Minister in Charge of Government Communications, Felix Kwakye Ofosu, says proceeds from the GH¢1-per-litre Energy Sector Shortfall and Debt Repayment Levy have been effectively utilised to stabilise Ghana’s electricity supply.
Speaking at the Government Accountability Series in Accra on Wednesday, January 14, 2026, Kwakye Ofosu said the levy has played a significant role in addressing longstanding challenges in the power sector.
According to him, electricity supply was unstable when the current administration assumed responsibility for the sector, raising concerns over frequent power outages.

However, he noted that sustained interventions, partly funded by the levy, have helped restore reliability.
“What is clear is that it has certainly been put to good use and has contributed significantly to achieving stability in the power sector. When we took over, there were challenges with electricity stability, and I think all of us can attest that, for several months now, electricity has been stable. We have not experienced the outages that many had feared would occur,” he stated.
The Energy Sector Shortfall and Debt Repayment Levy was introduced to raise additional funds to purchase fuel for thermal power plants and to settle accumulated debts within the energy sector.
