President Mahama nominates seven Appeal Court judges to Supreme Court

Accra, April 30, GNA – President John Dramani Mahama has nominated seven Justices of the Court of Appeal for appointment to the Supreme Court.  

The nominations were conveyed in a letter signed by Dr Callistus Mahama, Executive Secretary to the President, andaddressed to the Acting Chief Justice for consideration by the Judicial Council, and subsequent parliamentary approval. 

The nominees are: Justice Sir Dennis Dominic Adjei, Justice Gbiel Simon Suurbaareh, Justice Senyo Dzamefe, Justice Kwaku Tawiah Ackaah Boafo, Justice Philip Bright Mensah, Justice Janapare Bartels-Kodwo, and Justice Hafisata Amalebola. 

Justice Adjei has served on the Court of Appeal since 2012.  He is also a Judge of the African Court on Human and Peoples’ Rights, elected in July 2022 for a six-year term.  His contributions to legal education and human rights jurisprudence are widely recognised.  

Justice Suurbaareh has been a member of the Court of Appeal since 2010. 

He previously served as a Supervising High Court Judge in the Eastern Region and is recognised for his expertise in constitutional and administrative law. 

Justice Dzamefe was elevated to the Court of Appeal in 2010.  He is known for his work in commercial and civil litigation and has contributed to the development of corporate governance and financial regulation jurisprudence.  

Justice Ackaah Boafo was appointed to the Court of Appeal in December 2022.  Prior to this, he served with distinction on the High Court bench and is noted for his analytical approach to law and commitment to justice delivery.  

Justice Mensah has been serving on the Court of Appeal since 2019.  He has a background in public service and academia, with judgments widely cited for their clarity and scholarly depth, particularly in public law.  

Justice Bartels-Kodwo was appointed to the Court of Appeal in 2019.  She is known for her judicial discipline and attention to legal detail, building a reputation for impartiality and integrity on the bench.  

Justice Amalebola was sworn into the Court of Appeal on December 21, 2022.  She brings extensive experience in family law, land law, and alternative dispute resolution, and her nomination is seen as a boost to gender representation on the apex court.  

The nominations are part of efforts to strengthen the judiciary and ensure the effective administration of justice.

The Ghana Venture Capital and Private Equity Association (GVCA) successfully hosted the 4th edition of the Ghana Venture Capital Conference 2025 at the Kempinski Hotel Gold Coast City, Accra. The event brought together over 350 distinguished guests, and esteemed participants, including investors, entrepreneurs, policymakers, and development partners, to explore new frontiers for venture capital and private equity investment in Ghana and across Africa.

A landmark feature of the event was the launch of the Ghana Pensions and Insurance Industry Venture Capital / Private Equity Compact, spearheaded by Yaw Appiah Lartey, Financial Advisory Partner at Deloitte Ghana, in collaboration with GVCA and inaugural signatories. This Compact marks a historic step toward bridging the financing gap for SMEs by channeling institutional capital into the venture ecosystem.

Another key milestone was the launch of the Venture Capital Trust Fund (VCTF) Impact Report 2004 – 2024 by CEO Michael Abbey, which showcases the Fund’s achievements in mobilizing investments across sectors such as technology, agribusiness, healthcare, and climate resilience.

Throughout the day, panel discussions, fireside chats, and breakout sessions featured dynamic conversations on innovative financing models, regulatory reforms, ESG investing, and strategies to strengthen Ghana’s entrepreneurial ecosystem.

Stop the drama and tell the truth about NSS ghost names scandal – AG dares A Plus

The Attorney General and Minister for Justice has issued a fiery response to Gomoa Central MP, Kwame Asare Obeng, popularly known as A Plus, challenging him to publicly address his alleged involvement in the National Service Scheme (NSS) ghost names scandal.

Speaking at a press briefing on Wednesday, April 30, Dr. Dominic Ayine dismissed recent social media claims by A Plus, branding him as “corrupt” and “a thief,” calling the accusations false and baseless.

According to the AG, A Plus must be questioned on what prompted his online attacks and should be held accountable for his knowledge about alleged NSS malpractices.

“The media should ask him about the silly thing that I was about to do which frightened him so much into making that silly post about me,” the Attorney General said.

“He should be asked what he knows about the National Service ghost names scandal and related matters.”

Dr. Ayine further warned A Plus to stop hiding behind social media and answer real questions.

“If he can give truthful answers, then Ghanaians would know why he took to social media to do what he did. But let him be warned that in my hometown, we do not fear mud thrown at us.

“On the contrary, we walk into the mud to deal with the person doing the mud-slinging and I am prepared to walk into the mud with A Plus,” he stressed.

Dr. Ayine further challenged A Plus to appear before the media and publicly respond to the claims surrounding his alleged role in the NSS ghost names saga.

“What I have about him and the National Service scandal—he should come and say. I’m challenging him to come and tell the media and stop hiding behind social media to make baseless allegations against people who have worked hard to earn a reputation,” he added.

GBA’s request defies Supreme Court rulings – Edudzi

The Director of Legal Affairs of the National Democratic Congress (NDC), Edudzi Tamakloe, has criticised the Ghana Bar Association (GBA) for its demand that President John Dramani Mahama revoke the suspension of Chief Justice Gertrude Torkornoo.

The GBA, in a statement dated April 26, described the suspension as unconstitutional and lacking legal basis.

It argued that the President’s decision, purportedly taken under Article 146(10) of the Constitution, was flawed due to the absence of a published Constitutional or Statutory Instrument guiding the exercise of presidential discretion, as required under Article 296.

Speaking on Channel One TV’s The Point of View with Bernard Avle, Edudzi Tamakloe stated, “The GBA statement, I think, offends the 1992 Constitution and does a lot of violence to the decisions by the Supreme Court of Ghana.”

He commended the President for what he described as a transparent and constitutionally compliant approach.

“President Mahama has demonstrated a certain high level of transparency, fairness that is required by the Constitution,” he added.

President Mahama suspended the Chief Justice on Tuesday, April 22, after a prima facie case was established against her based on petitions from private citizen Daniel Ofori, senior police officer Ayamga Akolgo, and the civic group Shining Stars of Ghana.

A five-member committee has been constituted to investigate the matter.

Council of State members join forces to cater for twins paralysed for 25 years over medical negligence

With support from his counterpart from the Western North Region, the Vokta Region Council of State Member, Gabriel Tanko Kwamigah-Atokple, and Michael Aidoo, have come to the help of two twin girls who have been paralysed for the greater parts of their lives.

Sharing the details in a post on his Facebook page on Wednesday, April 30, 2025, Kwamigah-Atokple stated that he had adopted the girls.

He added that the girls, from Keta, have been left paralysed because of medical negligence.

This was also after he had received his colleague, the Western North Council of State Member, Michael Aidoo, at his office, during which he made a donation to support the girls.

“Earlier today, I received my Senior brother, HE Michael Aidoo, Council of State Member representing Western North Region, in my office, where he fulfilled a pledge he made during our recent Easter Get-Together.

“True to his word, he donated a generous amount of GHC20,000 to support my  adopted twin girls from Keta who, through no fault of their own, have been paralyzed for the past 25 years due to medical negligence,” he wrote.

Gabriel Kwamigah-Atokple further expressed his gratitude to his colleague, describing him as kind.

He also emphasised the challenges of the twin girls and how he is committed to building them up.

“His act of kindness is a demonstration of empathy, humanity, and the type of leadership that puts people first.

“These twin girls have carried a painful burden for decades. Support like this provides not just financial relief, but a renewed sense of dignity and hope for a better tomorrow. I am deeply moved by H.E. Michael Aidoo’s commitment to their story and to our shared mission at the Tanko Foundation – restoring hope and championing the vulnerable,” he added.

He also stated that; “On behalf of the twins, my family, and the entire Tanko Foundation team, I say a heartfelt thank you. Your generosity will never be forgotten. You have reminded us that real change begins when we choose to care. I am truly grateful, big brother. God richly bless you.”

Recently, Gabriel Tanko Kwamigah-Atokple brought together loved ones and friends to celebrate the Easter at his home at Weta, in the Volta Region.

Dancehall artiste, Stonebwoy, was the headline performance for the event.

Ahiagbah applauds Ken Agyapong for withdrawing from ‘Thank You Tour’

Director of Communications for the New Patriotic Party (NPP), Richard Ahiagbah, has commended former Assin Central Member of Parliament, Kennedy Agyapong, for his decision to withdraw from the party’s ongoing ‘Thank You Tour.’

Agyapong announced his withdrawal from the tour on Wednesday, April 30, citing security threats to his supporters following a violent incident in Kumasi. The incident involved the stabbing of a student from the Kwame Nkrumah University of Science and Technology (KNUST), who had been contracted by Agyapong’s team to perform at the event.

According to Agyapong’s team, the altercation began when a group of gun-wielding men, believed to be affiliated with the NPP, seized money given to the performers by a guest at the event. The confrontation escalated, resulting in gunshots and the stabbing of one performer.

Speaking on Eyewitness News with Selorm Adonoo, Ahiagbah described Agyapong’s withdrawal as a “noble” move made in the interest of party unity.

He added that Agyapong’s decision would help reduce tensions and redirect focus to the tour’s aim of thanking Ghanaians for their support, despite the party’s loss in the 2024 elections.

“I think we should commend Kennedy Agyapong, in his statement, saying that in the interest of the party unity, he feels that removing himself from the tour will allow for the tour to achieve its original purpose, which was to thank the Ghanaian people for the confidence reposed in us. For the efforts that were put in, though we didn’t win.

“I think that his decision to withdraw, I think is a noble one. And the fact that his presence there is not helping, leading to some tensions that are avoidable, he’s no longer on the tour. I think we need to commend him for that,” he said.

