressive enough to earn him another chance in 2000. That is the NPP’s standard—performance,” he stressed.

Mr. Agyapong’s comments come amid growing discussions within the party regarding its future leadership and strategy going into the next elections.

Minority laments budget delays; says ‘no funds to work’

The Minority in Parliament has raised serious concerns over what it deems unnecessary delays by the Ministry of Finance in disbursing funds essential for the effective functioning of Parliament.

The opposition MPs argue that these delays are severely undermining the work of parliamentary committees, many of which are now unable to operate due to a lack of financial support.

During proceedings on the floor of the House on Friday, June 7, Chairman of the Assurances Committee and MP for Bimbilla, Dominic Nitiwul, highlighted the financial constraints hampering parliamentary duties.

He appealed to the Finance Minister to urgently release the requisite funds to facilitate the proper running of Parliament’s affairs.

“Parliament is now literally begging for money to enable its committees to function. As a committee chair, I could not access funds to carry out our duties. We had a scheduled workshop, but not even a cedi was released. Members across committees are fully aware that there is no money. Why aren’t we demanding that the Finance Minister release the funds?” Mr Nitiwul queried.

Despite the Minority’s claims, the assertion was firmly rejected by the Majority Chief Whip, Rockson Nelson Dafeamekpor.

He dismissed the notion that Parliament is in any financial distress, maintaining that the government had fulfilled its obligations.

“They are alleging that Parliament is struggling to do what? As Members of Parliament, our salaries and allowances have been paid. The Finance Minister has released funds, and no one has officially raised concerns about not being paid,” Mr Dafeamekpor stated in response.

Ace Ankomah advocates establishment of Independent Natural Resources Commission

A legal practitioner and senior partner of Bentsi-Enchill, Letsa & Ankomah, Ace Anan Ankomah, has called for the establishment of an Independent Natural Resources Commission to serve as a one-stop shop for regulating the country’s natural resource sector.

He also proposed the Independent National Prosecutions Authority to be a merger of the Office of the Director of Public Prosecutions (DPP) and the Office of the Special Prosecutor (OSP) into a constitutionally insulated body led by a Director-General.

In a paper delivered at the Ghana Academy of Arts and Sciences (GAAS) Public Forum 2025, Mr Ankomah, who is a fellow of the academy, explained that while the single consolidated body to replace fragmented commissions in the natural resource sector, including Minerals Commission, the Water Resources Commission, and the Forestry Commission, would address gaps in regulation, the Independent National Prosecutions Authority would eliminate executive influence over prosecutions, uphold the rule of law and prevent abuses, such as politically motivated discontinuation of prosecutions.

The three-day GAAS public forum was on the theme: “Galamsey Revisited: A National Dialogue on Solutions”.

Mr Ankomah explained that the proposed Independent Natural Resources Commission, which must be constitutionally insulated from executive control, would help to eliminate confusion and regulatory overlap and improve coordination and sustainability.

Additionally, he said the independent commission would allow only broad policy direction from the government, not operational interference.

He spoke on the topic “overhaul of national institutions regulating mining: role of local institutions including chiefs.”

Justification

Mr Ankomah said the country’s fragmented natural resource management structure had created regulatory gaps that hampered the efficient harnessing and utilisation of the resources.

For instance, he said, prospective miners navigated multiple agencies such as Minerals Commission, Forestry Commission, Environmental Protection Authority (EPA), creating room for manipulation.

He stressed that a unified, constitutionally insulated Natural Resources Commission, with separate divisions for minerals, forestry, water, fisheries, and arguably even environmental protection, would eliminate overlap and increase transparency.

The lawyer also said the independent commission would be authorised to issue constitutional instruments for governance.

He added that the commission would take over licensing powers from ministers, leaving them with general policy-making roles only.

“Constitutionally, Parliament should establish these Commissions (Article 269) and leave them to regulate and manage resource utilisation. But Parliament has passed legislation that directly regulate the resources and vest operational powers in Ministers – contrary to constitutional intent. My recommendation seeks to reinforce the Commission’s autonomy,” he said.

