EXCLUSIVE: Wike Allocates 291 Hectares Of University Of Abuja Land To Eight Companies, One Firm Gets 113 Hectares

The documents, issued under the authority of the FCT Minister, indicate that the beneficiaries include oil and gas companies, property firms, commercial businesses, an educational foundation and other private organisations.

The Minister of the Federal Capital Territory (FCT), Nyesom Wike, has come under scrutiny following revelations that he approved the allocation of hundreds of hectares of land in Abuja to eight companies, including one firm that received a staggering 113.19 hectares, while ordinary Nigerians seeking smaller residential plots reportedly struggle to secure land measuring between 250 and 500 square metres.

SaharaReporters obtained documents showing that the allocations, made through offers of statutory rights of occupancy, cover 10 different plots in Cadastral Zone E01, Giri, Abuja, with a combined area of approximately 291.01 hectares.

The documents, issued under the authority of the FCT Minister, indicate that the beneficiaries include oil and gas companies, property firms, commercial businesses, an educational foundation and other private organisations.

One of the companies, GI Properties Limited, was allocated approximately 113.19 hectares, making it the largest beneficiary among the companies listed in the documents.

Sources familiar with the land allocations told SaharaReporters that the development raises serious questions about the distribution of public land in the FCT, particularly amid concerns that land belonging to the University of Abuja is being allocated to private interests.

One of the sources, who provided information about the allocations, said, “Allocation letters of the plots of land that Wike sold from the University of Abuja land: this single company got 113.19 hectares.

“While Nigerians applied for just 250 sqm to 500 sqm, Wike is busy selling our land in hectares.”

The source described the development as particularly troubling, considering the difficulties ordinary Nigerians encounter when applying for smaller residential plots.

The documents identify eight companies that benefited from the allocations, although two companies, Unicorn Oil and Gas Limited and Alphaseal Business Limited, received two separate allocations each.

Wike Gives Beneficiaries 21 Days To Complete Payments

The documents also contain conditions directing the beneficiaries to complete payments of all prescribed rents, fees, bills and charges within 21 days of the dates of their respective offers.

They state that failure to comply with the payment requirements and submit the necessary acceptance documents within the stipulated period would result in the offers lapsing.

Part of the conditions reads: “This Letter of Offer of Right of Occupancy shall be accepted by (a) collecting the said Letter of Offer and the accompanying Statutory Right of Occupancy Bill, (b) making full payments of all rents, fees, bills and charges therein prescribed, (c) submitting a duly completed Letter of Acceptance alongside evidence of payments; all to be complied with within twenty-one (21) days from the date of this Offer, failing which the Offer shall lapse.”

The documents further stipulate that the right of occupancy would commence only after the Lands Department receives evidence of payment of all prescribed rents, fees, bills and charges, alongside the duly completed acceptance letter.

They also state that certificates of occupancy would be issued after the beneficiaries accept the offers and pay all requisite fees.

Strict Conditions Attached To The Allocations

The offers also contain conditions requiring beneficiaries to develop the allocated properties within two years from the commencement of the rights of occupancy.

According to the documents, the beneficiaries are required to erect and complete buildings and other works consistent with the approved purposes of the respective plots.

The documents state that all construction must comply with plans and specifications approved by the Federal Capital Development Authority (FCDA) or any other authorised government agency.

They further prohibit the beneficiaries from erecting buildings outside the approved land-use provisions or making alterations without the necessary government approvals.

Another major condition prohibits the beneficiaries from selling, assigning, mortgaging, transferring possession, subdividing, subleasing or otherwise alienating the rights of occupancy without first obtaining the consent of the FCT Minister and paying all prescribed bills, fees, rents and charges.

The documents also grant the FCT Minister or any public officer authorised by him the power to enter and inspect the allocated properties at reasonable hours.

The relevant provision states that the occupier must permit and provide free access to the minister or authorised officials for such inspections.

The offers warn that any breach or failure to comply with the stipulated conditions could render the rights of occupancy liable to withdrawal or revocation.

The ten documents were signed by Chijioke Nwankwoeze, Director of Land Administration, on behalf of the Minister of the Federal Capital Territory.

Each document states that the approval for the grant of the respective statutory right of occupancy was conveyed on the minister’s authority.

Wike’s Spokesperson Defends Land Allocation

When contacted by SaharaReporters over the allocations and concerns about the use of University of Abuja land, Lere Olayinka, media aide to the FCT Minister, defended Wike’s authority to allocate land, revoke existing allocations and reallocate revoked properties.

Olayinka questioned why the Minister’s decision to allocate land to the companies should generate controversy, insisting that Wike is constitutionally empowered to carry out such functions.

He said, “Is the Minister of FCT not constitutionally empowered to allocate lands, revoke land allocations and reallocate revoked allocations?

“So if he allocated lands to eight companies or anyone, is it not in the exercise of his duties?

“Didn’t the Minister inform the public that part of the over 11,000 hectares of land allocated to the university will be revoked?

“Where in the world does any university stand on over 11,000 hectares of land?

“At 500 square metres, one hectare of land will give 20 plots. Multiply 20 plots by 11,000, it will be 220,000 plots.

“So how can a university in Abuja sit on land over 220,000 plots of land?”

The minister’s spokesperson dismissed the concerns as emotional, sentimental and sensational.

“I think we need to move away from this emotion, sentiments and sensationalism. I don’t issue statements on frivolous issues. It is like bringing a story on a doctor performing surgery on 10 patients,” he added.