24-year-old farmer remanded for allegedly beating daughter to death

A 24-year-old farmer, Wisabu Kwame, has been remanded by the Nkwanta South Magistrate Court for two weeks following the tragic death of his five-year-old daughter.

The incident occurred on April 27, 2025, in the farming community of Pawa, in the Nkwanta South District of the Oti Region.

Wisabu Kwame was arrested after authorities were alerted to the child’s injuries.

Police prosecutor, Detective Bright Nkansah, presented the case to the court, detailing the harrowing circumstances surrounding the young girl’s death.

He revealed that on the said date, Kwame and his daughter were sleeping on a farm near Keri. He later left to a nearby community to fetch ingredients for food. Upon his return, he discovered that his daughter had defecated on herself.


In a fit of rage, Wisabu Kwame reportedly beat the young girl until she lost consciousness.

He then rushed her to a nearby CHPS compound at Keri and was later referred to the Nkwanta St. Joseph Catholic Hospital for further treatment. Unfortunately, the child was pronounced dead after several attempts by medical staff to save her life.

Reports indicate that the girl sustained severe injuries consistent with physical abuse, which led to her untimely demise.

Hospital authorities subsequently reported the matter to the police, resulting in Kwame’s arrest and subsequent charge of murder.

During court proceedings presided over by Magistrate George Valentine Arhine, the seriousness of the case was evident.

The judge emphasized the need for a thorough investigation into the circumstances surrounding the child’s death, and noted that the remand period will allow law enforcement to gather more evidence and conduct a comprehensive inquiry.

KNUST student was stabbed by macho man, not in student fight — Kwasi Kwarteng clarifies

Kwasi Kwarteng, spokesperson for Kennedy Agyapong, former Member of Parliament for Assin Central, has clarified that the stabbing of a Kwame Nkrumah University of Science and Technology (KNUST) student during the New Patriotic Party’s (NPP) “Thank You” tour in the Ashanti Region on Tuesday, April 29, was not the result of a fight between students, but rather an unprovoked attack by a macho man.

Speaking on Citi Eyewitness News the same day, Kwarteng firmly dismissed circulating reports suggesting the incident stemmed from a scuffle between students.

He explained that the victim, a member of Unity Hall’s Jama group from KNUST, had been stabbed by a macho man following a confrontation related to performance time and the distribution of money.

“I want to state on record and for the avoidance of doubt and purposes of clarity that it is not a case of disagreement between two students but a case of a macho man stabbing a student, and these are the facts,” he stated.

The Jama group had been contracted by Agyapong’s team to perform at the event held at the Bantama Pentecost Church on Tuesday, April 29.

According to Kwarteng, tensions flared when some attendees complained about the group’s prolonged display. During the confrontation, one of the macho men reportedly brandished a gun at the students.

“Subsequently, after we left the place, we heard of the stabbing incident. When we got to the police station, the narrative and the account that they gave was that when they were opposed for displaying, at that time, the same gentleman who stabbed them was the same person who at that point displayed a gun to them when they opposed or resisted the calls for them to go and sit down,” he recounted.

He further noted that a dispute over money also contributed to the altercation, though Kennedy Agyapong himself was not involved in handing out the funds.

“Even though it was a monetary issue, do not let us also miss that the monetary issue or disagreement was not between two students. It was not even Kennedy Agyapong who gave them the money, but a supporter of Kennedy Agyapong who gave an amount of GH¢1,000 for the students to share.”

Kwarteng alleged that after the money was handed over, the macho men returned, forcibly seized the cash, and launched an attack on the students.

“When they snatched the money, the student protested, which made the macho men, who were already sitting in the Toyota, start shooting, and the student even fled. At the expense of fleeing away, these guys still chased them and succeeded in stabbing one of the students,” he concluded.

CAF Reveals Ghana’s U-20 squad for AFCON, but discrepancies in roster cause concern

The Confederation of African Football (CAF) has released the official squad lists for the upcoming U-20 Africa Cup of Nations in Egypt, offering Ghanaians a first glimpse of the much-anticipated Black Satellites roster.

Ghana is set to kick off their campaign on Friday, May 2, against Group C rivals DR Congo, as head coach Desmond Ofei’s side looks to secure qualification for the FIFA U-20 World Cup in Chile later this year.

However, the announcement has raised a few concerns, with discrepancies emerging between the squad published by CAF and the players currently in camp.

One notable inconsistency involves Vision FC midfielder Edmund Asante, who is listed on CAF’s official tournament website despite being dropped from the traveling squad. Asante remains in Ghana and even featured in Vision FC’s matchday 29 victory over league leaders Bibiani Gold Stars, scoring a goal in the process.

The Africa Judicial Independence Fund (AJIF), has called on politicians to desist from politicising the suspension of the Chief Justice, Gertrude Torkornoo.

President Mahama suspended Chief Justice Torkornoo on Tuesday, April 22, after a prima facie case was established against her, following petitions submitted by private citizen Daniel Ofori, senior police officer Ayamga Akolgo, and the civic group Shining Stars of Ghana. A five-member committee has since been constituted to investigate the matter.

In a statement issued on April 30, the group underscored the need to safeguard judicial independence, calling for clarity and adherence to constitutional processes.

“Safeguard judicial independence, don’t politicise Chief Justice removal. In light of recent public discourse surrounding Ghana’s judiciary and petitions for removing the Chief Justice of Ghana, it is imperative to approach this matter with clarity, adherence to constitutional processes, and a deep commitment to safeguarding democratic institutions.”

The group called on stakeholders to pursue reform through deliberate and participatory processes that uphold the sanctity and independence of the judiciary.

“We therefore call on all stakeholders to pursue reform through deliberate, lawful, and participatory processes that uphold the sanctity and independence of the judiciary. Only then can we build a truly impartial and trusted system of justice,” the group said.

Ex-Ghana Security Head Charged with Theft, Money Laundering

A former senior security official in Ghana was indicted on Wednesday for allegedly embezzling millions of dollars from a cybersecurity contract, as per a court document obtained by AFP.

The allegations against Kwabena Adu-Boahene, a past director of the National Signals Bureau (NSB) responsible for monitoring communications related to national security, arose amid President John Mahama’s ongoing anti-corruption initiative.

Adu-Boahene is set to face charges for “theft,” “money laundering,” and misappropriating funds from a $7 million agreement intended to enhance Ghana’s cybersecurity framework, according to a legal document signed on April 30 by Attorney General Dominic Akuritinga Ayine.

He was apprehended on March 24 along with his wife, Angela Adjei-Boateng, who is also facing legal proceedings.

“Investigations confirm that the total amount of money- 49.1 million Ghanaian cedis- was the exact Ghana cedi equivalent of $7 million”, which, according to Adu-Boahene “was the purchase price of the cybersecurity defence system”, the document said.

“No cybersecurity system of the description in the January 30, 2020 contract was ever received by the Bureau of National Communications or by its successor agency”, it said.

The prosecutor claims that the laundered funds were subsequently used to acquire and develop various properties in Accra, Kumasi, and London, as well as to purchase a collection of luxury vehicles.

President Mahama, who assumed office in January, has pledged to recover misappropriated public funds from the administration of former president Nana Akufo-Addo.

Authorities say that these enforcement actions, which include an investigation into former finance minister Ken Ofori-Atta, signal a renewed effort to hold previous officials accountable for financial impropriety and rebuild public confidence in government institutions.

Attorney General Dr. Dominic Ayine has defended President John Dramani Mahama’s decision to suspend Chief Justice Gertrude Torkornoo, insisting that the action is constitutional and justified.

President Mahama suspended the Chief Justice on Tuesday, April 22, after a prima facie case was established against her based on petitions filed by private citizen Daniel Ofori, senior police officer Ayamga Akolgo, and the civic group Shining Stars of Ghana.

A five-member committee has since been formed to investigate the allegations in accordance with Article 146(6) of the 1992 Constitution.

At a press briefing in Accra on Wednesday, April 30, Dr. Ayine dismissed criticisms from the Ghana Bar Association (GBA), which had earlier called for the immediate revocation of the suspension, describing it as unconstitutional.

“We believe that he [President Mahama] has not violated the Constitution. And there’s no reason why he should reverse [the decision],” the Attorney General stated.

The GBA, in a statement dated April 26, had argued that the suspension lacked legal backing and violated Article 296 of the Constitution, citing the absence of a published Constitutional or Statutory Instrument guiding the President’s discretion.

However, Dr. Ayine maintained that the President acted in full compliance with the law.

Labour department launches JOBS roadshow to promote free employment services

The Ghana Labour Department has launched the JOBS (Just One Bold Step) Roadshow Campaign, an initiative aimed at raising awareness about free employment services offered by the Department and public employment centres across the country.

The campaign is designed to tackle Ghana’s persistent employment and career development challenges by actively engaging job seekers, employers, and employment service providers. It also seeks to promote legal migration pathways and enhance access to critical labour market information and skill development support.

Speaking to journalists at the launch on Wednesday, April 30, Chief Labour Officer, Dawuda Ibrahim Braimah, affirmed the department’s preparedness to deliver on its mandate and urged job seekers to fully utilise the services available under the campaign.

“Ghanaians should expect the best of service from the Labour Department of the Ministry of Labour, Jobs and Employment. I will partner GIZ in terms of labour market information, job offerings, counselling services and skill training. We have done it together with GIZ, and we believe that we shall continue to do it and offer the best for the people,” he stated.

On her part, Charlotte Hanson, Public Relations Officer for the Ministry of Labour, Jobs and Employment, noted that the campaign would also help the government build a comprehensive database of job seekers through the Labour Market Information System.