Mr Ankomah said Parliament’s other role was limited to ratifying resource agreements (Article 268); yet the legislature often bypassed necessary consultation with affected communities and chiefs.

“For instance, from 1992 to 2017, no small-scale mining licence was ratified, rendering them unconstitutional. Parliament ignored calls from civil society for pre-ratification audits and reform, and quietly ratified the licences in 2020 – a lost opportunity. I recommend retaining the power of ratification, but making such consultations mandatory,” he said.

Prosecutions Authority

On the need to set up an Independent National Prosecutions Authority, Mr Ankomah said the prosecutions authority would help to prevent abuses, such as politically motivated discontinuation of prosecutions.

The lawyer said it was worrying that prosecutorial independence had been undermined by the late 1950s’ fusion of the Attorney-General and the Minister for Justice roles.

“Currently, article 88 grants prosecutorial power to the AG; but as a Cabinet member, the AG is politically compromised,” he said.

Touching on the creation of the Office of the Special Prosecutor, he said the move was “a half-measure that admits this, especially in the case of corruption and corruption-related offences, some still suggest that, that creation is inherently unconstitutional.”

“I propose an even more robust approach: remove the Articles 88(3) and (4) power of the AG ‘for the initiation and conduct of all prosecutions of criminal offences,’ and vest that power in a new, independent National Prosecutions Authority,” Mr Ankomah said.

He proposed that the body should have full prosecutorial powers; be accountable only to the Constitution and the courts; and be insulated from political interference, just like the judiciary.

GRA postpones GH¢1 fuel levy rollout to June 16

The Ghana Revenue Authority (GRA) has announced the postponement of the GH¢1 fuel levy collection from Monday, June 9, to Monday, June 16, 2025.

This decision follows concerns raised by the Chamber of Oil Marketing Companies (COMAC), particularly regarding the financial strain on petroleum consumers, which could, in turn, lead to higher transport fares.

According to the GRA, the rescheduling is aimed at strengthening partnerships and fostering cooperation with key stakeholders.

“The Association has concerns with the June 9 implementation date. We have discussed with their leadership in the spirit of cordiality and partnership and have agreed on a new start date of June 16,” the revenue authority stated.

Details about D-Levy

On Tuesday, June 3, 2025, Parliament passed the Energy Sector Levy (Amendment) Bill, 2025, under a certificate of urgency.

The bill, introduced by the Minister of Finance, Dr Cassiel Ato Forson, imposes a GH¢1 fee on petroleum products.

The GH¢1 levy, commonly referred to as the Dumsor Levy or D-Levy, is a tax applied to every liter of fuel purchased.

For instance, if a consumer buys 10 liters of fuel, they will pay GH¢10 in total. The more liters purchased, the higher the amount paid as D-Levy.

The individual, identified by the party as Andy Acheampong, popularly known as “Seven”, was captured in the video delivering multiple punches to a man who was reportedly trying to approach the presidential hopeful during the burial rites of the late Mamponghene and Krontihene of Asanteman, Daasebre Osei Bonsu II, on June 7, 2025.

In a press statement signed by Charles Yomekpe, General Secretary of the New Force Movement on June 8, 2025, the party described the incident as “regrettable” and confirmed that Acheampong had been suspended from all duties pending the outcome of an internal investigation.

“As widely seen in a circulating video, Mr. Acheampong was captured using unjustifiable force against a supporter who was attempting to approach and speak with our presidential candidate,” the statement read.

The party emphasised that it is committed to peaceful democratic participation and does not condone violence in any form.

It also disclosed that Acheampong has been enrolled in a 4-hour anger management course as part of efforts to address the misconduct and prevent future incidents.

Enrollment verification from the North American Learning Institute confirms that Andy Acheampong officially joined the programme on June 7, 2025.

The British pound is being bought at GH¢13.92 and sold at GH¢13.93, while the euro is trading at a buying price of GH¢11.72 and a selling price of GH¢11.73.

