Ruto Congratulates Phoebe Okowa for Being Elected as a Judge at the International Court of Justice
President William Ruto has congratulated Kenyan legal scholar Professor Phoebe Okowa following her successful election to the International Court of Justice (ICJ), in a major achievement that has brought pride to Kenya.
Okowa emerged victorious in the November 3, 2026, elections conducted by the United Nations General Assembly and Security Council, securing a position among five candidates selected to serve at the prestigious international judicial institution.
Her election comes after an intense diplomatic process that attracted candidates from different parts of the world, with Kenya actively seeking international support for her candidature.
Following the announcement of the results, Ruto celebrated the development, describing Okowa’s victory as an important milestone for the country and recognition of the quality of Kenyan legal professionals.
The Head of State praised her distinguished career, professional experience and contribution to international law, expressing confidence that she would represent Kenya and Africa with excellence.
He also wished her success as she prepares to take up her new responsibilities, noting the importance of the International Court of Justice in promoting justice, international cooperation and peaceful resolution of disputes between nations.
Okowa is a respected Kenyan legal scholar and Professor of Public International Law at Queen Mary University of London. Over the years, she has established herself as an influential voice in international legal affairs through her academic work and participation in international institutions.
She previously served in the United Nations International Law Commission, where she contributed to the development and codification of international law.
Her election is particularly significant because it strengthens Africa’s representation at the world’s principal judicial organ.
Reports indicate that she secured 183 votes in the UN General Assembly and the required support in the Security Council, overcoming competition from other distinguished candidates.
The successful election also followed diplomatic engagements involving Kenya and other African countries, with Sierra Leone eventually withdrawing its candidate in support of Okowa.
The International Court of Justice, based in The Hague, Netherlands, settles legal disputes submitted by countries and provides advisory opinions on international legal questions.
Okowa is expected to serve a nine-year term beginning February 6, 2027, marking another important chapter in Kenya’s contribution to international justice and diplomacy.