“One of the responsibilities is that they should be able to generate holistic data for government decisions and interaction. We currently have a labour system interaction that has been developed, and it was the World Bank that assisted us to be able to come up with that system,” she explained.

The JOBS Roadshow is expected to move across key regions in the country, offering career guidance, on-the-spot registration for job seekers, and linking skilled individuals to prospective employers.

TechnoServe, a leader in business solutions, has launched the implementation of grant support for 168 microentrepreneurs and agri-SMEs along the poultry, tomato, rice, and soybean value chains in Ghana as part of the Harnessing Agricultural Productivity and Prosperity for Youth (HAPPY) Program.

The HAPPY Program is an initiative of the Mastercard Foundation in partnership with Agri-Impact Limited and is being implemented by a consortium of eight partners, including the Ghana National Service Authority (NSA), Newage Agric Solutions Limited, the Ghana Enterprise Agency (GEA), MiDA Ghana CARES “Obaatan Pa” Programme, Catholic Relief Services (CRS), the Ministry of Food and Agriculture, TechnoServe, and Jobberman.

The initiative aims to increase agricultural productivity across the poultry, rice, soybean, and tomato value chains.

The HAPPY Program is a four-year initiative that seeks to create sustainable job opportunities for 326,000 young people between the ages of 15 and 35, with a 70% focus on women and persons with disabilities.

Speaking at the two-day kickoff event, held on 28th and 29th April 2025 at the Golden Bean Hotel in Kumasi, to commence the implementation of the grant disbursement, the Deputy CEO of Agri-Impact Limited, Juliana Asante-Dartey, noted that the successful implementation of the HAPPY Program is geared toward significantly boosting agricultural production and reducing imports.

“Even though we have increasingly gotten better at being self-reliant, we are still bringing in a lot of rice. Ghana’s demand for poultry is over 400,000 metric tonnes. The country is doing less than 20% of that, so most of it has to be imported. Even tomatoes—we still bring them in from neighbouring countries. The situation is not any different with soy, even though it’s needed in the poultry and food processing industries.

“We still are not self-sufficient and, from time to time, need to import to supplement. That is why the HAPPY Program, which is being supported by the Mastercard Foundation, is seeking to improve productivity and production in all four value chains.

“So that at the end of the four years, not only would we have enabled dignified and fulfilling jobs for young people—70 % of whom are young women—but we would also have opened up output and other business opportunities along these four value chains.”

“We are seeking to improve outputs from the value chains to the tune of over 189,000 metric tonnes over the four years. And in terms of import substitution, we hope that we will be able to reduce importation by $200 million by the end of the four years of the programme,” the Deputy CEO of Agri-Impact Limited explained.

Mr. Daniel Ninson, Agriculture Lead for the Mastercard Foundation in Ghana, also speaking at the even,t said the Foundation’s vision is rooted in the belief that young people are the key to Africa’s prosperity.

“Through programs like HAPPY, we are investing in young entrepreneurs, women-owned businesses, and growth-oriented enterprises that are building the backbone of our economies, especially in the vital agricultural sector.

He added, “Our goal for convening here over the next two-days in support of the HAPPY Program is clear; to support Agri-SMEs and Micro Businesses across key regions in Ghana, to create and sustain dignified jobs for youth, with 70% of these opportunities specifically targeted toward young women and to work together with business leaders like yourselves to strengthen ecosystems where young people can thrive.”

“It is an undeniable fact that agriculture remains one of Ghana’s largest employers, yet many young people see it as unattractive or inaccessible. HAPPY is changing that narrative—unlocking opportunities across the agricultural value chain: from processing to logistics, distribution to input supply, agritech solutions to climate-smart farming. Already, we are seeing transformational stories.”

Frank Obiora Mgbemena, HAPPY Program Director, TechnoServe, also said TechnoServe recognize that the vehicle to drive economic growth in Ghana lies in supporting small and medium enterprises, led by bold entrepreneurs, energised by the creativity of our youth, and strengthened by the resilience of women.

“Over the next two years, TechnoServe will work alongside your businesses to support business re-engineering efforts by providing technical assistance, grants, market linkages, crop business services, and developing the financial resilience of your businesses to attract more investment.”

One of the microentrepreneurs and a team lead at Hakama, a tomato processing company, Zainab Acheampong, expressed hope about the project, noting that the technical support and grant will help expand their business.

“When it started, the company was introduced to technical support, which we felt was in the right direction. Now we are looking at grant funding, meaning that we are looking at growth, we are looking into tomorrow, we are looking at what will benefit us as a people today and in the future. So it’s a very good thing for us as a business,” said Zainab Acheampong.

The Executive Committee of the Pan-African Business Forum (PABF) has announced two key appointments to its senior leadership structure.

This follows a Special Annual General Board Meeting (SAGM) held in Johannesburg, South Africa, where a unanimous decision was taken to adopt the recommendation of the Chairman of the PABF Board, Dr Ladislas Prosper Agbesi.

As a result, Noureddine Ayed has been appointed Senior Vice President – Head of Energy, while Claude Ibalanky has been confirmed as Senior Vice President – Head of Corporate Governance, Africa – Millennium Development Goals, Agenda 2063.

The Pan-African Business Forum is a private sector-driven initiative conceived by Africans to accelerate the socio-economic transformation of the continent. It seeks to achieve this through a series of carefully designed programmes and projects initiated both locally and in collaboration with development partners abroad.

The Forum’s work focuses on lobbying for an improved business climate—one that benefits both investors and host nations. This includes mobilising funding for projects that promote development and ensuring these initiatives are implemented for optimal social and economic impact.

Guided by a vision of fostering an African renaissance at national and regional levels, the PABF is committed to enhancing the quality of political and economic governance across the continent. Its work aims to attract international investment and tourism that tangibly improves the livelihoods of local communities. To realise its mission, the PABF pursues two primary streams of activity: policy advocacy and the promotion and establishment of an African Investment Fund.

This Fund will mobilise capital from both public and private sectors within Africa, as well as from international partners. The African Investment Fund will support both government and civil society initiatives by providing access to essential public goods such as electricity, water, roads, transport systems, agricultural infrastructure, railways, and ports.

These interventions are designed to foster economic growth, employment generation, and the eradication of poverty. The Fund will maintain a careful balance between economic profitability and social impact, and will be administered in accordance with international financial best practices.

To qualify for funding, a country must meet key democratic and governance benchmarks. These include the existence of a democratically elected government, an independent judiciary, adherence to the rule of law, a free and active press, and a broadly conducive environment for investment.

An 11-member Board of Trustees, comprising both Africans and non-Africans aligned with the Forum’s pan-African vision, will manage the Fund.

All funded projects must demonstrate economic viability and positive social returns. Any unutilised funds will be strategically invested in high-yield commercial ventures or financial instruments to preserve and grow the Fund’s capital base.

A former Chief Executive Officer of the State Transport Corporation (STC), Nana Akomea, has expressed satisfaction with Kennedy Agyapong’s decision to withdraw from the ongoing National Thank You tour.

According to him, while the tour is a long-standing tradition of the party meant to express appreciation to its supporters, some individuals have unfortunately turned it into a popularity contest between the two main contenders — Kennedy Agyapong and Dr Mahamudu Bawumia.

Nana Akomea explained that he had observed a concerning trajectory being promoted by some party members, which he believed could have negative consequences for the party — concerns that were sadly validated by the unfortunate stabbing incident.

Speaking on Peace FM on Wednesday, April 30, 2025, he said, “I was happy to hear Kennedy Agyapong has pulled out of the ‘Thank You Tour.’ Currently, the tour is proceeding smoothly just as we wanted it to. As part of the NPP’s tradition, the flagbearer and party executives embark on a tour after every election to thank party supporters.

“From the time of Kufuor, who lost elections to Rawlings, he embarked on the tour alone without his opponents, Adu Boahen, and other contenders. Akufo-Addo, after losing the 2008 Election, also embarked on the tour with party executives without his contenders like Alan Kyerematen.”

He continued; “Dr Bawumia, who has good intentions, proposed that all aspirants come on board for the tour, which he believes will promote unity, hence extending invites to all NPP presidential aspirants. Kennedy Agyapong came on board, and we all began the tour. Right from the beginning in the Western Region, we observed that the tour was being turned into a popularity contest by some people, with them bringing their supporters along, which wasn’t how we wanted the tour to be. How things were going was bad, only for this to happen.”

The politician asserted that the student group had no justification for being present at the tour, arguing that the event was wrongly portrayed as a contest — which it was not — ultimately leading to the unfortunate stabbing of one of them.

“What was the need for a student jama group to attend a party tour. They had no business there. Some supporters came sharing T-shirts and all that, for what? It wasn’t a contest nor a competition only for the unfortunate stabbing to happen,” he added.

Akomea maintained that Kennedy Agyapong’s decision to withdraw from the tour was a positive step in the interest of the party, arguing that his presence gave the impression — especially among his supporters — that the entire exercise was a political competition.

“Party executives had planned to meet Bawumia, Kennedy Agyapong and Kojo Opoku to have a sit down discussion, only for us to hear he had withdrawn from it. Kennedy’s presence made it seem like it was a competition, defeating the purpose of trying to foster unity. If he is withdrawing then its a good move…” he added.

Kennedy Agyapong officially announced his withdrawal on Wednesday, April 30, citing security concerns for his supporters. The decision follows a violent incident involving the stabbing of a student from Kwame Nkrumah University of Science and Technology (KNUST), reportedly affiliated with Unity Hall.

Speaking in an interview with Nhyira FM, Nana Akomea said the tour, originally intended to promote unity within the party, had become counterproductive.

He described it as having evolved into an “unnecessary competition” and praised Agyapong’s withdrawal as a sensible move under the circumstances.

“The current ‘Thank You Tour’ has turned into an unnecessary competition, and it is good for Kennedy Agyapong to withdraw,” he said.