Checks by GhanaWeb Business on June 9, 2025, at 8:20 AM indicate that the cedi is trading at GH¢11.95, while the pound is selling at GH¢16.30 at some forex bureaus across the country.

Naturalization involves a minimum of five years of permanent residency (three if married to a U.S. citizen), followed by a rigorous application process, including background checks. Even if Ofori-Atta has ties to the U.S. (e.g., through prior residence or family), acquiring citizenship in time to impact his chase is highly improbable.

Alternatively, if he already holds dual citizenship (Ghanaian and American), this would not automatically shield him from extradition, as the U.S. evaluates extradition requests based on evidence and treaty obligations, not solely citizenship status.

There is no public evidence confirming Ofori-Atta’s current citizenship status beyond his Ghanaian nationality, and his legal

Former Assin Central MP and 2024 NPP presidential aspirant, Kennedy Agyapong, has made a clarion call for deep introspection and historical reflection as the New Patriotic Party (NPP) charts its course toward the 2028 general elections.

He made this call while addressing some party faithful at Mampong in the Ashanti Region during his visit to the area to mourn the late Mamponghene, Daasebre Osei Bonsu.

The gathering provided a platform for Agyapong to share his reflections on the party’s direction and its history with presidential candidates.

Agyapong appealed for fairness, strategic thinking, and realism in choosing the next NPP flagbearer.

He grounded his argument in the party’s historical leadership trajectory, citing the examples of Prof Albert Adu-Boahen, former President John Agyekum Kufuor, and former President Nana Addo Dankwa Akufo-Addo as case studies of how the party has made tough but pragmatic decisions in the past.

Kennedy Agyapong recalled the pivotal role played by Prof Adu-Boahen during Ghana’s return to multiparty democracy and the strength and courage of the NPP.

“It was Prof Adu Boahen who had the courage to break the culture of silence during Rawlings’ era,” he said, hailing the academic and politician’s bravery in 1992.

However, he noted that Adu-Boahen only had one opportunity to lead the NPP as flagbearer.

“When he attempted the NPP flagbearership once and it didn’t go well, we didn’t go with him again. We honored his legacy, but we were also realistic about our electoral prospects.

“In the 1992 Ghanaian presidential election, Professor Albert Adu Boahen faced off against incumbent Jerry John Rawlings. Despite the NPP’s allegations of electoral fraud, the Electoral Commission declared Rawlings the winner with 58.4% of the vote. The NPP responded by publishing ‘The Stolen Verdict,’ detailing alleged irregularities such as voter registry inaccuracies and ballot stuffing. This led to a boycott of the subsequent parliamentary elections by the NPP, resulting in a one-party parliament dominated by Rawlings’ National Democratic Congress (NDC). The controversy sparked reforms in Ghana’s electoral system, including the introduction of transparent ballot boxes and voter ID cards,” he recalled.

According to him, the NPP’s stance in 1992 highlighted the importance of electoral integrity in Ghana’s democratic development.

Turning to former President John Agyekum Kufuor, Agyapong emphasised the logic behind giving him a second chance after an initial unsuccessful attempt at the presidency.

“Kufuor had only three to four months to campaign the first time, yet his performance was mind-boggling and encouraging. That’s why we gave him another shot.

“Kufuor’s second run paid off handsomely for the party when he won the 2000 elections, becoming Ghana’s second democratically elected president in the Fourth Republic,” he added.

On President Akufo-Addo, Kennedy Agyapong acknowledged that he was allowed to lead the party three consecutive times due to consistently strong showings.

“In 2008, he got 49.3%, just short of the 50% needed for a win. In 2012, when he contested again, many believe he was cheated. Yet, he respected the court’s verdict, showing leadership and maturity. His performance across all 10 regions improved each time,” Ken indicated.

He stressed that Akufo-Addo’s repeated endorsements were based on electoral promise, not entitlement.

“We allowed Nana Addo to lead us three times because his numbers were encouraging, and he gave us hope in each election,” he stated.

Agyapong urged party members to reflect seriously on the implications of their choice for the 2028 Election.

