Renewable energy plan attracts investor interest, targets US$10.8bn investment

GhanaWeb reported on Friday, October 30, 2026, that Ghana’s updated Renewable Energy Master Plan for 2026-2030 is actively attracting significant domestic and international investor interest, positioning the country to capitalize on a massive expansion of its clean energy market. The five-year strategic framework, unveiled by the Ministry of Energy and Green Transition, sets an ambitious target of US$10.8 billion in investment, nearly doubling the US$5.6 billion projected under the original 2019 plan. This substantial increase in financial targets reflects a deliberate national strategy to accelerate the transition away from fossil fuel dependency and harness the country’s abundant solar and wind resources.

The Ministry of Energy and Green Transition, the Energy Commission, the Public Utilities Regulatory Commission, the Environmental Protection Agency, and the broader national frameworks for sustainable development and climate finance are institutionally mandated to facilitate the transition toward a diversified, resilient energy matrix. These regulatory bodies are tasked with ensuring that policy frameworks support large-scale capital mobilization while safeguarding environmental standards and grid stability. By establishing clear, long-term capacity targets, the state aims to mitigate the historical risks associated with energy sector investments, thereby fostering an environment where both local and foreign developers can confidently deploy capital toward utility-scale solar, wind, and hydropower projects.

The master plan outlines specific, measurable capacity targets, including 852 megawatts peak of utility-scale solar, 709 megawatts peak of wind power, 127 megawatts of additional hydropower, and the deployment of 440 mini-grids to serve rural and island communities. International wind developer Upwind International, operating locally as NEK, exemplifies the strong alignment between private sector pipelines and government ambitions. The company, which has operated in Ghana since 1998, is currently developing an estimated 1,800 megawatts of onshore wind projects. Following the renewal of Environmental Protection Agency permits for six coastal project areas between Tema and Ada in October 2026, NEK anticipates that construction on the first two or three wind farms will commence before October 2028. Furthermore, the company is advancing proposals for 1,000 megawatts of offshore wind and 1,500 megawatts of floating solar near Anloga and Ningo. In the solar sector, the International Finance Corporation and LMI Holdings recently signed a US$39.5 million agreement under a broader US$100 million master loan facility to support a 100-megawatt solar project at the Dawa Industrial Zone. This development complements LMI’s existing infrastructure at the Tema Free Zones Enclave, with the company targeting 1,000 megawatts of installed solar capacity by 2032. Another significant proposal is the Buipe Renewable Energy Project in the Savannah Region, which envisages up to 1,500 megawatts of solar generation paired with advanced battery storage.

Despite the robust pipeline of investor interest, the successful realization of the master plan hinges on rigorous execution and infrastructural readiness. Grid connections, transmission network upgrades, and the establishment of bankable financing structures will ultimately determine whether these ambitious targets translate into operational capacity. Investors must also navigate the persistent challenges of managing currency fluctuations and utility payment risks as the country seeks to mobilize the capital required to transform its energy mix. The progression of this renewable energy agenda represents a critical juncture for Ghana’s economic and environmental future. Sustaining this momentum will require an unwavering commitment to regulatory consistency and infrastructural development, ensuring that the nation’s clean energy transition delivers reliable, affordable power while driving sustainable economic growth for generations to come.
