The government is in the final stage of improving funding and operational capacity of district and city service commissions, including enhancing salaries of Resident District Commissioners (RDCs), Resident City Commissioners (RCCs), mayors and LC5 chairpersons.
Permanent Secretary of the Ministry of Public Service, Ms Catherine Bitarakwate Musingwiire, said the process began in Financial Year 2025/2026 but stalled due to resource constraints.
The teachers have written to the government, reminding them of their promise to enhance salaries, after a meeting with the Inter-Ministerial committee in November 2025.