“Can we risk the 2028 Election as a party? It’s time to be realistic and honest with ourselves. We can’t afford to gamble with our party’s future,” he added.

Calling out what he described as self-interest and pride clouding the judgment of some party stakeholders, the former MP said; “To those who are too proud to learn and only make submissions based on selfish interests, I ask: What’s more important — the party’s success or your personal ambitions?”

He further called for strategic, interest-based decision-making within the NPP.

He urged the party to return to its roots of collective reasoning and performance-based leadership selection.

“Our party’s success is paramount. We must prioritize the NPP’s future over individual ambition. Let’s put Ghana and the NPP first,” he added.

Why Kennedy Agyapong’s $20m property was rejected to bail Wontumi

George Oduro, a former Member of Parliament for New Edubiase, has revealed why a property owned by Kennedy Agyapong valued at $20 million failed to meet the bail requirements for the Ashanti Regional Chairman of the New Patriotic Party (NPP), Bernard Antwi Boasiako, popularly known as Chairman Wontumi, when he was in the custody of the Economic and Organised Crime Office (EOCO).

According to him, Kennedy Agyapong’s property had previously been accepted as surety to bail Professor Christopher Ameyaw-Akumfi, a former Board Chairperson of the Ghana Infrastructure Investment Fund (GIIF), in his ongoing trial.

The bail conditions in that case required two sureties to be justified with landed properties situated in Accra worth GH₵10m.

He explained that despite the fact that the property’s value exceeds the GH₵50 million bail condition set for Wontumi and the GH₵10m for Prof Ekumfi, it was still rejected for legal reasons.

He stated that lawyer for Wontumi, Andy Appiah Kubi, indicated the property documents were already in the custody of the court due to the previous case involving Prof Ameyaw-Akumfi.

Therefore, they could not be used again to secure bail for Wontumi.

“Some people accused Kennedy Agyapong of being behind Wontumi’s arrest because one of his boys, Alex, made certain statements to that effect but I was there when Kennedy Agyapong brought a huge property to bail Wontumi. It was only because of land title issues that he couldn’t.”

“He was genuinely worried that he couldn’t secure bail for him. He made about three calls to the Tema Development Corporation to assess some of his properties,” he said.

He disclosed this in an interview on Movement TV on June 4, 2025.

Expatiating on how Kennedy Agyapong made every effort to secure bail for Wontumi, George Oduro explained that most of the properties that Kennedy presented lacked the necessary land titles, rendering them unusable for the bail process.

“He told Andy that he had used some property to bail Professor Ameyaw-Akumfi, and since Wontumi’s bail condition was GH₵50 million, the same property should suffice because it is worth $20m. But Andy explained that the documents were already in court custody due to legal proceedings and, therefore, EOCO would not accept them.”

Chairman Wontumi was released by the Economic and Organised Crime Office (EOCO) on Monday, June 2, 2025, after being arrested on multiple charges.

His release came after meeting bail conditions with assistance from Bryan Acheampong, the former Minister for Food and Agriculture and Member of Parliament for Abetifi, who stood as one of his sureties.

A motion to appeal the GH¢50 million bail condition was withdrawn by his legal team on Monday, June 2.

The motion, initially filed on May 30, and scheduled for hearing on Tuesday, June 3, was retracted a day earlier.

On Wednesday, May 28, two additional sureties were added to fulfill the bail conditions.

His legal team, led by lawyer Andy Appiah-Kubi, confirmed that the full bail requirements were met on Friday, May 30.

However, his release was delayed because the bail review application had been filed without his express authorization.

On Thursday, May 29, members of the minority party demonstrated at EOCO headquarters and staged a walkout from Parliament, demanding Wontumi’s immediate release.

They argued that, given his public reputation and low flight risk, he should have been released on his own recognizance.

Contractor mobilises to start Blekusu Sea Defence project

A Civil engineering company, AMANDI Construction, is rapidly mobilising to Azizadzi to start the second phase of the Blekusu Sea Defence Project.