Akomea expressed concern over growing divisions within the party’s leadership and urged leaders to present a united front to guide supporters, especially in the aftermath of the 2024 general elections.

“Leaders in the party must remain united and be a symbol of unity for the party supporters to follow. This thank you tour is not new, it has been there since 1992.

“If you look at the NPP, we are really sad about the margin of loss in the 2024 elections. This should guide the way we do things if we want to win the 2028 elections,” he stated.

Kwabena Adu-Boahene diverted GH¢49 million into his private company

The Attorney General and Minister for Justice, Dr Dominic Akuritinga Ayine, has disclosed that the former Director General of the National Signals Bureau, Kwabena Adu-Boahene, transferred a total of GH¢49 million, the cedi equivalent of $7 million, from a state account into the account of a private company he co-owned with his wife.

Addressing the press on Wednesday, April 30, 2025, Dr Ayine stated that the amount, which was intended for the purchase of a cyber defense system, was instead diverted.

“The contract was for the purchase of a cyber defense system software at a price of seven million United States dollars. Let us call this contract the GOG ISC contract. On February 6, 2020, Mr. Adu-Boahene transferred an initial amount of GH¢27.1 million from the National BNC’s operations account at Fidelity Bank to the private BNC account at UMB Bank,” he stated.

“A review of the transactions on the bank accounts reveals that once the funds from the National BNC landed in the private BNC account at UMB, Mr. Adu-Boahene instructed the private BNC to transfer an amount of GH¢9,537 to ISE Holdings in Israel,” he explained.

Meanwhile, Kwabena Adu-Boahene has pleaded not guilty to multiple charges, including allegedly causing a financial loss of GH¢49 million to the state in connection with the cyber defense software procurement deal.

This follows formal charges brought against him by the Attorney General, including three counts of stealing, one count of willfully causing financial loss to the state, one count of using public office for profit, one count of defrauding by false pretence, and one count of obtaining public property by false statement.

Attorney General and Minister for Justice, Dr. Dominic Ayine, has challenged the Member of Parliament for Gomoa Central, Kwame Asare-Obeng, popularly known as A Plus, to provide concrete evidence to support the corruption allegations he has made on social media.

Addressing the media on Wednesday, April 30, Dr. Ayine dismissed the claims as unfounded, describing them as “palpable falsehoods.” He specifically refuted allegations suggesting that he directed funds from the Sanitation Levy to a friend, and rejected accusations of theft and corruption.

According to Dr. Ayine, he is guided by careful thought and consideration before taking any action, and his integrity is what earned him the position of Attorney General.

“The Honourable Kwame Asare-Obeng took to social media to make serious allegations against me, calling me corrupt and a thief. Besides the name-calling, the Facebook post in its totality was a palpable falsehood.”

“I was never involved in the passage of the sanitation levy as I was not a member of the Finance Committee of Parliament, let alone being in a position to influence the position of the membership of the committee.”

He continued by addressing campaign-related allegations:

“I am reliably informed that his basis for saying I am corrupt and a thief is that I took campaign contributions from a businessman at East Legon known as Dr. Slege, and that he also knows the people who donated pickups for my campaign.

“If receiving donations for your campaign or getting a pickup is thievery or corruption, then there are 276 thieves in Parliament, including the person who was making the allegation himself.”

Dr. Ayine concluded by daring the MP to make his claims official:

“If A Plus has any evidence of corruption or thievery against me, I am challenging him today to call a press conference and present the evidence or present it to the police to investigate me.”

A senior member of the Ghana Bar Association and Director of Legal Affairs of the New Patriotic Party (NPP), Frank Davies, has described President John Dramani Mahama’s recent nominations to the Supreme Court as a significant development, stating that it signals “interesting times ahead for the judiciary.”

His remarks followed the President’s nomination of seven Justices of the Court of Appeal to the Supreme Court in accordance with Article 144(2) of the 1992 Constitution.

The nominees are Justices Sir Dennis Dominic Adjei, Gbiel Simon Suurbaareh, Senyo Dzamefe, Kweku Tawiah Ackaah-Boafo, Philip Bright Mensah, Janapare Bartels-Kojo, and Hafisata Amaleboba.

Speaking on Joy FM’s Newsnight on Wednesday, April 30, Mr. Davies acknowledged the President’s constitutional right to make such appointments but questioned the timing and broader implications.

“Interesting times ahead for the judiciary. Of course, nobody can take away the right of the President to nominate justices to the bench of the Supreme Court. That is a constitutional prerogative,” he said.

Mr Davies, who has practiced before all the nominated judges at different levels of the judiciary, congratulated them on their elevation. However, he raised questions about recent remarks by President Mahama, referencing a forum where the President reportedly encouraged lawyers aligned with the opposition National Democratic Congress (NDC) to aspire to judicial office to “balance the equation” regarding past judicial appointments made by former President Nana Akufo-Addo.

“If, on the back of that, the President is now nominating seven justices for elevation, the optics are there for Ghanaians to judge. I am not the President. I’m a trained lawyer and a citizen. I leave the better judgment to the people,” he added.

Davies expressed concern about the growing size of the Supreme Court, noting that the current number of justices.

South African President Cyril Ramaphosa has announced a judicial inquiry into allegations of political interference in the prosecution of apartheid-era crimes.

The announcement comes three decades after the end of white-minority rule – and after a group of survivors and victims’ relatives sued Ramaphosa’s government over a perceived lack of justice.

The Truth and Reconciliation Commission (TRC), set up in 1996, uncovered apartheid-era atrocities like murder and torture, but few of these cases progressed to trial.

Announcing the new inquiry, a presidential statement said Ramaphosa is “determined that the true facts be established and the matter brought to finality”.

The investigation is the outcome of settlement discussions in a high court case brought by 25 families and survivors.

The group, which is suing the government for damages worth $9m (£6.8m), says apartheid-era crimes were never properly investigated by the governments that came after the racist system.

Their murder of the four men sparked outrage across the country and six former police officers eventually confessed their involvement to the TRC. They were denied amnesty by the commission, but were never taken to court. All six officers have since died.

For years, critics have alleged that the post-apartheid leadership of the African National Congress (ANC) formed a secret deal with the former white-minority government in order to prevent prosecutions. The ANC has denied this.

On Wednesday, the presidency acknowledged that “allegations of improper influence in delaying or hindering the investigation and prosecution of apartheid-era crimes have persisted from previous administrations”.

The head of the inquiry, along with its timetable, will soon be announced.

National Organiser of the New Patriotic Party (NPP), Henry Nana Boakye, has firmly rejected calls to suspend the party’s ongoing Thank You tour, despite the withdrawal of Kennedy Agyapong over reported security concerns.

Speaking on The Pulse on JoyNews, Mr Boakye, popularly known as Nana B, said the decision to embark on the tour was not taken by a few individuals but by the party’s second highest decision-making body the National Council.

“I disagree with anyone who says we need to suspend the tour. It is a decision of the National Council. It is not a decision for two or three or four people,” he stated.

His comments follow concerns raised after former flagbearer aspirant of the NPP, Kennedy Agyapong announced he would no longer participate in the tour, citing threats against members of his campaign team. But Nana B cautioned against reading too much into the decision, stressing the need to avoid creating tensions within the party.

“Nobody should try to create an unfortunate incident between the former Vice President Bawumia and Kennedy Agyapong. Throughout the campaign, I have listened to Kennedy Agyapong and he has been preaching peace and togetherness,” he said.

Mr Boakye admitted that the NPP had suffered a “humiliating defeat” in the 2024 general elections, but said the Thank You tour was long overdue and essential for unity and party rebuilding.

“We should have even embarked on this Thank You tour some months ago, but because of Prof Mike Oquaye’s report, we delayed. The report was presented two weeks ago and then we started the tour,” he explained.

He emphasised the importance of acknowledging the efforts of party supporters, despite the election outcome.

“We did not win, but we also need to appreciate their hard work and tell them what really happened and why we must stay together so that we can win 2028,” he said.

Mr Boakye also highlighted that unlike previous elections, this tour was planned to include all the presidential aspirants as a symbol of party unity.

“It was the party and the 2024 presidential candidate who decided, together with the council, that we should invite all the presidential aspirants to be part of it to display unity,” he explained.

Addressing concerns about the challenges encountered during the tour, he urged party members to stand firm.

“If you go and face challenges, you face them you deal with it. You don’t run away.So I will disagree with anybody who says that we need to suspend the tour. We must confront these issues now so that we resolve our issues better than staying on it and then facing these challenges later,” he added.

Suspects involved in ‘ghost names’ scandal to be charged next week

Attorney General Dr. Dominic Ayine has announced that former directors of the National Service Authority (NSA) implicated in the recent ghost names scandal will be formally charged in the first week of May 2025.

The development follows a directive by President John Dramani Mahama for a full investigation into the discovery of 81,885 suspected ghost names on the NSA payroll. The anomaly was identified during a nationwide headcount of active national service personnel, according to Presidential Spokesperson and Minister of Government Communications, Felix Kwakye Ofosu.

The audit, commissioned by Finance Minister Dr. Cassiel Ato Forson, was part of efforts to reconcile and clear outstanding service allowance arrears dating back to August 2024. The issue was first brought to light in an investigative report by The Fourth Estate in November 2024.

On March 20, the National Investigations Bureau (NIB) interrogated the former Executive Director of the NSA, Osei Assibey Antwi, over his alleged involvement in the payroll fraud. He was accompanied by his lawyer after being invited for questioning.

Speaking to journalists in Accra on Wednesday, April 30, Dr. Ayine said, “The investigations into the National Service ghost names scandal have progressed well. And we will be filing charges against some of the persons involved from the first week in May, I mean, a few days’ time.”

