EPRA Announces New Mandatory Rules for Fuel and Cooking Gas Importers and Transporters

The Energy and Petroleum Regulatory Authority (EPRA) has proposed new regulations requiring fuel and cooking gas importers and transporters to obtain clearance electronically before moving petroleum products across Kenya’s borders.

In a public notice issued on Friday, October 30, EPRA announced plans to introduce the National Electronic Single Window System (NESWS) in partnership with the Kenya Trade Network Agency (KenTrade).

Under the proposed changes, importers, exporters and transporters handling petroleum, liquefied petroleum gas (LPG) and coal consignments will be required to process their clearance documents electronically at designated border points.

Licensed transporters will also be required to submit their journey plans through the online platform, replacing the existing arrangements. The system is expected to streamline documentation and improve monitoring of petroleum product movements.

EPRA further indicated that its officers will use the integrated platform to verify licences belonging to importers, exporters, transporters and drivers involved in handling the consignments to ensure compliance with regulatory requirements.

The authority advised affected stakeholders to ensure their licences and other compliance documents remain valid and updated ahead of the proposed rollout to avoid potential difficulties when the mandatory electronic submission process begins.

According to EPRA, implementation will take place in phases, with the initial stage covering petroleum and LPG consignments. Coal will also be incorporated into the system during a subsequent phase whose timeline remains unspecified.

Before introducing the new requirements, EPRA plans to conduct public participation and stakeholder sensitisation forums throughout November 2026. The meetings will take place in Nairobi, Mombasa, Kisumu, Eldoret, Nakuru and Meru.

Affected businesses and members of the public have been invited to submit recommendations through EPRA’s official email address or deliver written memoranda to its headquarters and regional offices. The authority will announce the mandatory implementation date after completing consultations and preparations.