The project is necessary to protect communities that lie at the shoreline between Adafienu and Azizadzi in the Ketu South Municipality in the Volta Region. They include Adina, Agavedzi, Salakope and Amutinu.

“The contractors have moved to site and are currently setting up their operational base at Azizadzi, ahead of full commencement of the work,” the Volta Regional Minister, James Gunu, told the Daily Graphic in Ho yesterday.

Mr Gunu said with support from the Ghana Exim Bank (Eximbank), the Volta Regional Coordinating Council (VRCC) had provided adequate temporary shelters for residents to relocate to higher grounds for their safety and pave way for uninterrupted construction activities.

“In addition to that, we are looking at a housing project which will serve as a permanent resettlement solution for displaced victims of the tidal waves,” he affirmed.

Mr Gunu gave an assurance that food supplies and access to medical care would continue as the government remained committed to the welfare of the people.

“I wish to, on behalf of the good people of the Volta Region, express my profound gratitude to President John Dramani Mahama for his unwavering commitment to the coastal protection project and for continuously standing with people of the Volta Region,” the minister said.

When asked about the project’s cost and time frame, Mr Gunu said the Minister of Works and Hosing, Kenneth Gilbert Adjei, would rather have the details.

Meanwhile, the assembly member for Agavedzi, Even Assah, confirmed the presence of the contractors at Azizadzi, saying there was renewed hope among the people.

“I am at the site and I am standing by the site foreman, and I can assure you that the contractors are already here,” he told the Daily Graphic yesterday.

Mr Assah said the presence of the contractors had thrown the sea-ravaged communities into a state of great joy and excitement.

The Member of Parliament for Ketu South, Abla Dzifa Gomashie, appealed to the people to maintain cordial ties with the contractors for the project to progress smoothly.

She said President Mahama would soon visit Ketu South again to cut the sod for the project.

Background

Devastating tidal waves hit the communities of  Agavedzi, Salakope and Amutinu in the Ketu South Municipality in March this year, ravaging more than 50 houses which left more than 300 people homeless.

The invading waves also desecrated 63 graves in the communities.

This compelled the regional minister to travel to the affected areas to spend a few nights with the displaced to gather first-hand information on the situation.
                             

Mahama’s pledge

On Independence Day, President Mahama travelled to the ravaged communities and pledged that the government would find a permanent solution to the problem.

The Paramount Chief of Some, Torgbi Adama III, blamed the situation on the failure to continue the project which took off in 2015.

Yaw Akuoko, the man seen in a viral video being assaulted by the bodyguard of The New Force’s 2024 presidential candidate, Nana Kwame Bediako, has reacted to the incident for the first time.

Akuoko, who described himself as a supporter of the movement, said the incident occurred while it was raining during a funeral in Asante Mampong in the Ashanti Region.

According to him, he was attempting to get closer to Nana Kwame Bediako when he was unexpectedly attacked by the bodyguard, identified as Andy Acheampong, popularly known as “Seven.”

“It was raining and Nana was passing by, on his way, to see the queen. We were rushing to go with him and the security man turned and hit me twice,” Akuoko recounted.

He revealed that after the incident went viral, the New Force leader personally reached out to him and arranged for his medical treatment.

“The video started trending, and Nana called me to arrange for me to come to Accra. When I arrived, they assigned a doctor to check on me. Now I’m okay and I have forgiven my brother because he himself has admitted his fault,” he added.

The bodyguard involved in the incident has since been suspended by the New Force Movement and enrolled in an anger management programme as the party launches an internal investigation.

The incident occurred during the funeral rites of the late Daasebre Osei Bonsu II, the Mamponghene and Krontihene of Asanteman, which took place from June 6 to June 9, 2025.

The Bank of Ghana (BoG) incurred a cost of GH¢8.6billion in 2024 for its open market operations (OMO), making it one of the primary contributors to the central bank’s annual operating loss of GH¢9.49billion.

The operations, aimed at mopping up excess liquidity to contain inflation and restore macroeconomic stability, underscore the steep financial cost of tight monetary policy in a fragile fiscal environment.