The Attorney General also disclosed that the government will soon file charges in other high-profile cases, including the Sky Train project, the National Cathedral, procurement of mathematical sets, and the Senior High School WiFi initiative. He noted that dockets are currently being prepared for prosecution in these matters.

The National Organiser of the New Patriotic Party (NPP), Henry Nana Boakye, has rejected attempts to link the incident of the KNUST student being stabbed, to any perceived rivalry between Dr Mahamudu Bawumia and Kennedy Agyapong.

Speaking on The Pulse on JoyNews, Nana Boakye, popularly known as Nana B, warned against what he described as a false narrative about the incident.

“We will resist any narrative attempting to link the Unity Hall incident to a perceived rivalry between Kennedy and Bawumia,” he stated.

He acknowledged that the police had begun investigations into the matter, but cautioned against drawing premature political conclusions.

“I am aware that the police is going into the matter, but what I will reject as the National Organiser is for any narrative to be put on this incident that let’s connect it to Kennedy Agyapong and Dr Bawumia. No,” he stressed.

He pointed to an earlier official statement that distanced the event from any internal party tensions, saying he was satisfied with that clarification.

“That is why I am making reference to the statement that came out, and I am very happy they cleared the air that it is not in connection to that,” he added.

On Kennedy Agyapong’s decision to withdraw from the NPP’s Thank You tour, Nana Boakye said he respected the move and understood the reasons behind it.

“I respect Kennedy Agyapong’s decision to withdraw from the Thank You tour. That is fair enough,” he said.

He noted that reports suggested some of Kennedy Agyapong’s supporters were involved in bringing the Unity Hall students to the event, and this may have influenced the MP’s decision to withdraw.

“I am told that supporters Kennedy Agyapong brought this Unity Hall guys in, so again, that is where I also agree with Kennedy when he said that in solidarity with what has happened, he is pulling out,” he explained.

However, Nana Boakye strongly pushed back against the growing claims that the party’s Thank You tour has been marred by tensions between the two senior figures.

“All that I am saying is that the narrative out there that the NPP’s Thank You tour is featured with all of these unfortunate incidents because of the rivalry as it is perceived to be between Kennedy Agyapong and Bawumia is not true,” he said.

Adu-Boahen, wife, two others plead not guilty to GHC49m corruption charges

The four accused persons in the National Signals Bureau case, Kwabena Adu-Boahen, his wife Angela Adjei-Boateng, Mildred Donkor, and Advantage Solutions Limited, have pleaded not guilty to all charges levelled against them.

Before their pleas were taken, counsel for the accused, Samuel Atta-Akyea, prayed the court to adjourn the case, arguing that his clients had been ambushed by the state.

According to him, his clients honoured an invitation from the Economic and Organised Office (EOCO) on Tuesday, April 29, where they were informed that charges had officially been levelled against them, pending arraignment by the Attorney General.

They were then instructed to reappear at EOCO on Wednesday, April 30, only to be told they were being arraigned without having been officially served with the charges.

He therefore prayed the court to defer proceedings to allow the accused persons to be properly served.

The Attorney General, however, opposed the application, arguing that both the accused persons and their lawyer were aware of the charges against them and that the court ought to proceed with taking their pleas.

The court, presided over by Justice Eugene Nyante Nyadu, directed that the charges be read to the accused persons and their pleas taken.

The first accused person, Kwabena Adu-Boahen, faced seven individual counts. These include three counts of stealing, defrauding by false pretence, wilfully causing financial loss to the state, using public office for profit, and operating public property by false statement.

His wife, Angela Adjei-Boateng, has been charged individually with one count of collaborating with Kwabena Adu-Boahen to use his office for personal gain.

In addition, the couple has been jointly charged with conspiracy to steal.

Furthermore, all four accused Kwabena Adu-Boahen, Angela Adjei-Boateng, Mildred Donkor, and Advantage Solutions Limited, are facing charges of money laundering and conspiracy to commit a crime, specifically money laundering.

All accused persons pleaded not guilty to the charges.

Meanwhile, the judge is expected to hear in-camera evidence from the Attorney General, Dr. Dominic Ayine, who is seeking the remand of Kwabena Adu-Boahen. The Attorney General alleges that the first accused has attempted to tamper with a key witness in the case.

Lawyer for Kwabena Adu-Boahen, Samuel Atta-Akyea, questioned how his client could tamper with a witness under the watch of state investigative agencies and demanded to know the evidentiary basis for the claim.

The judge has granted all accused persons temporary bail under their existing conditions, pending a determination on Friday based on the in-camera evidence to be presented by the Attorney General.

Clashes halted after 22 people were killed near Damascus, monitor says

Damascus, Apr. 30, (dpa/GNA) – Twenty-two people have been killed in clashes in a town on the outskirts of Damascus, as armed groups attacked civilians and security forces, a monitoring group said on Wednesday.

“Sixteen members of the Syrian security forces were killed and six members of the Druze community were killed in the clashes,” the head of the Syrian Observatory for Human Rights (SOHR), Rami Abdel Rahman, told dpa.  

In the evening, the head of the Damascus Rural Security Directorate announced that the “security operations” in Sahnaya had ended. Security forces had been deployed in all parts of the city. Eyewitnesses had previously reported that the city had been sealed off by government troops.

Earlier, the state-run Syrian Arab News Agency (SANA) said 11 people had been killed.

Second day of conflict 

Since late Tuesday, armed groups have been firing on civilian and public security vehicles on the roads, while other assailants attacked a checkpoint in the town of Sahnaya, to the south of the capital, SANA reported.

Residents told dpa that machine guns and rocket-propelled grenades had caused damage to homes and cars, and left many residents frightened for their safety.

Security forces advanced to the centre of Sahnaya amid heavy gunfire in order to reach Druze-dominated neighbourhoods in the city, one resident said.

“The Syrian security forces were using Shaheen drones to hit areas inside Sahnaya,” residents inside the town cordoned off by the security sources told dpa.

According to the SOHR, government forces, backed by the ministries of defence and interior as well as allied paramilitary units, have tightened their control over key areas inside the neighbouring town of Ashrafiyat Sahnaya.

At the same time, a strict security cordon was imposed on Sahnaya, with all entry and exit routes sealed off — effectively cutting the town off.

Audio recording sparked clashes

The clashes in Sahnaya came one day after violence erupted in the town of Jaramana, also near Damascus, sparked by an audio recording of a person insulting the Muslim prophet Mohammed.

At least 17 were killed in the Jaramana clashes, according to the UK-based Syrian rights organization.

The recording was attributed to a member of the Druze community, sparking clashes between members of the Druze community and other groups.

The recording’s author has not yet been determined, but the Interior Ministry is investigating. A statement from the Druze community in Jaramana said the recording was fabricated to incite sedition.

Both the Syrian Interior Ministry and the Druze community said the Druze community member accused of making the recording had not connection to it.

Since the overthrow of long-time ruler Bashar al-Assad in December, Syria’s new Islamist leadership has called for unity and promised inclusivity, but deadly violence has repeatedly broken out.

In March, clashes erupted between Syrian security forces under the country’s new authorities and gunmen loyal to al-Assad in Syria’s western coastal region, leaving hundreds dead.

Political Analyst and Syria expert, Nizar Ghanem, warned that the situation in Syria is “serious.”

“It shows that the transitional government is still unable to control the grounds,”  he said.

Many Druze were close to al-Assad

The Druze are a religious minority that today is primarily located in Syria, Lebanon, Israel, and Jordan.

In their respective countries, their members value internal cohesion and loyalty to their respective states.

In Israel, many Druze volunteer in the army.

Meanwhile, a joint statement by the Israeli prime minister and defence minister stated that the Israeli military had conducted a “warning operation” in Syria against an “extremist group” that was preparing an attack on the Druze in Sahnaya.

Israel, which views the Druze as allies, “expects Syria to take measures to protect the Druze,” the statement read.

Injured Druze evacuated to Israel

Late on Wednesday afternoon, the Israeli army said it had evacuated three Syrian-Druze citizens for medical treatment at the Xiv Medical Center in Safed. It continues to monitor the situation.

Earlier on Wednesday, Syrian government sources confirmed to dpa that a Syrian soldier was killed in an Israeli drone strike in the early afternoon.

The Syrian Observatory reported that several people were also injured.

At least two Israeli strikes hit the outskirts of Sahnaya, said the Observatory’s director, Rami Abdel-Rahman.

The Israeli military stated that the air force targeted individuals outside Damascus who had attacked Druze.

The military had been ordered to prepare for attacks on Syrian government targets if violence against the Druze community continued.

According to local residents, Israeli warplanes continued to fly over the city.

Syria condemns all foreign interference

Meanwhile, the Syrian Ministry of Foreign Affairs has issued a strong statement rejecting all forms of foreign interference in the country’s internal affairs. The statement comes in response to recent calls by groups outside Syria, which the ministry accused of being involved in violent actions and of making unlawful demands under the guise of “international protection.”

Such calls are illegitimate and aimed at undermining Syrian sovereignty, the ministry said. It emphasized that any internal challenges should be addressed strictly within the framework of national institutions and legal processes. It said it is committed to protecting all segments of its society, including the Druze community, describing them as an integral part of the national fabric.

Political Analyst and Syria expert Ghanem stressed that Israel’s interference in southern Syria shows a potential intention to control the area using the excuse of protecting minorities.

“The Wa Circuit Court heard the case, where Abudi pleaded guilty. On April 23, 2025, His Lordship Jonathan Avoogo sentenced him to seven years’ imprisonment.

“The Regional Police Command issues a stern warning to potential offenders, urging them to desist from committing such crimes,” the statement noted.