Per the bank’s 2024 annual report, the GH¢8.6billion OMO cost in 2024 represents a modest increase over the GH¢8.37billion recorded in 2023. This increase reflects sustained interest expenses arising from the issuance of central bank securities and sterilisation instruments used to absorb liquidity from the banking system.

BoG sterilisation efforts absorbed a total of GH¢134billion in liquidity throughout 2024. This intensive liquidity mop-up – amounting to 1.7 percent of GDP – was instrumental in sustaining macroeconomic stability, even though it was not a direct driver of GDP growth.

Ghana’s real GDP expanded by 5.7 percent in 2024, supported mainly by structural gains in the industrial (7.1 percent), services (6.1 percent) and agriculture (2.8 percent) sectors. Key contributors included mining, construction, crop production and digital communications, rather than monetary policy interventions.

While OMO activity played a stabilising role in curbing inflation and anchoring expectations, its sterilisation intensity declined in 2024 compared to 2023 when liquidity absorption reached the equivalent of 3 percent of GDP.

The moderation reflects the central bank’s more measured tightening stance following the sharp disinflation achieved in 2023 – from a peak inflation rate of 54.1 percent to 23.2 percent. Inflation in 2024 remained elevated but relatively stable, fluctuating between 23 percent and 25 percent.

Despite the narrowing gap in sterilisation efforts, BoG continued to invest in liquidity control tools during 2025. The central bank absorbed GH¢15.5billion in February, GH¢21.6billion in March and GH¢33.3billion in April – setting a record high for monthly liquidity absorption.

The scale of these operations was facilitated by enhanced policy instruments, including the introduction of a 273-day sterilisation bill designed to lock in excess liquidity as well as a revised cash reserve ratio framework aimed at improving monetary policy transmission.

Nevertheless, the financial costs associated with these tools continue to weigh on the central bank’s balance sheet. As of 31 December 2024, BoG reported total assets of GH¢215.06billion against total liabilities of GH¢276.38billion – resulting in a negative equity position of GH¢61.32billion, slightly lower than the GH¢65.34billion deficit reported in 2023.

The central bank’s operating income rose to GH¢9.4billion in 2024, up from GH¢8.71billion in the previous year. This improvement was driven by increased interest earnings on domestic securities, regulatory fines and other service charges. However, these gains were offset by total operating expenses of GH¢18.88billion, a figure that declined from the GH¢21.96billion recorded in 2023.

The reduction in expenses was largely attributed to reclassification of exchange gains into other comprehensive income, rather than lower policy operation costs.

A significant contributor to the overall loss in 2024 was also the central bank’s participation in the Gold for Oil (G4O) programme. The BoG committed GH¢4.69billion in seed capital to support the scheme but recorded a loss of GH¢1.82billion from the programme in 2024 alone. Cumulative losses from the G4O programme now stand at over GH¢2.1billion.

In light of these sustained losses, the board of directors approved the bank’s withdrawal from the programme in March 2025.

Against this backdrop, the BoG, the Ministry of Finance, and the International Monetary Fund reached an agreement on recapitalisation, formalised in a Memorandum of Understanding signed on 6 January 2025. The agreement is aimed at rebuilding the central bank’s financial buffers while maintaining its operational independence.

The BoG’s financial statements for 2024 were prepared on a going concern basis. According to the board of directors, the bank remains policy solvent – meaning it can continue to cover the costs associated with monetary policy operations through its realised income, despite the erosion of its equity.

“The Bank will continue to operate efficiently and effectively on a going concern basis and achieve its policy mandates,” the board stated in the report, citing expectations of improved macroeconomic conditions, falling interest rates and lower inflation.

These factors are anticipated to reduce both the cost of open market operations and foreign exchange revaluation losses, which together have historically accounted for nearly 69 percent of operating expenses.

Under the current IMF programme, the bank has committed to refraining from monetary financing of government’s budget in adherence to the zero-financing agreement signed with the Ministry of Finance. It also intends to optimise its investment portfolio and reduce operational costs to improve profitability and eventually rebuild its equity position.