The Attorney General and Minister of Justice, Dr Dominic Ayine, has disclosed that ongoing investigations have uncovered yet another fraudulent scheme.

It has been revealed that Ghana Water Company Limited (GWCL) has been making monthly payments of at least GH¢1.3 million into the private accounts of Kwabena Adu-Boahene, the former Director General of the National Signals Bureau.

Speaking at a press briefing on April 30, 2025, the Attorney General revealed that these payments were disguised as part of an internet provision contract with the National Signals Bureau (NSB), raising serious concerns about the misuse of public funds.

Dr Ayine further disclosed that the payments have been occurring for several months, with no clear evidence linking the transfers to any legitimate services provided by Kwabena Adu-Boahene or the NSB.

The Attorney General stated that his office is currently scrutinising the details of the contract, which appears to have been fabricated to conceal the illicit payments.

The embattled former NSB Director-General, with links to several high-profile figures, has been under investigation for various financial irregularities.

He currently faces 11 charges in connection with fraudulent schemes that have siphoned millions of cedis from state entities over the past years. These charges include conspiracy to commit fraud, money laundering, and misappropriation of public funds.

Adu-Boahene’s earlier arrest was in connection with previous schemes, following multiple allegations about his role in manipulating government contracts, diverting funds intended for public projects, and using his influence to secure favourable deals with state-owned companies.

Meanwhile, the Attorney General has vowed to pursue the case vigorously, promising to hold all involved parties accountable for their actions.

GWL paid GHS 1.5m monthly to Adu Boahen for internet services

Attorney General and Minister for Justice, Dr. Dominic Ayine, has disclosed that Ghana Water Limited (GWL) paid a monthly amount of GHS1.3 million to the former Director-General of the National Signals Bureau (NSB), Kwabena Adu Boahen—an arrangement that became a key issue in his recent arrest.

Speaking at a press briefing on Wednesday, April 30, Dr. Ayine cited a contract between GWL and the erstwhile Bureau of National Communications (now the National Signals Bureau), under which GWL was to pay GHS1.3 million monthly in exchange for secure internet services.

However, according to the Attorney General, instead of directing the funds to the official account of the Bureau, Adu Boahen provided GWL with the account details of his private company—BNC Communications Bureau Limited—diverting state funds for personal gain.

“Our diligent investigation team came across yet another scheme hatched by Mr. Adu Boahene, this time involving Ghana Water Limited. This criminal enterprise involved the purported provision of secured internet services by the erstwhile Bureau of National Communications now National Signals Bureau.

“Every month GWL paid GHc1.3 million to Kwabena Adu Boahene and his company in exchange for internet services provided by the government. In fact the figure rose to GHc1.5 million every month at the close of our investigations.”

“For purposes of his payment, Kwabena Adu Boahen provided the account details of his company, BNC Communications Bureau Limited, to Ghana Water, which religiously paid for the internet services,” Dr. Ayine revealed.

“In other words, every two weeks, when GHS650,000 of money from Ghana Water left the account of Ghana Water, instead of going to the National Signals Bureau account, it went to the account of a company owned by Kwabena Adu Boahen and his wife,” he further explained.

President John Dramani Mahama has nominated seven new Justices to join the Bench at the Supreme Court of Ghana, in accordance with Article 144(2) of the 1992 Constitution, which empowers the President to appoint justices to the highest court in the land.

The announcement was made in a letter dated April 29, 2025, signed by the Secretary to the President, Callistus Mahama.

The nominations are part of the President’s ongoing efforts to ensure the continued independence and efficiency of Ghana’s judiciary.

The nominated justices are expected to undergo a review by the Judicial Council, which will provide advice to the President before they are presented for vetting in Parliament. This process will ensure their suitability to serve on the bench of the country’s highest court.

The Judicial Council will review the nominations and provide advice to the President before they are vetted by Parliament.

Once confirmed, the new justices will take on key responsibilities in interpreting the Constitution and adjudicating cases that have significant legal and national implications.

President Mahama launches National Apprenticeship Programme in Tamale

Tamale, April 30, GNA-President John Dramani Mahama has officially launched the National Apprenticeship Programme (NAP) in Tamale, the capital of the Northern Region with a call on the youth to take advantage to acquire hands-on skills to be employable. 

The launch is in fulfilment of the National Democratic Congress (NDC) manifesto promise to open job opportunities for young people to have hands-on skills to be employable. 

President Mahama noted that the inability of the youth to access higher level education should not be a deterrent factor to enable them to enroll on the NAP. 

He said NAP reaffirms the commitment of NDC to fulfilling its manifesto promise of providing jobs for the youth, adding that it would equip about 500,000 youth, beginning with the initial cohort of 100,000  

The NAP is a flagship initiative of the National Democratic Congress (NDC) government aimed at tackling youth unemployment through technical and vocational skills development.  

It forms a core part of the administration’s job creation and human capital development strategy. 

The President announced that each apprentice would receive a stipend for transport under the programme, while five per cent of NAP beneficiaries would be Persons with Disabilities (PWDs), and 45 per cent would be women. 

The programme, as outlined in the NDC’s 2024 manifesto, offers free training in various trades and crafts, leading to formal certification.  

Beneficiaries will be supported with start-up capital and equipment to establish their own businesses upon graduation. 

A dedicated Business Growth Apprenticeship module will link TVET graduates with established industries for mentorship and enterprise development.  

The government also plans to introduce reforms to the TVET system by incorporating digital skills, soft skills, and entrepreneurial training. 

Mr George Opare Addo, Minister for Youth, Empowerment, and Development, emphasised on the seriousness government attached to such flagship programmes and said “We are not just launching a programme, but a movement that will forever empower young people to lead the development agenda of Ghana” 

In support of the programme, the 2025 Budget Statement has allocated GH¢300 million, with a target to train and empower over 100,000 young people across the country.  

The programme also includes the establishment of regional Centres of Excellence to provide hands-on training in simulated work environments. 

The launch in Tamale drew stakeholders from the education, industry, and youth sectors, and marked the beginning of nationwide implementation of the initiative. 

The Mahama-led administration has described the NAP as a critical pillar in its drive to create jobs and equip Ghana’s youth with employable skills for sustainable livelihoods. 

On Monday, President Mahama launched one of the party’s flagship programmes, “Adwumawura” aimed at creating estimated 10,000 jobs annually for the youth and other people seeking jobs. 

In addition to the skills training as launched gives credence to the President fulfilling some key party manifesto promises.

Attorney General Dr. Dominic Ayine has revealed that former Director General of the National Signals Bureau (NSB), Kwabena Adu Boahen, orchestrated a “dubious” scheme that led to a financial loss of $7 million to the state.

According to Dr. Ayine, the scheme involved the illegal diversion of state funds for personal and private use.

The disclosure was made during a press briefing in Accra on Wednesday, April 30.

The Attorney General confirmed that the state had filed 11 criminal charges against Adu Boahen, his wife Angela Adjei-Boateng, and two other accomplices. The charges include stealing, defrauding by false pretenses, money laundering, conspiracy to commit crime, causing financial loss to the state, and using public office for profit.

Adu Boahen and his wife were arrested on March 20 and 21, respectively, in connection with the case. Dr. Ayine stated that investigations revealed they used some of the diverted funds to finance businesses they personally owned.

The prosecution maintains that the accused took advantage of their public office to channel state resources through private entities, defrauding the country in the process.

The case is expected to proceed in court in the coming weeks as the state pursues justice in the high-profile matter.

“Meticulous investigations undertaken by the Economic and  Organised Office had uncovered a scheme by Mr. Adu Boahene that resulted in the loss of $7 million.

“I can now confirm that at the conclusion of our investigation, that is how much he stole from the taxpayers of this country. In consequence, I have filed charges against him and his wife, and one Mildred Donkor, a former employee of UMB,” he  disclosed.

Attorney General, Dominic Ayine has revealed more shocking details of how Ghana Water Company Limited (GWCL) illegally paid GHS1.5 million monthly to a private company owned by former National Signals Bureau (NSB) Director-General Kwabena Adu Boahene for internet services.

At a press conference on Wednesday, the Attorney General detailed how the Ghana Water Company Limited (GWCL) was systematically defrauded through an elaborate scheme involving the National Signals Bureau (NSB) via its former director.

The scheme, which ran for an undisclosed period, saw GWCL paying premium rates for basic internet services that should have been provided at no cost between the two state-owned entities.

“This criminal enterprise involved the purported provision of secure Internet services to Ghana Water Company Limited by the erstwhile Bureau of National Communications, now National Signals Bureau,” Ayine stated.

“The contract document showed that Ghana Water was to pay BNC the sum of 650,000 Ghana cedis every two weeks for secure internet services from BNC, that is the Bureau of National Communications. However, for purposes of the payment, Kwabena Adu Buahene provided the account details of his company, BNC Communication Limited, to Ghana Water, which religiously paid for the Internet services.”

The AG explained that “every two weeks, 650,000 Ghana cedis left the bank accounts of Ghana Water. Instead of going to the National Signals Bureau account, it went to the account of a company known as Bureau of National Communications, owned by Kwabena Adu Buahene and his wife.”

The Attorney General emphasized the absurdity of the arrangement as “the government agency is providing secure internet services to Ghana Water Limited, a limited liability company solely owned by the same government.”

“And Ghana Water is spending money that they do not have to pay for internet services at that cost – 1.3 million Ghana cedis every month. In fact, the figure goes to 1.5 million Ghana cedis every month at the close of our investigations.”

The press conference came hours after Adu Boahene and his wife, Angela Adjei Boateng, pleaded not guilty in court to 11 corruption charges involving GHS49 million in alleged fraudulent contracts.

The Attorney General’s office is expanding its investigation into the GWCL payments, with more charges expected.