As it stands, Heart of Lions, Asante Kotoko, and Hearts of Oak are poised to join Gold Stars among the elite top four, pending the outcome of a crucial disciplinary decision involving Nations FC.

Nations FC, who concluded their campaign in second place with 60 points, are under investigation for abandoning their penultimate league match against newly promoted Basake Holy Stars.

The game, which ended in controversy after a second penalty was awarded to Holy Stars, saw Nations FC Walk off the pitch on the instructions of club owner Dr. Kwame Kyei.

Basake Holy Stars have since lodged a formal complaint, requesting that the Football Association award them three points and three goals in accordance with league regulations.

Should the Disciplinary Committee uphold the appeal, a verdict expected on Monday, June 9,2025, Nations FC would suffer a three-point deduction, dropping to 57 points and sliding to fifth place.

In that event, Heart of Lions would rise to second place, Asante Kotoko would claim third, and Hearts of Oak, currently tied with Kotoko on 58 points but trailing on head-to-head record, would leapfrog into fourth, edging Nations FC out of the top four bracket.

Such a ruling would come as a major blow to Nations FC, whose remarkable campaign would be overshadowed by a single, ill-fated decision. For Hearts of Oak, however, the verdict could offer a late but welcome boost, potentially rescuing a season that has seen its fair share of ups and downs.

Following the suspension of Chief Justice Gertrude Torkornoo by President John Dramani Mahama, social activist and lawyer Oliver Barker-Vormawor has suggested that Justice Emmanuel Yonny Kulendi should be appointed as the next Chief Justice if the current Chief Justice is eventually removed.

In a post on his Facebook page on Sunday, 27th April, 2025, Barker-Vormawor wrote: “If, and that’s a big if. If the Chief Justice is removed. I would recommend Kulendi for the job. He writes with the intellectual clarity that a Chief Justice should.”

Justice Kulendi, who currently serves on Ghana’s Supreme Court, is known for his deep legal understanding and clear, well-reasoned judgments. Barker-Vormawor has previously praised Justice Kulendi’s dissenting opinion in the famous case involving investigative journalist Anas Aremeyaw Anas. In that case, Kulendi criticized the trial judge for being biased and not following the principles of fairness and justice.

Barker-Vormawor’s latest endorsement is important because he has often been critical of the judiciary, accusing some judges of being politically biased. His open support for Justice Kulendi shows he believes Kulendi has the honesty, fairness, and intellectual strength needed to lead Ghana’s judiciary at this critical time.

A Political Science lecturer at the University of Ghana, Dr Kwame Asah-Asante has criticized the growing trend of politicians, rallying party supporters at security agencies following arrests of political actors.

Describing the stunt as unnecessary, the academic observed that laws were frequently disregarded when such charged meetings happen at the premises.

Dr Asah-Asante, who was speaking with Naa Dedei on Morning Starr on Tuesday, said the occurences created anxiety in the public domain.

“If you look at the mass-up, it has been a common feature in this republic. NDC or NPP, whenever there’s an issue like that, they mobilize their supporters to go and mess up at whatever place there is. And then it creates all manner of, you know, uneasiness for everybody.

“Because sometimes you see rules are blocked. Sometimes the human traffic and all that isn’t necessary. It’s obviously not necessary,” the academic said on the morning show.

He said it was important for politicians to use the legal procedures “to its logical conclusion” in challenging any form of abuse by state actors.

“If somebody is not happy with a process which he feels or thinks there has been a breach, or the process has been what? A shortchange. Obviously, you know what to do. So, you can use the same legal process to seek redress. But the mass up is becoming a feature and I’m sure as a growing democracy, we don’t need this,” he remarked.

He warned that if the practice persisted it could lead to unintended consequences for the country.

During the New Patriotic Party (NPP) Ashanti Regional Chair, Mr. Benard Antwi Boasiako’s detention at the Economic and Organized Crime Office (EOCO) last week, party supporters amassed at the agency’s premises, calling for his immediate release.

He has subsequently been released after meeting bail conditions.