He added that his office will file separate charges against Mr Adu Buahene and his accomplices next week.

Alabaster Box has never charged churches for performances – Founding member reveals

A founding member of the renowned Ghanaian gospel group Alabaster Box, Samuel Nii Narku Dowuona, has revealed that the group has never demanded payment for performing in churches.

In an interview with Kwame Dadzie on Joy FM, Dowuona shared that the group, formed in the early 2000s, initially rejected any form of payment for church performances.

“Payment or taking money for singing was not on our minds. Even when we formed Alabaster Box, we were just happy going around singing. There were times when churches tried to give us money, but we rejected it,” he said.

He recalled a turning point in 2003 when a church offered them money after a performance.

“The first time we were ever paid was somewhere around 2003. We had gone to perform at a friend’s father’s church. When he gave us money, we told him we didn’t do that. That’s not how we operate.

“The man invited us into his office and told us what we were doing wasn’t biblical. He said, ‘When you come and sing and you don’t charge, that’s fine, that’s your policy. But when we give you something, just take it. That’s how blessings work. Just take it and go,’” Dowuona explained.

Since then, the group has accepted voluntary offerings but still does not set performance fees for churches.

“Even today, as Alabaster Box, when we are invited to churches, we don’t charge. People usually ask, ‘How much do you charge?’ We say, ‘No, we don’t charge. But how can you support our ministry so it can continue?’” he added.

However, Dowuona clarified that for corporate or non-church events, Alabaster Box negotiates fees as part of a professional engagement.

“But if it’s not a church event, maybe a paid event or a corporate function, then we can talk business,” he said.

The Attorney General and Minister of Justice, Dr Dominic Ayine, has disclosed that ongoing investigations have uncovered yet another fraudulent scheme.

It has been revealed that Ghana Water Company Limited (GWCL) has been making monthly payments of at least GH¢1.3 million into the private accounts of Kwabena Adu-Boahene, the former Director General of the National Signals Bureau.

Speaking at a press briefing on April 30, 2025, the Attorney General revealed that these payments were disguised as part of an internet provision contract with the National Signals Bureau (NSB), raising serious concerns about the misuse of public funds.

Dr Ayine further disclosed that the payments have been occurring for several months, with no clear evidence linking the transfers to any legitimate services provided by Kwabena Adu-Boahene or the NSB.

The Attorney General stated that his office is currently scrutinising the details of the contract, which appears to have been fabricated to conceal the illicit payments.

The embattled former NSB Director-General, with links to several high-profile figures, has been under investigation for various financial irregularities.

He currently faces 11 charges in connection with fraudulent schemes that have siphoned millions of cedis from state entities over the past years. These charges include conspiracy to commit fraud, money laundering, and misappropriation of public funds.

Adu-Boahene’s earlier arrest was in connection with previous schemes, following multiple allegations about his role in manipulating government contracts, diverting funds intended for public projects, and using his influence to secure favorable deals with state-owned companies.

Meanwhile, the Attorney General has vowed to pursue the case vigorously, promising to hold all involved parties accountable for their actions.

7,900 old applicants to get new chip-embedded passports

The Minister of Foreign Affairs, Samuel Okudzeto Ablakwa, has assured applicants who began their passport applications before the transition to the new chip-embedded passport system that they will be attended to promptly.

According to him, applicants with incomplete applications are required to visit the new portal at passport.mfa.gov.gh and follow the instructions provided to complete their application.

In a post on his X (formerly Twitter) account, Ablakwa wrote, “An assurance to the 7,900 Ghanaians who paid for passports under the old arrangement before we switched to chip-embedded passports, we have them covered. You don’t have to pay twice. No Ghanaian will be disadvantaged. The about 22,100 Ghanaians who started the passport application process but did not make payments also have 90 days to complete the process.”

He confirmed that all applicants will receive the new chip-embedded passports.

A press release from the Ministry on April 30, 2025, reiterated that following the switch from biometric to chip-embedded passports on April 28, 2025, the Ministry is working expeditiously to ensure a seamless transition.

“The Ministry notes that about 30,000 old applications remain on the old system, out of which 7,900 paid applicants have incomplete applications. Applicants with incomplete applications are assured that they will not be charged again to complete the pending applications,” the statement read.

The Public is, however, advised to note the following:

i. Those who started the application under the old system are to complete all such pending applications within 90 days;

ii. Applicants whose appointments have already been booked on the old system should proceed to the Passport Application Centres for their biometrics to be captured on the appointed day; and

iii. Applicants who missed their appointments on 28th and 29th April, 2025, are advised to visit the respective Passport Application Centres for further processing of their applications.

Growing Ghana’s Creative Industry: Learning from the Nigerian Playbook

Over the past decade, Nigeria’s creative industry has evolved into a global powerhouse, especially in the music and film sectors.

From Grammy-nominated Afrobeats stars to Nollywood films on global streaming platforms, Nigeria’s cultural exports have captivated the world.

Their success is no accident—it is the result of a deliberate, structured approach to building a creative economy.

Nigeria’s music industry, particularly its flagship sound, Afrobeats, has grown into a global cultural force. What was once a regional genre is now streamed on global platforms, played in top clubs, and featured in global festivals. This meteoric rise didn’t happen by chance—it is the result of a combination of strategic efforts by artists, industry players, and government institutions.

Nollywood, Nigeria’s film industry, on the other hand, has grown into the second-largest film industry in the world in terms of volume, producing over 2,500 films annually. From humble beginnings in the early 1990s, Nollywood has become a multi-billion-dollar sector and a major cultural export across Africa and beyond.

According to an estimate from Business Day Nigeria, in 2021 alone, Nollywood employed 300,000 persons. A situation that is expected to have more than quadrupled by the end of 2025, according to Jobberman projections.

Deliberate steps were taken to achieve this success. The content of movies resonated with local and regional audiences because they featured African faces and relatable storylines, they addressed themes like family, spirituality, politics, and urban life, and they used indigenous languages and Pidgin English for mass appeal.

Ghana, a nation equally blessed with rich cultural heritage and artistic talent, has every opportunity to rise to similar prominence. Yet, despite flashes of brilliance, we have not sustained the momentum needed to position ourselves as creative leaders on the African continent. The time has come to learn from our neighbours—not merely to copy, but to adopt what works and build a strategy that works for us. These are some pointers we could look at;

Match Policy with Purposeful Investment

One of the biggest drivers of Nigeria’s creative boom has been real financial investment, backed by government initiatives like the Project ACT Nollywood Fund and strategic partnerships.

Though late, public policy began to support Nollywood: The Project Nollywood Fund by the Bank of Industry offered grants for production and capacity building. Nigeria’s Creative Industry Finance Initiative backed training and production.

The National Film and Video Censors Board (NFVCB) began regulation to improve content standards. In music, the government has instituted and implemented initiatives that have further championed the growth of the industry.

The Nigeria Creative Industry Development Bill for instance, aims to formalize and support the entertainment sector funding.

If the Ghana entertainment industry will grow and compete on the global stage, the government must be deliberate in supporting with practical policies. The arts is not cheap. According to Ghanaian Filmmaker, Peter Sedufia in an interview with Channel One TV, it cost him nothing less than USD 200,000 to produce his Aloe Vera movie which eventually ended up on Netflix, featured at global film festivals and won several awards. Ghana needs a Creative Industries Fund to support content creators across sectors—film, music, fashion, theatre, and digital arts. This must be complemented by tax incentives to attract private sector investment into the creative space.

Build the Right Infrastructure

Ghanaian creators often lack access to the tools and spaces needed to produce high-quality work. We need creative hubs—well-equipped spaces with sound studios, editing suites, rehearsal spaces, cinema halls and stages. Accra, Kumasi, and Takoradi could become creative corridors if we commit to public-private partnerships that support infrastructure development in the arts.

It is painful to admit that, as a nation that prides itself as a promoter of the creative arts, the National Theatre remains the only ideal facility for live performances, be it theatre or musical concerts in the country. The National Theatre of Ghana is in a very sorry state and lacks many functional equipment, not to talk about state of the art. Infrastructural development could begin with the very institutions meant to train creatives, like the completion of the Arts Complex of the School of Performing Arts, University of Ghana, which has been under construction for over 15 years.

Develop and Protect Talent

While Ghana boasts of immense talent, the industry lacks structured support for growth. Perhaps due to our perception of the arts. We must integrate creative arts into our educational system, from primary schools to universities. Additionally, we should partner with global institutions for mentorship and exchange programmes.

There must be avenues for graduates of music, acting, directing, etc to practice right after school under the National Service Scheme. In Nigeria platforms like Mavin Records, Chocolate City, and Empire Africa have created professional structures for talent grooming and global distribution. Nigeria’s strategic collaborations is one sure way of tapping into the expertise of Hollywood and gain exposure. Wizkid’s “Essence”, featuring Tems and Justin Bieber and Davido’s collaboration with Chris Brown and Nicki Minaj are just a few examples. Although few Ghanaian musicians have been successful with international collaboration, there must be a deliberate move to do more.

Nollywood today is collaborating with South Africa, Hollywood and Bollywood to produce movies. Equally important is the enforcement of intellectual property rights to protect the hard work of our creatives. The Ghana Music Rights Organisation (GHAMRO), the Musicians Union of Ghana (MISIGA) and the Ghana Actors Guild must be better resourced to carry out their mandate.

Go Digital—Globally

Nigerian artists understand how to use digital and global platforms to their advantage. Ghanaians must be trained and supported to do the same. We need to help our creators understand digital algorithms, trends, and viral marketing. Our content must be created with the global audience in mind, without losing our authenticity.

In leveraging digital platforms and global distribution, Nigerian artists have aggressively utilized platforms such as YouTube, Spotify, Apple Music, Audiomack, Instagram and TikTok. According to the IFPI Global Music Report 2023, sub-Saharan Africa was the fastest-growing region globally, with Nigeria leading the way,driven largely by streaming. The IFPI 2023 report further states that, in 2022, Nigeria accounted for 66% of sub-Saharan Africa’s total music streaming revenue.

Nigerian songs like CKay’s “Love Nwantiti” became global sensations largely through TikTok trends. Today, Nigerian film companies like EbonyLife, Inkblot, and FilmOne are internationally recognized. The shift from DVD to digital was crucial. Platforms like iROKOtv, YouTube, and later Netflix provided global access. In 2015, Netflix began acquiring Nollywood content. By 2020, it commissioned Nigerian originals with YouTube becoming a distribution outlet for diaspora audiences, growing revenue through ads and partnerships.

Ghana must make be a deliberate attempt to create more Stonebwoys, Joe Mettles, Black Sherrifs, Sarkodies, Shatta Wales, Sparrow Productions and OldFilms Productions to flood the digital space with Ghanaian content for an appreciable global representation.

Promote National Pride in the Arts

To grow the creative industry, we must shift mindsets. The arts are not just a pastime; they are a profession. Schools, media, and families must encourage children who want to become filmmakers, dancers, or musicians. Nigeria has succeeded in using Nollywood as a powerful tool for promoting their stories, values and identity globally. National campaigns celebrating our arts and artists can create an environment of respect and support. The Lagos Theatre Festival celebrates Nigerian heritage, languages, dance, music and theatre, drawing attention to the country’s rich artistic traditions.

Ghana can boast of creatives who have risen to occupy high offices of the land. The likes of Efua T. Sutherland, Abla Dzifa Gomashie, Fritz Baffoe, John Dumelo are but a few examples to help change the mindset of parents who still discourage their wards from pursuing careers in the arts; looking down on and referring to the arts as ‘Dondology’ is quite primitive.

Define a Ghanaian Creative Identity

Just as Afrobeats became a powerful global identity for Nigeria, Ghana can build a distinct creative brand rooted in our unique rhythms, fashion, languages, and storytelling. Our “December in GH” campaign is an excellent platform. Let’s expand it to include more cultural showcases, international collaborations, and deliberate positioning of Ghana as West Africa’s cultural capital. The Nigerian music and movie industries in appealing to their audiences both home and abroad remain authentic by incorporating local languages (Yoruba, Igbo, Pidgin English), traditional rhythms, and storytelling in their works. This authenticity creates a unique and exportable cultural product.

Ghana’s Highlife Music is an heirloom. We have a duty to protect and develop it and bequeath to generations to come. We have not done so well with Highlife. There must be a deliberate effort to encourage young and new musicians to infuse highlife into their works. Some Ghanaian young musicians are unable to breakthrough because they sound like their Nigerian counterparts making it difficult to brand their works with true and indigenous Ghanaian identity. We need to bring back our MOGOs and Highlife Festivals to revive our taste and love for Highlife Music.

In Summary

There is no shortcut to creative success. It requires vision, commitment, and strategic investment. Ghana must support its creative sector not only with words but with real resources and respect. The time to act is now.

Governments must move beyond campaign promises and take the creative arts as seriously as any other sector. Our creative arts is our surest and best comparative advantage. Only Ghanaians can best tell the Ghanaian story.

Therefore, our music, like Osibisa’s “Woyaya”, Nana Kwame Ampadu’s “Oman Bo Adwo” and our storytelling, like Kwaw Ansah’s “Heritage Africa” among others must remind us of how we used to do it yester years and be motivated to do much more today.

The world is watching Africa. Let’s ensure that when they look our way, they see Ghana’s light shining just as brightly.

CIC calls for shift in Ghana’s eating habits to fight diseases, climate change

Accra, 30 April, (GNA) – Mr Emmanuel Fiagbey, the Executive Director of Communication Initiatives for Change (CIC), a non-profit organisation, has urged Ghanaians to consciously reduce their meat consumption as a vital step towards sustainable living.

Speaking at the commemoration of the World Earth Month at the University of Ghana, Mr Fiagbey called on the public to adopt a “eat meat once a week” culture to improve their personal health.

The event, aimed at examining how food choices, particularly red and white meat, impact health, the environment, and the climate, was on the theme: ‘’Managing Food Waste to Save the Environment – Our Earth.”

He highlighted the need to improve personal health and lower the risk of non-communicable diseases, notably diabetes and stroke.

“It has been scientifically proven that excessive meat intake places undue pressure on the kidneys,” Mr Fiagbey said, emphasising the consumption of sustainable foods like fruits and vegetables.

“Reducing meat consumption is intended to help us protect ourselves from certain non-communicable diseases, most especially diabetes, heart disease, kidney stones, obesity, and some cancers.”

He cited recent studies by the University of Cape Coast, Bielefeld University (Germany), the University of Queensland (Australia), and the Ghana Education Service, which revealed that only 27.8 per cent of Ghanaian youth consume sufficient fruits and vegetables.

“This is in contrast to South Africa at 68 per cent, Uganda at 87.8 per cent, Nigeria at 73 per cent, and Kenya at 94 per cent,” he said.

The statistics indicate a concerning trend of unhealthy eating habits among Ghanaian youth, where meat was prioritised over fruits and vegetables, Mr Fiagbey said.

He noted that the carbon footprint associated with producing one pound of meat posed a significant environmental threat.

“Consequently, CIC’s ‘Meatless Monday’ initiative focuses on environmental preservation and raising awareness about the importance of protecting the Earth,” he said.

“The Meatless Monday encourages the consumption of more sustainable foods, reduces food waste by promoting longer food preservation, and fosters a culture of composting food waste.”

Meatless Monday is a global campaign that encourages individuals to improve their health by abstaining from meat one day each week.

Professor Marian Asantewah Nkansah, Environmental Chemist, shared insights on the broader interventions and strategies to adopt to make use of wasted food.

She emphasised on converting food waste into compost, repurposed as animal feed, or even processed into biogas, offering a sustainable solution to reducing waste.

“You can have a farm or a backyard where excess food goes into. You can dig a hole create your own composite and set up your own farm,” she said.

President John Dramani Mahama has nominated seven new Justices to join the Bench at the Supreme Court of Ghana, in accordance with Article 144(2) of the 1992 Constitution, which empowers the President to appoint justices to the highest court in the land.

The announcement was made in a letter dated April 29, 2025, signed by the Secretary to the President, Callistus Mahama.

The nominations are part of the President’s ongoing efforts to ensure the continued independence and efficiency of Ghana’s judiciary.

The nominated justices are expected to undergo a review by the Judicial Council, which will provide advice to the President before they are presented for vetting in Parliament. This process will ensure their suitability to serve on the bench of the country’s highest court.

The Judicial Council will review the nominations and provide advice to the President before they are vetted by Parliament.

Once confirmed, the new justices will take on key responsibilities in interpreting the Constitution and adjudicating cases that have significant legal and national implications.

The Chief Executive Officer of the Petroleum Hub Development Corporation (PHDC), Dr Toni Aubynn, has called for sustained and meaningful collaboration among regulatory and government agencies to ensure the successful delivery of Ghana’s ambitious Petroleum Hub project.

Speaking at the corporation’s first-ever Inter-Agency Dialogue on April 30, 2025, Dr Aubynn said the hub’s realisation depends not on isolated efforts but on coordinated action across both public and private institutions.

“We are here because we recognise that the success of Ghana’s petroleum hub vision is interlinked—not with one agency, one ministry, or one entity—but with the harmonised efforts of many institutions,” Dr Aubynn said in his keynote address.

The summit, themed “Building the Energy Hub of Choice: Unlocking Synergies for a Globally Competitive Petroleum and Petrochemical Hub”, brought together sector ministers, heads of regulatory authorities, and industry leaders to explore how improved coordination can enhance investor confidence and eliminate bottlenecks.

According to Dr Aubynn, fragmented efforts have already cost the country valuable investment opportunities. He said duplication, delayed approvals, and inconsistent communication contribute to perceptions of bureaucracy that deter potential investors. He urged all institutions involved in the hub project to adopt a culture of timely and transparent inter-agency coordination.

“Too often, our efforts have been siloed. We’ve had good intentions but fragmented actions. The result? Delays in policy execution, missed investment opportunities, and a general perception of bureaucracy that deters the very partners we are trying to attract,” he stated.

He added that the PHDC’s vision for the hub goes beyond physical infrastructure, aiming to position Ghana as the heartbeat of West Africa’s energy transformation through job creation, innovation, and industrialisation.

“We envision a hub that becomes the beating heart of energy transformation in West Africa—a hub that creates jobs, drives innovation, builds local capacity, and strengthens Ghana’s economic sovereignty,” Dr Aubynn said.

Deputy Minister for Energy and Green Transition, Hon Richard Gyan-Mensah, also addressed the forum, highlighting Ghana’s geographic advantage and petroleum assets as key to becoming a regional energy leader. He acknowledged the Petroleum Hub project as central to government policy and urged stakeholders to break down institutional silos for faster and more effective results.

Similarly, Minister of Trade and Industry Elizabeth Ofosu-Adjare described the project as a cornerstone of Ghana’s trade strategy, stressing that it has the potential to position the country as a regional trading powerhouse.

The panel discussion featured CEOs from the Environmental Protection Agency, the National Petroleum Authority, Ghana Ports and Harbours Authority, and the Land Use and Spatial Planning Authority, all of whom pledged their commitment to streamlining licensing and permitting processes for the hub.

The event ended with a collective pledge from participating agencies to improve coordination and execution, with PHDC Deputy CEOs Halimatu Sadia Abdulai Abu and Onasis Rosely delivering the opening and closing remarks respectively.
